ABSTRACT :Management Information System (SIM) is very important for an organizationseen in relation to the importance of information for everyone who lead units or managerialfunctions, especially in decision making. However, no SIM have not been effectively managedand utilized for decision-making at many institutions or government offices. Connection with theforegoing, this study is intended to determine the effect on the effectiveness of managementinformation system decision-making in Manado City Secretariat.The research method used a quantitative method. Source of data / research respondents were asmany as 36 employees were taken at random from the elements of leadership (assistant, headsection and subsection heads) and executive employees / staff at the Regional Secretariat of thecity of Manado. The type of data that is collected primary data collected using questionnairesand assisted with interview guide. The analysis technique used for hypothesis testing is statisticalanalysis of linear regression and product moment correlation.Statistical analysis showed: (1) Variable regression coefficient of the effectiveness ofmanagement information system decision-making is a positive and very significant meaning and(2) The correlation coefficient and the variable power of determination of the effectiveness ofmanagement information system decision-making is high / strong and significant.Based on the conclusion of research results, the effect of management information systems andcorrelates of high and significant impact on the effectiveness of decision-making in Manado CitySecretariat; means that the level of effectiveness of decision-making in Manado City Secretariatat the dominant level is influenced or determined by the management information system (SIM)is executed.Based on the conclusion of the study suggested: (1) The quality of the information submitted tothe management / leadership for making a decision must always be guaranteed (the latest /current, complete, accurate), so the decision is always right (2) The information required byleaders to decision-making purposes should be available at all times, so that at any time requiredcan be met on time.Keywords: Management Information Systems, Decision Making.

Small business sector has been recognized as having a vital role in proving the nationseconomy. Because it is expected the government can give special attention to small businesses. Thisneeds to be done by the government because most businesses in Indonesia belloging to smallbusinesses. The phenomenon of the low quality of human resources for small businesses almostuniformly in all regions of Indonesia. This applies also for those belonging to small businesses in thedistrict. Because it attemps to foster the entrepereneurial spirit for small businesses is something thatshould be done to increase growth have to a little better so as to change the status of its business at thesame effect on the increase in their income.This study aimed to analyzed the relationship between theempowerment of small businesses to increase revenues in the District of Singkil in Manado City byusing purposive sampling and analysis of how to carry out the data collection isquestioner.Intepolation methods in order to predict the value of the variable income of smallbusinesses (Y) (Sudjana, 1983). By using statistical tools for data processing assisted by computersthrought the program SPSS version 20 for Windows.Factors strengthening human resources throughtthe provision of the venture capital loans partially contribute positively and significantly to the incomeof the small businesses.Keyword: Empowering Small Businesses, Increase Revanues

Abstract : In early 2014 the government held health insurance for all of society,namely the NationalHealth Insurance with the program implementing agency is the Agency Social Security Health.Institutionof Social Security health,is a helath insurance program for all people.In the program of social securityhealth agencies have determined a standard operating procedure for a smooth service to be provided.Inconnection with this research was to determine how to implementation of standard operating proceduresin the ministry of health of social security agencies in public hospitals Prof.Dr.Kandou.This study used a qualitative research method using four variables from the policyimplementation Edward George III consisting of communication, resources, disposition and bureaucraticstructure through interviews to 15 informants.Observation and document tracking aided additionalinstruments such as interview guides.Based on the results of the study show that the first variable communications programmanagers,service providers and the community is effective,human resources and adequate financialresources also,the third variable that is the dispositionof executing and caregiversviews of commitmentand consistency is good enough,and the last variable that the existing bureaucratic structure has beenarranged in accordance with the provisions in force.Based on the results obtained it can concluded that the implementation of standard operatingprocedure in the ministry of social security organizing body public healthhospital Prof.Dr.Kandou prettywell and runs fairly effectively viewed from four variables implementation of Edward III.Suggested shouldbe increased again in the effectiveness and efficiency of exsting standard operating procedures in theministry of social security agencies in order to become better health and quality.Keyword :Implementation, Standard Operating Procedures

