Abstract

Gender inequality in public and political life is a global challenge faced by society in the era of democracy where a meaningful democracy is a democracy that pays attention to and fights for the interests of the majority of Indonesia's population, which consists of women. The role of women in politics is actually the role of women's volunteerism to involve themselves in government institutions. There is no compulsion if women have to enter politics. However, it is based on women's own awareness to get involved in politics. To encourage an increase in women's political participation, a thorough understanding and analysis is needed so that appropriate policy recommendations are produced. Many arguments explain the importance of women's involvement in representation in politics, but empirical conditions also show that there are many factors that hinder women's political participation. The efforts made to increase women's political participation in Indonesia are: a. Political Education from the family; b. Encourage involvement in the organization; c. Advocacy for women about the importance of women being involved in politics; d. Preparing girls from an early age to become familiar with politics.

Abstract

One of the demands on the world of education today is justice and gender equality, both in the aspects of access, quality and relevance as well as in the aspect of educational management. The gap in the field of education has become a major factor that greatly influences other fields in Indonesia, almost all sectors, such as employment, positions, roles in society, to the problem of voicing opinions between men and women which is a factor causing gender bias is due to factors Unequal educational gaps are in addition to classic problems that tend to justify injustice, such as the textual interference of religious texts and other socio-cultural obstacles. Various forms of gender disparities that occur in various areas of social life are also presented in the world of education. In fact, educational processes and institutions are seen to play a major role in socializing and perpetuating the values and perspectives that underlie the emergence of various gender inequalities in society.

Abstract

This article assesses the effectiveness of the Election Violation Handling and Reporting Information System (SiGapLapor) operated by Indonesia’s Election Supervisory Body (Bawaslu) as a case of digitalising electoral oversight. Using a qualitative-exploratory case study, the research draws on document analysis (regulations, internal reports, and SiGapLapor web statistics) and semi-structured interviews and focus group discussions with election supervisors and ICT managers. Findings indicate that SiGapLapor works reasonably well as an administrative registry and an internal reporting tool, but remains weak as a participatory public complaints mechanism and as an instrument of electoral justice. Key constraints include a non-user-centred interface, predominantly manual verification, uneven local infrastructure and human capacity, and limited system integration and data openness. The article proposes three development agendas for the 2029 election cycle: a citizen-centric redesign grounded in Digital-Era Governance, stronger case-tracking features with integration and Open Government Data interoperability, and an explicit public value orientation through co-creation and institutional capacity building within Bawaslu.

Abstract

This study examines the role of the Quadruple Helix model in strengthening the governance of Ambon City Government amid the challenges of digital transformation, institutional coordination, and unequal public access to smart city services. The research aims to analyse the interaction patterns among government, academia, business, and civil society in supporting smart governance in Ambon City, as well as to identify the main constraints and strategic efforts required to optimize collaboration. This study uses a qualitative descriptive approach with a case study design. Data were collected through in-depth interviews, focus group discussions, observation, and document analysis, and were analysed using thematic analysis. The results show that governance strengthening in Ambon City is increasingly supported by collaboration among Quadruple Helix actors through policy formulation, digital public service integration, public communication, and community participation. However, the collaboration still faces several challenges, including uneven digital infrastructure, limited digital literacy, incomplete regulatory consolidation, and partial system integration. The study concludes that the Quadruple Helix model contributes significantly to strengthening local governance, but its effectiveness depends on stronger institutionalization, wider digital inclusion, and more integrated governance systems. It is recommended that Ambon City Government strengthen smart city regulations, expand digital infrastructure, improve digital literacy, and deepen inter-agency system interoperability.

Abstract

Pemberdayaan pemerintahan desa melalui penguatan demokrasi partisipatif merupakan upaya penting dalam meningkatkan keterlibatan masyarakat dalam penyelenggaraan pemerintahan dan pembangunan desa. Desa Tamilouw Kabupaten Maluku Tengah masih menghadapi permasalahan berupa rendahnya partisipasi masyarakat dalam musyawarah desa, keterbatasan pemahaman mengenai demokrasi partisipatif, serta belum optimalnya keterlibatan masyarakat dalam pengawasan pembangunan desa. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan pemahaman masyarakat mengenai demokrasi partisipatif, memperkuat kapasitas pemerintahan desa, serta mendorong keterlibatan aktif masyarakat dalam proses pemerintahan desa. Metode pelaksanaan kegiatan dilakukan melalui tahapan pra pelaksanaan, pelaksanaan, dan evaluasi dengan pendekatan partisipatif berupa observasi, sosialisasi, penyuluhan, Focus Group Discussion (FGD), diskusi interaktif, dan evaluasi kegiatan. Sasaran kegiatan meliputi aparatur pemerintah desa, Badan Permusyawaratan Desa (BPD), tokoh masyarakat, tokoh perempuan, tokoh pemuda, dan masyarakat umum di Desa Tamilouw. Hasil kegiatan menunjukkan bahwa program pengabdian berhasil meningkatkan pemahaman masyarakat mengenai demokrasi partisipatif dan pentingnya keterlibatan warga dalam pemerintahan desa. Tingkat keberhasilan kegiatan terlihat dari kehadiran peserta yang mencapai lebih dari 80% dari target kegiatan, meningkatnya partisipasi masyarakat dalam diskusi dan musyawarah, serta adanya komitmen pemerintah desa untuk meningkatkan transparansi informasi dan pelibatan masyarakat dalam pembangunan desa. Kegiatan ini memberikan kontribusi positif dalam memperkuat tata kelola pemerintahan desa yang lebih demokratis, partisipatif, dan berkelanjutan.

