Abstract

Drugs trafficking via Indonesia's sea routes continues to increase, making the Sunda Strait one of the most vulnerable points for inter-island smuggling. Conventional surveillance using patrol boats is often ineffective due to limitations in range, weather, and response time. This study was conducted to evaluate the potential and effectiveness of utilizing Unmanned Aerial Vehicle (UAV) technology in detecting and preventing drug trafficking in the Sunda Strait maritime region. The study used a qualitative approach through a Systematic Literature Review (SLR) that examined previous research results, national policies, and the implementation of UAVs in maritime security. The analysis was carried out by grouping the findings into four main themes, namely the effectiveness of UAVs in maritime surveillance, technical and operational constraints, integration with national security systems, and institutional policies and regulations. The results of the study show that UAVs can double the effectiveness of surveillance through real-time visual detection capabilities, wide coverage, and integration with radar and AIS systems. However, technical challenges such as battery life, extreme weather, and operator limitations still need to be overcome. The study concludes that the integrated application of UAVs, supported by strong institutional policies, can strengthen the national maritime security system and narrow the space for drug smuggling networks in the Sunda Strait.

Abstract

The maritime sector’s transition to Maritime 4.0, integrating digital technologies like IoT and AI, enhances operational efficiency but introduces complex cyber-risks. This deep interconnectivity expands the cyber-attack surface, threatening global supply chains, often exploited via human error. Vital chokepoints, such as the Strait of Malacca, face these advanced threats, which are exacerbated by weak governance and regulatory gaps. Concurrently, an escalating marine environmental crisis, driven by intensive maritime activities and climate change (e.g., extreme weather), poses existential threats and operational risks. Current surveillance architectures lack resilience to these extreme weather events, creating dangerous security vacuums. This essay proposes a conceptual framework for a resilient maritime surveillance architecture in the Malacca Strait, integrating proactive risk management, layered redundancy, and adaptive governance. Aligned with the Maritime 5.0 vision and a Sustainable Blue Economy, this framework emphasizes that marine ecosystem health is fundamental to long-term security.

Abstract

In efforts to assert maritime sovereignty and security, the strategy of managing maritime resources, particularly mangrove ecosystems, plays a crucial role. This research aims to examine the impact of national mangrove belt thickening on the expansion of a country's sovereign territory, linking maritime security aspects with sustainable maritime resource management. Through a literature study methodology, this research collects and analyzes secondary data from various scientific publications, government reports, and other relevant documents to understand the relationship between mangrove rehabilitation and territorial expansion. The findings of this analysis indicate that mangrove belt thickening has significant potential in expanding the land area of an island through natural accretion mechanisms. Consequently, this process not only strengthens the country's position in claiming maritime sovereignty but also contributes to efforts to adapt to climate change and mitigate the risk of rising sea levels. Furthermore, mangrove rehabilitation is recognized as a strategic step that supports the sustainability of fisheries resources and preserves stable coastal ecosystems. The results of this research provide important insights for policymakers, coastal area managers, and research communities in the field of maritime security. The policy recommendations generated offer guidelines for planning and executing mangrove rehabilitation programs on a national scale. This emphasizes the need for an integrated approach between maritime resource management and maritime security policies, suggesting the application of ecosystem concepts in policy development. Thus, this research not only enriches the literature in the field of maritime security with empirical evidence regarding the benefits of mangrove belt thickening but also underscores its strategic contribution to expanding a country's territorial jurisdiction.

