Abstract

ABSTRACT: Background: The public service as any service, either in the form of public goods and publicservices that, in principle, be the responsibility of central or local government agencies in an effort to meetthe needs of the community or the implementation of the provisions of the legislation. Integrated one-stopservice is one of the government's efforts in improving the quality of public services particularly related tolicensing services. Quality of service required permission billboards as one of the factors that drive thesuccess of a particular company to improve its business. Methods: Using qualitative research methodswith the aim of this study was to evaluate the results of policies permit services advertisement onIntegrated Licensing Service Agency of Manado. Data collection techniques in this study throughobservation or field notes directly to the location of research, conduct interviews and documentation.Discussion: The results of the evaluation showed that service policies permit billboards in BP2T has notbeen equally effective because there are still some things that are not as it should be such a lack ofcoordination with the technical team, the level of satisfaction is not maximized, the realization of thetargets which have not been optimal, human resources are still less . Conclusions: Policy billboard permitservices already shown good results but not maximum so there is still room for improvement for the nextyear so that the results achieved can be maximized.Keywords: Evaluation of Public Policy, Permit Services Advertising.

Abstract

Abstract : The internal environment is the overall factor in the organization and the activities of theorganization. In the study are two main problems, namely the environmental conditions and the level ofemployee performance in organizations. The study tries to show the influence of the organizationalenvironment on employee performance in Tuminting district, Manado city . This study uses a quantitativeapproach with descriptions and explanations. Data sources or respondents of this study are all employeesof the district office Tuminting, numbering 32 people. Data was collected through a questionnaire andengineering survey using observation techniques. Analysis of the data involved using a simple correlationanalysis technique and simple regression. The results of the data analysis: 1.the environmentalorganization at the district offices in Tuminting is based on the opinions of respondents in the categoriesand are likely to be high or medium.2.Employee performance is likely to be low or medium.3.Theregression coefficient of the variable work environment on employee performance is positive andsignificant and the correlation coefficient of determination is also. Based on the results of data analysis itmay be concluded that the environmental organization, working environment is significantly positive inthe office at Tuminting, Manado city. From the conclusion of the study it is suggested that theorganization’s leaders, in particular the leader of Tuminting district, are able to create conditions of acondusive working environment and stimulate morale of the employees and also the need for concreteefforts of local governments to create the conditions for a better working environment.Keywords : Environmental organization, Employees Performance

Abstract

ABSTRACT: Although the discipline rules of civil servent is dearly and distinct define the obligations andprobubitions, but the fact shows that there still a lot of discipline violations done by the civil servent. The purpose ofthis research is to find out the influence of discipline on employee?s work achievement of the social services indistrict of West Halmahera. The type of this research is exploratory research with quantitative approach. Theresearch sample are 35 respondents drawn by random at the social services in district of west Halmahera. For thedata collection used questionnaire and interview technique.The data analysis tehniques used statistic analysis of linear reqression and product moment correlation.Based on the data analysis is thengwen coclusions as follows : (1). The discipline has a funcional relationship orpositive influence and significant as wel as shape or linear pattern on employee?s work achievement of the socialservices in district of west Halmahera. That, the increasing of the work achievement. (2). The discipline has acorrelation and the significant determination forwards the development on employee?s work achievement of thesocial services in district of west Halmahera.That, the more discipline, the more it gets achievement. Based on the conclusions is then developed somesuggestions as follows : (a). The preventive discipline needs to be improved on employee?s of the social services indistrict of west Halmahera. For that, the coaching of discipline is necessary to do continuously. (b). The repressivediscipline needs to applying for the employee?s who violate the rules of discipline. Abstract

Abstract: It has been understood that a policy is created because there is a goal to be achieved. Without goals, thereis no need for policy so the goal becomes the first element of a policy. Good policy has a good purpose. Excellentservice to the Society becomes and eminent issue in the implementation of its duties and responsibilities within thebureaucracy of increasing the level of knowledge of Society. Despite the influence of Globalization, the old patternsof government administration are no longer compatible with the changing social life of the Society, whichencourages researchers to examine, Local Government Policy in the implementation of e-ID card service inPyramid District.The method used in this research is descriptive method of analysis, with data collection through questionnairesurvey and interview with the information giver that is needed in this research is Society in Pyramid District whichtake care of e-KTP, KK and Birth Certificate and data analysed descriptively descriptive analysis with Descriptivestatistics.The results of the research show that: (1) The application of the principle of Transparency and Accountabilityattitude in the implementation of Public service in Pyramid District Not yet optimal / Still in very low level not inaccordance with the expectation of Society in four. (2) The productivity of District Government in policymaking isnot appropriate on the target according to the standard of Public Service and even the Vision and Mission in theDistrict. (3) The quality of government work Pyramid district in the implementation of duties and responsibilitiesis not too optimal in the low category is not yet able to match the expectations and desires Society. Researcherscleared the conclusion that the policy in the service delivery as a servant of the state in Pyramid District Office hasnot been implemented as expected by Society. Abstract

