Abstract

Neurodiversity is as much a part of human diversity as cultural or gender diversity. This perspective counters the traditional view of neurological conditions as deficits, and encourages recognition of the unique strengths of those with these conditions. The research method used is the critical analysis method. This method not only focuses on collecting empirical data, but also emphasizes a better understanding of the social, cultural and historical context. Neurodiversity encompasses a wide range of individuals with conditions such as autism and dyslexia. The main focus is to capitalize on their unique strengths. An inclusive design approach is essential to optimize the talents that individuals bring to the team. By implementing a strategic approach that supports the strengths of diverse team members, organizations can increase innovation and create an inclusive work environment. Workers with a diversity of intelligences report increased confidence when their job responsibilities match their skills and strengths. In addition, increasing understanding of neurodiversity in the workplace helps all staff members to better understand and appreciate neurodiverse coworkers, thereby increasing cooperation and morale. The cognitive diversity possessed by neurodiverse teams can increase productivity and innovation, which is particularly important in sectors such as state defense and cybersecurity.

Abstract

Pemberdayaan organisasi kemasyarakatan (Ormas) menjadi strategi penting dalam membangun ketahanan sosial dan pertahanan negara dengan mengoptimalkan peran masyarakat dalam menjaga stabilitas nasional. Penelitian ini menganalisis bagaimana pemberdayaan Ormas di Kota Bandung dapat meningkatkan kapasitas anggota dalam mendukung sistem pertahanan negara. Metode yang digunakan adalah pendekatan deskriptif kualitatif dengan teknik wawancara, observasi, dan studi dokumentasi terhadap berbagai Ormas yang memiliki latar belakang sosial, keagamaan, dan kepemudaan. Hasil penelitian menunjukkan bahwa Ormas telah menjalankan program pelatihan kepemimpinan, wawasan kebangsaan, dan kedisiplinan melalui bimbingan institusi pertahanan. Namun, tantangan utama yang dihadapi adalah minimnya sinergi dengan pemerintah dan kurangnya pemanfaatan teknologi digital dalam memperluas jangkauan pemberdayaan. Oleh karena itu, diperlukan strategi peningkatan kapasitas melalui pelatihan berkelanjutan, kolaborasi lintas sektor, serta optimalisasi media digital sebagai alat edukasi dan advokasi. Kesimpulan penelitian ini menegaskan bahwa pemberdayaan Ormas harus berbasis partisipasi aktif masyarakat, penguatan jaringan sosial, serta dukungan kebijakan yang berkelanjutan agar dapat menjadi elemen strategis dalam memperkuat ketahanan nasional dan pemberdayaan komunitas secara holistik.

Abstract

This study aims to analyze the role of farmer corporate governance in agroforestry activities and its implications for strengthening food security in Indonesia. Data collection techniques included literature studies from books, national journals, articles, and previous theses related to this research. The results indicate a synergistic relationship between farmer corporate governance and agroforestry success. A strong relationship is believed to enhance cooperation, strengthen interactions, reduce transaction costs, and guarantee a stable market. Corporate governance fosters organized management, including the development of partnerships between farmers and downstream industries, thereby encouraging better market access and strengthening the bargaining position of agroforestry farmers. Well-managed farmer corporations typically include technical and managerial training for farmers, aimed at fostering the adoption of appropriate technology and effective business management, supporting agroforestry farmer independence in production, financing, and marketing. This, in turn, strengthens agroforestry business resilience and long-term prospects for success, both directly and indirectly.

Abstract

The escalating national energy demand and Indonesia's substantial reliance on fossil fuels underscore the imperative for the development of more sustainable alternative energy sources. Conversely, the magnitude of waste management challenges in DKI Jakarta persists, exerting an additional strain on the operational capacity of the Bantargebang TPST. Refuse Derived Fuel (RDF) is regarded as a strategic solution that can address the need for waste reduction and the provision of alternative energy. The objective of this study is to analyze the implementation of the RDF Plant Rorotan trial in DKI Jakarta using the implementation theory approach of Mazmanian & Sabatier and Allan McConnell's Policy Failure Theory model (2010). The methodological approach employed is descriptive qualitative, with data collection through documentation studies and observation.  The results of the study indicate that RDF Rorotan faces various technical, institutional, and social obstacles. According to the findings of Mazmanian & Sabatier's analysis, the characteristics of the problem, the clarity of policy objectives, coordination between relevant actors, and social environment support proved inadequate for achieving effective implementation. The presence of technical challenges, including elevated moisture content in waste, unpublished RDF quality, the ambiguity of off-takers, and complaints from residents regarding odors and health disturbances, suggests a suboptimal level of implementation readiness. McConnell's analysis corroborates the finding that RDF Rorotan is in a position of precarious success, which has resulted in policy failure in three areas: process, program, and politics. Indicators of early implementation failure include declining operational capacity, community resistance, and weakening policy legitimacy. The study's findings indicate that Rorotan RDF has not adequately fulfilled its designated role as a waste management solution and an energy alternative for national energy security. To optimize the potential of RDF, there is a necessity for improvements in quality standards, strengthened coordination, data transparency, and comprehensive environmental management strategies.

