Abstract

In carrying out its duties, Bawaslu faces several problems related to employee performance, namely problems in terms of lack of employees in carrying out supervision or handling violations, discipline in using the daily uniforms of employees, coaching and improving employees, and the management system. This has an impact on the low assessment of the performance of the employees they provide. Improving optimal, effective, and efficient employee performance at work is the main goal of human resource quality. However, basically, a shortage of human resources can lead to obstacles or failures in completing tasks and achieving goals. The purpose of this study is to find out the relationship between employee performance at the Bogor Regency General Election Supervisory Agency and the quality of human resources. The method used is quantitative associative by involving all employees, namely 18 respondents as a sample. Observations, interviews, and questionnaires were used to collect data. applied the Spearman rank correlation analysis method to data analysis. The results of this research can indicate that improving the quality of human resources can maximize employee performance. The correlation coefficient obtained of 0.830 shows that a strong and positive relationship was found between employee performance and the quality of human resources. The results of the correlation coefficient also show the same direction. This means that worker performance will increase along with the increase in the quality of human resources. Thus, this can show how effective and efficient Bawaslu employees are in carrying out their duties despite having heavy demands and a shortage of human resources.

Abstract

Implementasi kebijakan tidak hanya melibatkan aspek administratif dan regulatif semata, tetapi juga mencakup upaya konkret dalam menerapkan kebijakan tersebut ke dalam kehidupan sehari-hari masyarakat. Terdapat beberapa kebijakan salsh satunya Peraturan Bupati (Perbup), peraturan bupati adalah kebijakan atau peraturan yang dikeluarkan oleh seorang bupati sebagai kepala pemerintahan di tingkat kabupaten. Peraturan ini biasanya mengatur hal-hal terkait dengan pemerintahan, pembangunan, dan pelayanan masyarakat di wilayah kabupaten tersebut. Banyak peraturan bupati yang telah dikeluarkan salah satunya tentang pemberdayaan perempuan dan perlindungan anak. Penelitian ini memiliki tujuan yaitu untuk mengetahui implementasi kebijakan perlindungan perempuan dan anak pada Peraturan Bupati Kabupaten Bogor. Penelitian ini menggunakan metodologi pendeketan deskriptif kualitatif dengan cara pengumpulan data dengan cara wawancara, observasi dan catatan hasil observasi. Hasil penelitian ini adalah Kabupaten bogor mempunyai Unit Pelaksana Teknis yaitu organisasi untuk bertanggung jawab dalam melaksanakan aktivitas atau program perlindungan perempuan dan anak yang memiliki sasaran kelompok individu atau entitas yang mengalami kekerasan teturama terhadap perempuan dan anak karena masih banyak beberapa faktor yang mempengaruhi seperti sosial, budaya, politik, ekonomi dan teknologi.

Abstract

This research discusses how the policy of Presidential Decree Number 72 of 2021 concerning the Acceleration of Stunting Reduction is implemented with a research focus at the UPTD Cicurug Health Center, Cicurug District, Sukabumi Regency, which aims to find out whether the policy is implemented well and whether there are success factors or inhibiting factors in the process of implementing the policy. The method used in this research is a descriptive quantitative method. Meanwhile, the sampling technique used was purposive sampling technique and disproportionate random sampling technique by determining the sample size using the Slovin formula which then resulted in a total of 117 respondents. Measurement of policy implementation variables is carried out using a Likert scale with a questionnaire instrument, the results of which are then processed using the weight mean score (WMS) formula. The results of the recapitulation of questionnaire calculations with operationalization of variables based on the Kapioru Policy Implementation theory (2014) obtained an average score of 4.23 with a very good assessment category. This shows that the implementation of the stunting reduction acceleration program policy at the Cicurug Community Health Center UPTD, Cicurug District, Sukabumi Regency has been implemented very well, although there are still several indicators that need to be improved. The novelty of this research is in terms of the theory used and the research results which show that there is a special strategy from the implementing institution which is one of the factors in the success of implementing the policy.

