Abstract

Industri wisata merupakan suatu sumber pemasukan devisa yang penting untuk negara berkembang yang memiliki kekayaan sumber daya alam dan budaya yang unik dan tinggi. Usaha mengembangkan suatu daerah tujuan wisata harus memperhatikan berbagai faktor yang berpengaruh terhadap keberadaan suatu daerah tujuan wisata. Faktor-faktor itu terkait lima unsur pokok yang harus ada dalam suatu daerah tujuan wisata, yang meliputi obyek dan daya tarik wisata, prasarana wisata, tata laksana, atau infrastruktur serta kondisi dari masyarakat atau lingkungan. Kabupaten Bengkalis merupakan salah satu daerah tujuan objek wisata. Umumnya potensi Pariwisata di Kabupaten Bengkalis belum tergarap secara baik, akan tetapi sangat prospektif untuk dikembangkan. Geografis Kabupaten Bengkalis yang terdiri dari alam berupa hutan dan memiliki keindahan alam laut yang mempesona serta suasana kehidupan masyarakat dan budaya daerah yang bersifat khas Melayu kepulauan, sehingga menjadi salah satu daerah tujuan wisata di Provinsi Riau yang menarik. Untuk meningkatkan daya tarik wisatawan yang berkunjung ke daerah ini perlu dilakukan kolaborasi dengan berbagai stakeholder yang terlibat seperti pemerintah, swasta, akademisi, masyarakat, dan media massa. Di samping itu, pemberdayaan dilakukan terutama bagi masyarakat di sekitar lokasi wisata. Pemberdayaan yang diberikan berupa pembentukan kelompok sadar wisata, melakukan inovasi dan menumbuhkan ekonomi kreatif masyarakat yang ditujukan terutama untuk wisatawan. Beberapa permasalahan yang muncul dalam pengelolaan pariwisata di desa ini diantaranya ialah minimnya kolaborasi dari berbagai stakeholder yang terlibat dalam kegiatan wisata. Untuk mengatasi hal tersebut dilakukan penyuluhan tentang kolaborasi pengelolaan wisata agar adanya peningkatan apresiasi masyarakat sekitar obyek wisata alam. Hasil pelaksanaan pengabdian masyarakat ini dapat disimpulkan bahwa terdapat kesesuaian materi dengan kebutuhan aparatur pemerintahan desa dan masyarakat dalam upaya kolaborasi pengelolaan wisata berbasis masyarakat. Adanya respon yang positif dari peserta, yang ditunjukkan dengan pertanyaan dan tanggapan yang diberikan selama pelaksanaan pengabdian. Sebagian besar peserta telah memahami arti pentingnya kolaborasi pengelolaan pariwisata pantai dalam rangka pembangunan wisata berbasis masyarakat di desa Tanjung Punak.

Abstract

Current Corporate Social Responsibility (CSR) policies are often judged to be less targeted and unsustainable, causing disappointment to the community and government. In order for this CSR policy to be right on target and sustainable, then it needs to be based on the policy of accelerating the achievement of the Village Sustainable Development Goals (SDGs). Bengkalis Regency currently has one large company, namely PT. Pertamina Sungai Pakning which is committed to the implementation of CSR. The company has made a CSR policy from 2014, but this CSR policy has not been based on the Village SDGs. The purpose of this study is to develop CSR policies based on Village SDGs in order to assist villages in accelerating the achievement of national development goals. This study uses a qualitative method. The results of the study found that the development of CSR policies can be formulated using an incremental policy model by maintaining the fields of education, health, the environment and adding several fields, namely the economic, social, institutional and technological fields which have implications for the objectives of the Village SDGs. This policy can be realized through charity programs, infrastructure, capacity building, and community empowerment.

Abstract

Garbage has become a national problem so that its management needs to be tried in a comprehensive and integrated way from upstream to downstream so that it provides economic benefits, is healthy for residents, and is safe for the area, and can change people's attitudes. Especially in the city of Pekanbaru, we hear about garbage cases. The condition of the environment in densely populated areas, especially Senapelan District, cannot be said to be clean because there are still piles of garbage on the side of the road or on vacant land, and there are still many Temporary Waste Storage Places that do not provide suitable containers. This research is to find out the implementation of Pekanbaru City regional regulations No. 8 of 2014 concerning waste management in the Senapelan District case study. The purpose of this research is to analyze the process of implementing waste management policies in the District of Senapelan. This study uses qualitative methods with case studies in order to investigate and examine phenomena that occur in real life. The results of the study show that the implementation of the Waste Management Policy in Senapelan District has generally been carried out, but it is still not optimal, as can be seen from 1. The behavior of the organizational relationship between self-management and privatization has been tried by establishing cooperation, commitment, and coordination with the Living Area and Cleaning Service, there are still obstacles in the waste management process. 2. The behavior of the implementor below has carried out waste management but there is still a lack of organizational control in the waste management process. 3. The attitude of the target group is that residents share positive reactions and support the existence of waste management in the Senapelan District. Because it is considered very helpful for urban residents, especially in densely populated areas.

