Abstract

The development of technology has triggered the rapid entry of culture from various regions including abroad, one of which is the entry of K-Pop music which is much loved by the public, including in Indonesia. The popularity of K-pop has created groups that idolize K-pop idols. The large number of K-pop groups makes the competition between idols in which their fandoms participate, creating fanwars based on fanwar behavior. This study aims to analyze the behavior of fanwar and fanaticism which is carried out through the social media Twitter. This study used a descriptive qualitative method supported by a literature review. The result of this research is that fanwar behavior is triggered by fanaticism and it is easy to do fanwar through social media because of the existence of a base account.

Abstract

The problem to be studied in this research is how the discourse is developed in the online news of Rafael Trisambodo case. This research aims to describe the text structure (macro structure and microstructure, social cognition, and social context in online news discourse). The method used is descriptive qualitative with Van Dijk's critical discourse analysis model with reading and writing data collection techniques. Two strategies were carried out when analyzing the study data, namely identifying, clarifying, and interpreting the data. Researchers analyzed one trending news discourse, the Rafael Trisambodo case. Based on the findings of this study, it is known that the text illustrates the involvement of several discourse elements, namely semantic aspects, syntactic aspects, and lexicon stylistics. So that the description of the critical discourse analysis study is seen from the three discourse structures of Van Dijk's model and its elements regarding the text of the Rafael Trisambodo case. From the whole discourse critically analyzed in the online news text, the dialect in the news related to social cognition is used to influence and emphasize the Rafael Trisambodo case.

Abstract

Nowadays, public service is no longer limited by time and space, which means anything could happen whenever and wherever. People could access a certain website and receive public service to accommodate their needs through that website. One of the criteria of good public service is how the acceptance level of public service in the public which are formed by various background, either by one with good education in IT or the ordinary one. The OSS website offers easiness for people to receive public service from the government independently. This research will try to dissect about is the interface of OSS website really capable to accommodate the needs of the people.

Abstract

Maintaining patient history is a very important aspect in managing health information. Collecting and managing patient history data is also part of a health information system. Halim Fertility Center Medan Clinic is one of the clinics that provides fertility and IVF programs on the island of Sumatra. This clinic is a target for people experiencing infertility. This problem of infertility is a secret for married couples, so maintaining the history of infertility patients is the obligation of health managers. Public service communication management must be implemented well so that patient history remains accurate and useful in treatment. The aim of this research is to analyze how public service communication management is used by the Halim Fertility Center Medan Clinic in maintaining the history of infertility patients. This research uses qualitative research. Data collection used was in the form of interviews with medical officers at the Halim Fertility Center Medan Clinic. The results of this research show that the Halim Fertility Center Medan Clinic uses the Health Information System (SIK) manually without using an application. The patient history results are physically printed and stored in the patient history folder warehouse. The public service communication management flow at the Halim Fertility Center Clinic is also well designed and systematic, with medical personnel who work and are responsible according to their respective duties and functions. The obstacles found in maintaining the history of infertility patients at the Halim Fertility Center Clinic are technical obstacles, this is due to the manual use of the Health Information System (SIK).

Abstract

Kemajuan teknologi semakin berkembang dengan cepat dan telah menjangkau setiap aspek kehidupan manusia. Penelitian ini bertujuan untuk menginvestigasi bagaimana sistem E-Samsat Sumut Bermartabat berperan sebagai inovasi untuk meningkatkan layanan publik bagi penduduk di provinsi Sumatera Utara. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif, di mana data dikumpulkan melalui telaah literatur dari buku dan jurnal ilmiah. Dari literatur tersebut, terungkap bahwa penggunaan aplikasi E-Samsat Sumut Bermartabat memiliki keunggulan dan kelemahan. Salah satu keunggulannya adalah proses pembayaran PKB yang menjadi lebih mudah, cepat, dan akurat. Sementara itu, salah satu kelemahannya adalah ketidakmerataan jaringan internet dan kurangnya sosialisasi di kalangan masyarakat mengenai prosedur dan cara penggunaan aplikasi ini, sehingga tidak semua warga Sumatera Utara memiliki kemampuan untuk menggunakan aplikasi tersebut untuk membayar pajak

Abstract

Perpustakaan merupakan salah satu tempat kegiatan terpenting berbasis layanan yang ada di pada perguruan tinggi. Hampir semua kegiatan mahasiswa yang berkenaan dengan pembelajaran akan membutuhkan layanan dari perpustakaan. Kualitas pelayanan perpustakaan perlu dianalisis agar dapat memenuhi kebutuhan mahasiswa dan mencapai terwujudnya kepuasan mahasisiwa terhadap pelayanan yang ada di perpustakaan. Penelitian ini bertujuan untuk mendeskripsikan kualitas pelayanan pada perpustakaan USU dan menganalisis sejauh mana kepuasan mahasiswa terhadap pelayaan yang dilakukan oleh perpustakaan, termasuk efisiensi, responsivitas dan ketersediaan suber daya dan bagaimana cara meningkatkan pelayanan untuk memenuhi kebutuhan mahasiswa. Penelitian ini menggunakan metode deskriptif pendekatan kualitatif. Teknik pengumpulan data menggunakan tiga cara, yaitu observasi, wawamcara dan dokumentasi. Hasil penelitian yaitu perpustakaan USU sudah memberikan pelayanan publik sesuai dengan kebutuhan mahasiswa meskipun masih ada hambatan pada pemakaian teknologi dan pengelolaan koleksi. Saran yang dapat diberikan kepada perpustakaan USU yaitu memberikan pelatihan kepada staf perpustakaan USU terkait pelayanan publik, meningkatkan pengelolaan koleksi dan evaluasi berkala untuk pengembangan.

