Abstract

Betung Kerihun National Park and Danau Sentarum (TNBKDS) have tourism potential based on the classification of tourist attraction object (ODTW), if developed and utilized optimally will bring socio-economic impacts for the people around the area of TNBKDS. The purpose of this research is to know the implementation of policy of tourism utilization of TNBKDS in relation of socio-economic impact for society around the area. By using approach of theory of policy implementation model G. Edward III which measure success of policy implementation through 4 variables include; Communication, Resources, Disposition, and Bureaucratic Structure. The method used is descriptive analysis by using quantitative approach. With data analysis techniques using the calculation of Weight Mean Score (WMS). And the analytical unit is divided into 2 sources, namely the implementer of the Central Park TNBKDS based on purposive sampling with the number of samples of 28 employees involved in the field of tourism. And the policy target of the village community Menua Sadap as cultural attractions and the village of Sepandan as a natural tourist attraction TNBKDS with purposive samples each 30 respondents with gender representation, ketokohan, work and so forth. The results of the study are generally based on the assessment of implementing the policy (implementor) is quite good with the acquisition score of 3.33. While the assessment of policy targets based on ODTW classification that is; cultural tourism Menua Sadap obtained a score of 3.49 according to the criteria of interpretation including good category, while the natural attractions Lake Sentarum village Sepandan with a score of 2.60 according to the criteria of interpretation including bad category. Based on the results of the analysis, the difference between the results of the assessment occurs due to communication intensity and bureaucratic structure, and the most fundamental because it is influenced by local culture / culture factors that influence the social, economic and political environment of the policy target itself.policy Implementation, tourism utilization, community of TNBKDS area

Abstract

Increasing public demand is a logical consequence of the increasingly complex needs of the community on various matters, especially on service. On the other hand in line with one of the paradigms of government administration, namely Public Service (public service) government has an obligation to improve the quality of service that aims to the satisfaction of the community (driven customer).The purpose of this research is to analyze the implementation of the service of IMB (Building Permit), especially apparatus or human resources in charge of granting permission in East Bogor Subdistrict and To know the implementation of Building Construction Permit (IMB) in increasing the Original Revenue in Bogor Sub- East. The theory used in this research is by using service quality theory from Sinambela (2010) that is transparent, accountability, conditional, participative, equality of rights, balance of rights and obligation.The method used is descriptive analysis using Qualitative approach. While the data analysis technique used is by using the calculation of Weight Mean Score (WMS) and correlation coefficient rank spearman.Teknik data collection used is the study of literature and field studies. The unit of analysis of this study amounted to 30 Informants. While the sampling technique used is Accidental Sampling technique.The results of the Implementation of the Granting of Building Permit is done by referring to the Decision of the Governor of West Java Province No. 76 of 2000 on the procedure of obtaining IMB, IPB and KMB in the province of West Java and West Java Provincial Regulation No. 7 of 2010 About Building Buildings. Keywords: Quality of Kecamatan service, Building Permit (IMB), and Increased local revenue

Abstract

Public service is all types of activities the do by the central government and regional to meet all kinds of basic necessities or also in order to implement the act.Tax is making a major contribution to of the republic of indonesia this.Vehicle tax get better itself is tax are part types of taxes province that is occupied for their household needs their own province.Objectives of the study are aimed to know and to also analyzed the hour by hour a model that they are located in operation of samsat kota bogor it is also determine the influence of the quality of act to provide service for of community satisfaction tax payers in operation of samsat kota bogor.Was used in the study research methodology associative by the use of quantitative data .Data collection was carried out by means of observation , the interviews and also the spread of other of any economic indicators .Pengumpalan the data is provided by way of the population as many as 1450 and the research sample as many as 94 respondents in the present study.Of the study is such an amount for variables x 3.34 and belonging to the criteria for good enough . While for variables y got as much as 3.31 belonging to the criteria for good enough also .In the test correlation rank spearmen known such an amount 0.976 which means there is a correlation between extremely strong and positive varaibel x and y variables .While for the coefficient of determination obtained 95,2 % the figure of .It was discovered that the variable x contributed 95 % for variables y or customer satisfaction .Keyword: Service Quality, Customer Satisfaction.

