Abstract

Abstract: this research is moving on from a phenomenon still the existence of weaknesses in the implementation of thesupervision of the head toward the implementation of APB-village, so that the objective of the research was to find outhow the supervision of the head in the implementation of APB-village Subdistricts Of North Minahasa Regency Kauditan.This research uses a quantitative approach method. The informant is head of research/Secretary of the district, the villagechief, caretaker and administrator BPD LPM, in total as many as nine informants. Data collection using the guidelinesof the interview, while the analysis techniques used are interactive model analysis from Miles and Huberman.The results showed a direct Supervision in the implementation of APB-head of the village has not been implementedoptimall by performing the construction directly against the Government in the preparation of APB village-Village;perform evaluation of the draft local regulations about APB villages before submitted to the Governors; monitoring directlyinto villages against the implementation of APB-Village; and down directly to the village if there is information orreports about the discrepancies or irregularities. Indirect supervision towards the implementation of APB-well done by theVillage Head by requesting written reports periodically every quarter on the development and realisatio implementation ofAPB-Village; ask for oral explanations and reports to the head of the village on the implementation of APB-coordinationmeeting at the level of Village sub district; and do report evaluation of the realization of the APB villages eachsemester that will be presented to the Governors.Keywords: Supervision, Camat, Budget.

Abstract

The purpose of this study is to explain the ability to carry out the functions of the people’s RespresentativeCouncil of north Minahasa Regency The research concept used in this research is to use this type ofresearch by participant observation, in-depth interviews, and documentation studies. The result of thestudy concluded that functions of the people’s Respresentative Council of North Minahasa Regency hasnot been well achieved because of the lack of understanding of the members of the council on thetechnical work much helped by the support of staff and experts, in desicion-making faction based on theparty’s instructions, members of the council have not been able to adapt well to work relations as thefunction of the council, and are less able to criticize the RAPBD and the oversight function is not workingproperly. So it can be concluded tha ability of the board members functions is not maximal or optimal.Keywords :Ability, Implementation, Function

Abstract

The purpose of this study was to study how communication in the implementation of populationadministration policies in the Population and Civil Registry Office of North Bolaang MongondowRegency. The study uses descriptive qualitative method. Policy communication is seen from threeimportant aspects of public policy communication, namely transmission, clarity, and consistency.Research informants are the head of the department, heads of departments, staff / executors, sub-districtheads, village heads and the approved community. Data collection uses interviews, while the analysistechnique used is an interactive model analysis from Miles and Hubernann. Based on the researchresults, conclusions can be drawn: (1) Information dissemination and information on populationadministration policies are given effectively to the sub-district and village / village governments and to thecommunity. (2) Population administration administration policy is clearly communicated to all partiesboth to the sub-district and village / village government and to the community. (3) Information orexplanation regarding population administration administrative policies submitted by officers inaccordance with what has been determined or stated in the policy, both according to administrativerequirements for each type of service, service procedures, service administration costs, service delivery,and matters the other.Keywords: Policy communication, Population administration services.

Abstract

The objectives of this reserarch were to study the effect of semen washing and soybean lecithinlevel on the motility and viability of ram spermatozoa stored at 5⁰C. Semen was collected from threemature rams by artificial vagina. Semen was evaluated by macroscopic and microscopic. Semen wasdivided into ten tubes, the semen of first five tubes was unwashed (W0) and diluted with extender 0%,1%, 2%, 3% and 4% soybean lecithin (L0, L1, L2, L3 and L4). Semen of another five tubes werewashed (W1) then each diluted with similar extender levels. The diluted semen samples were stored at5⁰C and the sperm motility and viability were evaluated each day. The interaction of the semen washingand soybean lecithin levels were no significant differences (P>0.05) but the single factor of soybeanlecithin level was significant differeNces (P<0.05) and the single factor of semen washing were nosignificant differences (P>0.05) on progressive motility and viability of ram sperm.The best extenderwas 3% soybean lecithin (L3) with the percentage of ram sperm progressive motility was 63.18 ± 3.61%and viability was 71.76±2.32%.

