Abstract

Objective: This study aims to examine the effectiveness of the PLAVON DUKCAPIL online service in managing relocation applications in Sidoarjo Regency, with a focus on improving efficiency, accessibility, and transparency in population administration. Method: The research employed a qualitative descriptive approach, using Richard M. Steers’ effectiveness model, which emphasizes goal achievement, integration, and adaptation. Data were collected through observations, interviews, and documentation to capture perspectives from service providers and users. Results: The findings reveal that PLAVON has been relatively effective in accelerating service processes and reducing physical queues, thereby enhancing public access to population administration services. Nonetheless, several challenges remain, including limited infrastructure, high application volume, low levels of digital literacy, incomplete system integration, and unstable internet connectivity, all of which hinder optimal service delivery. To address these issues, the Department of Population and Civil Registration (Disdukcapil) has conducted routine evaluations and collaborated with universities to strengthen implementation. Novelty: This study contributes by applying Steers’ organizational effectiveness model to assess digital population administration services at the regional level, providing new insights into how structural, technological, and human factors intersect to influence the success of e-government innovations.

Abstract

Objective: This study aims to analyze the implementation of the Online Monitoring System for State Treasury and Finance (OMSPAN) as an ICT-based innovation in improving village financial management, particularly addressing issues of inefficiency, data inconsistency, and potential misuse in fund disbursement and reporting. Method: A qualitative descriptive approach was employed, utilizing written and oral information obtained through field observations and interviews to provide in-depth insights into the system’s application. Results: Findings indicate that the adoption of OMSPAN in Sumorame Village, Sidoarjo Regency, has enhanced the transparency and efficiency of village fund management sourced from the State Budget (APBN), which has become the main revenue for villages. Supporting factors include increased regulatory support, the availability of financial data, and improved accountability mechanisms, while inhibiting factors involve limited technical capacity and infrastructural challenges. Novelty: This study contributes by highlighting the role of OMSPAN as an e-government innovation at the village level, demonstrating how ICT integration strengthens financial governance in rural contexts, while simultaneously exposing practical challenges that need to be addressed for sustainable implementation.

Abstract

Objective: This study evaluates the effectiveness of implementing the Digital Population Identity (IKD) in improving the quality of public administrative services in Sidoarjo Regency as part of the government’s digital transformation agenda. Method: A qualitative descriptive approach was adopted, employing interviews, observations, and documentation, with data analyzed using the interactive model of Miles and Huberman to capture comprehensive insights. Results: Findings show that although IKD has been launched across all sub-districts, the activation rate remains relatively low at 13.55% of the total ID-obligated population. Using Budiani’s (2007) effectiveness indicators—program target, socialization, implementation, and evaluation—the study highlights that IKD implementation has yet to reach optimal effectiveness, especially in regions with limited digital infrastructure and low technological literacy. While outreach initiatives such as mobile services and community-based programs have been introduced, they have not sufficiently engaged all community groups. Novelty: This research provides a critical evaluation of IKD as a strategic innovation in population administration, offering new insights into the challenges of digital inclusion and underscoring the importance of equitable access, infrastructure development, and active community involvement for the sustainable success of e-government initiatives.

Abstract

Objective: This study aims to evaluate the quality of outbound transfer services through the Online Service (PLAVON) application developed by the Sidoarjo Regency Population and Civil Registration Office as an e-government innovation to enhance efficiency and accessibility in population administration. Method: A qualitative descriptive approach was employed, guided by the SERVQUAL framework encompassing tangibles, reliability, responsiveness, assurance, and empathy. Results: Findings reveal that PLAVON effectively expedites document processing, reduces face-to-face queues, and improves service accessibility. Nevertheless, challenges persist in the form of technical disruptions, low digital literacy among the community, and limited human resources. In response, the Office implemented mitigation strategies such as offline service alternatives, digital literacy education, and collaboration with higher education institutions to strengthen capacity. Novelty: This study contributes by integrating SERVQUAL analysis into the assessment of a local e-government innovation in Indonesia, highlighting both the potential and limitations of PLAVON as a model for enhancing digital public services in regions facing infrastructural and literacy constraints.

Abstract

Objective: This study aims to analyze the effectiveness of the e-HDW (Electronic Human Development Worker) application in accelerating the reduction of stunting rates in Indonesia. Method: A descriptive qualitative approach was employed, using literature studies from theses, scientific articles, and journals relevant to the research focus. The analysis was guided by Duncan’s (1985) organizational effectiveness theory, which emphasizes three indicators: goal achievement, adaptation, and integration. Results: The findings demonstrate that the e-HDW application has effectively supported stunting reduction efforts by improving data accuracy, accelerating nutrition interventions, and strengthening coordination among stakeholders. Nevertheless, challenges persist, including limited access to technology, low levels of user understanding, and technical constraints that hinder optimal implementation. Novelty: Unlike previous studies, this research applies Duncan’s organizational effectiveness framework to evaluate the e-HDW application, offering a comprehensive perspective on how digital tools contribute to public health initiatives, while underscoring the critical need for capacity building, infrastructure development, and continuous adaptation to ensure the sustainability of stunting reduction programs in Indonesia.

