Abstract

In this study, the aim of this study was to find out how the professionalism of the village apparatus worksin administrative services for the community at the West Talikuran Village Office, North KawangkoanDistrict. This study used descriptive qualitative method. The theory used in this study is the theory ofindicators of work professionalism from Mertin Jr. which includes proficiency in using tools, readiness,responsibility in service, discipline and employee attitudes. The research informants were village officialsand the community as recipients of administrative services, totaling 9 people. Data collection techniquesthat researchers use are observation, interviews, and documentation. Based on the findings of the researchconducted, it can be concluded that the professionalism of the village apparatus in administrative servicesfor the community at the West Talikuran Village Office, North Kawangkoan District can be said to be quitegood even though it has not fully worked professionally because there are indicators that have not beencarried out properly such as proficiency in using tools so that lack of employee skills in administrativeservices, lack of employees so that the organizational structure has not been filled, and employee disciplinethat must be improved again. So in conclusion, the professionalism of the village apparatus must beconsidered and improved in order to produce a better quality of administrative services.Keywords: Work Professionalism, Village Apparatus, Administrative Services.

Abstract

The purpose of this research is to find out how the flood management policies implemented by the ManadoCity Government in Singkil District. This research uses descriptive qualitative research using the Theory ofPolicy Implementation by Van Meter Van Horn. The data collection techniques used were observation,interview, and documentation. The data analysis technique used was data reduction, data presentation,conclusion and verification. The results of the study found that the flood management policies of theManado City Government in Singkil District had not been implemented thoroughly. This was found throughthe results of observations and interviews, namely that there are still some flood-prone areas in SingkilDistrict that have not been touched for the construction of embankments and river normalization as a formof flood control in Singkil District. It is hoped that there will be more attention from the Government in theconstruction of embankments and river normalization in Singkil District and awareness from thecommunity not to littering which is at risk of clogging drainage channels and causing flooding in ManadoCity.Keywords: Policy Implementation, Countermeasures, Flood

Abstract

In this study had a purpose to find out how the political participation of women members of the SouthMinahasa Regency. this research uses a qualitative method. The theory used in this study was the theory ofdecision-making indicators from Robbins and Coulter which included identifying problems, identifyingdecision criteria, developing alternatives, picking an alternative to decisions, carrying an alternative todecisions, carry out the alternative to decisions. the informant in this research is a chairman or member ofthe commission, chairman or legislative agency, chairman or members of the budget agency, and womenmembers of the all amounted to 5 people. Data collection techniques using researchers namely observation,interviews and documentation. The results of this study showed women's political participation members ofthe South Minahasa county representative councils is good if seen from the number of female members whowere able to meet the number of regulations on the minimum of 30% of women in parliament as well asregarding the provisions of women's council participation in holding an important position and has a largeinfluence as the women of the South Minahasa regional representative council in the decision-making andthe implementation of policies. But from 30% of the number of board members who exist were not all able tocontribute directly and affect every decision-making activity is also still the high influence of political partyinterest in carrying out tasks and functions as an legislative member.Keywords : Participation, Political, Women.

Abstract

This study aims to determine the implementation of the self-help housing stimulant program inthe provision of livable houses in Tolok Satu Village, Tompaso District, Minahasa Regency.This study uses a descriptive qualitative approach by describing the data obtained from the resultsof research on the implementation of self-help housing stimulant assistance programs in the provision oflivable houses. The types of data used in this study are primary data and secondary data. Data wascollected by means of observation, interviews, documentation, and data analysis techniques consisting ofdata reduction, data presentation, and drawing conclusions. The theory used in this study consists of sixaspects: policy standards and objectives, resources, inter-organizational relations, characteristics ofimplementing agents, social, political and economic conditions as well as the disposition of theimplementor.The results of this study indicate that the implementation of the self-help housing stimulantprogram in providing decent housing in Tolok Satu Village, Tompaso District, Minahasa Regency has notrun optimally. Viewed from the aspect of the standard target recipients, the program has not gone well, therecruitment of beneficiaries has not been realized entirely because of the unpreparedness of thecommunity to receive this assistance. the two sources of funds from this program were not sufficient, thethree problems of socialization carried out by TFL as field facilitators only carried out socialization at thebeginning of the introduction of the program and did not re-socialize it to the recipient community so thatpeople did not understand the mechanism of this BSPS program, the four dispositions or attitudes TFLimplementors, field facilitators, do not yet have firmness in providing understanding to the recipientcommunity about the BSPS program, it must be carried out in predetermined groups, but the reality on theground is that the community only builds their own houses.Keywords: Implementation, Assistance Program, BSPS, Decent Homes