Abstract

The purpose of this rearch was to determine the organizational effectiveness of the East Mangoli DistrictGovernment. This research uses a qualitative descriptive approach. The organizational effectiveness of theEast Mangoli District government is seen from the five dimensions of organizational effectiveness, namelyproduction, efficiency, satisfaction, adaptation and development. The research informants were six people,namely the head of the sub-district, the head of the section, the staff / executor. Data collection usedinterview guidelines, while the analysis technique used was the interactive analysis model from Miles andHuberman. Based on the results of the data analysis, it was concluded that the effectiveness of thegovernment organization of the East Mangoli sub-district seen from the dimensions of production,efficiency, satisfaction, adaptation and development had not been maximized but was good enough. Basedon the research results, it can be recommended that: (1) To increase production, it is necessary to increasethe number of employees, increase the human resource capacity of employees through education andtraining; additional budget; and increasing the availability of work facilities and equipment. (2) Toincrease efficiency, it is necessary to utilize quickly and optimally the potential of employees' humanresources, budget / funds, and work facilities. (3) To increase employee satisfaction, it is necessary toincrease the fulfilment of intrinsic needs, especially employee welfare; (4) Increase responsiveness toevery external and internal development; and (5) To improve performance development, it is necessary toplan proper performance, increase the capacity and quality of human resources, and increase adequatework facilities, especially work technology equipment such as computers and their devices.Keywords: Effectiveness organization, government districts.

Abstract

The Bureaucratic Structure Reform Policy aims to streamline the existing structure, in this case it aims tostrengthen strategic functions that were not previously accommodated and accommodated by the newstructure and increase public satisfaction with the performance and services of the North SulawesiProvincial Social Service. However, these hopes have not been maximally achieved. Therefore, this studyis proposed to answer questions about the Impact of the Bureaucratic Structure Reform Policy in theSocial Service of North Sulawesi Province. In this study, using the policy impact theory from JamesAnderson, the impact of policy can be seen based on 5 dimensions that can be used as a benchmark.Expected policy impact (intended consequences). Policies may have an impact on situations or groupsbeyond the target or purpose of the policy being made. The impact of the policy is likely to have an impacton current and future circumstances. The impact on direct costs, direct costs speak of the direct costsincurred to finance public policy programs. Policies may also have indirect costs that are borne by societyor some members of society as a result of public policies, for example regarding anxiety, discomfort, costsof social chaos, satisfaction, or even aesthetic costs. In this study, using a qualitative descriptive researchmethod, namely through interviews with 8 informants in direct observation, and looking for documentsrelated to policy, assisted by recording devices and writing instruments. The results of this study generallyexplain that the impact of this Bureaucratic Structure Reform policy has not fully achieved the expectedresults.Keywords : Policy Impact, Bureaucratic Structure Reform.

Abstract

Abstract: The purpose of this study was to determine the influence of the Social Environment on CommunityEducation in Biontong I Village, East Bolangitang District, North Bolaang Mongondow Regency. Thisresearch uses quantitative methods. The study consisted of two variables, namely the social environment(family environment, school environment, community environment) as the independent variable andcommunity education as the dependent variable. Respondents of the study were 40 residents of Biontong IVillage, East Bolangitang District, who were taken using a proportional random sampling technique.Instruments and data collection techniques using a questionnaire and assisted by interview quides, andobservation. The analysis technique for testing the hypothesis used statistical analysis of multiple regressionand multiple correlation. The results of the study concluded: (1) The social environment (family environment,school environment, community environment) has a positive and significant effect on community education.This means that the better the conditions of the social environment, the better the conditions of publiceducation; (2) The social environment (family environment, school environment, community environment) iscorrelated and has a strong and significant power of determination on the development of communityeducation. That is, the condition of public education at the dominant level is determined by the conditions ofthe social environment.Keywords: Social Environment, Community Education

