Abstract

The Meranti Islands Regency is an archipelago with strategic yet complex geographic characteristics, where interregional connectivity is highly dependent on the integration of sea and land traffic. This study aims to analyze the effectiveness of sea and land traffic supervision conducted by the Meranti Islands Regency Transportation Agency and identify obstacles to the implementation of this policy. The methodology used in this study is descriptive qualitative with an empirical juridical approach. Data collection techniques were conducted through field observations, in-depth interviews with the Transportation Agency, and documentation studies related to regional transportation regulations. The results indicate that sea traffic supervision focuses on shipping safety and the operation of public ports, while land supervision focuses on road transportation order and road safety facilities. However, the effectiveness of supervision is still hampered by limited personnel with special certifications, a lack of supporting infrastructure (such as patrol boats and vehicle testing equipment), and the vast and difficult-to-reach geographical area. It is concluded that strengthened cross-sectoral coordination and increased budget allocation are needed to modernize the information technology-based supervision system to achieve safe and orderly transportation in the Meranti Islands Regency. Abstract

This study, entitled "Implementation of Gowa Regent Regulation Number 5 of 2023 concerning the Acceleration of Stunting Reduction," was conducted in Gowa Regency, South Sulawesi, involving the Gowa Regency Stunting Reduction Acceleration Team (TPPS) as informants, including primary informants, key informants, and supporting informants. The purpose of this study is to answer the following questions: 1) How is communication implemented in Regent Regulation Number 5 of 2023? 2) What are the resources used in implementing Regent Regulation Number 5 of 2023? 3) What is the disposition of implementing Regent Regulation Number 5 of 2023? 4) What is the bureaucratic structure used in implementing Regent Regulation Number 5 of 2023? This study used qualitative research methods. Regarding the communication aspect (transmission, clarity, and consistency), five important factors were identified that contributed to the program's success: 1) communication strategy, 2) communication actors, 3) communication activities, 4) communication materials packaged in Makassarese, and 5) communication channels. In this communication aspect, there is also innovation in conveying messages about stunting prevention using the Makassar language with the tagline Gassing Nganre. From the assessment of the resource aspect in the implementation of Gowa Regent Regulation Number 5 of 2023, it can be concluded that resource allocation has been effective with the support of sufficient and competent staff, utilization of social and institutional resources, availability of sufficient communication materials and SOPs, and adequate support facilities. In this resource aspect, there are also social/institutional and cultural resources, economic resources, and technological resources, which have great potential in implementing the acceleration of stunting reduction. Findings on the disposition aspect have not received maximum support from the Gowa Regency Government, especially in the incentives section. Meanwhile, the appointment of bureaucrats is very adequate with the existence of Gowa Regent Decree Number 131/II/2022 concerning the Formation of the Stunting Reduction Acceleration Team in Gowa Regency. Meanwhile, the bureaucratic system aspect consisting of SOPs and fragmentation implemented in the implementation of the stunting reduction acceleration program in Gowa Regency is considered quite effective due to collaboration and coordination from leaders to staff, as well as among fellow staff from across government work units. Continuity and simultaneous steps to achieve common goals will only be achieved if the bureaucratic system works effectively under the direction of effective leadership. The maximum efforts undertaken by the Stunting Reduction Acceleration Team (TPPS) in Gowa Regency have ultimately yielded a significant impact, reducing the prevalence of stunting in Gowa Regency to 17% in 2024 from 21.1% in 2023. Abstract

This study aims to evaluate the policy of using the Merdeka Mengajar (PMM) Platform for managing teacher performance at SMPN 3 Karang Bahagia, Bekasi Regency. PMM is a policy of the Ministry of Education, Culture, Research, and Technology designed to support the implementation of the Merdeka Curriculum and serve as an instrument for teacher development and performance assessment. The research method used was a qualitative descriptive approach, with data collection techniques through interviews, observation, and documentation. Data analysis was conducted using William N. Dunn's policy evaluation model, which encompasses six dimensions: effectiveness, efficiency, adequacy, fairness, responsiveness, and accuracy. The results indicate that the implementation of PMM at SMPN 3 Karang Bahagia has been quite effective in facilitating teachers' access to materials, reflection, and independent competency development. From an efficiency perspective, the use of PMM helps save time in performance reporting, although technical challenges related to the internet network remain. Regarding adequacy, PMM is considered to support most teachers' needs but has not fully resolved the administrative burden. In terms of fairness, platform access is relatively equitable for all teachers, but differences in digital literacy skills remain a challenge. The responsiveness aspect indicates that teachers feel the available features are helpful, although some features are not yet optimally utilized. Meanwhile, in terms of accuracy, this policy is deemed relevant to the need to improve educational quality but still requires improved infrastructure and ongoing mentoring. Overall, the policy for using the Merdeka Mengajar Platform at SMPN 3 Karang Bahagia can be considered positive and beneficial, although it still requires improvements, particularly in technical aspects and mentoring, to more optimally support teacher performance. Abstract

The Budget for Operational Assistance (BOS) aims to improve access to and quality of education through operational funding support for schools, but its effectiveness is still influenced by transparency, accountability, and efficiency in its management. This study aims to analyze the role of Budget for Operational Assistance (BOS) fund management in improving the quality of learning at MTs Al-Hasan Banjarsari, Ciamis Regency. The research focuses on five key management aspects: planning, organizing, implementing, monitoring, and evaluating. The method used in this study is descriptive qualitative. Data collection was conducted through interviews, observation, and document analysis. Informants involved in this study included the Madrasah Principal, Deputy Madrasah Principal, treasurer, teachers, school committee members, supervisors, and the BOS Management Team from the Ministry of Religious Affairs of Ciamis Regency. The research findings indicate that BOS fund management at the madrasah is transparent and involves various parties. The funds are used to support teaching and learning activities and improve educational facilities. This success is driven by the leadership of the madrasah principal, alignment between the program and the school’s vision, and collaboration with various parties. However, several challenges remain, such as delays in fund disbursement, a lack of technical personnel, and low community participation in financial assistance. Therefore, it is necessary to strengthen the management system and increase cooperation between parties so that the use of BOS funds can be more effective in improving the quality of education.
