Abstract

ABSTRACT: As stipulated UU.No.32 PP.No.72 2004 and 2005 that the Village Consultative Body (BPD) is an element of governance village with village government, and function establishes the rules the village with the village head, supervise the implementation of regulations and decisions village heads, also serves and share their aspirations is intended to answer the question the extent to which performance of BPD in carrying out its functions and authority in the District of North Oba Tidore Islands.This study used qualitative methods. Informants in this study as many as 16 people were taken by purposive in four villages, the village Ampera, Galala, Gosale, and Bukit Durian, consisting of the village chief, chairman / member of BPD, chairman / LPM members and citizens. Instrument is the researcher's own research, collection using interview techniques. Data analysis with qualitative analysis techniques of Miles and Hubernann.The results showed: (1) The effectiveness of the implementation of the three functions and authority of the BPD generally been pretty good; (2) The level of efficiency of the implementation of the three functions and authority of BPD is already quite good (3) The level of responsiveness in the implementation of the functions and powers of the BPD has also been quite good; (4) The level of accountability in the implementation of the functions and authority of BPD has been quite good.Based on the results of these studies conclude that the performance of the Village Consultative Body in the District of North Oba in carrying out its functions and authority establishes the rules villages along the village chief, overseeing the implementation of regulations and rules the village head, and share their aspirations as well as society in general has been pretty good views of indicators of effectiveness, efficiency, responsiveness, and accountability.Based on the conclusion of the study, it can be put forward suggestions as follows: (1) To improve the quality of human resources performance of BPD and BPD leadership needs to be improved through training in the field of government management. (2) To improve the performance of BPD, the spirit and excitement of labor leaders and members of the BPD should be given adequate support. (3) To improve the performance of BPD BPD should be able to establish good cooperation and harmony with the Government of the Village and the Village Community Institution (LPM, and other PKK).Keywords: Performance, Village Consultative Body (BPD)

Abstract

ABSTRACT: UU no. 32 of 2004 and PP.No. 72 of 2005 mandated that the Institute forCommunity Empowerment (LPM) is a village community institutions that serve as aforum for community participation in the management of rural development as well asto encourage and create the access that rural communities more active role indevelopment activities. In fact the purpose of performing the functions of the LPM hasnot run optimally in most villages. On the basis of this research is to find out how theeffectiveness of the implementation of LPM function in rural development in the districtKepulauan Melonguane Talaud district.This study used a descriptive-qualitative .. Source data / research respondents were 60people who dianbil of various elements in the village. Gathering data usingquestionnaires and interviews open. Data analysis technique used was qualitativedescriptive statistical analysis.The results showed: (1) The LPM functions as a container reservoir and the voice of thepeople in rural development has not been effective. (2) The LPM functions as aninstitution of participatory village development planning has been carried out but hasnot been fully effective. (3) The LPM function in the implementation of plans /participatory rural development program is quite effective, but not optimalKeywords: effective discharge of the functions LPM, rural development.

Abstract

ABSTRACT: The purpose of this study was to evaluate the results and impact of policy PNPM Rural inDistrict Essang Talaud Islands. The method used is descriptive qualitative method. Informants were takenfrom PNPM Rural actors at the district level, the PNPM Rural actors at the village level, and the citizensPokmas members in several villages. Informants who were interviewed as many as 10 people. Datacollection techniques used were interviews. Data was analyzed using qualitative descriptive analysistechniques-interactive model of Miles and Hubernann.Based on research results ditariki conclusions: (1) The results of PNPM Rural in DistrictEssang generally pretty good views of some aspects such as: the allocation and disbursement of funds,the management / implementation activities and the realization of the activities. (2) PNPM Rural inDistrict Essang impact on poverty reduction seen from several aspects such as: pencipaan / increaseempowerment of the economy of the poor, creation / enhancement of independence of the poor, realize orimprove the quantity and quality of facilities prasanara basic social and economic community, increasethe participation of the various parties in efforts to reduce poverty, and increase the welfare of society orof poor households.Based on the results of this penellian then it can be recommended some suggestions asfollows: (1) the PNPM Rural Policy would that be continued by the present government's. (2) The resultsof PNPM Mandiri in Rural Areas that have been created / materialized during cerned shall continue to bemaintained and preserved to improve social welfare / poor households.Keywords: Results and Impact of Policy, PNPM Mandiri.

