Abstract

Corruption from a government perspective is the abuse of public power for personal or group gain. This includes various forms of action such as bribery, extortion, fraud, and nepotism. Corruption undermines public trust in government institutions, hinders economic development, and exacerbates social injustice. This research aims to analyze the factors that cause illegal levies of corruption by the Head of Tambusai Village, Rumbio Jaya District, Kampar Regency in 2020. The method used in this research is a qualitative method, with descriptive research type and the research location is in Tambusai Village, Kampar Regency, the type of data used is primary and secondary data, and the data collection techniques used are interviews and documents. The data analysis technique used is searching or collecting data, describing, analyzing and then concluding. The findings obtained in this research are that there are several factors that cause corruption or illegal levies carried out by the Tambusai Village Head, namely personal greed, opportunity, then unmet needs, resulting in disclosure. Abstract

Disciplinary violations in the form of corrupt practices carried out by several Nagari Silokek Government Apparatus in managing the Nagari APB, resulted in quite large losses, where the resulting state financial loss amounted to IDR 311,432,956.76,-. This research aims to describe the factors that influence disciplinary violations and factors that cause corruption committed by several Nagari Silokek Government Apparatus in the management of the Nagari APB for the 2021 fiscal year. The research location is in Nagari Silokek. This research uses Singodimedjo's Discipline Theory, which states that the factors that influence employee work discipline are the size of compensation, whether or not there is exemplary leadership in the organization, whether there are definite rules that can be used as a guide, the courage of leaders in making decisions, and whether there is supervision. leader. Apart from disciplinary theory, this research also uses Robert Klitgaard's CDMA theory, which states that corruption occurs due to several factors, including corruption, discretion (freedom/freedom of action), monopoly (monopoly), and accountability (accountability). This research uses a descriptive qualitative approach. The data collection techniques were carried out through interviews and document searches. Meanwhile, the data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions or verification. The results of the research show that the factor influencing disciplinary violations by several Nagari Silokek Government Apparatus in managing the Nagari APB for the 2021 fiscal year is the absence of exemplary leadership by the Wali Nagari Silokek in the nagari government organization when managing the Nagari APB for the 2021 fiscal year. There is some evidence, such as, the existence of corrupt practices carried out directly by the Wali Nagari Silokek in managing the Nagari APB, the low level of human resources of the Wali Nagari Silokek, discovered by the Sijunjung Regency Regional Inspectorate Examination Team and the Sijunjung District Prosecutor's Office when carrying out inspections, investigations and investigations. The factors causing corruption by several Nagari Silokek Government Apparatus, in the management of the Nagari Silokek APB for the 2021 fiscal year, namely, the freedom of action and lack of responsibility of the Wali Nagari Silokek, the Secretary of the Nagari Silokek, and the Head of Finance of the Nagari Silokek in the management of the Nagari APB for the 2021 fiscal year. Abstract

Illegal Temporary Shelters (TPS) are an unresolved problem in Pekanbaru City. The Department of Environment and Sanitation is a Government Agency tasked with managing waste, including illegal TPS in Pekanbaru City. This study aims to determine the form of supervision and law enforcement by the Department of Environment and Sanitation (DLHK) of Pekanbaru City in handling the problem of illegal TPS. This research uses a qualitative method, the theory used in presenting this research is the law enforcement theory of Aminudin Ilmar. Data collection techniques use interview and documentation methods. The type of data in this study is primary data, namely data obtained from research informants and secondary data obtained from related documents. The results of this study show that supervision by DLHK is divided directly and indirectly. Direct supervision is carried out by the DLHK Gakkum Unit assisted by Satpol PP. Indirect supervision of illegal TPSs is carried out in collaboration with third parties, namely business entities or waste management institutions. The form of DLHK law enforcement is government coercion, withdrawal of decisions, and imposition of fines or coercive money. Government coercion is in the form of confiscation of ID cards, demolition and confiscation of facilities. Withdrawal of decisions or revocation of permits is carried out on business entities that do not carry out their obligations as stipulated in Regional Regulation No. 8 of 2014. Abstract

A Smart Village is a village that is able to improve the welfare and quality of life of the community through the use of technology in various aspects of village development. Pandau Jaya Village is included in the Smart Village Locus for Kampar Regency in 2021 and is participating in the Smart Village activity program, the same as Sibuak Village. However, Pandau Jaya Village has not been able to implement the Smart Village concept through digital-based village administration services. This is different from Sibuak Village which has been able to implement the Smart Village concept through digital-based village administration services. The aim of this research is to determine the capability of the village government in Pandau Jaya Village and Sibuak Village in implementing the Smart Village concept through digital-based village administration services in 2021-2023. This research uses Kusumasari's capability theory, the resources and important factors that the government must have to create a well-capable organization, namely institutional, human, financial and technical resources. The approach used in this research is a qualitative approach. This type of research is descriptive. The location of this research is Pandau Jaya Village and Sibuak Village. The type of data in this research is divided into primary data with data collection techniques through interviews and secondary data in the form of supporting data related to the Smart Village program. The data collection techniques are through interviews and documentation. The data analysis technique used is a qualitative analysis technique. The results of this research are the capabilities of the Pandau Jaya and Sibuak Village Governments in implementing digital services in their villages. The capabilities of the Pandau Jaya Village Government and the Sibuak Village Government are not much different. Abstract

Traditional markets are one of the government assets that must be managed based on Minister of Home Affairs Regulation Number 19 of 2016 concerning Guidelines for Management of Regional Property. The problems found in the field are traditional market dysfunction and lack of management resulting in fatal damage to traditional market assets. The aim of this research is to analyze the principles of government asset management carried out by the Tanah Jawa District Government in managing traditional market assets in Tanjung Pasir village, Tanah Jawa District in 2020-2021. This research uses the theory of government asset governance according to Sholeh and Rochmansjah because there are seven principles, namely: clear and transparent ownership, effective asset management, use of appropriate technology, minimizing risk, community involvement, accountability, monitoring and evaluation. This research method uses a qualitative approach by obtaining data from interviews and documentation. The results of this research indicate that traditional markets have not functioned effectively. However, the Tanah Jawa sub-district government is still trying to utilize traditional market assets such as community entertainment venues, traditional party venues and voting venues to support more useful uses. Factors inhibiting the management of traditional market assets are resistance from the community and traders because the location of the traditional market is far from the meeting point of routes between villages, the traditional market area feels narrow, and access to the traditional market in and out is only available in one lane.
