Abstract

Introduction: Jember Regency is the largest tobacco producer in East Java, reaching 37,821 tons in 2022. Tobacco offers strong development potential and provides significant income for farmers, yet the industry faces challenges due to the health impacts of smoking. Developing non-cigarette tobacco agro-industries is a promising alternative, especially since tobacco waste remains underutilized. Therefore, this study aims to identify potential areas for the development of non-cigarette tobacco agro-industries in Jember Regency and evaluate products with the highest added value and feasibility. Methods: The Exponential Comparison Method (MPE) was used to determine the most suitable districts for agro-industrial development, while the Hayami Method assessed the added value of various tobacco-based products. Financial feasibility was analyzed using Net Present Value (NPV), Internal Rate of Return (IRR), Net Benefit-Cost Ratio, and sensitivity tests on changes in raw material prices and product selling prices. Results: Wuluhan District was identified as the most promising area. Added value analysis showed that biopellets generated the highest added value, with a profit percentage of 46.94% and IDR 28,750 added value. Financial analysis confirmed feasibility, yielding an NPV of IDR 9,728,771,339, an IRR of 68.75%, and a Net B/C ratio of 1.39 at a 6% interest rate. The break-even point was 45,720 units per year, with a payback period of 2.24 years. Sensitivity analysis showed feasibility even with raw material price increases up to 30%, while selling price decreases of up to 20% remained feasible; a 30% decrease made the project unfeasible. Conclusion: Wuluhan District is the most suitable area for developing non-cigarette tobacco agro-industries. Biopellets offer the highest added value and strong financial feasibility, providing economic and environmental benefits.

Abstract

The tobacco agroindustry in Indonesia has the potential to be developed. Tobacco products and their derivatives are products of high value so that in the economic aspect they have a big involvement in the national economy as a provenience of government revenue (taxes), a foreign exchange, income for farmers, and a provider of employment in the on-farm sector. Despite of its provenience, the presence of tobacco products and their derivatives has been widely opposed by the community in line with increasing public awareness of health. Based on this, it is necessary to diversify processed tobacco products into new products other than cigarettes that have high economic value. However, efforts to develop the non-smoking tobacco agroindustry have problems including the high costs of process technology, farmers' technical knowledge, capital, competition with other regions, and the lack of government’s coordinated strategy to develop the non-smoking tobacco agroindustry. In addition, the competitiveness of the non-smoking tobacco agroindustry is still low, so this study aims to formulate a non-smoking tobacco agroindustry development strategy in Jember Regency. Analysis of research data was carried out using the Exponential Comparison Method, Interpretative Structural Modeling and Analytical Hierarchy Process. The main priority result of the selection of superior non-smoking tobacco agroindustry products is tobacco perfume. The key sub-elements to the element are facilities and infrastructure for the non-smoking tobacco agroindustry such as investment and access to capital for farmers and entrepreneurs; The key sub-elements to the constraints element are the limited capital and technology of the non-smoking tobacco agroindustry; the key sub-elements to the institutional element are local governments; and the key sub-elements in the activity elements carried out are increasing market access and partnerships for non-smoking tobacco products. Alternative strategies to increase market access and partnerships have the highest priority in selecting a development strategy for the tobacco perfume agroindustry.

Abstract

Abstract

The management of ground coffee raw materials at PERUMDA Perkebunan Kahyangan Jember is still conducted conventionally, resulting in shortages and excess inventory, which negatively affect the company's production and finances. This study aims to: (1) Analyze the impact of the Economic Order Quantity (EOQ) method on total storage costs, (2) Analyze the effect of the Period Order Quantity (POQ) method on total storage costs, and (3) Identify factors affecting raw material availability. The research employs descriptive analysis with a quantitative approach, collecting primary and secondary data related to ordering, usage, and storage costs of ground coffee raw materials in 2023, and using Ishikawa diagrams to identify causes of shortages. Results show that the EOQ method yields an optimal order quantity of 5,751 kg with an order frequency of 8 times a year and a total inventory cost of Rp. 502,787. Conversely, the POQ method results in a higher order frequency of 11 times, with a total inventory cost of Rp. 3,671,407. Thus, the EOQ method is concluded to be more efficient in controlling inventory costs compared to the POQ method.