Abstract

The circulation of cosmetics that do not meet the regulations until now is still circulating in the Pekanbaru City area, The controlling form carried out by the Food and Drug Supervisory Agency in Pekanbaru is expected to be able to supervise the circulation of cosmetics and the circulation of cosmetic products must be in accordance with the provisions and must be safe for the public to use. The purpose of this study is to analyze the supervision of cosmetics circulating in Pekanbaru City by the Food and Drug Supervisory Hall in Pekanbaru, which is a non-ministerial government institution and works in the field of supervision of both medicine and food and knows what obstacles are encountered. The theory used is the supervision phase by Manullang, which contains three indicators: establishing standards, assessment rating, and assessment improvements. The Research Type is Qualitative Descriptive and performs data collection based on interviews and documentation. The conclusion of this study is that the supervision conducted by the Food and Drug Supervisory Hall on cosmetics was carried out but not optimal enough. The obstacles to cosmetic supervision in Pekanbaru are the lack of specificity of the division of labor duties in the examination section, the lack of participation in choosing the use of cosmetic products they use, the lack of attention in legal awareness, and the absence of cosmetic business operators so this can reduce the optimality of supervision carried out by the Food and Drug Supervisory Hall in Pekanbaru City.

Abstract

Changes in government patterns in Indonesia along with bureaucratic reforms, changes are needed because the governance situation contineus to shift, the old system would not fit anymore if applied in the era of Indonesia government now. Consideration and public value are the focus of this article, efforts to change the goverment bureaucracy in Indonesia to better prioritize the interest of society, would require a long process, bureucratic reform not only focusing on government action, all of the component from society and private should supported bureucratic reform so the effetive governance will be quickly achieved.

Abstract

Abstract This study aims to find out and describe how the implementation of fisheries business policies through the program of fostering and supervising capture fisheries business permits from the Maritime Affairs and Fisheries Service of the Riau Province in Bengkalis Regency, knowing the supporting and inhibiting factors and the efforts made by the government to overcome the obstacles that occur. This study uses a qualitative research method where data collection techniques are through observation, interviews and documentation. The theory used is the policy implementation model according to Merrile Grindle in Leo Agustino. The results showed that the implementation of fisheries business policies through the program of fostering and supervising capture fisheries business permits in Bengkalis Regency has not gone well due to the low mindset of fishermen, budget constraints, lack of coordination in program implementation, the presence of individuals or parties who take personal advantage , limitations in the use of fishing gear and fishing areas with the issuance of Riau Province Regional Regulation number 5 of 2017, there is no fish shelter (TPI) available for fishermen and there is competition from local fishermen against fishermen from outside the area. Keywords: implementation, policy, fishery business, program for fostering and supervising capture fisheries.

Abstract

The existence of the Peat Arboretum is very important for environmental preservation, especially in areas that have extensive peatlands. It's just that its existence is less of a concern to the parties concerned. The manager has experienced a lack of income due to the absence of adequate management activities. The purpose of this community service activity is to improve the managerial competency of managing the Post-Covid 19 Pandemic Peat Arboretum in Bengkalis Regency. The implementation method used is a participatory approach and counseling and active assistance aimed at the management of the Peat Arboretum in Bukit Batu District, Bengkalis Regency. The results of the dedication show that the management of the Peat Arboretum as eco-tourism requires support from various parties. It is not enough just to rely on corporate CSR or government projects. Especially since the Covid 19 pandemic practically the activity of visiting tourists to locations has been greatly reduced. Managerial competence is felt to be important to the attention of all stakeholders in the management of the Peat Arboretum, because all team members can experience an increase in their leadership competence. Managerial competence makes coordination and communication easier, members are more open, and members feel valued and there is member attachment to the team.

Abstract

This study aimed to explore the profiles of Self-Efficacy (SE) and Self-Directed Learning (SDL) among students at Universitas Riau, providing insights into their potential for academic and non-academic achievement. The findings indicate that 31% of the outstanding students were male, while 69% were female. The average SE scores were 4.36 for male students and 4.31 for female students, while the SDL scores were 4.20 for males and 4.18 for females. The results show no statistically significant differences between male and female students in terms of SE and SDL, suggesting that both genders have equal opportunities for success in academic and non-academic pursuits.

Abstract

Komunikasi masyarakat sangat penting dalam mewujudkan pelayanan publik yang berkualitas. Namun, masih banyak masyarakat yang tidak menyadari pentingnya peran komunikasi dalam menyampaikan pendapat mereka sebagai warga negara. Penelitian ini bertujuan untuk memahami peran komunikator dalam pelayanan publik melalui studi referensi dari sumber-sumber terpercaya. Hasil penelitian menunjukkan bahwa setiap warga negara harus memahami situasi dan kondisi dalam pelayanan publik serta dapat mengungkapkan permasalahan mereka dengan berkomunikasi secara baik tanpa diskriminasi terhadap pemerintah daerah. Sayangnya, komunikasi masyarakat dalam pelayanan publik masih belum optimal karena kurangnya responsifitas pemerintah terhadap aspirasi masyarakat, sehingga menjadi masyarakat pasif dalam berkomunikasi dengan pemerintah. Oleh karena itu, diperlukan dukungan dan kerja sama antara masyarakat dan pemerintah untuk mewujudkan pelayanan publik yang berkualitas. Kata kunci: Komunikasi, Pelayanan Publik, Berkualitas

Abstract

Most women in Tarai Bangun Village focus on their domestic activities. The community service program aimed to empower women in the enhancing of their economic productivity through gaining new skills such as the eco print technique. Ecoprint is an eco-friendly product, using parts of plants; therefore, it also inspires women to preserve the existence of local germplasm. The results of the program showed that all participants were able to make ecoprint products. They also were satisfied with this program. However, the drawback of this program is that our partners need to understand marketing techniques.
