Abstract

The organization's implementation in achieving its objectives is largely determined by the extent of the capacity formed to produce optimal performance. This research aims to find out how to develop capacity in Regional Companies and offers a model of capacity building. This research took place at the Makassar Water Supply Company using a descriptive-qualitative approach, the data source obtained from the research informant consisted of directors and middle management level officials, members of the supervisory board, the Chairman of the Regional House of Representatives, experts in the field of management, NGO's that actively monitor the performance of Regional Companies as primary data sources, and secondary data sources obtained from documents available at related agencies. Research data obtained through interviews, observations, secondary data support. Data analysis is conducted based on qualitative analysis through data reduction stages, data presentation, conclusion drawing, and data verification. The results showed that capacity building based on Mc Kinsey capacity building framework in Makassar Water Supply Company has been applied to the aspects of aspirations, strategies, organizations skills, human resources, organization structure, system and infrastructure, and culture. The application looks strong on the aspects of aspirations, strategies, and organization structures, which seems to require development in the aspects of organizations skills, system and infrastructure, human resources, and culture.

Abstract

Tujuan kegiatan pengabdian masyarakat adalah untuk memberikan edukasi dan informasi kepada masyarakat kota Makassar. Masyarakat kota Makassar pada umumnya masih kurang mengetahui peraturan daerah tentang Retribusi Perizinan Tertentu. Dari hasil pengabdian yang dilakukan ditemukan Sebagian besar warga kota Makassar mengeluhkan terkait pelayanan dan dimana akan melakukan pelayanan jika akan melakukan pembangunan seperti rumah, ruko dan lain, disamping itu juga masih rendahnya tingkat kesadaran masyarakat untuk memperdalam akan pentingnya Retibusi Perizinan Tertentu untuk pembangunan di Kota Makassar. Sehingga perlunya pihak pemerintah bekerjasama dengan pihak terkait untuk melakukan sosialisasi dan penyuluhan Perda Nomor 5 Tahun 2012 tentang Retribusi Perizinan Tertentu. Hasil kegiatan pengabdian ini adalah peserta mengetahui Perda Nomor 5 Tahun 2012 tentang Retribusi Perizinan Tertentu dan jenis-jenisnya, sehingga peserta akan mampu mensosialisasikan ke lingkungan mereka tentang perda tersebut sehingga dapat mentransfer pengetahuan tersebut untuk membantu masyarakat dalam meningkatkan partisipasinya dalam melakukan kewajibannya akan pentingnya memenuhi hal tersebut.

Abstract

Riset berikut ini memiliki tujuan untuk menggali informasi yang mendalam mengenai sejauh mana implementasi kebijakan pemerintah pusat tentang kependudukan di tingkat kabupaten, khususnya di Kabupaten Tana Toraja Selain itu, penelitian ini juga menilai kualitas layanan publik yang disediakan oleh Dinas Kependudukan dan Catatan Sipil di kabupaten tersebut. Selanjutnya, penelitian ini akan mengeksplorasi bagaimana kedua faktor ini memengaruhi tingkat kepuasan masyarakat dalam proses pengurusan KTP elektronik. Pendekatan penelitian ini menggunakan pendekatan kuantitatif dengan jenis penelitian ex-post facto. Sampel penelitian terdiri dari 100 responden yang dipilih secara acak berdasarkan kriteria ketersediaan dan kelayakan responden. Pengumpulan data melalui kuisioner. Data kemudian dianalisis sesara statistik menggunakan analisis deskriptif dan regresi linear berganda. Hasil penelitian menunjukkan bahwa dalam konteks pengurusan KTP elektronik di Kabupaten Tana Toraja. Implementasi kebijakan kependudukan memiliki pengaruh positif meskipun tidak signifikan terhadap kepuasan masyarakat, dengan koefisien regresi sebesar 0.187. Sementara itu, kualitas pelayanan publik memiliki pengaruh signifikan terhadap kepuasan masyarakat, dengan koefisien regresi sebesar 0.492. Penelitian ini memberikan wawasan penting bagi pihak berwenang dalam meningkatkan pelayanan publik dan kebijakan kependudukan di tingkat daerah guna memenuhi harapan dan kepuasan masyarakat

