Abstract

Abstrak Dalam usaha mencapai tujuan nasional tak luput dari Ancaman, Terororisme, Hambatan, dan Gangguan (ATHG), sehingga diperlukan suatu kekuatan yang mengandung kemampuan mengembangkan ketahanan nasional. Ketahanan Nasional adalah strategis dalam keamanan Indonesia yang berfungsi sebagai alat untuk mempersiapkan dan mengatasi segala bentuk ancaman, tantangan, hambatan, dan gangguan (ATHG) yang dapat menghancurkan bangsa Indonesia. Pada tahun 2020, ketahanan nasional Indonesia mengalami kelemahan dan penurunan. Banyak orang yang menjadi cemas akibat wabah covid, hal tersebut dapat memicu atau memperburuk masalah kesehatan mental yang jauh lebih serius. Melalui unit kelompok sosial terkecil yaitu keluarga, ketahanan dalam keluarga menggambarkan interaksi dan komunikasi antar individu yang harmonis dan sejahtera secara fisik maupun psikis. Keluarga dengan ketahanan yang baik berdampak pada resiliensi atau ketahanan diri sebagai individu. Ketahanan keluarga dianggap sebagai pilar atau penyanggah berdirinya ketahanan nasional. Pendapat dari para ahli di bidang ketahanan nasional juga mengatakan bahwa ketahanan keluarga adalah tumpuan ketangguhan sebuah negara. Bangsa Indonesia harus memiliki tiga syarat ketahanan untuk menjadi sebuah bangsa yang besar. Diantaranya Ketahanan Militer, Ketahanan Ekonomi, dan Ketahanan Jiwa. Ketiga harapan tersebut menggambarkan akan kondisi dinamis bangsa Indonesia meliputi aspek kehidupan nasional yang terintegrasi di dalam menghadapi dan mengatasi segala Ancaman, Terororisme, Hambatan, dan Gangguan (ATHG). Dengan begitu, semakin tangguh ketahanan yang dimiliki keluarga, maka akan semakin tangguh ketahanan nasional Indonesia. Kata Kunci: Ketahanan Keluarga (Family Resilience) ; Ketahanan (Resilience) ; Ketahanan Nasional Abstract In an effort to achieve national goals, threats, terrorism, obstacles and disturbances (ATHG) are not spared, so a force that contains the ability to develop national resilience is needed. National Resilience is a strategy in Indonesian security which functions as a tool to prepare for and overcome all forms of threats, challenges, obstacles and disturbances (ATHG) that can destroy the Indonesian nation. In 2020, Indonesia's national resilience will experience weakness and decline. Many people are worried that due to the COVID-19 outbreak, it can trigger or exacerbate much more serious mental health problems. Through the smallest social group unit, namely the family, resilience in the family describes interaction and communication between individuals who are harmonious and prosperous physically and psychologically. Families with good resilience have an impact on resilience or resilience as individuals. Family resilience is considered a pillar or buffer for the establishment of national resilience. Opinions from experts in the field of national security also say that family resilience is the foundation of a country's resilience. The Indonesian nation must have three conditions of resilience to become a great nation. Among them are Military Resilience, Economic Resilience, and Mental Resilience. These three hopes describe the dynamic conditions of the Indonesian nation including aspects of national life that are integrated in facing and overcoming all Threats, Terrorism, Obstacles, and Disturbances (ATHG). Abstract

Abstract This paper discusses the conditions of vulnerability and potential threats to security in the marine area of ​​the southern part of Java Island and the level of capability of the elements operating in the area whose conditions are still inadequate both in quality and quantity. This thesis uses qualitative research methods. The author has a plan to conceptualize the installation of coastal radar to increase security in the area. The author uses the IMSS (Integrated Maritime Surveillance System) radar which is already operating in the Malacca Strait area as an empirical example and will develop the concept of coastal radar in the southern region of Java Island. With coastal radar in the area that functions as an early warning system, it is hoped that all forms of threats and violations can be anticipated very well. Abstract

Penelitian ini bertujuan untuk menjelaskan konstruktivisme sebagai  salah satu pendekatan dalam Hubungan Internasional yang berguna untuk memahami politik dunia. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan studi Pustaka. Hasil dari penelitian ini menunjukkan bahwa konstruktivisme telah menjadi pendekatan yang kokoh untuk memahami politik dunia. Konstruktivisme dalam hubungan internasional muncul pertama kali pada tahun 1980-an, muncul pada periode pasca Perang Dingin yang dapat menjelaskan akhir damai Perang Dingin dan memberikan pengembangan penjelasan yang lebih beragam bagi fenomena internasional kontemporer. Politik internasional atau politik dunia adalah hasil dari suatu konstruksi sosial, yakni agen dan struktur saling mempengaruhi menghasilkan perubahan sosial politik dan struktur ideasional sama pentingnya dengan struktur material adalah asumsi dasar konstruktivisme. Hasil dari penelitian ini menunjukkan bahwa pendekatan konstruktivisme memperluas lingkup dan unit analisis studi hubungan internasional, konstruktivisme dalam memahami politik dunia memiliki kekuatan gagasan, norma dan nilai dalam membentuk politik dunia, bahwa anarki adalah hasil konstruksi negara bersifat konfliktual atau kooperasi tergantung pada negara pembuat keputusan.