Abstract

Abstract: the quality of human resources holds an important role, because people involved in a flight not just pilots, butalso of other officers, including those responsible for the handling and inspection of aircraft research objectives this is tofind out the flight safety supervision of Sam Ratulangi Airport by the Airport Authority Region VIII Manado.This research uses qualitative approach method. This research is focused on the efforts and actions undertaken to achieveaviation safety at the airport, both preventive (preventive supervision) as well as the repressive nature of the (repressivesupervision). Informants in this study is taken from the elements directly related to aviation activities at the airport: AirportAuthority, airlines, and passengers on the plane.The results showed that the repressive surveillance carried out by doing the monitoring, inspection, and direct assessmentof all aspects/fields related to aviation safety at the airport be scope the duties and functions of the Office of the AirportAuthority Region VIII Manado as flight safety, aircraft, flight navigation services activities, the fulfilment of standardscertification flight navigation areas, emergency response documents aviation security, the implementation of permitapproval routes to and from airports, satisfy the standards activities of the Airport related services, service air freightactivities, implementation of the Flight Approval (FA), the implementation of permit route, implementation of air transportfares, and against environmental management of airports. Repressive supervision over all aspects related to the safety ofthe flight not been fullest. The constraints of the repressive surveillance also is the limited human resources Office of theAirport Authority Region VIII Manado either in quantity or quality, of the means of implementing surveillanceinfrastructure is not yet fully available/are met; and coordination with related parties has not been fully realized properly.The implications of the results of such research is the need to increase the number of employees of the Office of the AirportAuthority Region VIII Manado, improve the quality of human resources officers, and improve coordination with the bestthere is at the airport, The study also shows that although the oversight of aviation safety Sam Ratulangi Airport by theAirport Authority Region VIII Manado is still not a maximum, but with preventive and repressive supervision performedduring this have been able to improve flight safety guarantees. Based on the research of aviation safety assurance at SamRatulangi airport, makin good as realized by decreasing the number of accidents of air transportation; decrease in the levelof air transport security disruptions; increasing the performance of the service of air transportation facilities andinfrastructure; and increasing air transportation service. This means that if the role of the Office of the Airport Authorityin the oversight of aviation safety can be enhanced or maximized, then certain flight safety will come true better yet.Keywords: surveillance, aviation safety, the Airport Authority

Abstract

ABSTRACT : Since 2011 the municipality of Manado implement programs or Universal CoverageUniversal Health Insurance, which is the social protection program in the field of public health to ensurethe city of Manado who do not have health insurance. in respect of it, this research to know "how theuniversal coverage program implementation in health care in hospitals. Prof. Dr. RD Kandou Manado.Research using qualitative methods. in this case the universal coverage programimplementation seen / observed by using the four critical variables in the model of implementation of thepolicy of Edward III, Communications, Resources, Disposition, and Bureaucratic Structure. informants inthis study were taken from: Program Implementation Unit (4 people), Dr Kandou (4 people) andCommunity (4 people). Data collection with interactive model analysis techniques of Miles andHubernam.The results showed: (1) Communication between the program managers, health careproviders and community groups performed well targeted and effective; (2) HR and financial resourcesfor adequate implementation provided; (3) Disposition (commitment and consistency) implementprograms and health care providers are good / high; and (4) The bureaucratic structure well ordered andeffective.Based on these results it can be concluded that the implementation of universal coverage(Jamkesta) in health care at the Hospital Prof. Dr. RD Kandou run properly and effectively see the factorof communication, resources, disposition and bureaucratic structure.Conclusions based on these results suggested still need to improve the implementation of the universalcoverage program to make it better.Keywords : implement programs or Universal Coverage Universal Health Insurance

Abstract

The work environment is one of the factors that affect the performance of employees. An employee whoworks a work surroundings that support that an employee to work optimally will produce a goodperformance. However, if instead when an employee is on a work environment that does not support suchas lack of facilities, unsafe workplaces, noisy and hot then it is certain performance results employees willbe low. This research method using quantitative research i.e. research which analysed the data instatistics with the aim to find out whether the work environment affects employee performance. Datacollection is done by way of spreading the now at 63 employees then the data processed using the SPSSversion application 22. Work environment positive and significant effect on performance clerk GirianSubdistrict. Which means that the better work environment physical and non physical then theperformance of employees. The work environment has a fairly strong correlation and significantly to thedevelopment of the performance of government employees Girian Subdistrict. Suggestions in this study isthe importance of improving the atmosphere of the working environment is good and conducive in raisingemployee productivity and expected the Government Town of Bitung can maintain and improve thephysical work environment and non-physical.Keywords: work environment, performance , Employees.

Abstract

ABSTRACT: The program of Neighborhood community-based Environment (PLPBK) isbasically an advanced interventions within the framework of a strategy of intervention UrbanPNPM Mandiri. The activities of PLPBK give priority to the harmonisation of synergies betweenthe regional programme, the community and the groups concerned in the process of structuringthe environment independently and sustainable settlements.This research aims to know the effectiveness of PLPBK Program Settlements on thevillage's of northern Titiwungen, Sario Subdistrict in the City of Manado. This study usesqualitative methods. Informants in this study are 11 people. Data collection instruments andtechniques used are guidelines for interviews and assisted with interviews and observation.Measuring the effectiveness of this program using the theory of Barnard in Prawisentono with 9indicators measuring effectiveness i.e. the clarity of purpose, clarity of program strategy goalachievement, a program of steady policy formulation, drafting of appropriate programs, theprovision of facilities and infrastructure, operational effectiveness, functional programseffectiveness, the effectiveness of the objectives of the program and the effectiveness of theprogram target.The results of this study claimed that using the 9 indicators in measuring the effectivenessof an environmental Setup program Neighborhood-based Community votes is effective enough.Thus it can be concluded when the effectiveness of an environmental Setup program communitybasedSettlements in Kelurahan of northern Titiwungen of the City of Manado, has been runningquite effectively.Key Words: Effectiveness of programs

