Abstract

Higher Education Quality Assurance is a systemic activity to improve the quality of Higher Education in a planned and sustainable manner. Quality assurance in higher education is carried out through the establishment, implementation, evaluation, control, and improvement of Higher Education Standards known as the PDCA cycle. In order to implement the Higher Education Quality Assurance System in tertiary institutions, this community service activity provides training and assistance to private universities in Dumai City in the preparation of university internal quality assurance system (SPMI) documents. The Directorate General of Learning and Student Affairs, Ministry of Research, Technology, and Higher Education does not set a policy of one SPMI implementation model for all Universities, but provides inspiration on the implementation of essential things in SPMI that are required by laws and regulations. Therefore, universities are expected to develop an appropriate SPMI pattern for the state of the university itself. However, not all universities have the same understanding of the implementation of SPMI in accordance with the law. One of them was experienced by partners in this community service activity, namely 7 private universities in Dumai City. The Riau University PKM team participated in helping partner universities to assist in the preparation of SPMI documents based on the condition of partner universities through the Riau University Postgraduate PKM funds. The activity preparation period to activity reporting is 8 weeks. The target of the activity that has been produced is the preparation of the SPMI document at one of the partner universities.

Abstract

Pangean District is one of the sub-districts affected by flooding in Kuantan Singingi Regency. So that good flood disaster management is needed in order to reduce or minimize the risk caused by flood disasters. This study focuses on disaster management carried out by the Kuantan Singingi Regency Government, whether it is in accordance with the stages of disaster management, namely Pre-disaster, Emergency Response, and Post-disaster. so that this study is to find out how disaster management is carried out by the Kuantan Singingi Regency Government in tackling flood disasters. the theory used in this study is the theory of Ramli (2010:31) disaster management. There are three stages in managing a disaster, first there is a pre-disaster stage, the second is emergency response and the third is post-disaster. The research method used in this research is descriptive type qualitative method. The results of this study indicate that the stages of disaster management carried out by the Kuantan Singingi district government are starting from the pre-disaster where there are still shortcomings. When doing socialization, many people do not get this information. Then when a disaster occurs, there are shortages, namely logistical limitations and also disaster emergency personnel, and the last stage, namely post-disaster, there are still shortages where the form of rehabilitation carried out by the government is still not well targeted and lacks funds.

Abstract

The Riau Province Manpower and Transmigration Office made one of the changes, namely by improving office administration processes by utilizing information and communication technology by implementing an electronic office or e-Office. E-Office is a service that aims to simplify the process of office administration activities that are carried out electronically. In addition to minimizing the use of paper, e-office is also useful for facilitating data storage and data processing in the office, and of course, e-office can be accessed anywhere and anytime. The purpose of this study was to determine the implementation of Riau governor regulation number 56 of 2016 regarding guidelines for managing office applications electronically (e-office) in the Department of Manpower and Transmigration of Riau Province. The type of research used is qualitative research and data collection techniques based on interviews and documentation. This study uses Charles O. Jones’s Theory which uses 3 indicators, namely Organization, Interpretation, and Application. The results of this study are that there are still several obstacles that occur in its implementation, so the use of e-office is still not optimal at the Manpower and Transmigration Office of Riau Province where there is still low employee initiative in using e-office because employees are still comfortable in manual work culture, then the signature of the head of a service which is still not able to be used electronically also causes the Riau Province Manpower and Transmigration Service to be unable to send outgoing letters via e-office, furthermore, the office administration has not been fully backed up at the Office of Manpower and Riau Province's transmigration into e-office applications has resulted in the implementation of e-office not running optimally. So these various factors and needs must be corrected and implemented to achieve an optimal and maximal application.

Abstract

Bureaucrats' ethics and behavior are important aspects in referring to the implementation of good governance functions. This study aims to examine and find out whether the ethics and behavior of the apparatus is really able to provide reinforcement to the implementation of good governance. The method used in this paper is Descriptive Method with desk study study analysis, which is a study of the description of theories, concepts, or research results related to the focus of the study. The results showed that the ethics and behavior of bureaucrats play a role in shaping bureaucratic values and can strengthen the concept of governance in a government.

