Abstract

This article analyzes the Gender Blind Policy phenomenon in the “Sekolah Ibu Program” in Bogor City, Indonesia. This article aims to see whether there are gender gaps or inequality in the “Sekolah Ibu Program”. The “Sekolah Ibu Program” was created to reduce the divorce rate in Bogor City, Indonesia. The divorce trend in Bogor City has increased in the last three years. Therefore, the Bogor City government created a program to suppress divorce cases. In the “Sekolah Ibu Program”, there are learning modules such as parenting patterns, family health, family resilience, and others, so women are expected to have more knowledge about family resilience. The method used by the author in this research is Cresswell's qualitative case study approach. The author uses Naila Kabeer's Gender Blind Policy theory, which uses four indicators to determine the phenomenon in the program: participation, benefits, control, and access. These four indicators used to see the inequality and the gender gap in this program. The result shows that there is still a gender gap, such as what occurs in the “Sekolah Ibu Program”, where there are still limitations between women and their participation in the program.

Abstract

This article dissects how socially constructed society views women in politics as regional heads. Amid the minimal existence of women in politics, women still dare to enter politics to become regional heads. The research results in this article will first explain how social construction translates social roles between women and men, including in the political sphere. Second, this article highlights gender analysis of the leadership style of Iti Octavia Jayabaya as Regent of Lebak from a social construction perspective. With their myriad of problems, women are challenged to enter politics without solid support and political capital. Likewise with Iti Octavia Jayabaya, although her leadership cannot be separated from the existence of a political dynasty, Iti Octavia Jayabaya broke the social construction, which assumes that it is difficult for women to be involved in politics and even become regional leaders. Iti Octavia Jayabaya has proven this through various achievements related to the development of the region he leads to escape it as a disadvantaged region. This research contribution enriches approaches and references regarding the study of women's leadership, to gender issues in government and local politics.

Abstract

This articel analyzes the role of ecofeminism in the activism of Women Farmers' Groups in Serang City in shaping ecological spaces through empowerment-based urban farming. The urgency of this research is grounded in the persistent patriarchal culture that confines women to the domestic sphere, despite many being in their productive years. Empowerment through Women Farmers' Groups serves as a form of resistance by creating ecological spaces that enable women to become independent and self-sufficient without leaving their homes. This article is conducted in Serang City, where land conversion into residential areas has resulted in numerous idle lands that have the potential to be utilized for urban farming. Employing a feminist critical ethnographic approach, the study finds that urban farming within Women Farmers' Groups fosters environmental awareness based on ecofeminist principles. This process occurs through knowledge reproduction facilitated by socialization and training, contributing to both household food security and environmental conservation. However, the lack of government support has led to the unsustainability of some Women Farmers' Groups  due to insufficient monitoring and assistance. The findings of this study are expected to serve as an evaluation tool for optimizing Women Farmers' Groups programs, ultimately strengthening food security and enhancing women's participation in environmental conservation through the creation of ecological spaces.

Abstract

AbstrakPenelitian ini dilakukan untuk melihat social network analysis antara akun satu dengan yang lain mengenai diskursus publik berdasarkan tagar #Percumalaporpolisi dan #PolriSesuaiProsedur. Penelitian ini menjadi penting karena penelitian ini akan menunjukkan sejauh mana kepercayaan masyarakat kepada institusi kepolisian. Penelitian akan dilakukan dalam 3 tahapan. Pertama analisis big data untuk melihat jaring pembicaraan netizen terkait tagar #Percumalaporpolisi dan tagar yang menjadi kontranya. Kedua, survey kuantitatif di 5 kab/kota di Provinsi Banten. Ketiga, FGD untuk memperkuat gambaran komprehensif terkait pembicaraan publik mengenai kepercayaan pada kepolisian. Hasil data menggambarkan bahwa tag #Percumalaporpolisi menggambarkan isu yang organik dibandingkan #PolriSesuaiProsedur yang lebih berpusat pada satu posisi. Hasil penelitian juga memperlihatkan bagaimana masyarakat merespon tagar tersebut dan menghasilkan efek filter buble yang mendorong munculnya opini dan perilaku yang seragam di masyarakat.Keywords:  Big Data Analysis, Kepercayaan public, Tagar, Polisi