Abstract

Penelitian ini bertujuan untuk mengetahui Manajemen Strategis Pemerintah Desa dalamMeningkatkan Kualitas Pelayanan Publik di Desa Motoling Dua Kecamatan Motoling KabupatenMinahasa Selatan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan teknikanalisis data SWOT. Analisis Swot dilakukan dengan matriks Internal Factory Analysis Summary(IFAS) dan External Factory Analysis Summary (EFAS) untuk menunjukkan posisi organisasi saatini. Dari hasil analisis data tersebut pemerintah desa Motoling Dua saat ini berada pada posisi diantara sumbu Peluang dan Kelemahan yakni Kuadran III (Strategi W-O), dimana pemerintah desaMotoling Dua mendapatkan peluang eksternal tetapi di lain pihak ia menghadapi beberapakendala/masalah internal. Sehingga dalam kondisi yang demikian pemerintah desa perlu melakukanstrategi Turn around yaitu memperbaiki atau meminimalkan masalah-masalah internal organisasisehingga dapat merebut peluang dari luar tersebut dengan baik. Berdasarkan hasil analisis matrikSWOT ditetapkan enam isu strategi yang kemudian dilanjutkan dengan pengujian tingkatkestrategisan isu dengan Litmus Test dan melalui uji litmus terdapat 4 isu yang masuk dalam kategoristrategis yaitu isu tentang Meningkatkan kualitas SDM aparatur pemerintah secara berkala melaluipelatihan-pelatihan untuk mengatasi masalah dalam pelayanan publik, isu tentang Memanfaatkanteknologi dan media informasi dalam upaya meningkatkan kualitas pelayanan publik sesuai denganharapan masyarakat, isu tentang Menetapkan kebijakan dan peraturan yang jelas untukmeningkatkan kualitas pelayanan publik serta meningkatkan loyalitas aparatur dalam memberikanISSN 2338 – 9613JAP No. 103 Vol. VII 202177pelayanan melalui pemanfaaatan teknologi yang optimal) dan isu tentang Meningkatkan sarana danprasarana agar kebutuhan pelayanan publik yang semakin tinggi terasa nyaman dan terdapat dua isuyang memiliki tingkat kestrategisan cukup strategis berdasarkan hasil dari litmus test yaitu isutentang Meningkatkan sosialisasi tentang program pelayanan agar partisipasi dan kesadaranmasyarakat dalam pelayanan publik dapat meningkat dan isu tentang Meningkatkan koordinasi dankerjasama antar pegawai agar kebutuhan pelayanan yang semakin tinggi dapat terpenuhi sesuaidengan harapan masyarakat).Kata Kunci : Manajemen Strategis, Pemerintah Desa, Pelayanan Publik

Abstract

Dalam upaya meningkatkan minat baca masyarakat yang dijalankan oleh Pemerintah Daerah Kabupaten Bolaang Mongondow Timur melalui Dinas Perpustakaan Daerah Kabupaten Bolaang Mongondow Timur, tentunya membutuhkan strategi-strategi yang tepat dan sesuai dengan kondisi Dinas Perpustakaan Daerah maupun Kondisi lingkungan masyarakat. Tujuan dari penelitian ini adalah untuk mengidentifikasi dan menganalisis faktor-faktor strategi yang perlu dilakukan oleh Dinas Perpustakaan Daerah Kabupaten Bolaang Mongondow Timur dalam meningkatkan minat baca masyarakat. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Teknik analisis data yang digunakan adalah analisis SWOT (Strength, Weakness, Opportunity, Threat) dari Arnold (Fahmi, 2011). Berdasarkan analisis lingkungan dan eksternal terdapat beberapa kekuatan dan kelemahan dari dalam serta peluang dan ancaman yang sedang dihadapi oleh Dinas Perpustakaan Daerah. Kemudian berdasarkan hasil analisis SWOT terdapat 11 isu strategi yang dapat digunakan Dinas Perpustakaan Daerah Kabupaten Bolaang Mongondow Timur untuk meningkatkan minat baca masyarakat yang kemudian di uji dengan test litmus dan hasilnya hanya 5 isu strategi yang berkategori strategis yaitu Meningkatkan Pelayanan dengan mobil perpustakaan, Menambah jumlah mobil Perpustakaan keliling, Mengadakan festival gemar membaca, Mengusulkan kepada pemerintah daerah untuk membangun sarana dan prasarana yang memadai dan Meminta bantuan pengadaan Perpustakaan Digital kepada Perpustakaan Nasional. Abstract

The purpose of this study was to find out how public services during the COVID-19 pandemic were at theKema sub-district office in North Minahasa Regency. The research method used in this research isdescriptive research with a qualitative approach. Data collection in this study was conducted throughinterviews, observation, and document collection. Meanwhile, the data analysis technique used in thisresearch is qualitative with Agus Dwiyanto's approach. The core problem of this research is that the serviceat the Kema sub-district office has not been maximized. Based on the results of the study, it can be concludedthat productivity in the Kema sub-district office is not optimal, it can be seen from employees who are notproductive at work and inadequate infrastructure. The quality of service in public services at the Kema subdistrictoffice has not been optimal, it can be seen from the inappropriateness and inaccuracy of theemployees. Responsiveness at the Kema sub-district office has not been optimal, it can be seen from theemployees who do not respond. The responsibility at the sub-district office is quite optimal, this can be fromclear procedures and service standards. Accountability at the Kema sub-district office has not been optimal,this can be seen from the lack of clear information on costs and service times.Keywords: Service, Public, covid-19
