Abstract

This study examines the application of administrative ecology in the formulation and implementation of sustainable economic policies at the local government level in Gorontalo, Indonesia. Administrative ecology provides an analytical lens to understand the interaction between institutions, socio-cultural values, and environmental contexts that shape policy outcomes. The study is motivated by the challenges of balancing economic growth with environmental conservation and social equity in resource-dependent regions. Using a qualitative case study approach, data were collected through document analysis, field observations, and interviews with local stakeholders. Findings reveal that sustainable economic policy in Gorontalo is significantly influenced by administrative ecology factors, including institutional capacity, local leadership dynamics, and community participation. The integration of ecological, social, and economic considerations remains partial, often constrained by political cycles, limited financial resources, and fragmented inter-agency coordination. Nevertheless, innovative practices such as community-based resource management and multi-stakeholder collaboration have emerged as adaptive strategies. The study contributes to the literature on public administration and sustainable development by providing empirical evidence from Gorontalo. Practically, it highlights the need for strengthening institutional synergy, enhancing participatory governance, and aligning regional development plans with the principles of sustainable economics.

Abstract

This article analyzes inter-agency synergy in Indonesia through e-Government as a foundation for collaborative governance. The study investigates how digital governance creates coordination, interoperable data exchange, and transparency among ministries and government agencies, and maps the collaborative challenges that impede implementation. Using a qualitative descriptive approach based on policy analysis and literature review, the paper synthesizes Indonesia’s SPBE (Electronic-Based Government System) policy regime, national initiatives such as Satu Data Indonesia and GovTech (INA Digital), and recent scholarly findings on collaborative and agile governance. Findings indicate that e-Government enhances synergy through integrated platforms, shared standards, and institutionalized coordination, yet progress is uneven due to bureaucratic silos, fragmented legacy systems, regulatory ambiguity at the technical level, cyber-security risks, and human-capital gaps. The paper argues that sustained leadership, a national interoperability framework, trust-based data governance, and capability development are decisive enablers. The implications highlight the need to institutionalize cross-agency stewardship, align performance metrics with collaboration outcomes, and embed agile routines to adapt to fast-changing technologies.

Abstract

Penelitian ini menelusuri dinamika ekologi administrasi dalam konteks tata kelola politik daerah dengan fokus pada pemerintahan daerah Gorontalo. Konsep ekologi administrasi menekankan adanya keterkaitan dan saling ketergantungan antara sistem administrasi dengan faktor sosial, politik, ekonomi, budaya, serta lingkungan yang memengaruhi implementasinya. Menggunakan pendekatan kualitatif melalui studi dokumen dan wawancara mendalam, penelitian ini mengungkap bagaimana tata kelola pemerintahan di Gorontalo dibentuk oleh faktor-faktor ekologi seperti nilai budaya, tradisi politik, karakteristik geografis, serta struktur sosial ekonomi. Hasil penelitian menunjukkan bahwa ekologi administrasi menjadi kerangka penting dalam memahami interaksi antara struktur politik formal dan jaringan sosial budaya informal. Kearifan lokal berupa adat dan nilai religius berperan signifikan dalam membentuk perilaku politik, proses pengambilan keputusan, dan efektivitas administrasi. Namun, tantangan ekologis seperti keterbatasan sumber daya, hubungan pemerintah pusat dan daerah, serta pengaruh global menghadirkan hambatan yang memerlukan strategi tata kelola adaptif. Penelitian ini menegaskan bahwa penerapan pendekatan ekologi dalam tata kelola daerah dapat meningkatkan akuntabilitas, inklusivitas, dan keberlanjutan, serta memperkaya kajian ekologi administrasi dalam konteks politik lokal di Indonesia.

Abstract

Peraturan Kapolri Nomor 14 Tahun 2015 berfungsi sebagai acuan dalam penyelenggaraan pendidikan di SPN. Peraturan ini mengatur berbagai aspek terkait pendidikan kepolisian, termasuk kurikulum, pengajaran, dan kompetensi instruktur. Penelitian ini ditujukan untuk menganalisis bagaimana implementasi Peraturan Kapolri Nomor 14 Tahun 2015 dapat berkontribusi pada peningkatan kualitas pendidikan di SPN. Penelitian ini menggunakan pendekatan kualitatif jenis penelitian deskriptif yang dilakukan SPN Polda Goorontalo. Teknik pengumpulan data meliputi observasi, wawancara dan dokumentasi yang dianalisis dengan model interaktif Miles dan Huberman melalui tiga tahapan: reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi, serta diuji keabsahannya melalui triangulasi sumber dan metode. Hasil penelitian menunjukkan bahwa implementasi kebijakan kualifikasi tenaga pendidik di SPN Polda Gorontalo menunjukkan pola yang kuat secara formal dan normatif, namun lemah pada pemerataan kapasitas operasional.

Abstract

The purpose of this study was to determine and analyze (1) the effectiveness of the Marriage Management Information System (SIMKAH) program in the administrative services of the Office of Religious Affairs (KUA) Marisa District, Pohuwato Regency, and (2) the factors that determine the effectiveness of the Marriage Management Information System (SIMKAH) program. ) in the administrative service of the Office of Religious Affairs (KUA) Marisa District, Pohuwato Regency. This study uses a qualitative approach. The technique used to obtain the data is the technique of observation, interviews and documentation. Data analysis techniques are carried out through data collection, data reduction, data presentation and conclusion drawing/verification. The process of checking the validity of the data is carried out through diligent observation and triangulation. The results of this study are (1) the SIMKAH program at the KUA administration service, Marisa District, Pohuwato Regency has not been effective; (2) the factors that become obstacles in realizing the effectiveness of the SIMKAH program are (a) the number of human resources that have not met the needs and lack of technical training for operators, (2) inadequate service support facilities both quantitatively and qualitatively, (3) system maintenance information has not been carried out regularly, and (4) the factor of public awareness of the use of SIMKAH is still low.