Abstract: This study aims to determine and analyze the effect of job allowances on the quality of service apparatus in the Department of Investment and Integrated Service One Door Manado City. The research method is a quantitative research method, it is a research method based on the philosophy of positivism, used to examine the population or a particular sample. The sampling technique used is a saturated sampling technique in the Department of Investment and Integrated Services One Door Manado City there are 55 ASN. Data analysis techniques used are simple linear regression analysis and simple correlation analysis. Based on the results of analysis using correlation pearson product moment obtained correlation coefficient (r) = 0.566 while the coefficient of determination (r²) = 0.32. These results show that the coefficient of determination is 32%. Based on this result it can be explained that the improvement of service quality of apparatus is 32% while 68% is determined by other factors. Based on this research, the hypothesis presented can be accepted that there is a degree of linkage and determination of the work allowance to the quality of service apparatus in the Department of Investment and Integrated Service One Door Manado City. Based on the results of significance test obtained value tcount = 6.262 at significant level (α) = 0.05 with degrees of freedom (df) = n - 2 = 53, then ttable = 2.005. From the data it is obtained that tcount is greater than ttable where tcount 6.262 > 2.005. Then H1 is accepted and H0 is rejected. This proves that there is significant influence between work allowance to service quality of apparatus in the Department of Investment and Integrated Service One Door Manado City. Based on the results of the study, it can be concluded work allowance has a relationship and has a significant effect on the quality of apparatus service in the Department of Investment and Integrated Service One Door Manado City. This means that the work allowance is one of the determinants of the improvement of service quality of the apparatus.Keywords: Work Allowances, Quality of Service Apparatus

Abstract: The purpose of this research is to know the effectiveness of the Ministry on students whohad been given by the officers and employees that are on the honorary academic headquarters unsrat. In theframework of the management of higher education in accordance with the Government Regulation Number49 by 2013 about higher education, on article 11 explains that The Academic has the task of implementingthe service giver education, research and community service. In the framework of the management of highereducation in accordance with the Government Regulation Number 49 by 2013 about higher education, onarticle 11 explains that The Academic has the task of implementing the service giver education, research andcommunity service. So in this case can be in describing how the importance of the academic section at theUniversity of Sam Ratulangi.The research methods used in this research is qualitative, descriptive methods with gatheringtechniques by using the method of Observation and question form. as for the respondents/informants of thisresearch was 5 officers, five honorary degrees, and 10 students. So a Total of 20 people was the informant.The results showed that 50% of student respondents were not satisfied with the Ministry's officersthat there is the Head Office of academic Unsrat. According to this study of student dissatisfaction because ofthe way delivery of employee information on students who are less friendly and does not provide informationthat would be expected by the student convey information, both the study also shows that 50% of studentsrespond less well enough and with payment of tuition fee online because according to observation andresearch is less in case of disruption of students agree the internet is often the current payment of tuition feecan't be done and it is very detrimental for students. The results showed that students are less agree withclosing the online graduation registration 2 weeks before graduation day. Because of the internet studentopinions often have disorders that does impact on the clearance delay graduation by the student file.Referring to the discussion and conclusions on top then suggest employees should be able to provideservice and afford maximum to students because students are the main customers of the University of SamRatulangi. The friendly nature of the staff in providing service to give satisfaction in the student. Accurateinformation can be given to a student in any communication directly between the leadership with employeesfor example 1 Provost Academics should be down directly control and provide the latest information relatingto the existing services in the field of academic excellence in order to provide the information needed by thestudent is not Academic leaders can be expected to provide services manually for the payment of theregistration FEE, graduation and others in order to cope with the loss on students because in these days offrequent disruptions of the internet that could slow down the Affairs of the students ' needs.Keywords: Service, Effectiveness

The purpose of this study is to determine the impact of online transportation policies,especially online motorcycle taxis in the target group (entrepreneurs / online motorcycle taxi drivers), onconventional motorcycle taxi drivers and on the user community. Based on the research results, conclusionscan be drawn: (1) Online ojek transportation policy has the expected positive impact on the target group,namely increasing online ojek driver income and helping to improve the living standards / welfare of thefamily of online ojek drivers. (2) Online ojek transportation policy also has a positive impact on the widercommunity, which makes it easy to obtain cheap, convenient, safe, and fast transportation / transportationservices. But for conventional motorcycle taxi drivers, the presence of online motorcycle taxi drivers isconsidered to be detrimental to them because income is reduced. (3) Online ojek transportation policy alsohas a positive impact on the present and future conditions of the community, whereby the community's needfor public transportation services can be more fulfilled. (4) Online ojek transportation policy has a positiveimpact on the direct costs by the community which can reduce transportation costs; and (5) Online ojektransportation policy does not affect the indirect costs that must be borne by the community as a result ofthe policy because online ojek transportation does not have a negative effect on society.Keywords: policy, the impact of online transportation policy

Abstract: The purpose of this research is to know how participatory approach in rural development in TawaangVillage, Tenga District, South Minahasa Regency.This research uses descriptive-qualitative approach method. Participatory approaches are seen at all stages ofvillage development from planning, program implementation, monitoring, and program evaluation. Theresearch informants are head dea, head of BPD, head of LPM, community leaders/leaders, and villagers ofTawaang; a total of 8 informants. Data was collected using interview guidelines, while the analysis techniqueused was interactive model analysis from Miles and Hubernann.Based on the results of data analysis, the conclusions are drawn: (1) Participation approach in the planningstage of village development has been done quite well through village musrembang. (2) Participatoryapproaches in program implementation are better quality than at other stages. (3) The implementation ofparticipatory approach in monitoring program implementation is good enough. (4) The evaluation phase of theprogram has also adopted a fairly good participatory approach.Based on the results of the research, several suggestions may be put forward: (1) All representatives ofcommunity groups should be included in the village musrembang. (2) Villagers, especially community leadersand representatives of community groups should be included in the design of program implementation. (3)Community findings of monitoring / monitoring results should be taken seriously by the village government.(4) The village development program evaluation meeting should involve all components of the villagecommunity.Keywords : Participatory Approach, Rural Development.

