Abstract

Abstract: Rank Promotion is an award given on work performance and dedication of civil servants of theState. Rank Promotion is the driving motivation for civil servants to further enhance the devotion incarrying out the task. This study was to determine the effect of the promotion system of work motivationoffice employee city land sliding.The method used in this research is quantitative method. Data and information collected throughquestionnaire techniques and equipped with observation techniques, source data / research respondents areall employees of the office of city land sliding as much as 24 people. The analysis technique used by a tableof frequency hypothesis testing, product moment correlation and simple linear regression.Based on the analysis, it is known that: the results of the analysis of the technique of analysis table (tableof frequency) note that the distribution of respondents to variable promotions that are in the category of"medium" to "low", but dominant terkategorikan "medium or medium with an average achievementamounting to 65.58%, while the motivation of employees varies from moderate to high, but tends to be inthe category of "moderate" with an average performance of 71.16%. Thus, it can be concluded that thepromotion of employee positive and significant effect on the motivation of employees working in the officeof city land sliding.Keywords: Rank Promotion, Work Motivation

Abstract

The purpose of this study was to determine the effect of participatory planning oncommunity participation in the Development of the Village of Toundanouw Satu Sub-district ToulToul Minahasa District of Southeast. This research uses quantitative methods. The researchrespondents were 30 people from Toundanouw Desa One community who were taken by randomsampling. The instruments and data collection techniques used were questionnaires and assisted withstructured interviews (interview quide). The analysis technique used to test the hypothesis of simplecorrelation statistical analysis or product moment chore. Based on the results of data analysis,conclusions can be drawn: (1) Participatory planning has a positive and significant impact oncommunity participation in village development. The better participatory planning in villagedevelopment, the higher the community participation. (2) Participatory planning in villagedevelopment has a correlation and a significant determination / determination power on communityparticipation. Significant changes in the level of community participation in village development aredetermined by participatory planning in village development. Based on these conclusions, it isrecommended that participatory planning in village development should involve all elements ofstakeholders in the community, namely not only village officials, BPD, and LPMD, and communityleaders / leaders, but also representatives of community groups in villages such as groups farmers,women's groups, youth groups, and others.Keywords : Participatory Planning, Village Development, Community Participation.

Abstract

Family Expectations Program implementation in Ranoyapo Regency of Minahasa in the South.Family Expectations Program implementation aimed to improve, welfare Families Beneficiaries throughaccess to education, health services, social welfare, and reduce the burden of spending and increase familyincome the poor and vulnerable, creating behavior change and independence Family Beneficiaries inaccessing health and education services as well as reducing poverty and inequalities, promoting the benefitsof formal financial products and services to the family Beneficiaries. In the implementation of theprogramme, has not been able to walk to the maximum. Therefore, the proposed research is to answer thequestion about Family Expectations Program implementation in South Minahasa Regency Ranoyapo. Inthis study the researchers used a model implementation of George c. Edward III, the implementation of thepolicy views of 4 variables that affect the implementation of the policy. Communication is an importantfactor in the success of a policy, including command and decision-making. Adequate resources eitherhuman resources or financial resources will have an impact on the degree of success of a policy. Thedisposition is the attitude that is owned by the application of ethics policy and commitment to making thispolicy work. Bureaucratic structure, namely the extent to which a range of control between leadership andsubordinate in implementing organizational structure. In this research uses qualitative research methods,descriptive, i.e. through interviews to 12 informants in direct observation, and search for documents relatedto the program, even before the study guidelines helped interview , and stationery to write. The results ofthis research are generally explained that the implementation of the Family Hope Program in SouthMinahasa Regency Ranoyapo has not run optimally.Keywords: implementation of policy, program, the family of hope

Abstract

The purpose of this study was to determine the implementation of the APB-Desa policy in Tobelos Village, South Mother District, West Halmahera Regency. This study uses a descriptive-qualitative approach. The implementation of the APB-Desa policy is seen from the four dimensions of implementation of public policy, namely communication, resources, disposition, and bureaucratic structure. The research informants were village heads and village officials, BPD, LPMD, female elements, elements of community groups, and community leaders, all of whom were 8 informants. Data collection uses interview guidelines, while the analysis technique used is the analysis of interactive models from Miles and Hubernann. The results of the study show: (1) The implementation of the APB-Desa policy seen from the dimensions of communication is not optimal. Communication between the village government, BPD, LPM in the establishment and implementation of the APB-Desa is still weak. APB-Desa socialization to the community is still lacking. (2) The implementation of the APB-Desa policy seen from the dimension of human resources is still less supportive. The human resources of some village officials are quite good, but have not been optimally utilized for the implementation of the APB-Village properly. (3) The implementation of the APB-Desa policy seen from the disposition dimension is still weak. Commitment and consistency in implementing the APB-Desa properly and correctly is still lacking. The level of democracy in the establishment and implementation of the APB-Desa is also lacking. (4) The implementation of the APB-Desa policy seen from the dimensions of the bureaucratic structure is still not optimal. The mechanism and procedures for implementing the APB-Desa are clear, as well as the division of labor, but implementation is still often not appropriate. Keywords: Policy Impetetation, APB-Village.

