Abstract

The local strongman phenomenon is actually contrary to Law of the Republic of Indonesia Number 1 of 2015 concerning the Stipulation of Government Regulations in Lieu of Law Number 1 of 2014 concerning the Election of Governors, Regents and Mayors into Law and Law of the Republic of Indonesia Number 8 of 2015 concerning Amendments to Law Number 1 - 2015 concerning the Stipulation of Government Regulations in Lieu of Law Number 1 of 2014 concerning the Election of Governors, Regents and Mayors into Law. This research aims to determine the influence of local strongmen on the election of Regent and Deputy Regent in Indragiri Hulu Regency in 2020. This research was conducted qualitatively with a descriptive approach, involving observation and interviews with resource persons who have been determined to answer the problem formulation in this research. . The results of this research reveal that the local strongman phenomenon is clearly visible in Indragiri Hulu Regency, where Yopi Arianto's family and the Riau Golkar Party that he raised there are a real reflection of the work of local strongmen in Indragiri Hulu Regency. Golkar gave a recommendation to Rezyta Meylani, wife of the Regent of Indragiri Hulu (Inhu) Yopi Arianto, to run for the 2020 regional elections. This determination is said to have gone through an internal mechanism at Golkar. Then, we can review the facts on the ground that Rezita Meylani has a coordination network in each village, this of course cannot be separated from the role of Yopi Arianto as the previous regent who is the husband of Rezita Meylani, the current regent of Indragiri Hulu. Abstract

This research delves into the implementation of the Good Tourism Governance (GTG) concept by the village government and stakeholders in Aliantan Village, particularly in the context of tourism management. The main objective of the research is to analyze the management carried out by the village government and stakeholders in applying the principles of GTG for tourism development. The research method employed is a qualitative approach through in-depth interviews with the village government, local stakeholders, and tourism observers. This approach is designed to gain a profound understanding of the implementation practices of GTG and the roles of stakeholders in tourism management in Aliantan Village. The research results indicate that the village government has implemented several measures in applying the concept of Good Tourism Governance (GTG) for tourism development in Aliantan Village. The steps taken include active involvement of various stakeholders in the decision-making process, transparency in resource management, and community participation in the planning and implementation of tourism activities. However, the study identified some challenges, including a lack of effective coordination between the village government and stakeholders, potentially hindering the implementation of Good Tourism Governance. Awareness of the importance of GTG in sustainable tourism development is also identified as an area that needs improvement. The research concludes that although efforts have been made to implement the principles of Good Tourism Governance, there is a need for further steps to strengthen collaboration between the village government and stakeholders. Additionally, an enhanced understanding of GTG at the local level is considered essential to improve the effectiveness of tourism management in Aliantan Village. These findings provide actionable insights for improving the quality of GTG implementation at the village level and offer direction for future improvement efforts. Abstract

The Peat Restoration Agency has the main task of coordinating and facilitating the acceleration of the implementation of peat restoration as well as efforts to improve community welfare in work areas in each province that has been determined, one of which is Riau Province. There are 3 programs that are the focus of restoration, namely Rewetting (wetting), Revegetation (greening) , and Revitalization (revitalization of the community's economy). In implementing the BRG program, TRGD is assisted in the regions to coordinate down to the village. This research aims to determine the coordination carried out by the Government and determine the factors that influence government coordination in the Peat Restoration program in Sungai Tohor Village, Meranti Islands Regency in 2020-2021. This research method is descriptive qualitative. Data collection uses interviews and documentation. This research was conducted in Sungai Tohor Village, Meranti Islands Regency. The research results show that government coordination in the peat restoration program is seen from vertical coordination, namely that the provincial TRGD directly coordinates with the Village without involving community groups and NGOs in the Village, then Horizontal coordination shows the results that the formation of work teams by the Village still prioritizes the team's closeness to the Village and there are still strongholds between community groups. Furthermore, there are two factors that influence government coordination in the implementation of the Economic Revitalization Program which are caused by the lack of unity of action and the lack of discipline among community group members in managing the assistance that has been provided. Abstract