Abstract

AbstractThis research is motivated by the high unemployment rate in Karawang Regency, which is higher than the national unemployment rate of 5%, dominated by the local workforce. This condition contradicts the image of Karawang Regency as the area with the most significant industrial area in Southeast Asia. This problem impacts the massive flow of urbanization into Karawang Regency and is exacerbated by discriminatory recruitment of the local workforce. This writing aims to analyze the current achievements of the collaborative governance of the Karawang Regency government together with APINDO (Indonesian Entrepreneurs Association), KADIN (Indonesian Chamber of Commerce), and the community in administering employment. This research uses the collaborative governance theory (Ansell & Gash, 2007), which focuses on Intermediate Outcomes. The results of the study show that the achievements of collaboration in organizing employment in Karawang Regency in the form of apprenticeships have not been able to reduce the high unemployment rate, improve community welfare, and provide guaranteed security for workers with low incomes below the district minimum wage, weak bargaining power of workers, and prone to violations in practice.Keywords:  Collaborative Governance, National Apprenticeship AbstrakPenelitian ini dilatarbelakangi dari tingginya tingkat pengangguran di Kabupaten Karawang lebih tinggi di atas angka pengangguran nasional yang sebesar 5% didominasi oleh angkatan kerja lokal. Kondisi tersebut berkontradiktif dengan citra Kabupaten Karawang sebagai daerah dengan kawasan industri terbesar se-Asia Tenggara. Ihwal tersebut berdampak dari masifnya arus urbanisasi ke Kabupaten Karawang, dan diperparah dengan rekrutmen yang diskiminatif terhadap angkata kerja lokal Kabupaten Karawang. Tujuan penulisan ini adalah menganalisis capaian saat ini dari collaborative governance pemerintah Kabupaten Karawang bersama APINDO, KADIN, dan masyarakat dalam penyelenggaraan ketenagakerjaan. Penelitian ini menggunakan teori collaborative governance (Ansell & Gash, 2007) yang berfokus terhadap Intermediate Outcomes. Hasil penelitian menunjukkan capaian kolaborasi dalam penyelenggaraan ketenagakerjaan di Kabupaten Karawang dalam bentuk pemagangan belum dapat memangkas tingginya angka pengangguran, memperbaiki kesejahteraan masyarakat dan memberi kepastian jaminan bagi tenaga kerja dengan pendapatan yang rendah di bawah upah minimum kabupaten (UMK), lemahnya daya tawar pekerja, dan rawan pelanggaran dalam praktiknya.Kata kunci: Collaborative Governance, Pemagangan Nasional, Pengangguran

AbstrakSurvei Status Gizi Balita Indonesia (SSGBI) pada tahun 2019 menyebutkan bahwa angka prevalensi stunting di Indonesia mencapai 27,7%. Kondisi ini dinilai sangat memperhatinkan bagi masa depan Indonesia. Oleh karena itu, Presiden Joko Widodo mengeluarkan Peraturan Presiden Nomor 72 Tahun 2021 mengenai Percepatan Penurunan Stunting. Pemerintah memegang peranan kunci dalam upaya penurunan stunting tersebut. Penelitian ini akan melihat bagaimana peran pemerintah dalam penerapan program Percepatan Penurunan Stunting melalui Dapur Sehat Atasi Stunting (DASHAT) di Kota Cilegon. Sebagai regulator, pemerintah Kota Cilegon memiliki peraturan pelaksanaan program DASHAT yang dilegalkan dalam Surat Keputusan Walikota Cilegon Nomor : 440/Kep.342-DP3AP2KB/2023 Tentang Pembentukan Dapur Sehat Atasi Stunting Di Kota Cilegon. Sedangkan, sebagai controller, pemerintah Kota Cilegon memegang tanggung jawab penuh atas pelaksanaan program DASHAT di Kota Cilegon. DP3AP2KB Kota Cilegon mengemban tugas tersebut sebagai tim pelaksana program DASHAT.Kata kunci: Cilegon, DASHAT, Stunting. AbstractThe Indonesian Toddler Nutrition Status Survey (SSGBI) in 2019 stated that the prevalence rate of stunting in Indonesia reached 27.7%. This condition is considered very alarming for the future of Indonesia. Therefore, President Joko Widodo issued Presidential Regulation Number 72 of 2021 concerning the Acceleration of Stunting Reduction. The government plays a key role in the stunting reduction effort. This research will look at how the government's role in implementing the Acceleration of Stunting Reduction program through the Healthy Kitchen to Overcome Stunting (DASHAT) in Cilegon City. As a regulator, the Cilegon City government has regulations for the implementation of the DASHAT program which are legalized in the Cilegon Mayor Decree Number: 440/Kep.342-DP3AP2KB/2023 Regarding the Establishment of a Healthy Kitchen to Overcome Stunting in Cilegon City. Meanwhile, as the controller, the Cilegon City government holds full responsibility for the implementation of the DASHAT program in Cilegon City. Abstract

This research draws on the experience of a disabled legislative candidate in the 2024 elections. The primary challenge faced was the lack of accessible information and systems provided by the government and election organizers. Using a narrative approach along with the Agonistic Pluralism framework, this study examines the interactions, continuity, and dynamics of Sikdam's campaign within a context of limited accessibility. The findings show that, although the Aceh Independent Election Commission has conducted outreach on inclusive elections, significant gaps remain in providing accessible information and election systems that support full participation by persons with disabilities. Sikdam faced difficulties obtaining campaign materials in formats accessible to people with disabilities (such as Braille) and lacked information about election procedures and stages adapted for persons with disabilities. These barriers, worsened by low public awareness, reveal a paradox between inclusive regulations and their practical implementation. The study suggests that Sikdam’s narrative successfully initiated an agonistic dialogue on inclusivity, exposing systematic flaws in ensuring accessible information and systems, and stressing the need for stronger affirmative Policy reforms. The theoretical implications presented in this research are: (1) there should be a more inclusive political party model, as political parties have so far failed to serve as effective mediators that balance the demands of inclusiveness and electoral structure; (2) the electoral system provides both a space for the reproduction of inequality and a space for resistance; (3) the model of agonism through institutionalized political conflict is crucial for the legitimacy of democracy