Abstract

The use of fossil fuels (oil, gas, and coal) is still the mainstay of world energy for various reasons of its convenience. Although currently fossil fuels are also accused of being the main cause of climate change and global warming, it is not that easy to replace them with clean energy. There is still a transition period between dependence on fossil energy so that it can later be changed into green energy. Renewable energy is indeed planned to be the main energy source in the future because it will not run out. However, its management still experiences various obstacles such as costs or distribution. Some examples of renewable energy, for example solar, wind, bioenergy, tides, geothermal, water, nuclear, and others can be fully utilized for energy by changing its form to produce electricity or heat. Nuclear is also included in Indonesia's plan to start developing reactors so that they can be used commercially in the future. In the energy transition plan with its various obstacles, a combination of fossil fuels alongside renewable energy is used, which is called a hybrid system. This syst em can consist entirely of renewable energy or a combination of two or more fossil fuels and renewable energy. In addition to its better effectiveness, greenhouse gas emissions can also be reduced with this mechanism. That is why it is also important to develop hybrid systems and smart grids to support global energy security.

Abstract

Urban energy resilience has become a critical challenge for Southeast Asian megacities amid rapid urbanization, climate induced hazards, and increasing dependence on centralized energy systems. While existing studies predominantly emphasize technical reliability, the governance dimension of urban energy resilience remains insufficiently theorized. This study proposes a conceptual framework that integrates the four dimensions of energy security, Availability, Accessibility, Affordability, and Acceptability (4A) with the OECD’s Seven Multilevel Governance Gaps to examine how institutional structures shape urban energy resilience. This qualitative systematic literature review applies the framework to a comparative analysis of Jakarta, Manila, and Bangkok. The findings reveal contrasting resilience profiles across the three cities. Manila demonstrates low adaptive capacity due to fragmented governance and high reliance on imported energy. Jakarta exhibits dependent resilience, characterized by a stable supply but limited local autonomy under centralized energy governance. Bangkok demonstrates relatively strong resilience, supported by higher institutional capacity, although constrained by policy inertia and coordination gaps. The study concludes that urban energy resilience is driven primarily by governance performance rather than technical capacity alone. This framework provides a policy oriented analytical tool to strengthen urban energy resilience in developing countries.

Abstract

Purpose: This study aims to analyse the role of automation technologies in strengthening national resilience through the Indonesian Army by integrating the Technology–Organization–Environment (TOE) framework with the Asta Gatra concept. The analysis positions defence automation as a strategic instrument that reinforces the ideological, political, economic, and security dimensions of national resilience in an archipelago. Study Design/Methodology/Approach: This study adopts a qualitative descriptive design using thematic analysis of policy documents, official military publications, academic literature, and expert insights. The analysis examines technological readiness, organisational capacity, and environmental pressures that shape defence transformations in Indonesia. Findings: Defence automation faces challenges in the form of infrastructure gaps, institutional fragmentation, and inequality in human resource development. The geopolitical dynamics of the Indo-Pacific demand adaptive and integrated defence governance, so strengthening national resilience depends on institutional reform, cross-sector coordination, and strategic policy alignment. Originality/Value: This study contributes by embedding defence automation within the Asta Gatra framework and proposing an integrated approach that connects technological innovation with national resilience governance. The framework offers strategic insights for strengthening defence capabilities while maintaining social cohesion, political legitimacy, and sustainable national security.

Abstract

The increasing adoption of digital technologies in defense organizations has fundamentally transformed defense management practices and operational models. However, the effectiveness of technology-based defense management depends not only on advanced systems but also on the readiness of human resources to operate, adapt, and sustain these technologies. This study analyzes human resource readiness within technology-based defense management by examining key dimensions such as digital competence, adaptive capability, and organizational support. Using a qualitative literature-based analytical approach, this paper synthesizes recent scholarly findings to develop a conceptual framework for assessing readiness in defense institutions. The findings indicate that insufficient human resource readiness can undermine digital transformation initiatives despite substantial technological investment. This study contributes to defense management literature by highlighting the strategic role of human capital in ensuring successful technology integration and organizational resilience.

Abstract

As the Indo-Pacific region undergoes profound geopolitical transformation marked by multipolar rivalries and non-traditional security threats, ASEAN faces a critical moment in redefining its role as a normative and functional convener of regional security governance. This article examines how Malaysia’s 2025 chairmanship of the ASEAN Defence Ministers’ Meeting (ADMM) presents a strategic opportunity to recalibrate ASEAN’s defence mechanisms and reinforce its centrality. By advancing the ASEAN Outlook on the Indo-Pacific (AOIP) through integrative maritime and cyber initiatives, and expanding normative engagement with actors such as the Pacific Islands Forum and the Indian Ocean Rim Association, Malaysia can help operationalise ASEAN’s comprehensive security agenda. The analysis highlights internal challenges—including divergent threat perceptions and capacity gaps—and external pressures from great power competition that risk undermining ASEAN’s cohesion. Drawing on Regional Security Complex Theory, security community theory, and ASEAN’s diplomatic culture, the study argues that institutional evolution does not require abandoning ASEAN’s foundational principles but rather adapting them for contemporary governance. The findings underscore the importance of strategic autonomy, inclusive cooperation, and normative clarity in shaping a resilient and adaptive regional security architecture. Ultimately, Malaysia’s chairmanship should be understood as a moment of normative leadership that can consolidate ASEAN’s credibility and enhance its strategic role in moderating competition, managing risks, and fostering stability in a complex and uncertain Indo-Pacific order.