Perkembangan teknologi digital memberikan peluang besar bagi usaha mikro, kecil, dan menengah (UMKM) untuk memasarkan produk secara lebih efektif melalui media online. Penelitian ini bertujuan membuat video digital marketing sebagai sarana promosi kerupuk sagu khas Kuantan Singingi (Kuansing), Riau, yang merupakan produk pangan tradisional bernilai ekonomi tinggi. Proses pembuatan video dilakukan melalui tahapan perencanaan konsep, pengambilan gambar, pengeditan, hingga distribusi melalui platform media sosial seperti Instagram, Facebook, dan TikTok. Konten video menonjolkan keunikan bahan baku sagu lokal, proses produksi yang higienis, serta nilai budaya yang melekat pada produk. Hasil implementasi menunjukkan bahwa penggunaan video digital marketing mampu meningkatkan daya tarik konsumen, memperluas jangkauan pasar, dan memperkuat citra merek kerupuk sagu. Strategi ini diharapkan menjadi langkah efektif untuk meningkatkan daya saing UMKM lokal di era transformasi digital. Abstract

This study critically analyzes the commitment of local political elites on the Riau coast in the revitalization of peat and mangrove ecosystems. With the approach of political ecology and qualitative case study methods, it was found that the commitment displayed was symbolic and instrumental. This is evident from the inconsistency between formal policies and minimal budget allocations, as well as licensing practices that support the extractive industry. Key findings suggest that elite actions are determined more by calculations of economic-political interests tied to the electoral cycle than by authentic ecological sustainability visions.

Abstract

This study aims to explore the conscious experience of illegal immigrants from Afghanistan who are in Rudenim Pekanbaru City. This research uses Qualitative method by using Phenomenology Approach. While the theory used in this research is Phenomenology Theory. This is because the author wants to explore the conscious experience of the informant. In this case is the conscious experience of illegal immigrants and want to know the motives possessed by illegal immigrants in illegal immigration. The results showed that there are some motives owned by Illegal Immigrants in conducting immigration seacar illegal. Motive of the past (because motive) is the motive condition of the State is not conducive or the occurrence of war, the motive of disappointment against the State. While the motive will come (in order to motive) is the economic motive, better livelihood motives and motives want to be recognized as someone who has a skill that had never they get in the country of origin.Penelitian ini bertujuan untuk menggali pengalaman sadar para imigran gelap asal Afghanistan yang berada di Kota Pekanbaru. Penulis ingin menggali pengalaman sadar para imigran gelap dan ingin mengetahui motif-motif yang dimiliki oleh para imigran ilegal tersebut dalam melakukan imigrasi ilegal. Metode penelitian yang digunakan dalam penelitian ini adalah metode fenomenologi dengan pendekatan kualitatif. Sedangkan teori yang digunakan dalam penelitian ini adalah teori Fenomenologi.. Hasil penelitian menunjukkan bahwa terdapat beberapa motif yang dimiliki oleh para Imigran Ilegal dalam melakukan imigrasi seacar ilegal. Motif masa lalu (karena motif) adalah kondisi motif Negara tidak kondusif atau terjadinya perang, motif kekecewaan terhadap Negara. Sedangkan motif yang akan datang (in order to motive) adalah motif ekonomi, lebih baik motif penghidupan dan motif ingin diakui sebagai seseorang yang memiliki keahlian yang belum pernah mereka dapatkan di negara asalnya.

Abstract

Background: Existing research on face negotiation tends to overlook short-term leadership exchange programs, resulting in a limited understanding of how participants navigate the contrasting communication styles between Southeast Asian high-context cultures and the low-context culture of the United States. Purpose: This study aims to examine the intercultural communication strategies and identity negotiation practices of participants in the Young Southeast Asian Leaders Initiative (YSEALI) 2022–2025 cohort during their exchange in the United States, with a particular focus on how they manage self-face, other-face, and mutual-face concerns. Methods: Employing a qualitative descriptive approach, data were collected through in-depth interviews with 11 participants representing 11 Southeast Asian countries and analyzed using Stella Ting-Toomey’s Face Negotiation Theory. Results: The findings indicate that self-face was primarily expressed through symbolic cultural representations rather than direct verbal confrontation, whereas other-face concerns were managed by avoiding sensitive topics to preserve interpersonal harmony. Mutual-face was achieved through inclusive and collaborative communication styles that emphasized group cohesion and shared understanding. Conclusion: The study concludes that Face Negotiation Theory provides a valuable framework for understanding how individuals from collectivist cultures adapt in short-term intercultural exchanges, demonstrating that cultural identity can serve as a bridge rather than a barrier to effective communication. Implications: These findings have important implications for advancing efforts to reduce social inequalities, suggesting that program organizers should implement targeted pre-departure orientations focusing on intercultural communication styles to enhance participants’ adaptability and foster more inclusive interactions.