Abstract

This research aims to analyze the techno-economics of plastic waste into ecobrick products from a Collaborative Governance perspective. The research method used is to carry out an economic feasibility analysis of ecobrick production from plastic waste over 20 years, by carrying out an analysis from various points of view. The research results show that the production of ecobricks from plastic waste is economically feasible if it is produced for 20 years. This is proven by the technical analysis of the conversion of 135 tons of plastic waste per year to produce 90,000 ecobricks with a total production cost per bottle of USD 0.308 at a selling price of 0.617. However, when production started, there were quite large losses due to equipment and raw materials, reaching negative values of -1000. Even so, in the third year, there was a relatively stable increase until it reached an increase in cumulative net profit every year. Thus, analytical calculations show the potential for significant profits by achieving the break-even point (BEP). However, fluctuations in raw material prices and operational costs can affect profitability, so there is a need for collaborative governance involvement from the government sector in policies on the use of plastic waste and providing financial assistance to the community as waste producers and the private sector as producers. Therefore, this research will have an impact on the government's goal of achieving environmental cleanliness by creating ecobricks and creating profit opportunities for the community and entrepreneurs/private parties. This study also supports current issues in the Sustainable Development Goals (SDGs).

Abstract

A smart village is a village whose people use technology and digital innovation in their daily lives. Implementing the smart village concept in rural development requires adequate village institutional capacity. Low institutional capacity causes an organization to lack the capacity to manage development and provide services. In general, the capacity of village organizations in almost all villages in Indonesia was relatively low, so the successful implementation of the bright village concept in village development requires more time. Regarding this problem, this study aimed to test whether or not village institutional capacity influences the implementation of smart villages in village development. The location of the study was chosen as Sembalun Bumbung Village, Sembalun District, East Lombok Regency, West Nusa Tenggara Province, Indonesia. This study used a quantitative approach with an associative research method, namely testing the influence of village institutional capacity variables on smart village implementation variables. Data collection techniques used questionnaires and literature studies. The research instrument has been tested through validity and reliability tests. The data analysis technique used analysis using the Pearson correlation test (product-moment). The study results showed that the village institutional capacity variable affects the smart village implementation variable with a determination coefficient of 74.30%, which indicates a strong relationship between the two variables. These results are crucial for understanding the dynamics of smart village implementation. The research results also found that several factors influenced the success of implementing smart villages: infrastructure, networking, and community participation.

Abstract

Komunikasi merupakan salah satu hal terpenting dalam kehidupan manusia, interaksi tidak akan berjalan dengan baik dan efektif, seringkali manusia melakukan kesalahan dalam melakukan proses komunikasi tanpa ada unsur yang mendukung komunikasi tersebut. Dalam kehidupan sehari-hari kita tidak bisa lepas dari komunikasi, baik itu komunikasi secara langsung maupun melalui jaringan sosial atau digital atau yang disebut dengan komunikasi online. Komunikasi online adalah komunikasi yang dilakukan melalui internet atau media sosial. Komunikasi online mempunyai banyak manfaat dan dapat menambah pengetahuan kita tentang komunikasi itu sendiri dan proses komunikasi harus mencakup struktur dan etika, namun ada juga beberapa faktor atau tantangannya oleh karena itu pengguna harus memahami etika, kelebihan atau kekurangannya agar komunikasi online dapat berjalan dengan baik. . Dengan hadirnya artikel ini diharapkan pembaca dapat lebih memahami komunikasi online, cara bahasa, cara penyampaiannya, serta manfaat apa saja yang dibutuhkan atau permasalahan apa yang timbul, media apa yang digunakan, adab berkomunikasi dan lain sebagainya.