Abstract: Government Regulation 42 of 2004 on Life Coaching Corps and the Code of Conduct for civil servants, explicitly and clearly stated ethical obligation for civil servants in carrying out official duties. But in reality there is still the attitude and behavior of civil servants that do not fit. This research is to answer the question "to what extent the application of ethics of civil servants in the discharge of public service personnel in the sub-district office Wanea Manado.Research using qualitative methods. In this case the application of ethics of civil servants visits of eight indicators: (1) carry out the duties and powers according to the provisions; (2) establishing a work ethic to improve performance; (3) comply with and adhere to operational standards and obedient labor; (4) ensuring cooperatively work in realizing the efficiency and effectiveness; (5) sought to develop competencies and creative and innovative thinking in the implementation of tasks; (6) accountable in carrying out the task; (7) responsive, open, honest, and accurate, and timely in completing tasks; (8) use of resources in an efficient and effective organization; Informants in this study were officials and staff at Head Office Wanea, as many as 10 people. Data collection by interview; while data analysis using interactive model analysis techniques of Miles and Hubernann.The results showed that the application of ethics of civil servants of eight indicators that can be applied to everything is pretty well by the public service personnel in the sub-district office Wanea, but not optimal.Based on the results of these studies conclude that the application of ethics of civil servants specified in the PP. No. 42 of 2004 has not been optimally performed by the apparatus of public services in the sub-district office Wanea Manado, but generally has been good enough. Based on the conclusions of the research results can be put forward suggestions to improve the application of ethics among civil servants in the public service apparatus, as follows: (1) need more intensive socialization of the PP. 42 of 2004 to the whole apparatus of public services (2) enforcement of civil etika needs to be improved by implementing a consistent and objective sanctions against any ethics violations.Keywords: Application, Ethics, Public Service.

Abstract

The purpose of this research is to know how the effectiveness of coordination in governance in KecamatanMalalayang Manado City.This research uses quantitative approach method. Informant of this research as many as 8 people that isMalalayang Sub-district Head, 4 people Leadership / Elements UPTD Department, and 2 Head of VerticalInstitution in work area Kecamatan Malalayang, and 1 Lurah. Data was collected using interview guidelines, whilethe analysis technique used was interactive model analysis from Miles and Huberman.Based on the results of data analysis, it is concluded that the coordination of government administration inKecamatan Malalayang viewed from the dimension of communication, the dimension of cooperation, thedimension of synchronization, and the dimension of integration / unity of action has not been optimally realizedeffectively but it is good enough.Based on the results of the research can be recommended: (1) Communication between work units in thekecamatan can be improved by the implementation of coordination meetings and other meetings regularly orperiodically, and the delivery of clear and timely information about the program / activity plan and itsimplementation to all work units which exists. (2) Cooperation among work units can be enhanced by creatingcooperation forums. (3) The synchronization of programs / activities can be enhanced by conducting joint planningactivities. (4) Integration / unity of action can be enhanced by arranging together the program / activity plan andits implementation.Keywords: Coordination, Implementation of District Government.

Abstract

Proses formulasi dalam analisis kebijakan selama ini kurang mendapatkan perhatian. Kajiananalisis kebijakan publik yang ada selama ini menitikberatkan pada kajian tentang implementasi danevaluasi kebijakan. Hal ini terbukti dengan minimnya publikasi penelitian terkait formulasi kebijakan saatini. Padahal formulasi kebijakan adalah langkah awal yang sangat krusial, namun selama ini jarang sekalikajian terkait formulasikebijakan. Maka penelitian ini dimaksudkan untuk meneliti bagaimana PemerintahProvinsi Sulawesi Utara merumuskan kebijakan untuk menyelesaikan konflik antara transportasi onlinedengan transportasi konvensional di daerah Sulawesi Utara, yang nantinya apakah tahapan ini bisamemberikan solusi yang benar terhadap masalah yang benar atau justeru memberikan solusi yang salahterhadap masalah yang benar. Pada penelitian ini peneliti memfokuskan pada perumusan/formulasikebijakan pemerintah Provinsi Sulawesi Utara dalam menyelesaikan konflik yang terjadi antaratransportasi online dengan transportasi konvensional. Adapun pendekatan teori yang digunakan yaknikonsep Winarno (2012: 122-125), Winarno mengemukakan tahapan formulasi kebijakan terdiri dari:perumusan masalah (defining the problem), Agenda Kebijakan, pemilihan alternatif kebijakan untukmemecahkan masalah, dan tahap penetapan kebijakan. Dalam proses formulasi Rapergub tentangAngkutan Sewa Khusus Pemerintah Sulawesi Utara melalui Dinas Perhubungan telah merumuskanmasalah menjadi tiga poin yaitu penetapan wilayah operasi,tarifdan rencana kebutuhan kendaraan/kuota.Setelah konflik yang terjadi antara transportasi online dengan transportasi konvensional, masalah tersebutdisepakati masuk dalam agenda kebijakan. Rapergub yang sifatnya mendesak dari pemerintah ProvinsiSulawesi Utara saat ini tidak membuat atau tidak memiliki alternative-alternatif kebijakan. Penetapankebijakan yang merupakan tahap akhir dari proses formulasi kebijakan ini pun belum bias terlaksana yangdisebabkan pada tanggal 12 September tahun 2018 Mahkama Konstitusi telah mencabut ataumembatalkan PM 108 tahun 2017. Pemerintah Sulawesi Utara dalam merumuskan Rapergub tentangAngkutan Sewa Khusus terlihat kurang serius dan kurang komperehensif, karena tidak dilibatkannyaDinas Komunikasi dan Informatika selaku salah satu actor kunci dalam perumusan Rapergub tersebut,dan ini pun berdampak pada hasil pembahasan rumusan masalah yang hanya menempatkan transportasionline dalam bingkai angkutan umum yang dimana seharusnya transportasi online diletakkan padabingkai angkutan sewa khusus.Kata Kunci : Formulasi Kebijakann, Transportasi Online, Transportasi Konvensional