Abstract

Kepemimpinan Camat dalam Pemberdayaan Masyarakat Desa hanya bisa terjadi apabila masyarakatnya itu sendiri ikut pula berpartisipasi dalam setiap kegiatan. Penelitian ini bertujuan untuk mengetahui Kepemimpinan Camat dalam Pemberdayaan Masyarakat Desa di Kecamatan Kuantan Tengah Kabupaten Kuantan Singingi (Studi Kasus Kelompok Pacu Jalur Desa Titian Modang Kopah) serta faktor penghambat dalam Kepemimpinann Camat. Konsep teori yang peneliti gunakan yaitu teori Thoha 2010. Dengan memakai metode penelitian kualitatif dan teknik pengumpulan data berdasarkan wawancara, dan dokumentasi. Hasil dari penelitian yang penulis dapat yaitu Kepemimpinan Camat dalam Pemberdayaan Masyarakat Desa di Kecamatan Kuantan Tengah Kabupaten Kuantan Singingi sudah terlaksana dari empat indikator yang digunakan yaitu inovator, komunikator, motivator, dan kontroler. Namun, di tingkat pengawasannya masih rendah dikarenakan pengawasan yang dilakukan camat hanya sebatas informasi dari perangkat Desa. Sebaiknya kontrol yang dilakukan camat turun ke lapangan sehingga informasi yang di dapat lebih valid.

Abstract

This study discusses the Development Strategy for Salai Patin Processing Business in Kuantan Singingi Regency. This study aims to: (1) to analyze the strategy in developing salai patin processing business in Kuantan Singingi Regency, (2) to find out the factors that influence the strategy for developing salai patin processing business in Kuantan Singingi Regency. This type of research is qualitative research. There were 6 informants in this study, and one key informant. The results of this study are: (1) the strategy for developing a salai patin processing business in Kuantan Singingi Regency has fulfilled a good aspect, because it has carried out planning, implementation and supervision efforts in terms of coaching and assistance to farmers. And a SWOT analysis was carried out to identify each internal factor (strengths and weaknesses) and external factors (opportunities and obstacles) in the strategy for developing salai patin processing business in Kuantan Singingi Regency. (2) the factors that influence the development strategy for the salai patin processing business are the poor management of the fishery group and the processed salai patin processing products are still unable to compete in marketing. The research suggestions are: (1) the role of the government as a policy maker can monitor or supervise smoked fish processing groups so that they comply with the group's organizational principles. Conduct training for salai fish processing groups on how to manage groups that are good and right for the sustainability of the group and common goals; (2) processors of salai patin products located in Kuantan Singingi Regency should expand their market to develop their market share both inside and outside Riau Province. Abstract

Abstract This study aims to find out and describe how the implementation of fisheries business policies through the program of fostering and supervising capture fisheries business permits from the Maritime Affairs and Fisheries Service of the Riau Province in Bengkalis Regency, knowing the supporting and inhibiting factors and the efforts made by the government to overcome the obstacles that occur. This study uses a qualitative research method where data collection techniques are through observation, interviews and documentation. The theory used is the policy implementation model according to Merrile Grindle in Leo Agustino. The results showed that the implementation of fisheries business policies through the program of fostering and supervising capture fisheries business permits in Bengkalis Regency has not gone well due to the low mindset of fishermen, budget constraints, lack of coordination in program implementation, the presence of individuals or parties who take personal advantage , limitations in the use of fishing gear and fishing areas with the issuance of Riau Province Regional Regulation number 5 of 2017, there is no fish shelter (TPI) available for fishermen and there is competition from local fishermen against fishermen from outside the area. Abstract

Kebupaten Bengkalis merupakan salah satu daerah tujuan objek wisata. Umumnya potensi Pariwisata di Kabupaten Bengkalis belum tergarap secara baik, akan tetapi sangat prospektif untuk dikembangkan. Geografis Kabupaten Bengkalis yang terdiri dari alam berupa hutan dan memiliki keindahan alam laut yang mempesona serta suasana kehidupan masyarakat dan budaya daerah yang bersifat khas Melayu kepulauan, Sehingga menjadi salah satu daerah tujuan wisata di Propinsi Riau yang menarik dan akan membuat kenangan indah bagi yang berkunjung ke daerah ini.Kegiatan pengabdian ini dilakukan di Desa Tanjung Punak Kecamatan Rupat Utara Kabupaten Bengkalis, beberapa permasalahan yang muncul dalam pengelolaan pariwisata di desa ini diantaranya ialah minimnya kolaborasi dari berbagai stakeholder yang terlibat dalam kegiatan wisata. Untuk mengatasi hal tersebut dilakukan penyuluhan tentang kolaborasi pengelolaan wisata agar adanya peningkatan apresiasi masyarakat sekitar obyek wisata alam.Pelaksanaan pengabdian masyarakat dalam kolaborasi pengelolaan desa wisata berbasis masyarakat menuju desa wisata kategori maju, dapat disimpulkan bahwa terdapat adanya kesesuain materi dengan kebutuhan aparatur pemerintahan desa dan masyarakat dalam upaya kolaborasi pengelolaan wisata berbasis masyarakat. Adanya respon yang positif dari peserta, yang ditunjukkan dengan pertanyaan dan tanggapan yang diberikan selama pelaksanaan pengabdian. Sebagian besar peserta telah memahami arti pentingnya kolaborasi pengelolaan pariwisata pantai dalam rangka pembangunan wisata berbasis masyarakat di desa Tanjung Punak.