Abstract

A case study on the implementation of welfare policies in the District senior South Tanimbar West Southeast Mollucas district. This study used qualitative methods. Data sources / informants were interviewed as many as 16 people consisting of 3 officers / employees of Department of Social Welfare and Labor. Head South Tanimbar. 3 village heads and 6 elderly people are not potential and the data collection process using interview techniques. The results show that the implementation of welfare policies in the District senior South Tanimbar. Southeast Moluccas  regency west wanted not run well there are some obstacles / barriers in the implementation process of budget constraints. lack of technical guidance. lack of facilities and infrastructure for implementing companion. and delays time. It can be concluded that the process of policy implementation assistance in the District senior South Tanimbar West Southeast Moluccas district has not been effective. So it can be suggested: (1) Local Government or the Department of Social Welfare who directly carry out the process of division in their local villages to prevent cuts or misappropriation of find and on target. (2) need additional find for infrastructure supplicants executive assistant in elderly aid policy implementation (3) the government should work just as well with the post offices so that the process is not delayed disbursements of time. (4) the government should provide special orphanage for the elderly who are not potential in channeling funds to a more focused and targeted in providing assistance. Abstract

AbstrakTujuan penelitian adalah untuk mengetahui partisipasi masyarakat dalam perencanaan pembangunandesa di Desa Tanjung Una Kecamatan Taliabu Utara Kabupaten Pulau Taliabu.Penelitian ini menggunakan metode pendekatan kuantitatif. Informan penelitian ini sebanyak 10orang (Kepala Desa, Ketua BPD, Ketua LPM, Kepala Dusun, tokoh masyarakat, perwakilankelompok masyarakat, dan warga Desa Tanjung Una. Pengumpulan data menggunakan pedomanwawancara dan observasi; teknik analisis yang digunakan adalah model interaktif dari Miles danHubernann.Berdasarkan hasil analisa data ditarik kesimpulan bahwa partisipasi masyarakat dalam perencanaanpembangunan desa masih kurang/rendah. Masyarakat desa belum banyak berpartisipasi padapenyusunan dan pembahasan RPJM dan RKP, baik secara langsung ikut melalui musrembang desa,maupun secara tidak langsung melalui perwakilan masyarakat seperti tokoh-tokoh masyarakat danperwakilan kelompok-kelompok masyarakat.Masih rendahnya partisipasi masyarakat disebabkandisatu pihak oleh masih rendahnya kesadaran, dan kepedulian terhadap kegiatan perencanaanpembangunan desa (musrembang desa); dan di lain pihak karena masih kurangnya akses dankesempatan yang diberikan kepada masyarakat desa untuk dapat ikutserta dalam musrembang desa.Penelitian ini merekomendasikan : (1) perlu dilakukan sosialisasikan kepada masyarakat tehtangpelaksanaan musrembang; (2) Pemerintah desa hendaklah memberikan akses yang luas kepadamasyarakat desa untuk berpartisipasi; dan (3) BPD dan LPM hendaklah lebih berperan aktifmendorong masyarakat desa untuk berpartisipasi dalam perencanaan pembangunan desa melaluimusrembang desa.Kata Kunci: Partisipasi Masyarakat, Perencanaan Pembangunan Desa

Abstract

the purpose of this research is to know the health service in Puskesmas Ilu Puncak Jaya Regency PapuaProvince.The concept used is four dimensions of excellent public service namely the speed of service, service accuracy,service accuracy, and service quality. This research uses quantitative method. The research informants werefour officers / employees of Ilu Puskesmas and four community members. Data were collected using interviewguidelines, while analytical techniques used were interactive model analysis from Miles and Hubernann. Basedon the results of data analysis, the conclusions are drawn: (1) The speed of service is still low. The communityof service users often waits for hours to get health care because service personnel are often late for hours towork, often not even working for days. (2) The accuracy of service is still low. The timing of service deliveryand completion is always inappropriate. The service procedure does not work properly because the officer /employee is not disciplined and lacks responsibility in providing service well. (3) Accuracy of service is still low.Health services are made improvised by the condition of facilities and equipment that are less / inadequate.There is no guaranteed assurance of service to the public or the patient. (4) Quality of service is still low. Theprocess of the implementation of the service has not gone well and has not been in accordance with the needsof the community.Based on the conclusions of the research results are recommended: (1) Puskesmas staff must be disciplinedin terms of working time (hours of work-going and attendance on every working day). (2) Need to improvediscipline and responsibilities of employees / officers. (3) It is necessary to increase the commitment andcompetence of officers / officers. (4) Need improvement of facilities and equipments and provision of adequateservice facility, improvement of officer / employee competence, and improvement of motivation throughimprovement of welfare of officer / officer.Keywords: Health Service Puskesmas

