Abstract

Abstract This research is based on the purpose of Regional Regulation No.10 of 2017 which is to realize road traffic and transportation in Pekanbaru Kota can be safe, comfortable and efficient which has not been reached. the purpose of this research is to determine the implementation and what factors hinder implementation the policy the provision of road equipment in Pekanbaru Kota Distric. This research uses Grindle theory, namely the content variables of this policy include: group interests, types of benefits, changes to be achieved, location of decision making, program implementation, resources used. The policy environment includes: Power, interests, and strategy of policy actors; Characteristics of the institutions; Group compliance level. This study used descriptive qualitative method. The results of this study indicate that the implementation or application of the road equipment provision policy in Pekanbaru Kota District is seen from the process or workflow is good, but there are several obstacles, namely: road facilities that are less maintenance so that the benefits of this policy have not been maximally realized. The factors that hindered this policy were limited budget, bad behavior of public elements and poor maintenance of road equipment. Keywords : Implementation of Policy, Traffic, Road Equipment.

Abstract

Penelitian bertujuan untuk mengetahui kualitas pelayanan publik dan mengidentifikasi faktor penghambat pelayanan publik yang berkualitas pada Kantor Camat Dumai Kota. Metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Penentuan informan pemberi layanan dilakukan dengan teknik purposive sampling sedangkan untuk penerima layanan menggunakan teknik accidental sampling. Teknik analisis data dengan teknik analisis interaktif setelah dilakukan teknik trianggulasi data. Hasil penelitian menunjukkan bahwa pada dimensi tangible ditemukan sarana dan prasarana seperti bangunan atau ruangan kurang memadai, hal ini dapat dilihat dari ruangan yang cukup sempit untuk masyarakat yang banyak mengantri, jumlah kursi yang terbatas dan matinya AC dan TV membuat kondisi menjadi semakin tidak nyaman bagi masyarakat. Dimensi reliability masih ditemukan kekurangan pegawai yang belum mahir mengoperasikan perangkat pelayana. Dimensi responsiveness menujukkan ketidakjelasan kepastian waktu pelayanan yang diberikan kepada masyarakat dalam pengurusan surat-menyurat hingga masyarakat tidak mengetahui kapan waktu penyelesaian menyebabkan masyarakat harus berulang kembali. Dimensi emphaty diketahui bahwa masih terdapat pegawai yang kurang ramah kepada masyarakat. Dimensi assurance masih belum adanya jaminan kompensasi kerugian waktu masyarakat yang merasa terbuang saat pengurusan yang lama. Faktor penghambat kualitas pelayanan publik yaitu sarana prasarana dan sumber daya.

Abstract

Dalam rangka meminimalisir penyebaran penyakit karantina, langkah yang diambil pemerintah salah satunya adalah cegah tangkal penyakit.Tidak hanya mencegah penyakit yang masuk melalui kedatangan kapal luar negeri ataupun dalam negeri, tetapi juga melakukan pencegahan penyebaran penyakit dari keberangkatan kapal baik yang mau keluar negeri ataupun dalam negeri. Tujuan dari penelitian ini adalah menganalisis implementasi Kebijakan Kekarantinaan Kesehatan pada Keberangkatan Kapal di KKP Kelas III Dumai dan mengidentifikasiapa yang menghambat KKP Kelas III Dumai dalam mengimplementasikan Kebijakan Kekarantinaan Kesehatan pada Keberangkatan Kapal di KKP Kelas III Dumai. Penelitian ini merupakan penelitian kualitatif dimana teknik yang digunakan dalam pengumpulan data menggunakan teknik wawancara, observasi dan dokumentasi. Sumber data dari penelitian ini Koordinator Substansi Pengendalian Karantina dan Surveilans Epidemiologi KKP Kelas III Dumai. Penelitian ini dilaksanakan di Kantor Kesehatan Pelabuhan (KKP) Kelas III Dumai yang beralamat di Jalan Datuk Laksamana, kelurahan Buluh Kasap, kecamatan Dumai Timur, Kota Dumai. penulis menggunakan teori implementasi kebijakan publik menurut Model Charles O. Jones (1996) yang dibagi menjadi tiga dimensi antara lain. Organisasi, Interpretasi, Aplikasi serta memiliki hambatan yaitu Kurangnya tenaga Sumber Daya Manusia di Kantor Wilayah, Selalu terjadi Kesalahan Input pada aplikasi Sinarkes, dan Pemeriksaan keberangkatan kapal (PHQC) belum optimal dilakukan

