Abstract

AbstractThe existence of NGOs in the village is expected to play a role to support ruraldevelopment both direct and indirect, indirectly through the implementation of their ownprograms as well as directly through participation or involvement in rural developmentactivities undertaken by the village government. The role of NGOs in supporting ruraldevelopment can also be realized in their role as the aspirations channel of thecommunity, as a media that connect the communication between the government andthe community, as a media for mobilizing community participation in development, andas a public controller of the development in the village. Therefore, this study wasconducted to the extent of the role of NGOs in supporting rural development in thedistrict of South Pamona.This study used qualitative methods. Sources of data or informants drawn fromgovernment districts, village government, community organizations or LPMD in thevillage, leaders or community members, and administrators or managers of the NGO inthe sub-district / village, entirely as many as 13 people. Data collection is using interviewtechniques. While the analysis of the data using qualitative techniques.The results showed: (1) NGOs that exist and operating in South Pamona subdistricthas been proved in supporting rural development through programs andactivities that they are perceived to support the progress of the village, and providebenefits to rural communities, especially the target of the NGO itself. (2) The role ofNGOs in supporting rural development through their role as as the aspirations channelof the community, as the communication bridge between government and community, asa media for mobilizing community participation in development, and and as a publiccontroller of the development in the village, it can be realized but generally still limitedto their organization or they only focus for the members or target of the NGO itself. Theresults of these studies may lead to the conclusion that the existence of NGOs operatingin the community or village level, can really play a useful role in supporting ruraldevelopment.Based on the study results, it is suggested that the implementation of programsand activities must be adapted to local conditions, so that NGOs should coordinate withlocal authorities in this case can be the head of district or village in the preparation ofthe program implementation.Keyword(s): The role of NGO, Rural Development

Abstract

Abstract: The implementation of village governance requires more optimal handling on the aspect of RuralApparatus Human Resources, in improving the competence of village head and village apparatus. In termsof management, it is necessary to increase the capacity of village government in village developmentplanning and budgeting, village financial management, village head leadership, village policy formulation,and village services. Based on the problems presented, this study aims to determine the competence of theVillage Head in the administration in the Village Tounelet Kakas District Minahasa District This researchuses qualitative method, which is a contextual research that makes man as an instrument, and adapted to areasonable situation in relation to data collection which is generally qualitative. The result of the researchshows that the competence of Tounelet Village Head in the administration of village government is seenfrom the competence of knowledge and attitude competence is good enough / adequate; But seen from thecompetence of skills and skills are still inadequate.Keywords: Village Head Competency, Government Implementation

Abstract

Abstract: Law No. 6 of 2014 on the village of securing that one function of BPD is a supervisory institutionin the village. The purpose of this study was to determine how the oversight function of BPD in theimplementation of rural development in the district Galela North Halmahera.Research using qualitative, methods. Informants were taken from the elements associated with theimplementation of development in villages, the village government (village head), BPD, the villagecommunity institutions (LPM, PKK and others), and residents of rural communities. The totally number ofinformants there are as many as 12 informants.. data collection by interviewing techniques; while the dataanalysis using analytical techniques interactive model of Miles and Hubernann.Based on the results of the study it can be concluded that the supervisory function of BPD in theimplementation of rural development in the district Galela North Halmahera has been implemented fairlywell, but not maximum views of as many as fourteen dimensions of the implementation of the supervisoryfunction used in this study.Based on the conclusions of the research results it is necessary to put forward suggestions: (1) BPDshould strive to carry out oversight functions professionally and objectively without influence or interventionfrom the chief. (2) MRD should be people who have good skills in aspects of knowledge / education,experience, mental attitude, and have a commitment and integrity in running duties and functions assupervisory institutions in the village. (3) BPD should be supported by local villagers in performing its dutiesand functions; and therefore it must be good cooperation between the BPD and villagers.Keywords: supervision functions, BPD, the implementation of rural development.