Abstract

Air bersih merupakan kebutuhan dasar yang sangat krusial dalam mendukung kesehatan, kesejahteraan, dan pembangunan ekonomi masyarakat di perkotaan. DKI Jakarta sebagai kota megapolitan menghadapi tantangan berat dalam penyediaan dan pengelolaan infrastruktur air bersih. Permasalahan utama terletak pada keterbatasan ketersediaan air baku, pencemaran lingkungan, serta keterbatasan cakupan layanan jaringan perpipaan. Sampai tahun 2023, cakupan layanan air bersih melalui jaringan pipa baru mencapai 65,85%, sementara kebutuhan air terus meningkat seiring urbanisasi. Studi ini menganalisis kebijakan pengelolaan infrastruktur air bersih di DKI Jakarta menggunakan metode deskriptif kualitatif, dengan mengacu pada pendekatan Incremental Theory dan pelibatan Public Private Partnership (PPP) sebagai solusi pembiayaan dan pembangunan. Hasil analisis menunjukkan bahwa implementasi kebijakan bertahap dan inovasi teknologi seperti Moving Bed Bio Reactor (MBBR) dan Reverse Osmosis (RO) mampu meningkatkan kualitas serta efisiensi penyediaan air bersih. Selain itu, kolaborasi antara pemerintah dan sektor swasta memainkan peran penting, meskipun masih terdapat kendala dalam hal pengawasan dan perlindungan kepentingan publik. Dimensi sosial, ekonomi, dan lingkungan menjadi faktor penentu keberhasilan pembangunan air bersih berkelanjutan. Rekomendasi dalam penelitian ini meliputi percepatan pembangunan infrastruktur, penguatan regulasi, optimalisasi teknologi, serta peningkatan peran masyarakat. Studi ini diharapkan dapat menjadi rujukan dalam perumusan kebijakan air bersih yang lebih adaptif, inovatif, dan inklusif di DKI Jakarta.

Abstract

Tanjung Piai, Malaysia Coastline changes are caused by abrasion and accretion processes triggered by intensive human activities in coastal areas. A coastline change will bring the potential for conflict and security threats to maritime countries, such as Indonesia. Monitoring shoreline changes is essential for studying coastal dynamics, protecting the coastal environment, and developing the coastal environment. This study aims to determine the changes of Tanjung Piai, Malaysia Coastline with Digital Shoreline Analysis System method and the effect on Indonesia's maritime security. The type of data used in this research is secondary data. This study shows that the Coastline changes along the West Coast of Tanjung Piai, Malaysia tend to be significant from year to year. Prediction the coastline that directly faced the Malacca Strait will experience accretion, while it will experience abrasion in the east. The highest accretion on transect 2, namely Sungai Permas Kechil of 19m/year with a distance of 600 meters. It was found that the influence of changes in the coastline of Tanjung Piai, Malaysia, on maritime security was seen from four aspects, namely aspects of sea power, marine safety, blue economy, and human security

Abstract

The South China Sea (SCS) is a strategically vital maritime area, rich in resources and international trade routes, yet prone to territorial disputes. Although Indonesia does not claim the SCS, it faces challenges regarding the Natuna Sea Exclusive Economic Zone (EEZ) due to unilateral claims by China. This study analyzes the dynamics of the SCS conflict and Indonesia’s strategies toward achieving Indonesia Emas 2045 through strengthened maritime security, diplomacy, and resource management. A qualitative descriptive method with document and statistical data analysis is applied. Findings indicate that maritime surveillance, defense modernization, and multilateral cooperation are essential to safeguarding sovereignty and enhancing Indonesia’s regional position.

Abstract

Pembangunan Terusan Thailand merupakan wacana geopolitik transformatif yang berpotensi mengonfigurasi ulang arsitektur maritim Asia Tenggara, yang secara historis terpusat di Selat Malaka. Studi ini bertujuan menganalisis dampak strategis megaproyek tersebut terhadap posisi geoekonomi dan geopolitik Indonesia. Dengan pendekatan kualitatif berbasis tinjauan pustaka, penelitian ini mengadopsi dua kerangka teoretis: Teori Kekuatan Maritim (Mahan) dan Teori Mandala (Kautilya). Aplikasi Teori Mahan menunjukkan bahwa realisasi kanal ini akan menciptakan choke point buatan baru, secara langsung menantang hegemoni Selat Malaka dan Alur Laut Kepulauan Indonesia (ALKI) I. Konsekuensinya adalah potensi pergeseran rute perdagangan global yang dapat mengikis signifikansi strategis dan daya tawar diplomatik Indonesia. Sementara itu, analisis Mandala memetakan konstelasi kepentingan regional, mengidentifikasi Tiongkok sebagai Vijigishu (aktor sentral) yang berupaya memitigasi "Dilema Malaka", dan menempatkan Indonesia, Malaysia, serta Singapura sebagai Ari (rival) yang kepentingannya paling terdampak. Penelitian ini menyimpulkan bahwa Terusan Thailand bukan sekadar proyek infrastruktur, melainkan manuver geopolitik. Hal ini menuntut respons kebijakan adaptif dari Indonesia, termasuk penguatan rute maritim alternatif, peningkatan kesadaran domain maritim (MDA), dan diplomasi proaktif.