Abstract

Changes in Indonesia's socio-political require Islamic organizations to adapt to these changes, some of them have managed to survive and exist and died. Revivalism in Islam is a demand from the long history of Islam's journey, which has crossed the geographical and cross-cultural boundaries of Islamic society. The survival and death of the Islamic movement is highly dependent on the ability of Muslims adapts to the socio-political landscape, like the case of the Naqsyabandiyah Tarekat in Rokan Hulu-Riau, the existence of the movement survives because it is able to adapt to the socio-cultural system of the local community. This study shows there is an interaction between Islam and the culture of the community and influences each other.  The influence that occurs is sometimes positive and negative. The influence of Islam in the local socio-political landscape can be seen from the widespread use of Islamic symbols, as well as various local government policies that adopt Islamic values.

Abstract

Penelitian ini bertujuan menganalisis kebijakan kepemimpinan Xi Jinping melalui Neo-Marxisme Tenokrasi dalammengatasi perang dagang dengan Amerika Serikat. Tujuan penelitian ini adalah untuk mengalisis penerapan NeoMarxisme dalam kebijakan ekonomi politik Xi Jinping dan menganalisis penerapan Neo-Marxisme dalam gayakepemimpinan Xi Jinping. Penelitian ini menggunakan pendekatan kualitatif melalui studi kasus untuk mengkajidokumen internasional, kebijakan luar negeri Tiongkok, serta respon domestic terhadap gaya kepemimpinan XiJinping. Hasil penelitian menunjukkan bahwa Xi Jinping mengadaptasi Neo-Marxisme yang di modernisasi dalamsetiap kebijakan dalam mempertahankan posisi Tiongkok dalam sistem global. Selain itu, gaya kepemimpinan XiJinping cenderung tenokrasi, terpusat dan nasionalis. Kesimpulannya, Neo-Marxisme Tenokrasi di era Xi Jinpingmengalami transformasi menjadi ideologi yang fleksibel sebagai alat legitimasi kekuasaan negara.

Abstract

Ditengah perkembangan teknologi dan globalisasi, dinamika sosial dan politik serta kompleksitas masalah publik yang bersifat lintas sektoral, model kepemimpinan juga dituntut untuk beradaptasi terhadap perubahan zaman dan menuntut adanya model kepemimpinan baru sehingga muncullah tren kepemimpinan kolaboratif. Tujuan penelitian ini adalah untuk mengetahui bagaimana kepemimpinan kolaboratif ini dapat diterapkan dalam tata kelola pemerintahan modern serta mengkaji secara sistematis konsep kepemimpinan kolaboratif sebagai pendekatan strategis dalam meningkatkan efektivitas tata kelola pemerintahan modern, menganalisis praktik implementasi yang telah dilakukan berdasarkan hasil-hasil penelitian terdahulu, serta mengidentifikasi tantangan dan hambatan penerapan kepemimpinan kolaboratif. Adapun pendekatan yang digunakan dalam penelitian ini ialah pendekatan kualitatif dan pengumpulan data dilakukan melalui metode literatur review dengan cara menyintesis dan meninjau secara kritis berdasarkan tema utama, seperti kepemimpinan kolaboratif, tata kelola pemerintahan modern, implementasi kepemimpinan kolaboratif, serta tantangan dan hambatan kepemimpinan kolaboratif dalam tata kelola pemerintahan modern. Hasil penelitian menunjukkan bahwa kepemimpinan kolaboratif ini turut serta membangun demokrasi berkelanjutan serta berkontribusi pada pembentukan budaya organisasi yang inklusif dan demokratis. Kepemimpinan kolaboratif mampu menciptakan kepercayaan dan memperkuat jaringan kerja antar instansi melalui keterbukaan dan partisipasi. Berdasarkan hasil tersebut, dapat diketahui dampak positif yang dihasilkan dari kepemimpinan kolaboratif, sehingga dapat dikatakan kepemimpinan kolaboratif ini menjadi jawaban dari model kepemimpinan baru di era modern dalam menghadapi berbagai permasalahan yang semakin kompleks. Namun, pada implementasinya kepemimpinan kolaboratif masih banyak menemui tantangan dan hambatan eksternal dan internal, salah satu tantangan utama ialah resistensi budaya birokrasi yang masih cenderung hierarkis, rendahnya kapasitas sumber daya manusia dalam membangun jejaring kolaborasi, hingga keterbatasan sistem koordinasi antar instansi. Sehingga dapat dikatakan di satu sisi, model ini dipuji sebagai solusi demokratis, di sisi lain, dianggap berpotensi melemahkan efektivitas kepemimpinan dan memperlambat pengambilan keputusan dimana pemimpin dituntut untuk beralih dari peran pengendali menjadi fasilitator proses kolaborasi.