Abstract

Dayun Embung Integrated Tourism is one of the artificial tours that has ASRI nuances (Safe, Healthy, Neat, and Beautiful). To develop into one of the leading destinations in Siak Regency, it cannot be separated from the problem of uniting conflicts of interest between parties involved in the collaboration process. The parties involved are the Tourism Office of Siak Regency, Dayun Village Government, Dayun Tourism Awareness Group, PT. Bumi Siak Pusako, and Delik.News.Com. This study aims to analyze collaborative governance in the development of tourism made by Embung Terpadu Dayun in Siak Regency and the inhibiting factors. The theory used is the collaborative governance process theory by Ansell and Gash, namely there are 5 processes: face to face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes. The results of this study found that collaborative governance in the development of tourism made by the Dayun Integrated Embung was carried out face to face in the form of program meetings, then trust building with information disclosure and tourism confidence for the benefit of the community, then commitment to the synergy process to build the country with the concept of Sapta Pesona environment-based tourism, and shared understanding by implementing it jointly by building parts of them, as well as intermediate outcomes with the success of winning 1st place at the national level in the 2022 Indonesian Tourism Village Award Event. Another obstacle faced in this collaboration process is that communication in deliberation does not run effectively, the lack of a role from the Regency Tourism Office. Siak related to human resources, the absence of Mou, as well as the absence of retribution for tourist entrance tickets and parking.

Abstract

The concept of agile governance or called government that is agile, agile or fast has started to be discussed recently. Agile Governance increasingly has a strategic value in the midst of the condition of the Indonesian state which has been hit by the Covid-19 pandemic since 2020. The highest spike in Covid-19 cases in Kampar Regency occurred in August 2021 since the establishment of Covid-19 as a pandemic on March 31 2020. The purpose of this research is to find out how Agile Governance is implemented in efforts to deal with the Covid-19 pandemic carried out by the Health Service Kampar Regency. This study uses a qualitative research method with an explanatory approach. Researchers conducted data analysis based on the Agile Governance concept of Shah and Stephens’s theory. The research was conducted at the Kampar District Health Office in 2021. The results of this study indicate that the Health Office has implemented Agile Governance in an effort to deal with the Covid-19 pandemic in accordance with the applicable technical guidelines and standard operating procedures, but public distrust of Covid-19 has become obstacles for the Health Office in handling and providing services to the community in the Kampar Regency area.

Abstract

Traditional village is an original structure that has original rights in the form of rights including managing the territory and life of its customary law community. In order to realize the vision of Siak Regency to increase the existence of Malay culture in Siak Regency as the basis of identity in Siak society, and with the motto of Siak Regency "siak the truly of Malay", law no 6 of 2014 provides a potential and opportunity for the Government The Siak Regency area, to carry out rearrangement of the village by fixing it through the determination and formation of existing villages with the issuance of Regional Regulation No. 2 of 2015 concerning the determination of traditional villages in Siak Regency. The purpose of this research is to analyze the ambiguity and conflict in the implementation of the policy of establishing traditional villages in Siak Regency. This study used a qualitative research method with an exploratory approach. This study uses the Richard Matland Implementation model of Ambiguity and Implementation Conflict. This research was conducted in the traditional village of the Anak Swamp tribe, Sungai Apit District, Siak Regency, Riau Province. The results of this study when viewed from the four indicators of ambiguity and conflict by Richard Matland, only one has a high level of ambiguity and conflict, namely Experimental Ambiguity and Conflict. For this reason, it is hoped that the Siak district government can routinely evaluate process by process, so that it does not create high ambiguity and conflict between policy implementers and the community.