Abstract

The implementation of E-Government or electronic government has become an integral part of efforts to modernize public administration in various countries, especially in Indonesia. This study aims to determine the application of the E Government, especially through the Bipang application, in improving employee performance in Pattunuang Village, Makassar City. This type of research uses qualitative descriptive with a case study approach, namely collecting data through interviews, surveys, observations and document analysis related to the implementation of Bipang. The results of this research reveal several important findings. First, the implementation of Bipang has resulted in increased efficiency in the administrative process in Pattunuang Subdistrict, seen from the quality of employee performance, which is very influential because of better employee work patterns, in terms of quantity of employee performance in implementing e-government to This Bipang application can be seen from the process of completing work always on time according to the workload given by the leadership so that good cooperation is built in improving employee performance. Judging from the punctuality, it was found that Pattunuang sub-district employees always use the Bipang application in filling out absenteeism based on the location where they work. However, there are several obstacles that were also identified in this research, namely the need to update the system and the availability of infrastructure such as network access must be adequate in this Bipang application system. Apart from that, it is still needed to exercise additional and technical support to maximize the benefits of the Bipang application. In order to improve employee performance and the effectiveness of E-Government in Pattunuang District, the proposed recommendations include increasing training for employees, improving data security, and active promotion of the Bipang application to the public.

Abstract

Indonesia sebagai salah satu negara dengan tingkat resiko bencana alam yang sangat tinggi perlu selalu meningkatkan kesiapsiagaan dalam menghadapi berbagai jenis bencana alam dengan menyiapkan berbagai kebijakan. Proses sosialisasi kebijakan kebencanaan kepada relawan Tagana di Kabupaten Gowa memiliki peran penting dalam penanggulangan bencana dan mitigasi risiko di tingkat lokal. Kebijakan kebencanaan yang efektif dapat memperkuat kapasitas mereka dalam merespon bencana dan melindungi komunitas. Kegiatan pengabdian ini berdasarkan data yang dikumpulkan mencakup persepsi relawan Tagana tentang kebijakan kebencanaan, pemahaman mereka tentang peran dan tanggung jawab mereka, serta kendala yang mereka hadapi dalam implementasi kebijakan tersebut. Hasil kegiatan ini diharapkan akan memberikan wawasan yang lebih baik tentang efektivitas sosialisasi kebijakan kebencanaan kepada relawan Tagana dan dapat membantu perbaikan dalam upaya-upaya sosialisasi yang ada juga dapat menjadi dasar bagi pihak berwenang dan pemangku kepentingan terkait untuk meningkatkan strategi sosialisasi kebijakan kebencanaan kepada relawan Tagana di Kabupaten Gowa. Hal ini diharapkan akan meningkatkan kapasitas Tagana dalam menghadapi bencana dan memberikan perlindungan yang lebih baik bagi masyarakat setempat. Selain itu, juga dapat menjadi kontribusi pada literatur mengenai manajemen risiko bencana dan peran relawan dalam penanggulangan bencana. Indonesia, as a country with a very high risk of natural disasters, needs to constantly enhance preparedness to face various types of natural disasters by implementing various policies. The socialization process of disaster policies to Tagana volunteers in Gowa Regency plays a crucial role in disaster management and risk mitigation at the local level. Effective disaster policies can strengthen their capacity to respond to disasters and protect the community. This community service activity, based on collected data, includes Tagana volunteers' perceptions of disaster policies, their understanding of their roles and responsibilities, and the challenges they face in implementing these policies. The results of this activity are expected to provide better insights into the effectiveness of socializing disaster policies to Tagana volunteers and can help improve existing socialization efforts. It can also serve as a basis for authorities and relevant stakeholders to enhance socialization strategies of disaster policies for Tagana volunteers in Gowa Regency. This is expected to enhance the capacity of Tagana to deal with disasters and provide better protection for the local community. Furthermore, it can contribute to the literature on disaster risk management and the role of volunteers in disaster response.