The purpose of this study was to determine The Impact of The Hopeful Outreach Program inKema District, North Minahasa Regency.This study uses a qualititave-descriptive approach. The Impact of The Family Program is seen from thefour effects of public policy proposed by James Anderson and by Thomas Dye. Research informants were 4family hope program participants, 2 community members were not participants of the hope family program,and assistants of the subdistrict hope family program. Data collection uses interview guidelines, while theanalytical technique used is the analysis of interactive models Miles and Hubernann.The result of the study how : (1) family planning programs have a positive impact on the families ofparticipants in improving the health status of family members, improving family/ child education, providingsocial walfare for poor families with severe disabilities and the elderly, helping to reduce family expensesand increasing income family, as well as changes in family behavior and independence. (2) hope familyprograms have a positive impact on people who are not the target group. (3) family planning programs alsohave a positive impact on the condition of society now. (4) family planning programs do not have an impacton the direct costs of the program and on the indirect costs that must be borne bythe community as a resultof the family hope program.This study recommends suggestions : (1) the determination of family program participants’ expectationsshould be done correctly/accurately in order to unsure that the hope family program participants really arepoor and vulnerable families; (2) large amounts of family program aid allowances for every poor familyshould not be thr same, but adjusted to the same, but adjusted to the number of family members who aredependent. (3) hope family program participants who do not comply whit the obligations of health andeducation requirement must be given strict sanctions.Keywords : Policies, Family Hope Programs.

The aim of the research is to measure the impact of coastal reclamation on the social and economiccondition of fishermen in Sario Tumpaan. This research uses quantitative approach methods. The subjectof this study amounted to 30 of one group occupying the research site so that researchers took theconclusion to give Kuisoner to the 30 subjects. Data collection uses questionnaires and interviews, whilethe analytical techniques used are validity and reliability tests as well as the homogeneous test modelGhozali, 2011. Based on the results of the research that has been done by the authors, it can be concludedas follows: (1) based on the results of research that has been tested from some data with a population of 1organization and there are 30 people who are respondents. The Data obtained is declared valid or normaldistribution so it is feasible to proceed with a simple linear regression analysis test. (2) The socialeconomic erdahap of the fishermen of the city of Manado Mega Mas has been carried out quite well, it isseen from the results of the research scoring instrument that puts the reclamation variable to be in thecategory quite good until good. (3) reclamation has a positive and significant relationship and influenceon the social economy of the fishermen Mega City of Manado, which means the reclamation variable is afactor that determines the determinant of the socio-economic fishermen. ABSTRACT  Parliament Secretariat is device area that has the task of providing administrative serv ices to  the Parliament, so that the performance of the secretariat of the council will also determine the  success of the implementation of Council functions. This research is to answer the question " how  the performance of the North Sulawesi Provincial Parliament Secretariat in supporting the  implementation of the functions of Parliament.  Research using qualitative methods. In this case the performance indicators used are  effectiveness , efficiency , responsiveness , and accountability . Informants in this study were  drawn from officials and employees of the secretariat of Parliament and the leadership of  Parliament and North Sulawesi. Collecting data with interview techniques ; while the analysis of  data using interactive model analysis techniques of Miles and Hubernann .  The results showed : (1) the level of effectiveness is quite nice views of the successful  implementation of programs and activities that have been set, and the level of achievement of the  target outcomes; (2) the level of efficiency is quite good views of the use of the budget and the  utilization of human potential employees. (3) the level of responsiveness pretty good views of the  adjustability of programs and activities adopted by the council needs, the level of capacity to deal  with the increased volume of work, and the level of ability to cope with problems or obstacles that  arise in the implementation of tasks. (4) the level of accountability pretty good views of a system of  accountability that do good to the chairman of the board, to the leadership of the provincial  government, and public.  Based on the conclusions of the research results it is suggested to improve the performance  of the Provincial Parliament Secretariat North Sulawei  by doing things: (1) increase the  competence  of  human  resources  through  education  and  training  of  employees  technically  functional; (2) Improve the work motivation of employees by provid ing adequate incentives ; and  (3) improving coordination among organizational units and coordination with Parliament .  Keywords : performance , functions of Parliament
