Abstract

This research aims at studying and explaining forms of coping behaviors and public respond to coping behaviors as shown by health service officers at street-level bureaucrats in Puskesmas (Public Health Center). The research was conducted in six Public Health Centers in Makassar, employing qualitative approach and naturalistic method. The data were gained from informants, i.e. Puskesmas officers and public patients visiting the Puskesmas as the primary data source, and the secondary data were gathered from documents available in the concerned institutions. Research data were collected through in-depth interviews, direct and participative observations. The research data were then analyzed qualitatively through data reduction, data presentation, deduction and data verification. The results of the research show variety of interactive models as a form of coping behaviors performed by bureaucrats in providing health service, namely the behavior of limiting services, rationing services, giving special treatment, ignoring, and prioritizing. The performed coping behaviors benefit the officers since their obligations were accomplished, though at minimum level. Public responds to coping behaviors quite vary but in general shows positive responds.

Abstract

This study aims to describe the model of cooperation between the Government of Makassar as the bureaucracy with the private sector within the framework of collaborative governance, and see the effectiveness of such cooperation for the public interest. The study used a qualitative approach, the locus of the two institutions namely Makassar City Government and PT. Tosan Permai as the developer. The focus of research is on the management aspects Karebosi Field. Sources of data obtained from cooperating agencies and also from other stakeholders which are the Land Board, Member of Parliament, and the public of Makassar. Data collected through in-depth interviews, observation, and documentation. Data were analyzed by descriptive qualitative perform data reduction, presentation, interpretation and subsequent inference.The results shows that Makassar City Government handed over the management of public assets to the private sector due to limited resources such as the management of construction and maintenance funds, facilities and personnel. With the cooperation between the private sector collaborative, public asset development can be done quickly and minimize the use of local government budgets. Public asset management right field Karebosi conducted by the Mayor of Makassar with the private sector using the model of contracting out in the form of joint use of the system through the model BGS (Guna Bangun Serah). Within this cooperation mode, each party has the rights and obligations set out in the contract. The results of the collaboration have a positive impact for both sides namely to municipalities to generate revenue (PAD) and no longer burdened with the cost of management and maintenance of land, availability of comfortable public space area and a green area in the city center. Private parties gain the utilization of land and underground around the field as the business district. The society benefits from the availability of public space as a mean of recreations, sports, and other various events.

Abstract

Penelitian ini bertujuan untuk mengetahui faktor penyebab kemacetan lalu lintas, dan menemukan model koordinasi yang tepat dalam penanggulangan kemacetan lalu lintas. Pendekatan penelitian adalah kualitatif, data diperoleh dari informan melalui wawancara mendalam, observasi lapangan dan analisis dokumen, hasil penelitian dipaparkan secara deskriptif. Hasil penelitian menemukan terdapat faktor yang memicu terjadinya kemacetan lalu lintas berupa faktor human error,  rendahnya penegakan peraturan, pembiaran pemanfaatan sarana dan prasarana jalan, dan ketidakpedulian dan kurangnya sumber daya aparat pelaksana. Model koordinasi yang tepat harus melembaga secara sinergis yang ditetapkan melalui Peraturan Walikota dan kewenangan yang lebih luas diberikan kepada instansi Dinas Perhubungan sebagai leading sector. Abstract

This research aims to know how the coordination between the vilagge government and facilitators of community in Rural Infrastructure Development Program in Tarobok Village, Baebunta district of North Luwu. This research was categorized in descriptive qualitative. The data collection techniques were observation, interview, and documentation. The result of this research showed that the agreement and the unity in Tarobok Village Baebunta district were still to be done optimally yet, althouht the meeting provided to the public has been pretty good according to the local Village government. Therefore, it is necessary to improve the performance of the head of Village by making an affective working group. Keywords: coordination, government, public  Tujuan dari penelitian ini adalah untuk mengetahui bagaimana koordinasi pemerintah desa dengan fasilitator masyarakat dalam Program Pembangunan Infrastruktur Pedesaan di Desa Tarobok Kecamatan Baebunta Kabupaten Luwu Utara. Jenis penelitian adalah kualitatif deskriptif . Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Berdasarkan hasil penelitian yang dilakukan menunjukkan bahwa kesepakatan dan kesatuan di Desa Tarobok Kecamatan Baebunta saat ini belum terlaksan secara optimal, meskipun pertemuan yang di berikan kepada masyarakat sudah cukup baik menurut pemerintah desa setempat. Oleh karena itu kiranya perlu meningkat kinerja kepala desa dengam membentuk suatu kelompok kerja yang efektif. Kata kunci : koordinasi, pemerintah, masyarakat