Abstract

Indonesia’s constitution and legislation state that all Indonesiancitizens, including those with a disability, havea right to quality education. To meet this right, the government must ensure that every aspect of schooling and learning are accessible tostudentswith disabilities; however, this is not currentlythe case. Indeed, while inclusive education policy has been in place for years, its implementation is yet to be seen. For example, some children with disabilities are denied admission, while others continue to experience barriers to learning as schools are unable to meet their needs. The perception that disabled students belong only in special, segregated schools is still strongly held by the community, educational practitioners, and policy makers. As such, students with disabilities who register in inclusive schools are expected to meet certain qualifications. Should they fail to meet these requirements students are“returned” to special schools. Thispaper argues that such phenomenon demonstrates the government’s failure to meet its own mandateto ensure and protect the educational rights of persons with disabilities.[Pendidikan merupakan hak dasar bagi setiap warga negara Indonesia yang berada dalam usia wajib belajar, termasuk juga difabel (people with different ability). Negara idealnya mampu menyediakan layanan pendidikan yang sesuai dengan kebutuhan difabel. Tidak hanya kebutuhan difabel yang harus diperhatikan tetapi juga bagaimana layanan pendidikan tersebut mampu menjamin hak-hak dari difabel dan yang terpenting adalah difabel mampu mengakses layanan pendidikan yang tersedia. Namun tidak jarang difabel mengalami kesulitan mengakses layanan pendidikan yang disediakan oleh negara dikarenakan kebutuhan mereka yang berbeda dengan non difabel. Akibatnya difabel banyak mengalami penolakan ketika ingin bersekolah di sekolah yang mereka inginkan, termasuk di sekolah reguler.Pemahaman yang berkembang adalah sekolah yang pantas bagi difabel hanyalah di sekolah luar biasa. Hal ini yang membuat difabel tak jarang di diskriminasi dalam dunia pendidikan. Kebijakan pendidikan inklusif yang awalnya didesain agar anak difabel dan non difabel mampu belajar bersama pun baik regulasi dan implementasinya masih jauh dari sempurna. Kebijakan pendidikan inklusif seharusnya dapat digunakan sebagai dasar kesetaraan pendidikan kenyataannya masih menerapkan syarat – syarat khusus agar difabel mampu diterima di sekolah reguler tersebut. Saat difabel tidak mampu lolos kualifikasi yang ditentukan maka dia tidak dapat diterima di sekolah inklusif tersebut dan dikembalikan ke sekolah luar biasa. Jika hal ini terjadi maka negara gagal menjamin pemenuhan hak pendidikan bagi difabel itu sendiri.]

Abstract

This study aims to analyze the role of power relations in the occurrence of child sexual exploitation in the case of the rape of female Islamic boarding school students in Bandung. The research employed a qualitative approach with a critical case study design. Data were collected through document analysis of court decisions, media reports, and relevant academic literature, using a document analysis guideline and source triangulation. Data were analyzed interpretatively to examine the perpetrator’s social position, the victim’s structural dependency, and patterns of domination within the educational institution. The findings reveal that sexual exploitation occurred within socially and symbolically legitimized non-formal power relations, producing structural inequality and limiting the victim’s capacity to resist. The study demonstrates that child sexual exploitation constitutes a structural phenomenon rooted in unequal power distribution within institutions rather than merely an individual criminal act. Strengthening institutional oversight and restructuring power relations are therefore essential for prevention.

Abstract

The development of social media has opened up broader opportunities for political participation, including for women, but has also posed a risk of online gender-based violence (OGBV). This study analyzes patterns of violence against female politicians on social media through Kate Manne's misogyny perspective, emphasizing the social function of misogyny as a mechanism for surveillance and enforcement of patriarchal norms. A desk study method was used to examine literature, news stories, and reports from relevant organizations, with content analysis aimed at identifying patterns and themes of violence. The results show that female politicians often face behavioral surveillance, punishment for perceived deviant behavior, and delegitimization of leadership through misogynistic comments, verbal abuse, threats, and the dissemination of negative content. These attacks not only target gender identity but also serve to uphold male dominance in politics. These findings confirm that digital spaces, while offering opportunities for representation, continue to foster patriarchal structures and create additional social pressures for women in politics. This research provides important insights into the mechanisms of misogyny in the digital realm and its implications for women's participation in Indonesian democracy and politics.