Abstract

Abstract: This study aims to explain the effectiveness of building permit services at the One Stop Investmentand One Stop Service (DPMPTSP) in Manado City in order to improve public services to the public. Theeffectiveness of building permit services is a means to measure the success of service on DPMPTSP inManado which refers to the applicable regulations. The licensing service is carried out by DPMPTSP ofManado City based on Manado's mayoral regulation No. 4 year 2017 on licensing and non-licensing inDPMPTSP Manado City. This research uses descriptive method of qualitative approach, and data collectiontechnique done by observation, interview technique and documentation. Number of informants as many as 8people. In this research, the effectiveness measurement is seen from the process approach according to Lubisand Huseini, where in this process approach include 5 indicators as follows (i) service efficiency, (ii) serviceprocedure, (iii) employee responsiveness, (iv) Coordination between leadership and subordinates, (v) facilitiesand infrastructure. The result of the research shows that the building permit service at DPMPTSP of ManadoCity is not yet maximal or not yet effective, this can be seen in the settlement of the construction permit whichis not on time, inadequate workspace infrastructure, the lack of technical team resulted in more workload,and there is still a lack of clarity in the procedures for maintaining the building.Keywords: Effectiveness, Service, Building Permit

Abstract

The implementation of the regional autonomy law in force since 1999, actually had the basicconcept based on potential, preferences, and the aspirations of a democratic secarah area with include therole of the local community. one of the potential development and natural resource conservation throughecotourism which is a form of tourism that very closely with the principles of conservation, even in thedevelopment strategy of ecotourism is also using the strategy of conservation, ecotourism is thus very preciseand berdayaguna in maintaining the integrity and authenticity of the ecosystems in the area. Therefore,who became the Program's Implementation Strategy is the research of ecotourism in the city of Manado.This research uses Qualitative Research Methods using SWOT analysis. Analysis of internalfactors of yield factors of strength and weakness. Strength (Strenghts). the potential Natural touristdestinations, training or training for the improvement of HUMAN RESOURCES, Event or activity sectorof tourism, the presence of public awareness related to tourism, and the creation of access roads to thetourist destinations. Factors of weakness (Weakness), namely the lack of budget, lack of capital/humanresources expert at bidannya, Less the maximum transport facilities and infrastructure, the presence ofbeach reclamation in the Bay of manado, the lack of a Government policy or regulation that sustainprograms of ecotourism. External factors the factors generating opportunities and threats. A factor ofopportunity (Opportunities) that the development of information and technology, the growth of hotels andinns, and the presence of investment from outside. Factor threats (Threats), namely the existence of touristdestinations elsewhere, Adanaya negative issues in the city of Manado, and the existence of a naturaldisaster.Based on the SWOT analysis, the set of six strategies, namely: increase in the productivity of thetourism sector, increased promotion and competitiveness of the tourism sector, the development potential ofthe natural tourist destinations and the improvement of the management of access to information, openspace cooperation with investors, create a policy that supports the implementation of development in thefield of tourism, human resources and recruiting experts in the field of tourism development.Keywords: implementation strategies of ecotourism in Manado city, the SWOT.