Abstract

Pelatihan penggunaan media botol sebagai media tanam tanaman organik merupakan salah satu solusi bercocok tanam di pemukiman yang semakin padat penduduknya dengan memanfaatkan media botol bekas sebagai sarana menanam tanaman organik. Hal baru bagi masyarakat dalam meminimalisir limbah botol bekas dan cara bercocok tanam yang sehat. Pelatihan pemanfaatan dilakukan dengan praktek langsung penggunaan media botol bekas sebagai media pertumbuhan tanaman organik. Dari rangkaian kegiatan pelatihan penggunaan media botol bekas, terdapat beberapa indikasi keberhasilan program, diantaranya adalah sikap warga (kelompok ibu terpadu) yang menunjukkan perubahan positif yaitu meningkatnya kesadaran masyarakat (kelompok ibu terpadu) tentang pentingnya memanfaatkan pekarangan untuk bercocok tanam sayuran di rumah.

Abstract

Labor problems are one of the problems in Pelalawan Regency that have not been well resolved to date, such as the placement of local workers which has not been carried out optimally by various companies. The purpose of this study was to determine the communication policy on the placement and utilization of local workers implemented by the company to minimize or reduce the unemployment rate in Pelalawan Regency. This type of research is descriptive qualitative and the data needed are primary data and secondary data derived from observations, interviews and documentation which were analyzed by researchers so as to obtain accurate and clear data regarding the communication of policies on placement and utilization of local workers in Pelalawan Regency. The results of this study conclude that communication between the policy implementors of the placement and utilization of local workers in Pelalawan Regency is not in accordance with the communication indicators according to Edwards. The transmission of policies on the placement and utilization of local workers by the Pelalawan Regency Manpower Office to companies is still ineffective, so that companies are inconsistent in absorbing local workers and companies do not provide information on job vacancies to the Pelalawan Regency Manpower Office

Abstract

This paper discusses the collaborative governance tourism strategy in developing tourist objects in North Rupat. Potential tourism objects in North Rupat are marine tourism, historical tourism, cultural tourism and nature tourism. In its implementation there are problems such as abrasion, garbage, and accessibility. This study uses a descriptive qualitative method. The research location was conducted in North Rupat. Data collection techniques by observation and in-depth interviews. The data analysis technique uses the opinion of Miles Huberman and Saldana (2014) through stages; data compaction, data presentation (data display), and drawing conclusions or verification (conclusion drawing and verification). The results of this study are that there is tourism potential in every village in North Rupat Subdistrict. The implementation of collaborative governance tourism is Principled Engagement, Shared Motivation, Capacity for Joint Action. Obstacles in implementing collaborative governance tourism are limited human resources, tourism development coordination is implemented simultaneously.

Abstract

This paper discusses the effectiveness of the management of BUM Desa Punak Mandiri in managing the potential of Tanjung Punak Village, North Rupat District, Bengkalis Regency. Tanjung Punak Village has potential in the tourism sector, especially marine tourism. BUM Desa Punak Mandiri is expected to be able to develop this potential. In addition, it is also expected to be able to empower the community through business incubation. This study uses a descriptive qualitative method. The author collected secondary data (journals, finance related to BUM Desa, and statistical data) and primary data (in-depth interviews and observations). This research is located at BUM Desa Punak Mandiri, which is located at Tanjung Punak Village, North Rupat District. The results of this study are first, there are internal constraints in the effectiveness of developing village potential and community business incubation. Second, there are constraints due to the Covid-19 pandemic, some business units cannot operate, which affects the business turnover of the BUM Desa.