Abstract

Abstract: Organization of the Government is required in order to have a good quality of work so it can be and start working professionally as well as strengthening the power of lowering public sector organizations. The ability to be competitive can only be shown through the mastery of technical work including mastery of modern technology which is currently the main requirement for being tlah each organization in order to increase productivity and competence the Organization publicly. The purpose of this research is to know the role of the head of the Organization of the Government in the construction of subdistricts in Southeast Minahasa Regency Ratahan. this method used in this research is the way is the qualitative research methods. Qualitative research is used in order to examine the conditions of natural kujungi which is its current status is a key instrument of liquid. The results showed that the role of the head of the Organization of the Government in building the village s good, them is head of s do become basic tasks and functions as leader in Ratahan. In this case the construction of the quality of work the employee s felt by his servants, ranging from the enforcement of discipline with tighter again, his goal in order to get good quality employees and professionals in and start working. The construction of the ability technically, is head of giving encouragement and continue to encourage every employee to update any ability they possess skills to more developed again. Coaching in the use of technology by providing training in operating computers and technology tools to another. Abstract: This research aims to explain the impact of government policy in improving living standard of people in the NainIslands of North Minahasa Regency, in order to improve the welfare of the people. This research uses descriptive methodof qualitative approach, and data collection technique done by observation, interview technique and documentation.Number of informants is 12 (twelve) persons. This research focuses on government policy in the field of entrepreneurship.The analytical techniques used are qualitative analysis models of interactive models from Miles and Huberman. Abstract

Tujuan penelitian ini adalah untuk mengetahui bagaimana efktivitas pendidikan dan pelatihansumber daya aparatur di Kantor Camat Kawangkoan Kabupaten Minahasa. Penelitianmenggunakan metode kualitatif. Informan penelitian sebanyak delapan orang Aparatur/PNS KantorCamat Kawangkoan. Pengumpulan data primer dengan teknik wawancara; sedangkan analisis datamenggunakan teknik analisis kualitatif model interaktif dari Miles dan Hubernann. Berdasarkan hasilpenelitian dapatlah ditarik kesimpulan : (1) Pendidikan dan Pelatihan sumber daya aparatur efektifdalam meningkatkan pengetahuan aparatur tentang tugas dan jabatan serta organisasinya, sehinggatugas dan jabatan dapat dipahami; (2) Pendidikan dan Pelatihan sumber daya aparatur efektif dalammeningkatkan keterampilan aparatur khususnya dalam mengambil keputusan, dan keterampilanteknis pelaksanaan tugas pekerjaan, sehingga tugas dapat dilaksanakan dengan cepat dan tepat;(3)Pendidikan dan Pelatihan sumber daya aparatur efektif dalam meningkatkan/mengembangkansikap kerjasama, semangat kerja, tanggung jawab, dan kejujuran aparatur. Berdasarkan kesimpulanhasil penelitian direkomendasikan : (1) Diklat Jabatan (diklat pim, diklat teknis, diklat fungsional)harus diberikan kepada semua aparatur yang memenuhi persyaratan pada setiap jenjang diklat; (2)Diklat Teknis harus diberikan sesuai atau relevan dengan bidang tugas aparatur yang bersangkutan;(3) Pengembangan sikap aparatur melalui diklat perlu mendapat penekanan pada kurikulum diklat.Kata kunci : efektivitas, pendidikan dan pelatihan, sumber daya aparatur.ABSTRACTThe pupose of this study was to find out how the effectiveness of education and training of the apparatusof at the Kawangkoan Sub-district Office in Minahasa District. Research uses qualitative methods. Theresearch informants were eight apparatus/Civil Servants at the Kawangkoan Sub-districy Office. Primarydata using interview techniques; while the data analysis techniques from Miles and Huberman. Besed onthe result of the study, conclusions can be drawn : (1) Education and training apparatus resourceseffectively increases apparatus knowledge abaut the tasks and potitions and organizations, so that taskand potitions can be uderstood; (2) Education and training of apparatus resources effectively improveapparatus skills especially in making decisions and technical skills in carrying out work tasks so that taskscan be carried out quickly and precisely; (3) Education and Training of apparatus resources is effective inimproving/developing the attitude of coorperation, work spirit, responsibility and honesty of apparatus.Based on the conclusions of the research it is recommended : (1) Potition education and training(leadership education and training, technical education and trainin, functional education and training )must be given to all qualified personnel at every level of education and training; (2) Technical trainingmust be given according to or relevant to the field of duty of the apparatus concerned; (3) Thedevolopment of attitude of the aparatus through training needs to be emphasized in the trainingcurriculum.Keywords : effectiveness, education and training, apparatus resources