Abstract

ABSTRACT: Government Regulation No.41 Year 2007 on the regional organization mandates that thearrangement (restructuring) subdistrict government organization must meet the criteria ofeffectiveness, efficiency, and rationality. In connection with the PP.19 of 2008 on the organization ofthe District shall determine the amount and type of organizational units of the district governments.The purpose of this study was to determine the effectiveness of the organizational restructuring ofgovernment policies Malalayang districts.Research using qualitative methods. Informants were taken from the sub-district government officialsMalalayang the sub-district office as many as 8 people. Data collection by interview; while the analysisof data using analysis techniques interactive model of Miles and Hubernann.Based on the results of the study conclusion: (1) Restructuring Malalayang subdistrict governmentorganization in accordance with the policy set forth in the PP. No. 41 Year 2007 and PP. 19 In 2008, interms of the large / number of work units and other types of units organaisasi (Section and Section)formed. (2) Restructuring Malalayang subdistrict government organization meets the criteria ofeffectiveness, efficiency, and rationality as working unit was formed (sections and sub-sections) are allcustomized to menyelenggaraan duties and functions of district governments that have been defined.(3) Restructuring government organizations Malalayang districts can realize or improve theeffectiveness of the duties and functions of district governments both general duty of the governmentand the task of handling the affairs of local autonomy meaningful public service delegated by theMayor.Departing from the conclusion of the study is the need to put forward suggestions: (1) OrganizationMalalayang district governments that exist today based on this research meets the criteria ofeffectiveness, efficiency and rationality. But in the future would need to be adjusted according to thedevelopment problems in society. (2) The policy of restructuring government organizations districtsshould be coupled with the preparation of qualified personnel resources. ABSTRACT : The agricultural sector is the dominant sector of national and regional development regarding the role of agriculture in employment, income generation and social welfare, economic growth and the creation Domestic gross regional product (GDP ) and foreign exchange through exports. Therefore, the research is the analysis of Strategy to Improve Agricultural Sector Development In Tondegesan In the village of the District Parent Kawangkoan Minahasa .This research used Qualitative Research Methods using data analysis techniques SWOT. Analysis of internal factors produce factors strengths and weaknesses. Strengths factors is fertile Potential Land Resources, Commodity excels as a primary requirement, Human Resources 75,06% is Farmer, Having a farmer institution, farmer group businesses management, and Strategy of market place. Weakness factors is Lack of support for government benefits, Farmers have limited access to capital, lack of control from PPL, Lack of Knowledge and Skills Farmer, limited facilities and infrastructure, Weak Agricultural Technology. External factors generating opportunities and threats factors. Opportunities factors is market needs, The development of the fertilizer industry, agroindustrial production machine tool industry, and Technological Development. Abstract: Currently there is no doubt that in the era of globalization there is no doubt have demanded a lot of change, improvement and increased in various fields. If connected to the human resources needs to be an increase in the quality of labor and the ability to be able to independently and compete. Among one of the aspects relating to human resources, which must be considered by the agency is working motivation of employees (employees) is the willingness of employees to concentrate all its efforts for the agency.Motivation is increasingly important because of the leadership of the subordinates to share the work done well and directed to the goals previously set. Leadership in motivating employees should realize that humans have a willingness to work hard in the hope he will be able to meet the needs and desires of his work. In carrying out its work, the employee does not carry out all the work yourself, but sometimes it takes a good cooperation among employees in completing a job. In this case, leaders must encourage and stimulate the motion (working willingness) employee to perform a job that was his duty so that they are motivated to work as best as possible and be able to improve the productivity of their labor. It is worth noting because human labor as a man who can not be driven away, but living beings who have feelings, needs, desires and mindset alone.In improving organizational performance in a wide range of internal and external aspects, in other words Motivation determined on their relationships with the various aspects that come from individual employees themselves, as well as from outside the individual. This study found that the motivation factor, turns out to have a close relationship and significant impact on the workings of employees / educators. Abstract: Potential Development of Human Resources is very important in order, improve the quality ofpersonnel who are competent and capable of carrying out duties as civil servants and even the community.Human resource development can be done by means of education and training of both the education andin-service training as well as education and training positions as stipulated in Government Regulation No.101 of 2000 on Education and Training. To determine the potential development of human resourcespersonnel in Sarmi, in this study was conducted using qualitative informant number as many as 10 people.Efforts Potential Development of Human Resource Apparatus in Sarmi is done by means of education andin-service training and occupation is already running but is not optimal, it is because first, the RegionalEmployment Board Sarmi as implementing education and training is still less put through an evaluation ofthe results of education and training ; Secondly, there is still a shortage of teachers (widyaswara) so this isone of the obstacles in the implementation of education and training in Sarmi.To realize the potential of human resources personnel in Sarmi, the strategic steps that must be done isnecessary to evaluate the implementation of education and training, and should be pursued additionalteaching staff (widyaswara) in order to expedite the implementation of education and training nets. Abstract

The purpose of this research is to know the effectiveness of village administration administration in TobelosVillage, Ibu Hal District West Halmahera District. This research uses quantitative approach method. Theeffectiveness of village administration administration is seen from the three indicators of organizationaleffectiveness proposed by Gibson that is production, efficiency, and adaptation or flexibility. The researcher isthe Village Head, Head of Administration Affairs, Head of Development Affairs, Chairman of BPD, Chairmanof LPM, Chairman of RT 02, and a community figure, totaling 7 people. Data was collected using interviewguidelines, while the analytical technique used was interactive model analysis from Miles and Hubernan.Based on the result of data analysis, it is concluded that the effectiveness of administration administration ofTobelos village seen from the indicator of production, efficiency, and adaptation / flexibility is still not good.Based on the results of research can be recommended suggestions: 1. Quality of human resources of villageheads and village apparatus needs to be improved through training or upgrading. 2. The sources of villagegovernment's financial revenue such as ADD and other sources of revenue mandated in Law No. 6 Year 2004should be optimized. 3. Village Heads and Village Devices should be provided with a fixed income and adequateallowances. 4. Working facilities at village head offices need to be adequately provided for the smoothimplementation of village apparatus tasks.Keywords: Effectiveness, Administration, Village Goverment.
