Abstract

Kurang berkualitasnya daftar pemilih salah satunya berawal dari proses pencocokan dan penelitian yang dilakukan Petugas Pemutakhiran Data Pemilih (PPDP), pelanggaran pada proses pencocokan dan penelitian dapat terjadi, pelanggaran pemilu merujuk pada malpraktik pemilu. Malpraktik pemilu pada proses pencocokan dan penelitian menimbulkan banyaknya pemilih yang menggunakan kartu tanda penduduk (KTP) di saat hari pemungutan suara. Kota Solok merupakan tingkat pertama pengguna KTP dari 18 (delapan belas) Kabupaten/Kota dalam Pemilihan Kepala Daerah dan Wakil Kepala Daerah Tahun 2015 di Provinsi Sumatera Barat dengan jumlah Daftar Pemilih Tetap di Kota Solok sebanyak 44.650 pemilih, dan pemilih menggunakan KTP sebanyak 1.192 pemilih. Penelitian menggunakan metode penelitian deskriptif kualitatif yang berbasis pada studi kasus. Tujuan penelitian ini untuk menganalisis terjadinya malpraktik pemilu seperti siapa aktor yang terlibat, apa yang mereka lakukan, dan apa motifasi mereka dari malpraktik yang terjadi dalam pelaksanaan coklit. Dari hasil penelitian permasalahan malpraktik pemilu dilihat dari pertama possible actor, memiliki tingkat pendidikan yang tidak memenuhi syarat, dan pengalaman sebagai kader yang mengangap mereka telah mengenal masyarakatnya dan merasa tidak perlu lagi untuk melakukan pencoklitan dengan mendatangi langsung pemilih. Kedua Action, dalam melakukan pencoklitan PPDP tidak menemui seluruh pemilih yang ada didalam daftar pemilih,Ketiga Intent, ikut mensukseskan Pemilu dan menerima honor Keempat result, hasil dari kerja PPDP ini kurang maksimal menimbulkan tingginya pengguna KTP di hari pemungutan suara.

Abstract

Participatory development is the idea of the World Bank to link democracy with good the governance, an idea is a form of change in the development paradigm of developing countries from a modernization approach to an ecological approach. Local values as elements that are not related to modernization are ignored in the development process. This article explains about participatory development methods through a political culture approach. So that development participation involves the values of the local identity. Based on the use of the Adult Learning Circle or Learning Circle Based on Experience method that is applied to the implementation of community service in the LambuangBukik village, Padang City, it was found that the use of local community identity in the implementation of participatory development is more likely to form a broad community participation in development planning

Abstract

It is unknown how reliable various point estimates, standard errors, and standard several test statistics are for standardized SEM parameters when categorical data used or misspecified models are present. This paper discusses the comparison between WLS and DWLS for examining hypothesized relations among ordinal variables. In SEM, the polychoric correlation is employed either in WLS or DWLS. This study constructs the Health behavior model as an endogenous latent variable in which exogenous latent variables are Perceived susceptibility and Health motivation. All indicators are in categorical types. Thus, data are not multivariate normal, or the model could be misspecified. This study compares the values of standard deviation and coefficient determination to determine a better model. The criteria for the goodness of fit for the overall model are based on RMSEA, CFI, and TLI values. This present study found that the WLS estimator method resulted in better values than DWLS’s.