Abstract

This article explains Indonesian government's efforts to overcome the smuggling of lobster seeds abroad. In explaining this issue, the writer uses the descriptive-qualitative method. The results of the discussion show that Indonesia continues to make efforts to stop smuggling lobster seeds or benur out of the country. The government has made various efforts to tackle the crime of smuggling lobster seeds through synergy with the Ministry of Maritime Affairs and Fisheries, the Navy, Air and Water Police, and Customs. The Ministry of Maritime Affairs and Fisheries is trying to eradicate lobster seed smuggling by launching four ships quickly for the perpetrators of lobster seed smuggling spread across Batam, Jambi, Kupang and Jakarta. The four ships were named Hiu Biru 01, Hiu Biru 02, Hiu Biru 03 and Hiu Biru 04. The Ministry of Maritime Affairs and Fisheries through the Director General of Capture Fisheries Circular Letter No.B.22891/DJPT/Pl.130/XI/2020 dated November 26, 2020 stopped the export of Lobster Benur Seeds. Air and Water Police Polri has also carried out various methods which are classified into two efforts, namely preventive and repressive efforts. Preventive efforts include providing assistance with fishing gear for lobster seed cultivation, patrols by the Water and Air Police Unit, socialization on the prohibition on catching and sending lobster seeds, and raids in territorial waters. Police repressive efforts by carrying out legal action, namely, making arrests and confiscations. In addition, the Indonesian Navy is assisting in synergy with the Ministry of Maritime Affairs and Fisheries in smuggling lobster seeds by strengthening supervision at points considered vulnerable on the sea lanes. In addition, the role of customs is in enforcing the law to prevent smuggling of lobster seeds in collaboration with internal customs and stakeholders. The success of the thwart of smuggling of lobster seeds was the result of the synergy carried out between the KKP, the Indonesian Navy, Customs, the Directorate of Water Police, and others so as to save the Indonesian state losses of up to billions of rupiah for the smuggling of lobster seeds.

Abstract

Sampah plastik kini menjadi salah satu jenis sampah laut yang paling banyak terdapat di lautan, selain merugikan lingkungan, keberadaan sampah plastik di laut juga membahayakan keamanan maritim. Metode yang digunakan adalah kualitatif deskriptif. Keamanan maritim mencakup berbagai aspek yang berkaitan dengan keselamatan, keamanan, dan kelangsungan hidup manusia di laut, termasuk keselamatan pelayaran, keberlanjutan sumber daya laut, dan perlindungan lingkungan laut. Menangani masalah polusi plastik di laut menjadi penting, tidak hanya untuk menjaga kelestarian lingkungan, tetapi juga untuk memastikan keamanan maritim. Hasil penelitian ini menjelaskan dalam menangani sampah laut stakeholder diharapkan saling berkoordinasi antar instansi yang memiliki tanggung jawab dalam pengelolaan sampah. Dalam hal ini, perlu ditingkatkan regulasi serta sumber daya manusia di berbagai sektor dan lembaga yang terlibat; menerapkan teknologi pengendalian sampah plastik yang terbaru, termasuk penerapan manajemen yang berbasis ilmu pengetahuan; serta masyarakat juga memainkan peran penting dalam mengurangi, mendaur ulang, dan menggunakan kembali sampah plastik sejak usia dini untuk meningkatkan kesadaran lingkungan. Dapat disimpulkan, dampak lain dari sampah plastik pada lingkungan maritim sangat mengganggu kualitas hidup dan kesejahteraan masyarakat, mengganggu wisata pantai dan aktivitas rekreasi lainnya, serta mempengaruhi kualitas air dan udara, yang dapat berdampak negatif pada kesehatan manusia.

Abstract

The conditions of vulnerability and potential security threats in the sea area of the southern part of Java Island and the level of ability of elements operating in the area are still inadequate both in quality and quantity. This thesis uses qualitative research methods. Some of the vulnerabilities that can occur include illegal fishing, smuggling, pollution at sea, illegal crossing, terrorism at sea, and people smuggling. These threats can endanger Indonesia's interests in many aspects such as defense and security, the economy, and territorial sovereignty. Therefore a plan is needed to conceptualize the installation of a coastal radar to improve security in the area. The IMSS (Integrated Maritime Surveillance System) radar, which is already operating in the Malacca Strait area as an empirical example, will develop the coastal radar concept in the southern region of Java Island. With the existence of a coastal radar in the area that functions as an early warning system, it is hoped that all forms of threats and violations can be anticipated very well. The addition of a security element in the sea area of the southern part of Java Island in the form of installing a coastal surveillance radar is very important to implement given that the level of capability of the security elements operating in the area is considered to be insufficient for security in the wider sea area.