Abstract

The purpose of this research is to know the supervision of the Department of Transportation in ParkingManagement in at the National Unity Park (TKB) Manado City in terms of supervision in the management ofparking framework of efforts to increase comfort of the community in the management of parking, supervisionitself based on Regulation No. 3 of 2011 Manado City Transportation Agency as the authorized and responsibleparty to arrange and manage parking. This research uses descriptive method of qualitative approach, and datacollection technique done by observation, interview technique and documentation. Number of informants asmany as 9 people. In this research, we use supervision process theory according to Situmorang and Juhir inSiagian 2008 which is the supervisory process approach includes 2 indicators as follows (1) direct control,covering (a) direct inspection, (b) on the spot observation, (c) on the spot report , (2) indirect control, including(a) oral reports, (b) written reports. The result of the research shows that the supervision of the TransportationAgency in Parking Management at the National Unity Park (TKB) of Manado City is not yet maximal or not yetgood, it can be seen in direct monitoring either direct inspection, on-site observation, on-site report according tofield observation according to informant officers not often conduct direct monitoring, which officers onlyroutinely do billing retribution’s parking every day.Keywords: Supervision Dapertement of transportasi, in Parking Management

Abstract

ABSTRACTTo realize the discipline of civil servants UU.NO.43 1999 mandates the need enactment ofgovernment regulations regarding the discipline of civil servants. In connection with it will emergeGovernment Regulation No. 53 of 2010 on Discipline of Civil Servants civil service discipline. This studyis intended to engetahui bagamana Impementasi the policy in Parliament Secretariat North Sulawesi, andthe extent of the impact of the implementation of that policy to increase employee discipline.This study uses research kualtatif.informan taken from elements of leadership and the elements of staff /executive secretariat in the northern Sulawesi Provincial Parliament, entirely as many as 15 peopleinformer. Insrumen in this study is the researchers themselves, while collecting data using techniques ofdata wawancara.analisis dilaukan with anaisis techniques Qualitative interactive model of Miles andHumbernann.research results conclusions: (1) Implementation of policy discipline PNS (PP.53 in 2010) has beendone with good views of pnting dimension of public policy implementation model of Edward III, kususnyacommunication factor (socialization) policies, and disiposisi (koitmen and consistency ) implementing thepolicy. In concrete policy implementation PNS discipline shown by some reality; socialization rules ofdiscipline, commitment and leadership to menerepkan mengakan disciplinary regulations, adnya efforts toraise awareness of employees to implement the provisions of the discipline as well as creating a culture ofdiscipline, and the enforcement of disciplinary punishment consistently; (2) Implementation of policydiscipline has given a positive dampa to increased discipline seen from increased adherence and provisionof personnel to the provisions concerning the obligations and prohibitions applicable to civil servants Yngsebagaiman stipulated in the PP. 53 out of 2010.Based on the conclusion of the study put forward suggestions: (1) the implementation of civilservice discipline policy should be more emphasis on the progressive increase in awareness that willmanifest pure discipline; (2) the employee should be encouraged to have a high commitment andconsistency in applying the rules of discipline of civil servants.Keywords: Policy Implementation, PNS Discipline Policy

Abstract

The purpose of this research is to determine the motivation impact of village governmentapparatus in Wasian village of Dimembe district of North Minahasa Regency.This study uses a descriptive-qualitative approach method. Work motivation is seen from the sixdimensionalwork motivation of Hezberg. The research informant of the village head, village secretary, headof affairs, and the Dusun/guard heads. Data collection uses interview guidelines, while the analyticaltechniques used are interactive model analyses of Miles and Hubernann.Based on the results of the study concluded: 1. The motivation of the government apparatus of Walianvillage is generally still less maximum. Acceptable allowances have not been able to realize the high workingmotivation among village government officials. 2. The motivation of the village government apparatus toachieve high achievement is still lacking/low. The village apparatus works as it is without pursuingachievements. 3. Motivation to work the village government apparatus to gain recognition of the results ofwork is still lacking/lower. The village apparatus works as it is and does not think of recognition of theresults of work/achievement. 4. Motivation to work the village government apparatus to get a task whoseresponsibility is greater still less/lower. 5. Motivation for the work of village government apparatus to gainprogress on the results of the work is still low. The village government apparatus only works according toexisting assignments, and does not work to pursue progress. 6. The motivation to work the villagegovernment apparatus to gain the opportunity to develop knowledge and skills in the implementation oftasks is also low, because the opportunity for it is also very rareKeywords: Work motivation, village government apparatus
