Abstract

The essence of this research is to deeply understand the role and strategies of madrasah principals as educational leaders in fostering, guiding, and shaping a culture of teacher discipline within the madrasah environment. Teacher discipline is a key factor in improving educational quality, as it directly impacts the teaching and learning process and student character development. The purpose of this study was to determine the level of teacher discipline at MI Al-Ikhlas Tirtajaya, the strategies implemented by madrasah principals to foster this discipline, and the effectiveness of these strategies in improving teacher discipline. This research used a qualitative approach with a case study method. Data collection techniques included observation, in-depth interviews, and documentation. Informants in this study included madrasah principals, supervisors, senior teachers, madrasah operators, and committee chairs. The results showed that madrasah principals implemented various strategies, including setting an example, socializing and reinforcing rules, conducting regular supervision and monitoring, providing rewards and punishments, and using a humanistic and persuasive approach. This strategy has proven quite effective in improving teacher discipline, both in terms of attendance, work responsibility, and compliance with regulations. Researchers recommend that madrasah principals continue to improve consistency in implementing the strategy, involve all madrasah stakeholders in discipline development, and establish a measurable evaluation system. This way, teacher discipline can continue to improve and become a sustainable work culture within the madrasah. Abstract

This study aims to determine the effect of the use of the Merdeka Mengajar (PMM) Platform on the performance of public elementary school teachers in Cluster 5 Lulut, Klapanunggal District, Bogor Regency. The background of this research is based on the importance of improving teacher quality and professionalism in facing the changing paradigm of national education, particularly in the implementation of the Merdeka Curriculum, which demands teachers to be more adaptive, reflective, and innovative. PMM is a digital platform designed to support the independent and sustainable development of teacher competencies. This study used a qualitative descriptive approach with a case study method. Data collection techniques were carried out through observation, in-depth interviews with teachers, principals, and supervisors, and documentation of teacher activities in using PMM. The data obtained were analyzed using the Miles and Huberman interactive model, which includes data reduction, data presentation, and conclusion drawing. The results indicate that the use of PMM contributes significantly to improving teachers' pedagogical, professional, social, and personal competencies. PMM helps teachers design more contextualized learning, implement differentiated learning, engage in self-reflection, and build professional collaboration. Furthermore, the PMM also plays a role in integrating teacher performance data through activity documentation features, automated reporting, and connectivity with the SIASN system, which supports objective and structured teacher performance assessments. The conclusion of this study is that the PMM has a positive impact on improving overall teacher performance. Therefore, strengthening institutional support and technical training is needed to optimize and equitably utilize the PMM across all educational units. Abstract

The smooth implementation of educational tasks depends heavily on the principal's ability to serve as principal. As an educational leader, the principal must assume full responsibility for the smooth implementation of teaching and learning activities at his/her school. Therefore, the principal plays a crucial role and carries significant responsibilities, requiring a high level of expertise in various fields, particularly in his/her role as a leader and manager in the implementation of the learning process at school. Leadership issues always leave a compelling impression, as the success or failure of an organization depends, among other things, on the quality of his/her role: the ability to influence, motivate, and direct the behavior of individuals or groups to achieve specific goals in specific situations. The principal, as the highest leader of the school, is considered successful if he/she is able to improve teacher performance through various learning activities that focus on teachers' abilities to practice teaching in the school. Therefore, the principal must be able to fulfill his/her roles and responsibilities as an education provider, educational leader, educational supervisor, and educational administrator, guiding other educational staff and utilizing and maintaining facilities and infrastructure. In addition to the principal's participatory leadership style influencing teacher performance, teacher motivation is also a factor. This study aims to analyze the influence of principal leadership and teacher work motivation on learning effectiveness, with teacher competency as an intervening variable. This study used a quantitative approach with a survey method because the data obtained from the research instrument are numerical and the data processing uses statistics. The results showed that principal leadership and teacher work motivation significantly influence learning effectiveness, with teacher competency as an intervening variable. Abstract