Abstract

Currently, there are cases of stunting in several sub-districts in the city of Pekanbaru. Nutrition programs carried out by the Pekanbaru City Health Office are expected to help improve the nutrition of target groups at risk of stunting so that there is a decrease in stunting in Pekanbaru City. This study was conducted to determine the results and factors that hinder the implementation of nutrition programs by teh Health Department in Reducing Stunting in the City of Pekanbaru. The theoritical concept used is the Charles O. Jones policy implementation theory which consists of 3 indicators, namely organization, interpretation, and application. The result of this study show that the nutrition program in spesific nutrition intervention in the form ofproviding PMT to pregnant women and toddlers, providing TTD to adolescent girls and pregnant women has been implemented, but the results are not optimal enough. This can be seen from the fact that there are still cases of stunting in Pekanbaru City. Factors that hinder the implementatin of this programbare the posyandu so that the weiging rate of toddlers has not reached the target, the uneved distribution odf nutrition officers owned,and cooperation in hospitals in theadvanced refferal flow of handling stunting toddlers from puskesmas.

Abstract

Industri wisata merupakan suatu sumber pemasukan devisa yang penting untuk negara berkembang yang memiliki kekayaan sumber daya alam dan budaya yang unik dan tinggi. Usaha mengembangkan suatu daerah tujuan wisata harus memperhatikan berbagai faktor yang berpengaruh terhadap keberadaan suatu daerah tujuan wisata. Faktor-faktor itu terkait lima unsur pokok yang harus ada dalam suatu daerah tujuan wisata, yang meliputi obyek dan daya tarik wisata, prasarana wisata, tata laksana, atau infrastruktur serta kondisi dari masyarakat atau lingkungan. Kabupaten Bengkalis merupakan salah satu daerah tujuan objek wisata. Umumnya potensi Pariwisata di Kabupaten Bengkalis belum tergarap secara baik, akan tetapi sangat prospektif untuk dikembangkan. Geografis Kabupaten Bengkalis yang terdiri dari alam berupa hutan dan memiliki keindahan alam laut yang mempesona serta suasana kehidupan masyarakat dan budaya daerah yang bersifat khas Melayu kepulauan, sehingga menjadi salah satu daerah tujuan wisata di Provinsi Riau yang menarik. Untuk meningkatkan daya tarik wisatawan yang berkunjung ke daerah ini perlu dilakukan kolaborasi dengan berbagai stakeholder yang terlibat seperti pemerintah, swasta, akademisi, masyarakat, dan media massa. Di samping itu, pemberdayaan dilakukan terutama bagi masyarakat di sekitar lokasi wisata. Pemberdayaan yang diberikan berupa pembentukan kelompok sadar wisata, melakukan inovasi dan menumbuhkan ekonomi kreatif masyarakat yang ditujukan terutama untuk wisatawan. Beberapa permasalahan yang muncul dalam pengelolaan pariwisata di desa ini diantaranya ialah minimnya kolaborasi dari berbagai stakeholder yang terlibat dalam kegiatan wisata. Untuk mengatasi hal tersebut dilakukan penyuluhan tentang kolaborasi pengelolaan wisata agar adanya peningkatan apresiasi masyarakat sekitar obyek wisata alam. Hasil pelaksanaan pengabdian masyarakat ini dapat disimpulkan bahwa terdapat kesesuaian materi dengan kebutuhan aparatur pemerintahan desa dan masyarakat dalam upaya kolaborasi pengelolaan wisata berbasis masyarakat.
