Abstract

The Practice License (SIP) is an official acknowledgment of healthcare professionals’ competence and serves as a regulatory tool to ensure patient safety and high service standards. The addition of a submission duration feature is expected to accelerate the SIP issuance process and improve the overall quality of licensing services. This study aims to analyze the effects of submission duration and service quality on healthcare professionals’ satisfaction, both individually and simultaneously, and to determine which factor has the strongest influence. A quantitative approach was applied, using questionnaires for data collection and SPSS version 24 for data analysis. From a total population of 443 healthcare professionals who applied for a SIP via the e-Simpadu system between January 2 and October 31, 2024, a sample of 210 respondents was selected using Slovin’s formula. Multiple linear regression analysis was used. The partial test showed that submission duration (t = 16.088) and service quality (t = 9.226) both had significant effects, with t-values exceeding the critical t-table value of 1.971. Simultaneously, both variables significantly influenced satisfaction (F = 689.329 > 3.00; sig = 0.00). Among the two, submission duration was the most dominant factor, contributing 56.62% (β = 0.627), while service quality contributed 30.28%.

Abstract

Blitar Regency has good potential in the fields of tourism and MSMEs, if managed properly it can improve community welfare. However, youth in Blitar Regency have not been able to fully develop this potential, due to several inhibiting factors, so they do not actively participate in managing regional potential, and many prefer to work outside the region. Through a descriptive qualitative approach, the author analyzes the diversity of youth characters in Blitar Regency, focusing on the role of youth in managing and developing regional potential through tourist destinations and MSMEs. Data collection uses Interview, Observation, and Documentation methods. The data will be analyzed using the Miles Huberman model. The validity of the data is tested through a credibility test using triangulation (technique, source, and time), as well as a transferability test to show the degree of accuracy so that it can be applied by the region to form the character of youth who are enthusiastic in managing the potential of the region. There are five roles of youth in community empowerment through the tourism sector and MSMEs that can be applied in Blitar Regency. Empowerment through youth requires local government participation to support and facilitate the active movements of youth in developing regional potential, besides that youth must dare to be the pioneers of renewal.

The results show the efficiency of the role of sub-district government officials in population administration services in Batuputih Sumenep. A good level of efficiency and achievement is demonstrated by the completeness of correspondence and management services. The inhibiting factors include the budget being disbursed in stages and the lack of human resources at the Batuputih Regency Population and Civil Registration Department which makes implementing standards more difficult. Supporting factors show that the government is still trying to develop and provide service standards using contemporary media, which is one of the supports for the efficiency of the role of the apparatus to help achieve good service quality.

Abstract

(Regional Bureaucratic Transformation through Civil Servant Empowerment: Analysis of Reinventing Government Practices at BKPSDM Malang City) Transformasi birokrasi daerah menuntut penguatan kapasitas Aparatur Sipil Negara (ASN) melalui strategi pemberdayaan yang terencana dan berkelanjutan. Abstract The transformation of local bureaucracy requires strengthening the capacity of civil servants through well-planned and continuous empowerment strategies. This study aims to analyze the implementation of civil servant empowerment at the BKPSDM of Malang City through the lens of Reinventing Government, as well as to identify the strategies, implementation dynamics, and factors influencing the success of organizational transformation. This research employed a descriptive qualitative approach involving eight key informants with strategic responsibilities in human resource management. Data were collected through in-depth interviews, direct observation, and document analysis, and were examined using the interactive model of Miles, Huberman, and Saldaña. The findings reveal that civil servant empowerment is carried out through competency development, digitalization of personnel management processes, the establishment of a professional work culture, and the involvement of employees in planning their own capacity development. These findings indicate a shift in bureaucracy from rigid administrative procedures toward a more adaptive and results-oriented organization. Factors such as leadership vision, regulatory support, individual readiness, and external demands significantly influence the effectiveness of implementation. Meanwhile, key challenges include limited resources, competency gaps, and cultural resistance within the organization. This study recommends strengthening training curricula based on actual needs, improving change communication strategies, and conducting comparative studies across other local government agencies to expand insights into the dynamics of bureaucratic transformation.