This study aims to analyse the influence of academic supervision and teacher administration on the quality of classroom learning processes, with teacher competence as an intervening variable. The research background is based on the fact that learning quality still faces challenges, particularly in terms of the effectiveness of academic supervision and the regularity of teacher learning administration. This study used a quantitative approach with explanatory methods and path analysis techniques to test the causal relationships between the variables studied. The subjects were teachers at SMP Negeri 1 Margaasih. The analysis results showed that teacher administration had a significant effect on teacher competence, while academic supervision showed a positive but insignificant effect. In the model of influence on the quality of the learning process, teacher administration was again the most significantly influential variable, while academic supervision and teacher competence did not show significant effects. The indirect effect through teacher competence showed a small contribution but still acted as a mediator. The study's conclusion confirms that teacher administration is a dominant factor in improving the quality of the learning process. Meanwhile, weaknesses in the implementation of academic supervision and the suboptimal manifestation of teacher competency in teaching practice demonstrate the need for ongoing development and comprehensive strengthening of teacher professional capacity. Efforts to improve the quality of learning must be carried out through an integrative approach that encompasses structural, pedagogical, and reflective aspects. Abstract

This study aims to analyze the village head's leadership strategies in increasing community participation in village road infrastructure development in Binturung Village, North Pamukan District, Kotabaru Regency. The study used a descriptive qualitative approach, with data collection techniques through interviews, observation, and documentation. The results indicate that the village head implemented participatory, communicative, and collaborative leadership strategies, thereby increasing community awareness and involvement in development. Supporting factors in this study included a spirit of mutual cooperation, village government support, and open leadership. Challenges encountered included budget limitations, differing interests, and varying levels of participation among residents. The study concluded that an effective village head leadership strategy can encourage optimal community participation in village infrastructure development, particularly village roads. Abstract

This study evaluates the effectiveness of the KOSP Workshop teacher training programme and the implementation of P5 in Cluster 06, Serpong District, South Tangerang City, with a case study at SDN Cilenggang 04. The evaluation was conducted using the CIPP (Context, Input, Process, Product) model from Stufflebeam (2003) and effectiveness indicators according to Sutrisno (2010), including programme understanding, on-target, on-time, goal achievement, and tangible change. Data were collected through interviews with key informants, including school supervisors, teachers, parents, and students, then analysed qualitatively. The results showed that the training programme was effective in improving teachers' conceptual understanding of KOSP and P5, in line with the needs of the Independent Curriculum and the Pancasila Student Profile. Teachers were actively involved in discussions, simulations, and presentations, although technical implementation in the classroom still requires ongoing guidance. The programme was relevant, implemented on time, and achieved its short-term objectives, with increased teacher competence, creativity, and proactive attitudes in developing learning. However, several aspects need to be strengthened, including continued mentoring, expanding the training duration, updating modules based on local wisdom projects, strengthening teacher collaboration, and increasing parent and community involvement. Integrating these recommendations is expected to optimise the programme's long-term impact, improve teacher capacity, and encourage creativity and student learning outcomes. Abstract

Ethical education plays a central role in shaping students' character, especially amidst the challenges of globalization and the rapid flow of digital information. This study aims to examine the implementation of moral education policies at the Insan Cendekia State Islamic Senior High School (MAN) in Central Bangka through George C. Edwards' public policy implementation theory, which highlights four key factors: communication, resources, implementer disposition, and organizational structure. The method used was a descriptive qualitative approach, and data collection techniques included interviews, observation, and documentation. The results indicate that the moral education policy has been implemented effectively through structured programs and adequate institutional support. Teachers, students, and the madrasah management demonstrate a positive commitment to implementing moral values. However, strengthening teacher competencies and collaboration with parents still needs to be improved to optimize and sustain competency outcomes. These findings indicate that MAN Insan Cendekia in Central Bangka has succeeded in building a strong foundation for moral education, which can serve as a model for other educational institutions. Abstract