Abstract

This study aims to describe the managerial skill of district head to improve the civil servant performance in Ciawi District Bogor Regency. There are four managerial skills necessarily mastered by district head, namely conceptual skill, administrative skill, human relationship skill, and technical skill. The performance of civil servants consists of quality of work, pomptnees, initiative, capability, and communication. The method of this research is associative-quantitative in order to statistically test the relationship of variables by using Rank Spearman Correlation with SPSS version 18. The result of this research indicates coefficient correlation of the managerial skill of district head to the civil servant performance 0.699, categorized as strong. By t-test, it is gained t-counted 5.948 and t-table (N=27) 2.886; t-counted > t-table means that Ho is rejected and Ha is accepted. There is a strong relationship of managerial skill of district head to the civil servant performance. Coefficient determination indicates 48.8% that means contribution of the managerial skill of district head to the civil servant performance 48.8%. By counting Weight Mean Score, the managerial skill of district head gains the mean score 4.15 categorized as good. The civil servant performance gains the mean score 4.15 categorized as good.Keywords: Managerial Skill, District Head, Civil Servant Performance.

Abstract

Penilaian kinerja memegang peranan penting bagi organisasi karena memungkinkan organisasi untuk mengetahui, mengukur dan menilai kinerja pegawai. Hasil penilaian kinerja membantu organisasi untuk mengambil keputusan dalam pengelolaan sumber daya manusia organisasi. Penilaian kinerja sangat berpengaruh terhadap efektivitas kerja pegawai. Tujuan dari penelitian ini adalah untuk mengetahui efektivitas penilaian kinerja berbasis e-kinerja di Pusat Pelatihan Manajemen dan Kepemimpinan Pertanian. Penilaian kinerja dipandang sebagai penilaian atas prestasi/kemampuan kerja yang ditunjukkan oleh pegawai dalam melaksanakan tugas dan fungsinya sesuai dengan target kerja, yaitu jumlah beban kerja yang dicapai dari setiap pelaksanaan tugas jabatan. Kinerja pegawai tersebut dinilai efektivitasnya berdasarkan empat dimensi, yaitu kuantitas, kualitas, waktu dan biaya. Metode yang digunakan dalam penelitian ini adalah metode penelitian deskriptif. Sampel penelitian sebanyak 61 dijadikan sebagai responden penelitian. Penelitian ini menggunakan kuesioner/angket sebagai instrumen utama dalam pengumpulan data. Pengolahan data dilakukan secara kualitatif dengan dibantu melalui penghitungan skor rerata. Hasil penelitian menunjukkan bahwa efektivitas penilaian kinerja berbasis e-kinerja di Pusat Pelatihan Manajemen dan Kepemimpinan Pertanian memperoleh skor rerata sebesar 4,14 termasuk kategori penilaian baik. Dikaitkan dengan empat dimensi penilaian kinerja, maka skor tertinggi berada pada dimensi kualitas yang memperoleh skor rerata sebesar 4,24 termasuk dalam kategori penilaian sangat baik, sedangkan dimensi biaya memiliki skor rerata terendah sebesar 4,06 walaupun termasuk kategori penilaian baik.Kata kunci: Kinerja Pegawai, Efektivitas, E-Kinerja, Penilaian Kinerja.

Abstract

Pengembangan pariwisata yang dikelola dengan baik dapat menghasilkan pendapatan ekonomi yang baik, khususnya untuk masyarakat setempat. Masyarakat yang tinggal kawasan pariwisata Pongkor masih berada dalam kondisi sosial ekonomi yang rendah, sehingga pengembangan pariwisata Pongkor dengan baik dapat meningkatkan ekonomi masyarakat sekitar. Tujuan penelitian ini adalah untuk mengetahui tata kelola pengembangan pariwisata di Kabupaten Bogor, khususnya untuk memetakan kondisi pengelolaan pariwisata Geopark Pongkor dengan menggunakan analisis SWOT. Metode penelitian yang digunakan adalah metode campuran (kuantitatif-kualitatif). Teknik pengambilan sampel menggunakan proportionate stratified random sampling. Pengumpulan data dilakukan dengan kuesioner. Responden penelitian terdiri dari 25 anggota Badan Pengelola Kawasan Geopark Pongkor. Hasil penelitian menunjukkan bahwa tata kelola pengembangan pariwisata Geopark Pongkor dikategorikan sangat baik. Dilihat dari analisis SWOT, kekuatan pengembangan pariwisata Geopark Pongkor terletak pada potensi geologi, dukungan di setiap sektor, pakar yang mumpuni, status wilayah jelas, kerja sama pengelola, dan sejarah wilayah. Kelemahan yang muncul bersumber dari koordinasi dalam pengelolaan, regulasi pengelolaan, akses jalan dan infrastruktur pendukung, serta retribusi pariwisata. Namun peluang yang dapat dimanfaatkan adalah partisipasi masyarakat yang tinggi dalam pengelolaan, sementara ancaman yang dapat terjadi adalah kawasan Pongkor sebagai daerah rawan bencana.

