Abstract

This study examines the performance of internal archival supervision within the Riau Islands Provincial Government amid digital archival transformation. Although archival management has shifted toward electronic systems, supervisory practices and archival audits remain largely manual and administrative. The study aims to analyze the effectiveness of internal archival supervision, identify implementation challenges to strengthen supervisory systems. This research employed a qualitative descriptive approach using interviews, observations, and documentation involving archivists, government officials, Internal Archival Audit Reports (LAKI) verifiers, and archival from several Regional Government Organizations (OPD). Secondary data were obtained from LAKI, archival regulations, and related literature. Data were analyzed using the Miles and Huberman interactive model. The findings show that internal archival supervision has not adapted optimally to digital transformation. Based on George R. Terry’s supervisory theory, the stages of setting standards, measuring performance, and correcting deviations are still dominated by administrative and compliance-oriented approaches. Although several agencies have implemented SRIKANDI, supervision is still conducted manually through physical document verification and conventional audit procedures. Consequently, monitoring and evaluation remain fragmented and less effective in providing real-time control. Major obstacles include limited digital integration, insufficient archival human resources, weak follow-up mechanisms, and inadequate institutional support. The study concludes that digital archival transformation must be accompanied by integrated digital supervisory systems, competency enhancement, and institutional strengthening to support adaptive and sustainable archival governance.

Abstract

This article aims to look at community participation in implementing Dumai City Act Number 10 of 2008 concerning livestock and pets, namely  what impacts arise and what sanctions will be received if they do not comply and what are the anticipatory actions of the breeders so that they will not suffer losses in the future. This study is a qualitative research categorized as sociological juridical research. The data analysis was conducted using descriptive analysis. The results showed that the breeders (livestock farmers)’ lack of understanding on the regulations that had been set was one of the obstacles arising in the implementation of the law. It is hoped that the related parties involved in this Regional Regulation understand the legal sanctions and the impacts that arise from any disobedience acts. From various community backgrounds and in terms of educational factors, cultural factors, geographical aspects, and facility factors, it appears that the government's role in creating all aspects involved in jointly implementing this regional regulation is requiredBesides, breeders must implement these regional regulations as a form of anticipatory action; thus, such livestock and pet activities will not harm themselves and their environment.

Abstract

Dumai City Hospital activities center on community satisfaction. Improving the quality of health services is accomplished by enhancing the elements whose goal is to promote patient satisfaction. Several issues were discovered throughout its deployment, which became essential notes in carrying out its community activities. As a result, the purpose of this research is to examine service implementation, community satisfaction, and the effect of service on community satisfaction at the Dumai City Hospital. The study used a quantitative technique with 164 respondents and data analysis, especially descriptive statistics. The study's findings revealed that there was an impact of service on community satisfaction at the Dumai City Hospital. The advice given is to enhance the guaranteed waiting time for services that will be provided to patients, particularly in the acts of doctors at the Outpatient Polyclinic, in order to prevent complaints from the public due to the long wait to be serviced by a doctor. Furthermore, continue to enhance the skills of all staff so that they can better serve the community.

Abstract

The digitalization that has occurred has changed the way universities in Indonesia implement the learning process. The government's push for e-learning the best solution for students and lecturers to carry out their learning activities. The emergence of a series of innovative findings related to online learning would certainly provide the government with insight into formulating regulations in the face for Students in the Coastal Area. The findings of research on the usage of information technology are not limited to universities as service providers, as well as on the student intentions of technology users. This paper will investigate how students intend to use e-learning in in the Coastal Area. Quantitative approach was conducted in Riau Island Province, involving 150 students. The main construct of the UTAUT Model, was studied and tested with Structural Equation Modeling. The results of the analysis show that only Facilitating Conditions and Trust have a positive and significant effect on the intention to use e-learning. The study suggests to government should prioritize improving the equitable distribution of technological infrastructure and internet accessibility, particularly in coastal areas, small islands, and border regions within the Riau Islands Province.

Abstract

Digital transformation within the public sector has driven a shift in procurement systems from manual procedures toward electronic-based services. One manifestation of this digitalization is the adoption of the e-Catalogue system in local government procurement processes. This study aims to examine the use of the e-Catalogue in supporting the transformation of procurement governance from a digital governance perspective in the Government of Bintan Regency. A qualitative approach with a descriptive method was employed. Data were collected through interviews, observation, and documentation involving officials engaged in the local government procurement process. The findings indicate that the use of the e-Catalogue contributes to accelerating procurement administrative processes, improving access to information on products and suppliers, and enhancing transparency and oversight, as all activities are digitally recorded. The implementation of the electronic system also encourages a shift in bureaucratic work patterns toward more structured and information technology–based practices. The effectiveness of e-Catalogue implementation is influenced by system usability, officials’ experience, socialization and training support from the procurement service unit (LPSE), and government policies on procurement digitalization. However, several challenges remain, including internet network disruptions, server instability, and varying levels of digital competency among officials in operating the system. The archipelagic geographic conditions further affect the quality of regional digital infrastructure. This study emphasizes that the adoption of the e-Catalogue is not merely a technical administrative innovation, but also reflects a broader transformation of governance toward a more efficient, transparent, and accountable digital government system.

Abstract

This study extends the Unified Theory of Acceptance and Use of Technology (UTAUT) to explain why citizens frequently abandon digital public services despite substantial government investment in e‑government platforms. It focuses on Riau Province, Indonesia, and positions User Satisfaction as a central mediator linking four UTAUT antecedents—Performance Expectancy, Effort Expectancy, Social Influence, and Facilitating Conditions—to actual usage behavior. Adopting a deductive quantitative design, the research uses a stratified random survey of 240 e‑government users and analyzes the data with PLS‑SEM, supported by rigorous tests of reliability, validity, common‑method bias, and predictive relevance. The model explains 80.1% of the variance in User Satisfaction and 80.2% in User Behavior, indicating strong explanatory and predictive power. Results show that Performance Expectancy, Social Influence, and Facilitating Conditions significantly increase satisfaction, while Performance Expectancy, Facilitating Conditions, and User Satisfaction itself are key direct predictors of continued use. User Satisfaction also mediates the effects of performance expectancy, social influence, and facilitating conditions on behavior. Although Effort Expectancy is not statistically significant at the 5% level, it exhibits the largest effect size on satisfaction, underscoring the structural importance of ease of use. Theoretically, the study validates an under‑explored affective pathway in mandatory settings; practically, it offers a roadmap for shifting from technology‑centric to citizen‑centric digital governance.

Abstract

The community service program conducted in Mapur Village, Bintan Pesisir District, Bintan Regency, represents a concrete effort to address various strategic challenges faced by local communities in optimizing their regional potential. This program was implemented through a series of systematic stages involving active participation from both the community and local stakeholders. The main objective of this activity was to map and develop the potentials of Mapur Village through a participatory approach that positions the community as the primary agents of development. The methods employed included field observation, Focus Group Discussions (FGD), pre-tests, and post-tests to assess the community’s level of understanding regarding their local potentials. The pre-test results indicated that only about 5% of the population were aware of existing potentials beyond the fisheries and tourism sectors. The study further identified several other promising potentials, such as local culinary industries, handicrafts and the creative economy, youth involvement, and the contribution of migrant villagers, all of which play strategic roles in driving economic and social development. Therefore, community-based potential mapping serves as an essential foundation for realizing an independent, competitive, and sustainable rural development model in coastal areas.