This study aims to analyze the effectiveness of the management of School Operational Assistance (BOS) funds in supporting learning at Sukma Bangsa Senior High School in Sigi Regency. The background of the study is based on the importance of transparency, accountability, and optimization of BOS fund use as a government effort to improve the quality of education, particularly in post-disaster areas such as Sigi Regency. The main focus of the study is to evaluate the planning, management, and allocation processes of BOS funds and to assess their impact on the quality of learning in schools. The research questions include how BOS funds are managed, the extent to which funds are allocated for operational learning needs, the impact of management on educational quality, and the factors influencing their effectiveness. This study used a qualitative approach with a case study method. Data were collected through in-depth interviews, observation, and documentation, involving the principal, treasurer, teachers, and the school committee as key informants. Data analysis was conducted thematically based on the categories of planning, implementation, supervision, and learning outcomes. The results indicate that BOS fund management at Sukma Bangsa Senior High School in Sigi has been carried out transparently, efficiently, and accountably in accordance with the principles of School-Based Management (SBM). The School Operational Assistance (BOS) funds are used to support operational learning needs, procurement of infrastructure, teacher training, and other supporting activities that have a positive impact on improving the quality of learning. Challenges faced include limited funding, reliance on accountability reports, and coordination challenges among stakeholders. However, overall, the management of BOS funds at this school is effective and contributes significantly to supporting a quality learning process. This research contributes to the development of a quality-based BOS fund management model and serves as a reference for policymakers in improving the effectiveness of the BOS program, particularly in areas with unique characteristics such as Sigi. Abstract

This study analyzes the effectiveness, efficiency, adequacy, and responsiveness of the implementation of the Type I Self-Management Program (Swakelola Tipe I) by the Buildings Division of the Tangerang City Department of Housing, Settlement, and Land Affairs (Disperkimtan) in maintaining government-owned buildings. The effectiveness dimension measures the extent to which program goals and objectives are achieved, including timeliness, relevance of results to the needs of Regional Apparatus Organizations (OPD), quality of work, and contribution to public services. Efficiency is evaluated by comparing inputs and outputs, encompassing financial, administrative, and operational aspects, to optimize results with minimal resource utilization. Adequacy assesses the program's ability to comprehensively address problems, including resource availability and adaptation to technical complexity. Finally, responsiveness examines the policy's ability to adaptively respond to the needs, expectations, and changes in the target environment. Interviews with key informants from various OPDs indicate that Type I Self-Management Programs are generally considered effective due to their speed of response and the relevance of results to field needs, particularly in urgent situations. However, effectiveness still faces challenges related to limited human resources and the number of technical personnel. In terms of efficiency, this model is widely recognized for its ability to save budget and implementation time, primarily due to the absence of third parties and the optimization of internal resources. This also impacts ease of supervision and accuracy of work targets. However, perceptions regarding adequacy vary. Some informants assessed resources as adequate and responsive to needs, while others highlighted budget limitations compared to the high volume of maintenance requests. Equity, although pursued through priority scales and zoning, still faces challenges of inequality due to the decentralized system and resource constraints. Type I Self-Management in Tangerang City demonstrates high responsiveness to urgent needs in the field, supported by process flexibility and internal team expertise. This model reflects the adaptability essential to good governance. Implications of this research highlight the need to strengthen the capacity of technical teams, increase budgets, and develop more transparent and participatory planning and reporting systems. This aims to maintain and improve the effectiveness, efficiency, adequacy, fairness, and responsiveness of Type I self-management in ensuring continuity of public services. Abstract

This study aims to analyze the role of supervision in teacher administration management and its impact on improving the quality of education. Well-organized administration plays a crucial role in supporting the effectiveness of the learning process and achieving educational goals in schools. The research method used was qualitative with a descriptive approach. Data were collected through observation, interviews, and documentation involving principals, teachers, and school supervisors. The results indicate that systematic and continuous supervision can increase compliance with educational regulations, improve teaching effectiveness, and enhance teacher discipline. However, obstacles remain in the implementation of supervision, such as a shortage of supervisors, limited supporting facilities, and a suboptimal understanding of administrative policies. Based on these findings, more effective supervision strategies are needed, such as the use of digital technology for administrative record-keeping, increasing the capacity of supervisors, and implementing a performance-based evaluation system. Thus, supervision of teacher administration management can be more optimal in supporting the improvement of educational quality in schools.
