Abstract

This article tries to elaborate the strategic position of Indo-Pacific in the current international relations. This region has become a new crucial theatre for the global sea lanes of communication. As a littoral country in the Indo-Pacific, Indonesia relies heavily on the SLOCs in the Indo-Pacific. Indonesia, as a developing economy, requires a steady supply in oil and gas from the Gulf. A sudden disturbance in oil resources would have a catastrophic effect on energy security in Indonesia, which could lead to other security implications. Indonesia has mostly been active in safeguarding the Malacca Strait, one vital SLOC in the Indo-Pacific. This article also elaborates President Jokowi’s maritime axis as a guarantor of maritime security not only in Southeast Asia, but the entire Indo-Pacific.

Abstract

Turkey is an example of a developing country concerns with the development of its defense industry. Since the early of its republican in 1923, there are many defense indus­try companies established, owned by both state and private sectors. Lately, Turkish defense industry development has shown significant progress by the capability to build its indigenous defense products such as tanks and ships with most local content. The current objective of the Turkish defense industry under Erdogan administrative is to establish a ‘full’ defense industry independency by 2023, precisely a hundred years of its republic age. To achieve the objective, Turkey has established its ‘defense industry structure’ similar to Eisenhower’s concept of ‘Military-Industrial Complex’. The synergy of stakeholders among the Turkish Military-Industrial Complex has led Turkey to progressively fulfill Erdogan’s objective of a ‘full’ military independency through the execution and success of its national defense projects. Therefore, by using the explanatory research method, the authors explain the existence of the Turkish Military-Industrial Complex from each role and synergy, bringing significant impacts to the state. This article argues that the development of the military industry in Turkey, covering a timeframe of 2011 to 2017, could provide valuable experiences and lessons for other developing countries to strengthen their national defense industry level.

Abstract

The Global Maritime Fulcrum has been an essential cornerstone of Indonesian foreign and domestic policy for the Joko Widodo administration. It envisions Indonesia as a regional maritime power capable of providing maritime security within its territorial waters and within the Indo-Pacific region. It also captures Indonesia’s ambition to boost its maritime economy. The Joko Widodo administration has been building the Global Maritime Fulcrum for three years. Though physical development has indeed been remarkable, there has been a lack of a focus on developing maritime domain awareness, or MDA. As an essential foundation of maritime policy, it is important that a state invests in ensuring adequate MDA-building capacities to guide its maritime policy. Without proper MDA, it would be difficult for maritime stakeholders to allocate and prioritise maritime resources to the key areas of concern of the Global Maritime Fulcrum.This paper constructs a framework of MDA, which is used to examine the issues with Indonesia’s MDA-building process at three levels: strategic, operational, and technical. It identifies three issues, namely a lack of capacity to conduct sustained MDA operations, a lack of inter-agency coordination, and the problem of maritime ‘sense-making’. Several policy recommendations aimed at increasing Indonesia’s capacity to build MDA are proposed at the end.

Abstract

Indian Ocean is a strategic and crucial location of the region and became the centre of global politics. Indian Ocean Region (IOR) has several important gulfs, straits, bays and seas within which most of it located in the northern part of the ocean. Major shipment routes intersect its enormous area, with crucial choke points and water courses connecting Indian Ocean to other main ocean parts on the earth. Indian Ocean region is part of China’s significant security interests, where China is currently leading to an ever advanced military existence within the area. China’s overpowering strategic focus in the Indian Ocean is the preservation of their maritime trading routes, particularly those transporting oil and gas that the Chinese economy relies upon. Indian Ocean Region is at the top of Indian policy priorities. India’s vision for Indian Ocean Region is deep-rooted in preceding cooperation in the region and to use their capabilities for the benefit of all in their common maritime home. The Indian Ocean holds particular importance for India. India is definitely trying to maintain their national security interests in Indian Ocean. In response to the condition in the Indian Ocean, India implemented its Indian Maritime Doctrine which is applied through Indian Navy as the way to respond China’s naval existence in IOR since 2008. This implementation brings the sources of its naval application as an effort to balance China’s naval presence in IOR through its doctrine. The unilateral naval effort is held to respond China in IOR. Moreover, a further effort of Indian navy is needed through bilateral cooporation that will further support its unilateral effort in balancing China’s active presence in the region.