Abstract

Peraturan Daerah Kota Makassar Nomor 4 Tahun 2011 tentang Pengelolaan Sampah di Kota Makassar adalah sebuah peraturan yang penting dalam upaya menjaga kebersihan dan kelestarian lingkungan di kota tersebut. Peraturan ini mencakup berbagai aspek terkait manajemen sampah, termasuk pengumpulan, pemilahan, pengolahan, dan pembuangan sampah. Dalam sosialisasi peraturan ini, pemerintah Kota Makassar bertujuan untuk meningkatkan pemahaman masyarakat tentang tata cara pengelolaan sampah yang benar sesuai dengan ketentuan yang telah ditetapkan. Kegiatan Sosialisasi ini mencakup informasi tentang klasifikasi sampah, jadwal pengumpulan sampah, penggunaan tempat sampah yang sesuai, dan tata cara pembuangan yang aman bagi lingkungan. Selain itu, sosialisasi juga melibatkan peran aktif dari masyarakat, termasuk penghargaan terhadap upaya-upaya mereka dalam mendukung program pengelolaan sampah yang berkelanjutan. Dalam jangka panjang, implementasi peraturan ini diharapkan dapat mengurangi dampak negatif dari masalah sampah di Kota Makassar, seperti pencemaran lingkungan dan potensi kesehatan masyarakat. Dengan pemahaman yang lebih baik tentang Peraturan Daerah Kota Makassar Nomor 4 Tahun 2011, diharapkan masyarakat akan berperan aktif dalam menjaga kebersihan dan kelestarian lingkungan kota, serta mendukung upaya pemerintah dalam mencapai tujuan pembangunan berkelanjutan.

Abstract

Street level bureaucracy is one of the main elements in providing public services in dealing with the impact of the Covid-19 pandemic. This research specifically aims to identify the revitalization of the role of Ballaparang Sub District and Gunung Sari Sub District officials, Rappocini District, Makassar Municipality in providing government administration services and other services to the community during the implementation period of the new normal policy. The type of research used is qualitative with a descriptive approach. The results of the research show that the Ballaparang and Gunung Sari Sub District officials have demonstrated good abilities in responding to and overcoming problems in the delivery of public services in the new normal era and challenges from the aspects of efficiency, effectiveness and fairness in the delivery of public services can be overcome.

Abstract

Ineffective waste management can lead to the accumulation of waste, which results in environmental damage and low economic income for the community. The purpose of this study was to analyse the participation of the community in the implementation of the 3R circular economy in Makassar City. Qualitative research methods were used in this study. The data sources of this research were collected through interviews, observations, and study of relevant documents. Secondary data was collected by searching data from the Google Scholar database using the Publish or Perish application and Vos Viewer to map the topic. The results and discussion also used the NVivo 12 Plus "Concept Map" analysis tool. The results showed that household participation in 3R-based waste management towards a circular economy in Makassar City cannot be said to be achieved. This is because the main principle of the circular economy is waste management with the 3R principle, but the overall conclusion is that the 3R principle in waste management does not occur properly in the Ujung Pandang sub-district of Makassar City. The novelty of this research lies in its integration of qualitative methodologies, advanced data analysis tools like NVivo 12 Plus, and a focus on mapping the community's participation within a 3R circular economy framework in a specific urban context. This study uniquely identifies gaps in the practical implementation of 3R principles, providing new insights into the socio-environmental and economic dynamics of waste management. This research contributes to the government and the community so that they can collaborate more in managing waste optimally. Good waste management will have a significant impact on health, a clean environment, and economic value.

Abstract

The results of this study showed that the implementation of the policy regarding Fisherman Insurance Premiums. In the information indicator it could be concluded that  it had been  established well, seen from the coordination of the Bulukumba Fisheries Service with the Directorate of Licensing and Fishermen regarding the objectives and mechanisms of the BPAN program which was followed by the socialization carried out by the party itself to the fishing community in Sapolohe Village. In the policy content indicators, it could be concluded that the implementation of the Fisherman Insurance Premium Assistance Program policy had been carried out well, judging from the success rate of the implementation of the assistance being on target and in accordance with the disbursement provisions and the causes of events by the beneficiaries. On the indicator of community support, it could  be concluded that from this policy the community was very supportive and fully participates in accepting the policy regarding the existence of Fisherman Insurance Premium Assistance. In the potential distribution indicator, it could be concluded that in implementing the BPAN program the Head of the Bulukumba Fisheries Service had divided the tasks in each of his subordinate teams so that the implementation of the BPAN program run well and as expected.

Abstract

This study aims to determine the role of the Bulukumba Regency Civil Service Police Unit in controlling street vendors in Bulukumba Regency in 2023. The type of research used in this study is qualitative and the type of research used is descriptive, where the type and type of research explain in detail how the role of Satpol PP in controlling street vendors in Bulukumba Regency. The results of the study revealed the role of the Bulukumba Regency Civil Service Police Unit as a regulatory role, its advantages include: the implementation of tasks has followed the applicable Standard Operating Procedures.