Abstract

Objective: This study aims to evaluate the effectiveness of the implementation of the Marriage Management Information System (SIMKAH) in improving the quality of marriage administrative services at the Office of Religious Affairs (KUA) in Candi District. Method: A descriptive qualitative approach was employed, utilizing data collection techniques such as in-depth interviews, direct observation, and document analysis, and data were analyzed using the interactive model of Miles and Huberman, with triangulation applied to ensure data validity. Result: The findings reveal that SIMKAH enhances service responsiveness by improving time efficiency and digital access, reinforces transparency through the disclosure of costs and procedures, and strengthens internal accountability via auditable digital records, however, the implementation still faces several challenges, including limited infrastructure, low digital literacy among the community, and suboptimal functionality of interactive features such as data revision and complaint tracking. Novelty: These findings suggest that SIMKAH holds significant potential as a form of digital transformation in public services, nevertheless, further development is needed to ensure greater inclusiveness and public participation, and this study contributes to the formulation of digital policy improvements in marriage service administration, particularly at the sub-district level.

Abstract

Objective: The use of information technology in public services represents a strategic initiative in bureaucratic reform, and the Sidoarjo Regency Government has introduced the SIPRAJA (Sidoarjo People’s Service System) application as an e-government innovation to enhance service quality. This study aims to examine the implementation of the SIPRAJA application in Sidokerto Village, Buduran District, Sidoarjo Regency, and to analyze the factors influencing its effectiveness. Method: A qualitative descriptive approach was employed with purposive sampling to determine research subjects, focusing on the Sidokerto Village Hall as the research locus. Data were collected through observation, interviews, and documentation, and analyzed using Edward III’s policy implementation indicators. Results: The findings reveal that SIPRAJA implementation in Sidokerto Village is relatively effective, with two-way communication established between the government and community, although challenges persist among elderly users. Human resources and infrastructure are generally adequate, yet limitations such as the absence of dedicated computers and recurring technical issues remain. The implementers demonstrate positive attitudes, and bureaucratic structures are functional but lack specific SOPs for SIPRAJA operations. Novelty: This research contributes by highlighting the practical challenges of e-government implementation at the village level and emphasizing the urgency of both technical and administrative improvements to optimize digital public services

Abstract

Objective: This study aims to evaluate the effectiveness of the implementation of e-government through the Mlaku Dewe (BMW) File application in Masangan Wetan Village, Sukodono District, as an effort to enhance the quality of public services in densely populated areas previously constrained by manual administrative systems. Method: A descriptive qualitative approach was employed, utilizing structured interviews and observations, with the analysis guided by Richard M. Steers’ theory of organizational effectiveness, which emphasizes goal achievement, integration, and adaptation. Results: Findings indicate that the BMW application significantly improves service efficiency by reducing processing time from 3–4 days to 1–2 hours, streamlining bureaucratic procedures, and enhancing public satisfaction. The system further facilitates multi-user access, online document tracking, and integration with local community structures such as RT/RW. Nevertheless, challenges persist, particularly regarding limited socialization efforts and the need to strengthen the technical capacity of village officials. Novelty: This research contributes by offering a unique analysis of e-government at the village level through the lens of organizational effectiveness theory, demonstrating that the BMW application serves as an innovative model for advancing digital governance in local contexts.

Abstract

Objective: This study aims to analyze the implementation of the Tumbas application as a digital-based public service innovation initiated by the Mojokerto Regency Government to support the empowerment of local MSME actors, emphasizing not only the provision of technology but also the effectiveness of policy execution and community acceptance. Method: The research adopts a descriptive qualitative approach with data collected through in-depth interviews with policy implementers and MSME actors, field observations, and document analysis. Data were analyzed using the Miles and Huberman model, consisting of data reduction, data presentation, and conclusion drawing. Results: The findings show that the Tumbas application has successfully connected MSME actors with the digital market, enhancing accessibility and openness, though challenges persist in technological literacy, sustainability of assistance, and inter-agency coordination. Additionally, bureaucratic structures and human resources have been streamlined to better support this digital service system. Novelty: This research provides an evaluative perspective on the Tumbas application as a localized digital ecosystem, positioning it not only as a transaction platform but also as an instrument of regional economic development policy, integrated with George C. Edwards III’s public policy implementation framework.

Abstract

Objective: This study aims to analyze the implementation of the Disaster Resilient Village (Destana) program in Bungurasih Village, Waru District, Sidoarjo Regency, focusing on efforts to build community capacity in disaster mitigation through a collaborative framework. Method: A descriptive qualitative approach was employed, utilizing triangulation techniques of interviews, observations, and documentation, with analysis guided by the Hexahelix collaboration model and Edward III’s policy implementation dimensions of communication, resources, disposition, and bureaucratic structure. Results: The findings indicate that although Bungurasih Village has not been formally integrated into the BPBD Destana system, disaster management activities have been implemented collaboratively and participatively. The village government actively fosters partnerships with MSMEs through Bumdes and leverages social media for information dissemination. Community participation is evident in evacuation and logistics, yet engagement from academics, the business sector, and formal mass media remains limited. Key obstacles include inadequate emergency communication systems, limited resources, and bureaucratic delays in logistics. Novelty: This study highlights the application of the Hexahelix approach as a practical and adaptive model for strengthening disaster resilience at the village level, offering new insights into the integration of local governance, community participation, and cross-sector collaboration in disaster risk reduction.