Abstract

Public service plays a fundamental role in fulfilling citizens’ rights and needs within modern governance systems. The increasing complexity of social, economic, and technological changes has encouraged the transformation of public administration paradigms. This study aims to analyze the evolution of public service paradigms from Old Public Administration to Network Governance, identify the key characteristics of each paradigm, and explain the shift in values and the role of the state in public service delivery. This research employs a qualitative approach using a literature review method by examining various academic sources related to public administration theories and public service governance. The analysis was conducted through content analysis and comparative analysis to identify conceptual developments and paradigm differences in public administration. The results indicate that public service paradigms have evolved from hierarchical and rule-based governance toward more collaborative and participatory governance models. Old Public Administration emphasizes bureaucratic hierarchy and administrative control, New Public Management focuses on efficiency and performance-based management, while New Public Service highlights citizen participation and democratic values. The most recent paradigm, Network Governance, promotes collaboration among government, private sector, and civil society in addressing complex public issues. These findings suggest that contemporary public administration increasingly adopts a hybrid governance approach that integrates elements of various paradigms to enhance the effectiveness and responsiveness of public service delivery.

Abstract

This article traces the evolution of modern public administration from Weberian rational bureaucracy to contemporary ideas of adaptive bureaucracy. We synthesize four classic books and eleven peer‑reviewed journal articles to map paradigm shifts from traditional bureaucracy to New Public Management (NPM), New Public Governance (NPG), digital‑era governance, complexity leadership, collaborative governance, and organizational resilience. Using an integrative literature review, we (1) compare core design logics (structure, coordination, decision rights, and accountability) across paradigms; (2) distill a five‑pillar conceptual model of adaptive bureaucracy—ambidextrous structure, agile learning processes, networked/collaborative governance, data‑driven/digital capabilities, and resilience/risk governance; and (3) advance actionable propositions for reform. We argue that adaptive bureaucracy reconciles rule‑bound reliability with continuous adaptation by coupling Weberian legality and due process with exploration, co‑creation, and digital enablement. The model clarifies how public organizations can meet volatility and complexity without sacrificing legitimacy. Implications include redesigning roles and incentives for exploration–exploitation balance, codifying agile yet auditable routines, scaling collaborative platforms, and investing in socio‑technical data infrastructure and resilience exercises. The article contributes a structured bridge between classic administrative rationality and contemporary adaptive governance suitable for volatile, uncertain, complex, and ambiguous (VUCA) contexts.

Abstract

This research is motivated by the importance of strengthening a professional public service culture through the integration of public administration values, norms, and ethics. Although various regulations and codes of ethics have been established in public organizations, gaps remain between formal norms and service practices in the field, such as low levels of responsiveness and professionalism among civil servants. This study aims to analyze the relationship between values, norms, and ethics in shaping public service culture, and to examine the role of organizational ethics and codes of ethics in strengthening public administration professionalism. The research employed a qualitative approach with a descriptive-analytical design through a literature review of relevant journals, books, and policy documents. Content analysis techniques were used to identify patterns of relationships between concepts. The results indicate that the internalization of ethical values ​​such as integrity, accountability, and transparency significantly influences the quality of public services. An organizational code of ethics serves as a formal instrument that clarifies standards of conduct for civil servants and strengthens a professional work culture. Consequently, public organizations need to strengthen ethics training, oversight mechanisms, and the integration of ethical values ​​into performance evaluation systems to build responsive and public-interest-oriented services.

Abstract

This study is motivated by the importance of work effectiveness as a key indicator of organizational success in facing an increasingly complex and competitive work environment. Work discipline is viewed as one of the critical factors that can support the achievement of optimal work effectiveness. This study aims to analyze the relationship between work discipline and work effectiveness and to identify the factors influencing them within an organizational context. The method used is a Systematic Literature Review, which involves examining various relevant scientific articles through the stages of identification, selection, evaluation, and data synthesis. The results of the study indicate that work discipline plays a significant role in enhancing work effectiveness through adherence to rules, punctuality, responsibility, and consistency in task execution. Furthermore, work effectiveness can also foster the development of discipline through structured work systems and clear operational standards. The relationship between these two variables is reciprocal and influenced by factors such as leadership, organizational culture, motivation, human resource competencies, and the utilization of technology. The implications of this research underscore the importance of integrating work discipline and organizational systems to sustainably enhance work effectiveness.

Abstract

This study aims to examine the service performance of the Women’s Empowerment and Child Protection Agency (DPPPA) of Gorontalo Regency in handling cases of violence against children. The study focuses on addressing the service performance from several aspects; (a) productivity, (b) service quality, (c) responsiveness, (d) responsibility, and € accountability. This study was conducted based on the persistently high number of cases of violence against children, which require effective, responsive, and accountable public service handling from the local government. This study employed a qualitative method with a descriptive approach. Data collection techniques included observation, interviews, and documentation, while data analysis used the Miles and Huberman model, consisting of data reduction, data display, and conclusion drawing. The findings indicate that service productivity is fairly good, as reflected in a clear case-handling flow, though it remains constrained by limited human resources and cross-sector coordination. Service quality is considered positive in terms of empathetic attitudes and the availability of private service spaces; however, the quality of physical facilities and the availability of professional personnel still need improvement. Officers’ responsiveness is relatively quick at the initial stage, but follow-up information on cases is not consistently provided. Responsibility for implementing procedures is in accordance with standard operating procedures, although completion times are often lengthy. Meanwhile, administrative accountability functions well, but the transparency of information to victims still needs to be strengthened.