Abstract

The Covid-19 pandemic has greatly impacted the community, especially in the economic sector which greatly affects their welfare. In this case, the government makes efforts by holding a Village Fund Direct Cash Assistance program sourced from the Village Fund. In the service process for distributing direct cash assistance from village funds, several problems were found including: the timing of the distribution of social assistance was not on time, there was a collection of fees, the service time was short and there was no media for complaints about the service process for distributing direct cash assistance from village funds. The purpose of this study was to determine how the quality of service, community satisfaction and to determine the effect of service quality in the distribution of direct cash assistance from village funds on the satisfaction of the people of the Kabandungan sub-district. The research method used in this research is associative research method using a quantitative approach. Data collection techniques include: library data, observation, interviews and questionnaires. And the data analysis technique used is the Weigh Mean Score (WMS) and the Spearman Rank test. The results of this study show that of the 139 respondents for the service quality variable (X) of 4.46 which is in the very good criteria and the variable of community satisfaction (Y). ) of 4.28 which is in the very good criteria. Furthermore, for the results of the associative test with the Spearman Rank test, it gets a value of 0.603, which means that there is a relationship between the service quality variable (X) on community satisfaction (Y) with the strength of the relationship, namely Strong. With a significance value of 0.000 or less than 0.05 which indicates there is a significant relationship and the direction of the relationship is positive. The results of the calculation of the coefficient of determination found a value of 36.3609%, this value indicates that service quality contributes or influences community satisfaction. while the remaining 63,6391% is influenced by other factors.

Abstract

This research is a qualitative descriptive study using data from the results of need assessment and the design of the initial phase model. Need assessment is needed to identify and map the symptoms of climate change in two research locations and how fishermen map existing institutions. The data are then used to formulate the initial model of institutional capacity for fishermen. The conclusions from the first year research are: (1) the understanding and knowledge of fishermen about climate change is relatively similar in two locations, namely empirical based on experience and pragmatic based on the characteristics of weather anomalies; (2) With a relatively low educational background, work ethic and a certain degree of rationality and efficiency for survival, fishermen in both research locations have a certain capacity to deal with climate change problems by building social relations, culture, community relations and their habitat; (3) fishermen make a relatively similar pattern of adaptation, namely changing professions temporarily, but still as a fisherman is the main job; (4) there are institutional arrangements in both locations consisting of government institutions (vertical institutions and regional offices), semi-official institutions, and fishermen groups or associations that are related to budget allocations and programs; (5) local institutions in both research locations have sought to increase their capacity through training, direct assistance or regional fisheries management programs so that fisheries resource management can be carried out sustainably; (6) general components that must exist in the initial institutional capacity. The model of the institutional improvement of fishermen consists of the development of human resources, business opportunities, improvement of resource management and environmental improvement carried out in an integrated and synergistic manner.Keywords: Capacity building, fishermen institutions, adaptation patterns, climate change, initial models

Abstract

Some people still have not carried out the Covid-19 vaccination, indicating that the level of community participation in the implementation of the Covid-19 vaccination is not optimal. This study aims to analyze community involvement in the implementation of the Covid-19 vaccination policy. This descriptive research is used to describe or describe the data that has been collected in its entirety and reality. The research data were collected using interview, observation and questionnaire techniques which were then processed into numbers so that they could be used to conclude. The calculation results from this study for the community participation indicator obtained a score of 3.46 which was included in the Good category and for the policy implementation indicator, a score of 3.85 was categorized as Good due to community participation or participation such as participating in data collection on vaccination targets, participating in the Covid-19 vaccination program. , good communication between the sub-district / Covid-19 task force and the community, good and sufficient resources, and the attitude of the task force when conducting socialization, monitoring and evaluation make community participation good in the implementation of the vaccination program. However, some things must be improved, namely [1] conducting periodic socialization and counselling, considering that there are still people who do not want to be vaccinated. [2] monitoring and providing information related to vaccination information.

Abstract

The flagship program is a program formed by the ZIS forum in the Cicurug district as an effort to alleviate poverty. The flagship program consists of the death benefit program, the health care program, the widow and elderly orphans compensation program, the street lighting program, and the mosque / mushola electricity bill payment program. The purpose of this study was to determine the implementation of ZIS flagship program policies by the ZIS forum in Cicurug District. This research uses descriptive qualitative method. The results showed that the flagship program was set as a priority scale for each ZIS management at the village / kelurahan level. The ZIS funds obtained at 60% are used for each ZIS forum at the village / kelurahan level. While as much as 40% of the funds obtained were deposited to the district level ZIS management. Factors supporting the implementation of the flagship program policy, namely the consistency of the community in running the flagship program and the consistency of the organizers of the ZIS forum in collecting and managing ZIS funds from the public. While the inhibiting factor relates to the reporting system of ZIS forum officials at the village / kelurahan level which is often late.