Abstract

AbstractThis study aims to determine the context of implementing the Village Community Empowerment Program (P2MD). The type of research used is descriptive qualitative research. The data is collected through interviews with key informants in turn, direct observation at the target location of the program and official government documents such as legislation and program implementation guidelines issued by the central government and local governments. The data obtained was processed directly by connecting the themes. The results showed that the involvement of the actors involved in the implementation of the program was based on the applicable regulatory provisions related to the program established by the related institutions. On another aspect, the characteristics of the government involved range from the central government to the village government. As for the non-governmental institutions that are formally involved, there is no other than community groups that act as both the executor and target of the empowerment program. The compliance of the parties involved as implementing the community empowerment program is going well. Substantial and administrative performance achievements according to targets in planning.Keywords: Program Implementation, Village Community Empowerment

Abstract

Abstrak: Konferensi pemuda internasional yang diselenggarakan di Indonesia mengangkat isu lingkungan hidup. Presiden Joko Widodo (Jokowi) telah berkomitmen untuk memprioritaskan isu pemanasan global dan pelestarian lingkungan hidup. Indonesia sebagai salah satu negara besar di Asia Pasifik selalu menjadi barometer dalam mengambil kebijakan kawasan regional. Abstract

Penelitian ini bertujuan untuk  menganalisis evaluasi kebijakan Program Nasional Pemberdayaan Masyarakat Mandiri Perdesaan (PNPM-MD) di Desa Batuma’lonro Kecamatan Biringbulu Kabupaten Gowa serta menganalisis faktor-faktor yang mempengaruhinya, dengan menggunakan jenis penelitian kualitatif bertipe deskriptif. Teknik analisa data melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kebijakan PNPM-MD cukup efektif dalam memberikan solusi masalah kemiskinan terutama perhatian terhadap pembangunan infrastruktur desa, namun untuk bantuan modal usaha, perbengkelan, dan bantuan karang taruna dinilai masih perlu ditingkatkan dan dinilai tidak efesien karena pendanaannya relatif kecil. Faktor internal yang mempengaruhi kebijakan PNPM-MD adalah adanya komitmen dari pemerintah kecamatan, pemerintah desa, PJOK, fasilitator kecamatan, KPMD, serta TPK dan UPK. Sedangkan faktor ekternalnya adalah adanya partisipasi masyarakat, tim pengawas dari masyarakat, dan tokoh masyarakat.

Abstract

Kendaraan becak motor telah membuat kondisi Kota Makassar terlihat semakin semrawut, sehingga dilakukan kolaborasi antarorganisasi pemerintah dalam menertibkan kendaraan becak motor tersebut. Penelitian ini bertujuan untuk mengetahui proses dan faktor-faktor yang mempengaruhi proses kolaborasi antara Dinas Perhubungan dan Satuan Lalu Lintas Polrestabes Makassar dalam penertiban kendaraan becak motor di Kota Makassar. Penelitian menggunakan pendekatan kualitatf dengan tipe studi kasus. Hasil penelitian menunjukkan bahwa proses kolaborasi antara Dinas Perhubungan Kota Makassar dengan Satuan Lalu Lintas Polrestabes Makassar tidak berjalan sesuai dengan pemahaman bersama serta dialog tatap muka hanya dilakukan di awal proses kolaborasi. Faktor-faktor yang menghambat proses kolaborasi adalah ketidakjelasan batasan masalah, pemahaman kedua belah pihak yang berbeda, dan landasan hukum yang tidak jelas dalam penertiban kendaraan becak motor tersebut.