Abstract

The purpose of this study was to find out how the supervisory function of junior high school supervisors atthe Ciamis District Education Office during the covid-19 pandemic. The research was conducted usingdescriptive qualitative research methods. Sources of data used in this study are primary and secondary datawith data collection techniques namely observation, interviews, and documentation, the data obtained arethen analyzed into a conclusion from the research process. The findings of this study indicate that thefunction of implementing supervision by junior high school supervisors at the Ciamis Regency educationoffice during the covid-19 pandemic is still not good enough and implemented optimally from the fouraspects, two aspects namely the quality of the supervision program, program implementation, creativity,innovation, in the preparation of the supervisory activity/discipline program during the process ofimplementing supervision, as well as reports on program implementation and the supervisor's commitment incarrying out their duties, sensitivity to problems and their dexterity in overcoming problems are considerednot maximal enough in practice in the field, therefore it is expected that school supervisors are more improvethe quality of human resources and supervision programs as well as their commitment to the implementationof supervision so that the implementation of supervision of schools is carried out optimally in order toachieve good school quality.Keywords: Supervision Function, Supervisory Staff, Covid-19

Abstract

This study aims to determine the effect of employee empowerment on improving public services in theMalalayang District of Manado. This study uses quantitative research methods with the amount of samplestaken are all members of the population, amounting to 35 people, instruments and data collection techniquesused in this study are questionnaires and interviews. The results of a simple regression analysis test showthat employee empowerment has a significant influence on employee performance this sees the value ofcorrelation (R) of 0.731 and the coefficient of determination (Squere) 53.4% which means that the effect ofthe independent variable on the dependent variable is 53, The remaining 4% are 46.6% influenced by otherfactors.Keywords: Employee Empowerment, Public Service

Abstract

In society, there are many youth organizations including youth organizations, but youthorganizations are different from other youth organizations both in terms of position and function. KarangTaruna is an organization formed by the community as a potential and source of social welfare with thetask of developing the potential of the younger generation and society as well as playing an active role inpreventing and overcoming social problems. The purpose of this research is to find out how to empoweryouth organizations in Tewasen Village, West Amurang District, South Minahasa Regency. The researchmethod used is a qualitative method. Informants in research are people who can provide informationabout research. The focus of the research is seen from the indicators according to Rairan, namely therole/facilitative efforts and educational roles/efforts. Data collection techniques through interviews,documentation and observation. The results showed that the empowerment of youth organizations throughfacilitative roles/efforts and the empowerment of youth organizations through educational roles/effortshad not been maximized in other words all roles/efforts had been implemented but not yet maximized.Keywords : Empowerment, Organization, Youth Organization

Abstract

The purpose of this study is to find out how policy communications in village funding in the Desa WatudamboII district north Minahasa district.Research uses a descriptive - qualitative approach. The policy is based onthree key aspects of public policy communication, of transmission, clarity and consistency. The researchinformant is the village chief and village device, the chairman and member of the village council, the chairmanof the village PKK, the group representative, and the village public figure, a total of 8 informers. Datacollection uses the interview guidelines, while the analysis techniques used are interactive model analysis fromMiles and Hubernann.Based on the results of research drawn to conclusion: 1. The policy communications inmanaging village funds from the "transmission" dimension are quite good. Communication between village,BPD, and village community institutions in the planning and carrying out of village financeprograms/activities goes well through village meetings. The established village fund policy decisions are thencommunicated to village people. 2. The policy of communing in the implementation of village funds from the"clarity" dimension is also quite good. The decisions of the program/ activities financed by the village fundare clearly communicated to all parties involved in the planning and carrying out of the program/ activity,and to the village people. 3. The policy communications in managing village funds based on the "consistency"dimension are quite good. Policy decisions on well-funded village fund/activities are informed andimplemented fairly consistently by existing village governments BPD and public institutions.Key words: Communication Policy, Village Fund Administration.

Abstract

AbstractThis study aims to determine the contribution of zakat and economic growth in increasing fiscal independence in Aceh Province in 2015-2019. The study used secondary data, consisting of zakat realization, economic growth, and fiscal independence. It used multiple linear regression method and chose a random effects model approach (Random Effect). This study found that zakat and economic growth positively and significantly affect fiscal independence in Aceh Province in 2015-2019. Therefore, local governments can increase fiscal independence through socialization to the community to pay their zakat through Baitul Mal. This will increase own source revenue and increasing the fiscal capacity of Aceh in conducting development. Thus, local government should maintain the level of economic growth through increasing the production of goods and services in Aceh Province.

Abstract

This study aims to determine the contribution of zakat and economic growth in increasing fiscal independence in Aceh Province in 2015-2019. The type of research used is descriptive quantitative research with multiple linear regression method and choose a random effects model approach (Random Effect).The data used is secondary data, consisting of zakat realization, economic growth, and fiscal independence. The sourced of data is from the Aceh Supreme Audit Agency (BPKA), the Central Statistics Agency (BPS) of Aceh Province, and the Supreme Audit Agency of the Republic of Indonesia (BPK RI). This study indicate that zakat and economic growth positively and significantly effect increasing fiscal independence in Aceh Province in 2015-2019. Local governments can increase fiscal independence through socialization to the community to distribute their zakat through Baitul Mal and local governments need to continue to maintain the level of economic growth through increasing the production of goods and services in Aceh Province.
