Abstract

The increasing flow of foreign investment and the relative ease of obtaining Limited Stay Permits for Foreign Investors (ITAS Investor) generate significant economic benefits, yet they also open up vulnerabilities to residence-permit misuse that can affect investment quality, security, and national resilience. This study analyzes the patterns of Limited Stay Permits for Foreign Investor misuse in the Special Region of Jakarta, evaluates the immigration supervision system currently in place, and formulates an intelligence-based supervision strategy framed as a competitive early-warning mechanism. It uses a qualitative approach built on a single-case design with embedded units of analysis, following Yin. Data were collected through in-depth interviews with sixteen key informants, document study, and immigration enforcement records, then analyzed thematically through source triangulation. The findings show that Limited Stay Permits for Foreign Investor misuse follows a technical-organizational pattern marked by a gap between administrative formality and actual business realization, together with a socio-functional pattern involving investors, sponsoring companies, agents, and intermediary networks in activities inconsistent with the permit granted. The supervision system is supported by partial document integration, field inspections, foreigners supervision team, and joint operations, yet it still struggles with weak substantive verification and reactive post-issuance monitoring. The study proposes a competitive early-warning model built around risk identification, intelligence monitoring, and management action, aimed at safeguarding investment quality and strengthening Indonesia's national resilience.

Abstract

Drug trafficking and substance abuse represent significant challenges, particularly in regions highly vulnerable to these issues. Pulau Negara, identified as a drug-prone area within Hulu Sungai Selatan Regency, frequently experiences incidents of illicit drug trafficking and abuse. The persistence of these drug-related activities can be attributed to the community's insufficient social resilience. This study aims to (1) analyze the current state of social resilience in Pulau Negara; (2) identify the multilevel vulnerability factors contributing to this issue; and (3) propose strategies to enhance the community's resilience against drug-related threats. The findings reveal that social resilience in Pulau Negara is critically weak, influenced by a range of vulnerabilities at the individual, family, and community levels. Key factors include economic pressures, peer influence, unstable family structures, and a lack of supportive community infrastructure. The proposed strategies adopt a comprehensive approach, encouraging collaboration among stakeholders such as local authorities, law enforcement, and community leaders to build a more resilient social framework. By addressing these vulnerabilities holistically, the recommended interventions aim to reduce the community's susceptibility to drug-related activities and promote sustainable social resilience.

Abstract

Penggunaan Open Source Intelligence (OSINT) dalam praktik intelijen di Indonesia meningkat signifikan, khususnya dalam memantau dinamika Jakarta sebagai pusat saraf nasional. Namun, reliabilitas informasi dari sumber terbuka menjadi tantangan krusial bagi ketahanan wilayah Jakarta. Penelitian ini bertujuan untuk menganalisis tantangan penggunaan OSINT dalam mendukung keamanan wilayah perkotaan yang kompleks. Penelitian ini menggunakan pendekatan kuantitatif deskriptif, melalui survei terhadap 217 responden dari para profesional intelijen negara dengan pengalaman operasional di wilayah metropolitan Jakarta. Matriks Admiralty System digunakan untuk menilai reliabilitas sumber (A-F) dan kredibilitas informasi (1-6). Data kemudian diolah menggunakan Microsoft Excel dengan teknik statistik deskriptif berupa perhitungan rata-rata, frekuensi dan persentasi yang disajikan secara deskriptif naratif. Hasil penelitian menunjukkan bahwa OSINT dinilai sangat penting dengan skor rata-rata 4,35 dari skala 5. Meskipun demikian, ditemukan keraguan signifikan terkait keandalan informasi, yang penilaian rata-ratanya berada pada tingkat fairly reliable (C) dan kredibilitas possibly true (3) berdasarkan matriks Admiralty System. Temuan ini mengindikasikan bahwa 52% responden memprioritaskan akurasi di atas kecepatan, mengingat informasi yang tidak terverifikasi dapat memicu instabilitas di wilayah urban. Untuk memperkuat resiliensi wilayah, penelitian ini merekomendasikan penerapan metodologi verifikasi yang lebih ketat melalui standar SANS Institute, integrasi teknologi analitik canggih, serta peningkatan kompetensi analisis untuk memitigasi risiko disinformasi yang berdampak pada Ketahanan Nasional.Kata Kunci: Admiralty System; Reliabilitas Informasi

Abstract

In the era of globalization marked by a global growth projection of 2.8% in 2025 amid geopolitical tensions and supply chain disruptions, Indonesia and South Korea face economic shocks affecting GDP, inflation, and unemployment, prompting this qualitative descriptive study to analyze and compare their resilience strategies using secondary documents from BPS, Bank Indonesia, Bank of Korea, and IMF (2023-2025) as population with purposive sampling, analyzed via thematic reduction, comparative tables, and triangulation. Results show Indonesia sustained GDP growth above 5%, unemployment at 4.76%, and inflation at 0.76% in January 2025 through domestic market strengthening, downstreaming, and subsidies, while South Korea addressed 0.1% GDP contraction and high youth unemployment via flexible monetary policies, technological innovation, and vocational training. In conclusion, both nations' adaptive fiscal-monetary synergies proved effective, recommending export diversification for Indonesia and demographic incentives for South Korea to bolster future resilience.

Abstract

This study examines the role of Pecalang in the social surveillance of foreigners in Canggu Traditional Village, Bali, and its integration with local cultural governance and the formal immigration system. Using a non-interview qualitative approach based on administrative data from the Ngurah Rai Class I Special TPI Immigration Office, this study documents the dynamics of community-based social oversight in the context of globalization, international migration, and global tourism. Data on administrative immigration actions specifically deportations and enforcement measures against foreign nationals were obtained directly from the Immigration Office for the period 2024–2025. The findings reveal that Pecalang performs an adaptive function beyond securing traditional ceremonies, acting as a social monitor of the activities of tourists, digital nomads, and foreign investors. This function is reinforced through collaboration with immigration authorities, enabling early detection of potential legal and social violations. The integration of awig-awig (customary law) and formal regulations creates a synergy of community-based oversight that enforces socio-customary norms while ensuring compliance with national laws. The study also highlights the challenges posed by conflicting interests between tourism development and cultural preservation. Administrative data from Ngurah Rai Immigration Office shows a total of 300 deportation/administrative actions in 2024 and 337 in 2025 a 12.3% increase indicating growing immigration enforcement activity in Bali. These local mechanisms contribute significantly to community resilience, enabling communities to adapt to external changes without losing their cultural identity. Based on empirical findings, the study develops a conceptual model of community-based immigration oversight emphasizing early detection, preventive supervision, and enforcement of socio customary norms through collaboration among Pecalang, Traditional Villages, and formal authorities

Abstract

This study aims to analyze vulnerabilities in the procurement of ordinary passport blanks in Indonesia using the Miles and Huberman data analysis method. A qualitative approach is used to identify the factors that lead to a high dependence on a single blank provider, as well as their impact on the smooth procurement process of passports. This study found that uncertainty in the supply of blanks, limited human resource capacity, and potential deviations in the procurement process are the main causes of vulnerability. External factors such as global disruption also exacerbate this situation. The results of the study show the importance of diversifying blank providers to reduce dependence on one party, as well as the need to strengthen a more transparent and efficient procurement system. The study also proposes the digitization of passport services as a strategic step to reduce reliance on physical blanks and improve the efficiency of public services. Overall, this study provides recommendations that can support government policies in improving the resilience and reliability of the public document procurement system in Indonesia, as well as a reference for further research in this field.