Abstract

Penelitian ini menggunakan analisis framing, dengan judul “Konstruksi Pemberitaan Jokowi Dalam Sindonews”. Tujuan penelitian ini adalah untuk mengetahui bagaimana Sindonews mengonstruksi berita mengenai kartu kuning Jokowi dan keberpihakan Sindonews dalam setiap berita terkait dengan kartu kuning Jokowi. Peneliti menggunakan beberapa teori yang dianggap relevan, seperti: Komunikasi Massa, Berita, Konstruksi Media Massa, dan Analisis Framing model Robert Entman. Peneliti menggunakan analisis framing model analisis Robert Entman, dengan berfokus kepada empat perangkat utama model analisis ini, yaitu defining problems, diagnose cause, make moral judgement/evaluation, dan treatment recommendation. Pengambilan data dan informasi diperoleh dari buku, jurnal dan internet. Subjek dari penelitian ini adalah media online Sindonews. Objek dari penelitian ini adalah berita terkait dengan kartu kuning Jokowi yang dimuat oleh Sindonews pada tanggal 2 Februari 2018 – 8 Februari 2018, yang berjumlah 10 berita. Hasil dari penelitian yang dilakukan menggunakan analisis framing model analisis Robert Entman, peneliti mengetahui bahwa Sindonews berusaha untuk mendefinisikan peristiwa yang dilakukan oleh Zaadit Taqwa dengan meniup peluit dan mengancungkan buku kuning terhadap Jokowi adalah suatu bentuk kritikan terhadap pemerintah. Pihak yang menjadi sumber permasalahan dalam perspektif pemberitaan Sindonews adalah Jokowi. Sindonews memberikan solusi bahwa aksi Zaadit Taqwa tersebut tidak perlu dipidanakan dengan pasal penghinaan presiden.

Abstract

Penelitian ini bertujuan untuk menganalisis strategi komunikasi publik yang dilakukan oleh KPU Kota Binjai dalam meningkatkan literasi dan partisipasi pemilih pemula pada Pemilu 2024. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif deskriptif dimana peneliti melakukan observasi melalui analisis media sosial instagram @kpukotabinjai, wawancara langsung dengan kpu dan studi dokumentasi sebagai teknik analisis data. Setelah mendapatkan hasil, peneliti menganalisis data menggunakan teori strategi, teori komunikasi Harlold Laswell dan psikologi komunikasi. Hasil penelitian ini menujukkan bahwa KPU Kota Binjai telah melaksanakan strategi komunikasi publik dengan memperhatikan unsur perencanaan, imlementasi dan evaluasi yang dikemas secara menarik melalui media komunikasi.

Abstract

The city of Medan, as a center of rapidly developing social and economic activity, is experiencing an interesting phenomenon related to the erosion of the meaning of words in communication ethics, namely "please," "sorry," and "thank you." This research tries to explore this. First, the word “help” has softened into a mere word of politeness, losing its essence as an act of empathy and cooperation. People often ask for “help” without actually expecting concrete help, creating ambiguity in social interactions. Second, “sorry” is often used routinely, without a deep understanding of guilt or regret. This phenomenon shows a lack of responsibility in communication, where apologies are often just a formality without meaning. Third, "thank you" has become a sign of gratitude that loses its meaning, often said hastily and without any sense of sincerity. This reflects a decline in appreciation for social assistance and cooperation. These three phenomena reflect a cultural shift in communication ethics in the city of Medan. Further research is needed to understand the impact of the erosion of the meaning of these words on the quality of social interactions and how they can be restored to more meaningful use in everyday communication.

Abstract

The issue of gender equality is not something new today. This issue has been widely discussed in a series of interesting stories full of meaning, one of which is in the form of a film. This research explores the representation of gender equality in the Barbie film released in 2023 and directed by Greta Gerwig from a constructivist perspective. The Barbie film is mass media that influences people's perceptions of gender bias. In the context of constructivism, films are considered the result of construction by media professionals, which can strengthen or change gender stereotypes that already exist in society. The research method used is a qualitative approach with Roland Barthes' semiotic analysis. The constructivism paradigm is used to understand how reality is understood and constructed by research subjects. The research subject is the representation of gender equality in the Barbie film narrative, while the research object is the dialogues in the film that will be analyzed. The results of the analysis show that the Barbie film depicts excessive expectations placed on women and criticizes views that trivialize or simplify issues of gender equality. The conclusion of this research is that the Barbie film as part of mass media depicts gender equality issues in a complex way and triggers critical thinking about gender stereotypes in society.