Abstract

New Zealand is a country with cultural diversity and multiculturalism principles. New Zealand's social culture also plays an important role in resolving conflict by creating spaces for open and inclusive dialogue. The principles of "manaakitanga" (hospitality), "whanaungatanga" (kinship relations), and "tikanga" (Maori cultural principles) play a role in shaping patterns of social interaction that are mutually respectful and help create an environment that supports conflict resolution processes. This journal aims to analyze cultural diversity as it shapes the country's unique approach to conflict resolution as well as patterns of multicultural education in New Zealand in fostering understanding and tolerance between cultures. By understanding how New Zealand's social culture plays a role in conflict resolution, we can draw valuable lessons to apply them in a wider global context. The role of New Zealand's social culture in overcoming conflict is by Fostering Understanding and Empathy, Encouraging Social Cohesion, Facilitating Intercultural Dialogue, Implementing Inclusive Policies and Laws, Improving Education and Cultural Awareness. Overall, multicultural education in New Zealand plays an important role in promoting intercultural understanding and tolerance.

Abstract

Based on data on the arrest of perpetrators of terrorism, radicalism, and extremism among Central Java youth through social media terror networks from 2003-2022 has increased. Security disturbances and non-military threats in the form of ideology can cause social conflicts that disturb religious, social, and political peace in real and virtual life. The Central Java NCTA Cyber Youth Peace Ambassador is present as an organization engaged in the issue of peace education through digital literacy skills to play an active role in filling social media with peace narratives, national insights, and alternative narratives in an effort to prevent conflict due to radicalism and terrorism for the sake of National Security in Java Middle. The purpose of this study is to analyze the actions and roles undertaken during 2017-2022.  Qualitative research methods, and constructivism research paradigm. The theories used are role theory, peace education, conflict, counter-propaganda for preventing radicalism, the concept of SISHANKAMRATA, and national security. The results of this study indicate that peace education efforts as counter-radicalism propaganda are carried out through two online and offline axles. NgrumPeace Program, Teng-Teng Crit, Content Sharing and Social Media (SKMS), Posters, Articles, Halte Rubric, SRAWUNG, Healthy DD, Audience, Gen Sae, and Company Profile. Efforts are not running optimally and must be optimized due to obstacles in constructing ideas, communication, and unclear legality of the organization. An active role is still not optimal, but it is very much needed as a concrete manifestation of youth involvement in efforts to maintain National Defense with the SISHANKAMRATA doctrine according to Law Number 3 of 2002 through digital and social literacy skills. Researchers recommend, further research is needed on the effectiveness of the role of Duta Damai, mapping the potential for radicalism among students including groups of people with disabilities in Central Java or other provinces.

Abstract

This article aims to analyze Indonesia's conflict mediation capabilities in the South China Sea. The problem is focused on Indonesia's Zero Draft Code policy in providing mediation direction through the outline of various draft agreements or agreements or agreements. To approach this problem, references to public policy theory, mediation, conflict and threats are used. The data is collected through official Indonesian government documents related to COC policy in the South China Sea, such as official statements, regulations, decisions, or other related documents. In addition, academic publications such as articles, journals, or research reports discussing Indonesia's COC policy in mediating conflicts in the South China Sea can be a source of relevant data and qualitative analysis. The results and findings in this study explain that the developing conflict has encouraged Indonesia to mediate through negotiation and the formulation of a code of ethics or zero draft code as a reference in encouraging the behavior of each country in conflict. Indonesia has an interest in maintaining regional stability in Southeast Asia. The study concluded that ASEAN member states in conflict with China agreed to the code of conduct, although China has not agreed given the US involvement in the conflict.

Abstract

This research examines Indonesia's role in managing the South China Sea dispute using a conceptual framework of regional leadership that involves five models of leadership role impact. Indonesia's role in the South China Sea conflict is categorized as active but with limited impact. Despite Indonesia's active involvement in South China Sea conflict resolution efforts for over two decades, its impact has not reached the expected level. Indonesia has engaged in various cooperations and diplomacy that have successfully prevented open conflicts in the South China Sea region. Nevertheless, Indonesia's role in supporting internal solutions for the disputing parties remains limited due to several factors beyond Indonesia's control. These factors include the complexity of competition with China's power, low levels of trust among member states, a lack of technical cooperation in governing the South China Sea region, and the dilemmas of defense diplomacy with countries outside the region. This research highlights that Indonesia has the potential to act as a mediator and mediator in managing the South China Sea disputes, especially in non-traditional security issues such as Illegal, Unreported and Unregulated Fishing (IUU Fishing). Focusing on non-traditional security diplomacy may help minimize the impact of conflicts and enhance cooperation in the South China Sea region.