Abstract

This study aims to analyze the digital transformation in the administration of Negeri Batu Merah Government in Ambon City, identify the supporting and inhibiting factors in the implementation of government digitalization, and examine its impact on the quality of public services. The study employed a descriptive qualitative approach with data collection techniques consisting of observation, interviews, and documentation. The research informants included village government officials, administrative staff, and community members as users of public services. The findings indicate that digital transformation in Negeri Batu Merah has been implemented through computer-based administration, digital archiving, and the utilization of digital communication media in public services. The implementation of government digitalization has positively impacted the effectiveness of administrative services, accelerated the dissemination of public information, and improved the efficiency of government officials’ performance. However, the implementation of digital transformation still faces several challenges, including limited information technology infrastructure, low capacity of human resources among government officials, budget constraints, and limited digital literacy within the community. This study concludes that digital transformation plays an important role in creating a more modern, effective, transparent, and responsive local governance system that meets community needs

Abstract

This study examines the implementation of collaborative governance in strengthening the capacity of island governance within Indonesia’s outermost regions. The research addresses governance challenges in archipelagic areas, including limited infrastructure, weak inter-island connectivity, low institutional capacity, and unequal public service delivery. Using a qualitative approach with a multiple case study design, this study analyzes collaborative interactions among government institutions, local communities, private sectors, academics, and non-governmental organizations in several outer island regions of Indonesia. Data were collected through in-depth interviews, observation, documentation, and secondary data analysis from government databases and scientific publications. The findings indicate that collaborative governance plays a strategic role in improving institutional capacity, strengthening public service delivery, and enhancing participatory development in island regions. The effectiveness of collaborative governance is influenced by institutional capacity, collaborative leadership, digital infrastructure, intersectoral coordination, and community participation. Furthermore, this study formulates a collaborative governance model based on institutional strengthening, multi-stakeholder networking, digital governance, and local wisdom-based participation. The study concludes that collaborative governance provides an adaptive and sustainable governance framework for strengthening island governance capacity in Indonesia’s outermost regions.

Abstract

This study aims to analyze the digital readiness of the Negeri Batu Merah Government in Ambon City in supporting the implementation of a smart village. The study employed a descriptive qualitative approach with data collection techniques including observation, interviews, and documentation. The research informants consisted of village government officials, administrative staff, and community members as users of public services. The results showed that the Negeri Batu Merah Government has begun implementing administrative digitalization through the use of computers, digital communication media, and electronic archive management in public services. The government’s digital readiness is supported by the commitment of local authorities, the availability of basic technological facilities, and the increasing public demand for fast and effective services. However, the implementation of government digitalization still faces several challenges, including limited internet infrastructure, low human resource capacity among government officials, budget constraints, and limited digital literacy within the community. This study concludes that the development of a smart village in Negeri Batu Merah requires strengthening digital infrastructure, improving the competencies of government officials, and increasing community participation to ensure that digital transformation can be implemented optimally and sustainabl.

Abstract

This study aims to analyze the governance of the Batu Merah Village Government, Sirimau District, Ambon City, in the implementation of Law Number 6 of 2014 concerning Villages. The research focuses on the implementation of good governance principles, namely supervision, responsiveness, transparency, and community participation in village governance administration. This study employed a qualitative descriptive research method with data collection techniques through observation, interviews, and documentation. Informants in this study consisted of village government officials, the Village Consultative Body (BPD), community leaders, and local residents. The results of the study indicate that the implementation of Law Number 6 of 2014 in Batu Merah Village has generally been carried out adequately, particularly in community involvement in development planning and village governance. However, several obstacles remain, such as the lack of transparency in village budget management, the absence of clear standard operating procedures in the recruitment of village officials, and delays in village head elections. In addition, coordination among village institutions still requires improvement to realize effective and accountable governance. Therefore, strengthening institutional capacity, increasing public participation, and improving transparency are necessary to support the realization of good governance in Batu Merah Village.