Abstract

This paper deals with the implementation of China’s Defense Policy in Sino-Myanmar Defense Cooperation to bolster China’ sphere of influence in the Indian Ocean from 2013-2017. The rise of China has been viewed as a great phenomenon in the global political, economic and security realm, particularly in this 21st century. This rise has led China became the second biggest economy and also the strongest military in the world. This situation however pushed China to fulfill the increasing demand of energy and to seek for the alternative route. By sharing 2,204 kilometers of its border with China and having direct access to the Indian Ocean, Myanmar becomes a land bridge to get the access to Indian Ocean. Myanmar locates on tri-junction Southeast, South and East Asia and very abundance with natural resources. In the context of “Belt and Road Initiative” (BRI), China has implemented its defense policy through the economic and military cooperation with Myanmar. This study therefore explains the implementation of China’s defense policy in Sino-Myanmar defense cooperation to strengthening its position in the Indian Ocean in the search for stronger influence in the region. This research is using qualitative method qualitative research. The review of theories, literatures and previous research findings are the basic sources to form a research design and data analysis from both primary and secondary sources. This study  found that China utilized its economic and defense cooperation with Myanmar to spread its hegemonic power in the region.

Abstract

Iranian nuclear threat remains one of the most pressing issue throughout the history of US foreign policy. Ever since the islamic revolution occured in Iran in 1979, Iran hostile activities in Middle East has been a major threat for US security interest, in particular when Iran started to build its ambition to build its nuclear weapon. Having said that, this article aims to discuss US foreign policy toward the threat of Iranian nuclear program from Bill Clinton administration until Trump Administration. By using thematic analysis from Braun and Clarke, this article would scrutinize the internal and external factors of US foreign policy toward Iran and then seeks to understand the change and continuity of US foreign policy from Bill Clinton until Trump administration. From the analysis, it was found that US foreign policy has been influenced a lot by its internal and external factors, resulting in different responses of US foreign policy in each administration. Moreover, US foreign policy has been consistent to put Iranian nuclear threat as its major security threat despite differ in its foreign policy. However, the withdrawal of US under Trump in Joint Comprehensive Plan Of Action (JCPOA) deal has provided an inconsistency of US foreign policy with its previous administration.

Abstract

This article elucidates the importance of Indo-Pacific in maritime security today. In the 21st century, the region has gained the world’s attention due to dramatic growth of China’s economy, steady rise of India, the more proactive regional countries, and the increasing oil exports to the region. With such importance, the region has been contested with powerful nations, such as China, India, Australia, Japan, the Southeast Asia nations, and even the United States. China’s increasing military presence in Indo-Pacific has been perceived as assertive by some of the regional countries. Meanwhile, the United States has become a more prominent actor in the region since the application of Rebalance policy in 2012. The paper discusses the issues, challenges and prospects of maritime security in Indo Pacific.

Abstract

This article explicates the implementation of “Equi-Balancing” foreign policy of the Philippines toward China in the South China Sea (SCS) dispute. It argues that in order to protects its core national interests, Philippines should be able to manage its constructive relations with China. In order to do so, Philippines under the Rodrigo Duterte administration formulated and implemented cooperative maritime diplomacy to China. The main objectives of this cooperative maritime diplomacy were creating a closer the Philippines-China relations and on the hand, making some diplomatic distance to the United States in the SCS issue. This article utilises qualitative research method in deciphering the above cooperative maritime diplomacy. To achieve these goals, the Philippines has conducted several concrete actions by building: its sofpower, self confidence and coalition.