Abstract

Abstract: The supervisory function is an essential part of the management process Operational Assistance(BOS). The purpose of this research is to find out how the supervisory functions of the Fund Schooloperational assistance (BOS) by Education Office city of Manado. The research method used is descriptivequalitativemethod. The location of the research on select three SDN from SDN 04 Manado, Manado, andSDN 21, SDN 100 Manado. Informant research as many as eight people: Head of education city of Manado(one person), the management team School operational assistance BOS from city Education Office (oneperson), Headmaster (three people) and a school Committee/student parents People (three people) datacollection Techniques used are interviews. Data analysis was done with a descriptive-qualitative analysistechniques, interactive model of the Miles and Hubernann. Based on research results drawn conclusion: Thesupervisory function and Operational Assistance School by the education service Manado well implementedthrough the use of the means/methods of supervision that exists: the implementation of the technicalinstructions consistently BOS by schools, socialization and coaching against the school in the managementand reporting of the Fund's School operational assistance (BOS), monitoring or monitoring on a regularbasis, the implementation of the reporting system by the BOS of the school funds on a regular basis, and theevaluation of the implementation of the Fund's School operational assistance (BOS) at the school. Referringto the conclusions of the study results presented suggestions: (1) to be more effective the supervisory functionsof the Fund's boss, let the Manado City Education Office parties set the school superintendent accompanyingthe management team School operational assistance (BOS) in doing the monitoring and supervision of fundmanagement School operational assistance (BOS) at school. Abstract

Current conditions indicate that the personnel of the apparatus is very far from what should be displayed by the personnel of the current apparatus which shows low professionalism, including KKN practices involving apparatus, inappropriate numbers, services for convoluted communities living in patron patterns, clients, less creative and innovative. According to the theory of Mustopadidjaja (2003), the aim of implementing bureaucratic reform is to improve bureaucratic performance to be more effective and efficient, the creation of bureaucracies that are professional, neutral, transparent, democratic, independent and have integrity and competence in carrying out their duties and responsibilities state servants, good and clean government, free from KKN and improve the quality of services to the community. While the quality of public service is the quality of service for bureaucrats to the community that is able to meet the desires or needs of the customer / community. Sinambela (2006: 6-8). For the sake of the realization of an ideal government, the bureaucracy must be a servant of the community. One of the important tasks of the bureaucracy is to provide excellent service for the community. Therefore good public service is one measure of the success of bureaucratic reform. In this study using quantitative research methods and data collection techniques using questionnaires / questionnaires for primary data collection distributed to all employees totaling 36 while the community amounted to 36 so the total sample is 74 people. The results of the study generally explain that there is an effect of bureaucratic reformation on the quality of public services in the Population and Civil Registration Office of the city of Manado, but the changes have not been significant.Keyword: Bureaucratic reform, Quality of public services

Abstract

Abstrack; Police compensation policy in the current environment is expected to boost theperformance of the police. The aim of research to determine the effect of compensation policies on theperformance of police officers at the police station Bitung.This study uses quantitative methods. Sample of respondents were taken with stratified randomsampling technique (based on class rank) of 10% (50 people) of the population (504 police officers Bitung).Collecting data using questionnaires / questionnaire and assisted with interview techniques. The analysistechnique used is the inferential statistical analysis is linear regression and correlation product moment.The result showed: (1) the regression coefficient of variable compensation policies on theperformance of police officers Bitung is posifive and significant. (2) the correlation coefficient and thecoefficient of determination variable compensation policies on the performance of police officers was highand significant Bitung.Based on the results of the data analysis is concluded that the compensation policy Polri positive andsignificant impact on the performance of police officers at the police station Bitung.Departing from the conclusions of the study results suggested: (1) compensation policy within thepolice force now needs to be continued, but there needs to be improvement in some kind of allowance. (2)Improvement in environmental compensation National Police must be balanced or accompanied by anincrease in performance of the members / officers.