Abstract

This study aims to explain and evaluate the performance of the Solok City KPU in the process of compiling the voter list update and to analyze the factors that impede the performance of the Solok City KPU. This research uses qualitative methods and case study methods. The results of the study concluded that the various stages of the Thorok City KPU data updating program agenda were carried out in accordance with the stages and schedules that had been set as well as the rules of the election organizers, but did not optimally analyze the capacity of the election organizers. If left unchecked, the overcapacity of the mandate holders in carrying out their mandated duties will have a negative impact on the quality of the work of the executive branch in the upcoming election. This was later correlated with the obstacles to the performance of Solok City KPU officials when updating the voter lists in the 2019 elections.Keywords: Evaluation; Performance; KPU AbstrakPenelitian ini bertujuan untuk menjelaskan dan mengevaluasi kinerja KPU Kota Solok dalam proses penyusunan pemutakhiran daftar pemilih dan menganalisis faktor-faktor yang menghambat kinerja KPU Kota Solok. Penelitian ini menggunakan metode kualitatif dan metode studi kasus. Hasil kajian menyimpulkan bahwa berbagai tahapan agenda program pemutakhiran data KPU Kota Thorok dilakukan sesuai dengan tahapan dan jadwal yang telah ditetapkan serta aturan penyelenggara pemilu, namun tidak secara maksimal menganalisis kapasitas penyelenggara pemilu. Overkapasitas para pemegang mandat dalam menjalankan tugas yang diamanatkannya, jika dibiarkan akan berdampak negatif terhadap kualitas kerja lembaga eksekutif pada pemilu mendatang. Hal itu kemudian dikorelasikan dengan penghambat kinerja petugas KPU Kota Solok saat pemutakhiran daftar pemilih pada Pemilu 2019.Kata Kunci: Evaluasi; Kinerja; KPU

Abstract

Ad Hoc bodies as the main actors in the election stage should get great attention. The 2019 elections in Indonesia leave many problems that must be resolved to prepare for the 2024 elections. Problems such as the death of officers of the Voting Organizing Group (KPPS) and violations of election stages that often occur in ad hoc bodies. This must be minimized. In the 2020 Regional Elections there were other problems related to the fulfillment of the number of applicants for ad hoc bodies, in some regions an extension of recruitment time was needed to meet them. A policy of the General Election Commission (KPU) is needed as an election organizer. The KPU issued a policy as stated in KPU Regulation Number 8 of 2022 concerning the Establishment and Work Procedures of the Adhoc Agency for the Implementation of General Elections and Elections for Governors and Deputy Governors, Regents and Deputy Regents, and Mayors and Deputy Mayors. This research uses a descriptive method of analysis with data collection techniques using literature studies from various relevant sources. The results of the study illustrate that KPU makes policies to meet the needs of qualified ad hoc bodies. The recruitment process is carried out transparently using information technology, age restrictions are carried out to ensure the safety of the work of ad hoc bodies. As well as policies related to the increase in honorary money for ad hoc bodies.

Abstract

The Open Unemployment Level (OUL) is the percentage of the unemployed to the total labor force. One of the provinces with the highest OUL score in Indonesia is West Java Province. If an object of observation is affected by spatial effects, namely spatial dependence and spatial diversity, then the regression model used is the Spatial Autoregressive (SAR) model. Quantile regression minimizes absolute weighted residuals that are not symmetrical. It is perfect for use on data distribution that is not normally distributed, dense at the ends of the data distribution, or there are outliers. The Spatial Autoregressive Quantile Regression (SARQR) is a model that combines spatial autoregressive models with quantile regression. This research used the data regarding OUR in West Java in 2020 from the Central Bureau of Statistics. This study develops to modeling the Open Unemployment Level in all province in Indonesia using modified spatial autoregressive model with the quantile regression approach. This study compares the estimation results based on SAR and SARQR models to obtain an acceptable model. In this study, it was found that the SARQR model is better than SAR at dealing with the problems of dependency and diversity in spatial data modeling and is not easily affected by the presence of outlier data.

Abstract

The tribal people (SAD) have been living marginally, marginalized because their lifestyle is still nomadic in the jungles of Central Sumatra, making it difficult for them to be able to meet the standard of living as other Indonesian citizens. The Dhamasraya Regency Government is one of the regencies that are the distribution areas of SAD, for this reason the Dhamasraya Regency Government has created public service innovations in the field of population administration, namely the Child Tribe in Forest Breaks for the sake of Population Administration in the dhamasraYa district, abbreviated as (SAD TO HAPPY), as a real effort to carry out its functions regional autonomy with the principle of effective and efficient public service as a whole. This innovation aims to enable the district government to provide direct services to the SAD community in a pro-active way where elements of the local government in collaboration with local community leaders and also non-governmental organizations (NGOs) with activists concerned with SAD, come directly to the location where the existing SAD community lives. in the Dhamasraya district, although they have to break through the jungle to get to that location, so that the SAD community with their limitations no longer has to bother coming to the district center to get population administration services. Writing this journal intends to discuss more deeply how this innovation is carried out, who is involved, how the implementation mechanism is as previously described. The research method used by the author is a literature study with in-depth analysis of news sources and existing scientific theories, writing conclusions This is that the SAD TO HAPPY innovation has succeeded in reaching the SAD community who have been living on the margins and then managed to record their population documentation so that they can use it to get public services. Abstract