Abstract

This study aimed to determine the implementation of the Education Management Information System (EMIS) at the Islamic boarding schools of Makassar Ministry of Religion Affairs. This research was a qualitative research. The data collection techniques were conducted by observation, in-depth interviews, and documentation. This research consisted of 4 indicators, namely the human resources component by measuring internal factors consisting of attitude, skill, and knowledge, which the three benchmarks were sufficiently fulfilled. The human resources external factors with the first indicator of work tools had not been maximized.; the second, the  supporting work resources included adequate funds and supporting infrastructure; the third was coworkers which were sufficiently well to be implemented.The hardware resources componets were still found to be not fully supportive and adequate. The software resources components, in terms of processes and computer programs that support EMIS, were sufficiently well implemented. Data resources in the implementation of EMIS were seen from 3 sub indicators, namely the data category, the timeliness of data collection, and the rules in the data collection process where the three elements were sufficiently well conducted by the EMIS operators. Supporting factors that support the implementation of EMIS consisted of the first, the role of the leaders by coordinating activities was sufficiently well implemented. Second, understanding of the EMIS program, the operators of the institution were sufficiently understood about EMIS inhibiting factors. The financing component had not been managed properly which had resulted in the existing funds not being used optimally to support the EMIS. Whereas in terms of operator quality, it can be seen from two elements, namely training and disciplinary institutions that were not yet sufficiently supportive, so that there was a need for improvements in education and training for EMIS operators in institutions, as well as in the discipline of institutions in presenting data collection results.

Abstract

Isu penting yang berkembang di tengah-tengah geliat perkembangan profesi pegawai negeri sipil di Indonesia adalah masih relatif rendahnya tingkat pendapatan yang diperoleh pegawai negeri sipil bila dibandingkan dengan karyawan-karyawan swasta atau BUMN. Bahkan banyak pihak yang mengkambing hitamkan aspek gaji sebagai faktor penyebab pada rendahnya integritas pegawai negeri sipil, termasuk penyebab terjadinya korupsi atau penyelewengan-penyelewengan kekuasaan dan wewenang dalam lingkungan kerjanya. Terkait hal  tersebut  Pemerintah Daerah Kabupaten Jeneponto menetapkan kebijakan terkait upaya untuk meningkatkan kesejahteraan  dan  kinerja  dari PNSD yaitu  dengan memberikan  tunjangan kinerja daerah (TKD) berupa Tambahan Penghasilan Pegawai (TPP) kepada seluruh PNSD. Kebijakan ini ditetapkan dalam Peraturan Bupati Jeneponto Nomor 39 Tahun 2018 tentang Perubahan Atas Peraturan Bupati Jeneponto Nomor 4 Tahun 2018 Tentang Tambahan Penghasilan Pegawai Negeri Sipil di Lingkungan Pemerintah Kabupaten Jeneponto. Penelitian ini adalah penelitian kuantitatif yang menguji tingkat ekspalanasi. Tipe penelitian ini adalah asosiatif yaitu menghubungkan dua variabel atau lebih, sedangkan sesuai prosesnya dan jenis datanya penelitian ini besifat kuantitatif. Hasil penelitian menunjukkan 1) Kompensasi finansial langsung yang diterima pegawai berupa insentif, dan Uang Tambahan Penghasilan yang dibayar berdasar prestasi kerjanya, pembayarannya sering tidak memuaskan pegawai, sehingga kemampuan pemenuhan kebutuhan pegawai sering tidak dapat terpenuhi, 2) Kompensasi finansial tidak langsung yang diberikan kepada pegawai masih sering adanya keluhan pada kualitas layanan asuransi kesehatan terutama berkaitan dengan pengadaan obat-obatan bagi pegawai yang sakit. Sedangkan dari segi fasilitas kerja, cukup memuaskan, 3) Kompensasi non finansial, masih adanya pegawai yang merasa tidak adil dalam pengangkatan dan penempatan pegawai dalam jabatannya. Sedangkan lingkungan kerja terdapat iklim yang cukup kondusif dalam bekerja, dan 4) Hasil uji hipotesis terdapat pengaruh yang signifikan pemberian kompensasi terhadap kepuasan kerja pegawai, di mana nilai koefisien regresi memperlihatkan bahwa setiap peningkatan kompensasi pegawai akan diikuti oleh kenaikan kepuasan kerja  mereka dalam bekerja, dalam arti bahwa pemenuhan kebutuhan-kebutuhan pegawai, baik kebutuhan fisiologis berupa kompensasi langsung (berupa uang) maupun kompensasi dalam bentuk tidak langsung (pengembangan karier) berpengaruh secara positif terhadap kepuasan kerja pegawai.