Abstract

This study explores the economic feasibility and policy relevance of household biogas production as a means to accelerate the transition toward renewable energy and sustainable development. Using an engineering economics approach, the analysis includes cost structures, break-even analysis, return on investment, and capital recovery period. Data were drawn from case studies and market-based estimates of component and operational costs. The findings reveal that despite relatively high operational expenses, production efficiency and consistent market demand ensure long-term economic sustainability. Beyond financial performance, household biogas systems enhance local energy security, reduce environmental degradation, and create community-based employment opportunities. These outcomes provide a strong empirical foundation for evidence-based policymaking, particularly in promoting decentralized energy systems and cross-sector collaboration. The initiative directly supports key Sustainable Development Goals, including clean and affordable energy, inclusive economic growth, and climate action, positioning household biogas as both a profitable and socially impactful renewable energy solution.

Abstract

Inclusive education in Bogor City is the main focus of achieving equitable and quality education for all, including children with special needs (ABK). Although there are currently inclusion regulations, their implementation is still faced with challenges. The purpose of this study is to describe how inclusion policies are implemented in primary schools. This research uses qualitative methodology with field studies at SDN Perwira, SDN Batutulis 2, and SDN Pakuan. Research informants totaled 14 people who were determined using purposive sampling techniques. Data was collected through observations, documentation, and interviews. Data analysis takes place according to the stages of Miles and Huberman, which include data collection, data reduction, data presentation, and conclusion-making. Research findings show that implementing inclusion policies faces challenges such as uneven distribution of students with special needs and limited resources. Nevertheless, there is commitment and support from local government implementers and regulations. There needs to be improved coordination and better policy structuring to improve performance at the school level.

Abstract

Waste management in urban buffer areas such as Ciawi District, Bogor Regency, has become a critical issue due to increasing population growth and the intensification of community activities. To address this challenge, the Bogor Regency Government enacted Regional Regulation Number 2 of 2014 on Waste Management. However, the implementation of this regulation has not been optimal, facing various structural and operational obstacles on the ground. This study evaluates the effectiveness of the policy implementation using George C. Edward III’s policy implementation theory, which includes four key dimensions: communication, resources, disposition, and bureaucratic structure. A quantitative survey method was employed, utilizing the Weighted Mean Score (WMS) analysis on 16 employees of the Waste Management Technical Implementation Unit (UPT) Region III and 100 residents of Ciawi District. The results show a significant disparity in assessments between implementers and the community. While officials rated disposition and bureaucratic structure very positively, residents perceived disposition as merely good and rated communication and resources relatively low. These findings indicate weaknesses in information dissemination and a lack of adequate facilities and workforce support. Therefore, improving the effectiveness of waste management policy requires enhanced participatory communication, sufficient resource provision, and stronger institutional synergy to achieve efficient and sustainable waste management in the region.

Abstract

This study aimed to determine how social conflict mitigation was implemented in the 2024 Simultaneous Regional Elections in Bogor Regency, including identifying obstacles and efforts from various related institutions. The background of this study was based on the high potential for election vulnerability in West Java Province based on the Election Vulnerability Index (IKP) of Bawaslu RI, with Bogor Regency categorized as moderately vulnerable. This study used a quantitative descriptive method with a disproportionate stratified random sampling technique for employees and simple random sampling for the community, with 145 respondents. Data were collected through literature studies, observations, interviews, documentation, and questionnaires and analyzed using the Weight Mean Score (WMS) method based on the seven dimensions of the Collaborative Conflict Resolution theory. The results of the study showed that social conflict mitigation was categorized as "Good" according to employees (average score 4.17) and the community (average score 3.82). Mitigation strategies were carried out by mapping vulnerable polling stations, security simulations, coordination between institutions, and socialization with the community. The obstacles faced include technical coordination, limited training of party cadres, and challenges of media neutrality. Mitigation efforts were carried out through internal training, information verification, and cross-institutional communication. This study emphasized the importance of multi-party collaboration in creating peaceful and participatory regional elections in conflict-prone areas.