This article discusses the dialectical communication model between structure and agency in realizing the conversion of Bank Nagari from Conventional Bank to Bank Nagari Syariah. It employs a qualitative research method through interviews and informant triangulation. Communication plays a crucial role in achieving the conversion of Bank Nagari from a conventional model to a Sharia model. The Governor has the opportunity to communicate explicitly and implicitly with regional heads in implementing the conversion process. The dynamics of the relationship between structure and agency also influence different communication patterns depending on specific situations and conditions. The lack of understanding regarding the significance of converting Bank Nagari into a Sharia bank is related to cultural elements, values, beliefs, and individual interests, leading to diverse perspectives. Marsh and Smith's theory emphasizes that the interaction between structure and agency should be seen as entities with variations in terms of culture, values, beliefs, attitudes, behaviours, and interests. The conclusion of this article is the presence of implicit and explicit communication in the conversion of Bank Nagari, the role of Datuk as an opinion leader, and OJK communication with the Governor.

Abstract

Simultaneous general elections will be held in 2024 with the theme of combining national and local elections in the same year. This is done based on the Constitutional Court Decision Number 14/PUU-11/2013 on simultaneous elections, which aims to minimize state financing in the implementation of elections, minimize high-cost politics for election participants, as well as money politics involving voters, abuse of power or prevent bureaucratic politicization, and streamline government work schemes. The purpose of this research is to discuss the dynamics of changes in people's perceptions and voting behavior after the 2019 elections in Indonesia from a political perspective. In voting behavior, one of the perspectives used in mapping and describing the patterns of changes in voting behavior and determining political choices in general elections uses the voting behavior approach. Studies related to voting behavior are studies related to studies that aim to reveal several reasons or factors that cause a person to tend to choose a party or contestant. This research uses quantitative methods. Meanwhile, the sample was drawn randomly using multistage random sampling. The total sample amounted to 1,240 samples, with PSUs in the Province. The survey population is the entire population aged 17 years and over or married. The survey was conducted in 34 provinces in Indonesia. According to the results of the research, Prabowo Subianto still remains the strongest presidential candidate compared to the other candidates. Then, the tendency of Indonesian people to vote for parties, PDIP has the highest vote compared to the tendency towards other parties. Then the dynamics of changing perceptions after the 2019 election, the voting behavior of the Indonesian people tends towards the school of rational choice.

Abstract

This article aims to describe the process of implementing door to door socialization carried out by the General Election Commission of North Bengkulu Regency for voters in the midst of Covid-19 conditions and to determine the effectiveness of door to door socialization carried out by the General Election Commission of Bengkulu Regency as a form of effectiveness of the institution's function in socialization in pandemic period. The problem focuses on the effectiveness of the KPU's function in socializing the election of Regent and Deputy in North Bengkulu Regency. In order to approach this problem, Christopher C Hood's reference theory is used. Data was collected through interviews and documentation methods and analyzed qualitatively. This study concludes that during the implementation of socialization carried out by the North Bengkulu Regency KPU through four categories of tools that influence the effectiveness of institutional functions, they were only effective in participation tools, while the other three tools such as regulations, incentives and law enforcement showed ineffective results. The implementation of door to door outreach, which was used as a new media, apparently did not produce effective results. This can also be seen from resource capacity factors related to system culture and accountability factors related to implementing reports which also show ineffective results. However, the North Bengkulu Regency KPU has tried its best to carry out socialization regarding the 2020 Regent and Deputy Regent elections.
