Abstract

General background: Digital transformation in public healthcare services is essential for efficiency and transparency. Specific background: RSUD Sidoarjo introduced the SANTRI application as an integrated hospital administration and queue system to streamline healthcare services. Knowledge gap: Despite its implementation, limited studies have comprehensively assessed its multidimensional role in improving service delivery. Aims: This study evaluates SANTRI based on program understanding, timeliness, target accuracy, tangible change, and goal achievement. Results: Findings reveal SANTRI accelerated administrative processes, reduced physical queues, integrated medical records, and improved patient satisfaction, though challenges persist in digital literacy, accessibility for vulnerable groups, and system optimization. Novelty: This study provides an in-depth evaluation of SANTRI within the framework of Sutrisno’s effectiveness theory, offering contextual evidence of digital service transformation in regional hospitals. Implications: The results underline the importance of strengthening digital literacy, accessibility, and system integration to sustain healthcare digitalization and present SANTRI as a replicable model for other hospitals in Indonesia. Highlights: SANTRI reduces queues and improves administrative efficiency. Accessibility challenges remain for elderly and digitally limited groups. Abstract

Aplikasi Elsimil (Elektronik Siap Nikah dan Hamil) merupakan inovasi digital yang dikembangkan BKKBN untuk mencegah stunting sejak masa pranikah melalui skrining kesehatan, edukasi kesehatan, dan pendampingan calon pengantin selama tiga bulan. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan implementasi aplikasi Elsimil dalam pencegahan stunting di Desa Siwalanpanji Kabupaten Sidoarjo. Menggunakan pendekatan kualitatif deskriptif, penelitian ini menggali data melalui observasi, wawancara, dan dokumentasi. Penelitian ini dianalisis menggunakan teori implementasi kebijakan Edward III yang mencakup empat variabel yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa implementasi aplikasi Elsimil di Desa Siwalanpanji telah dijalankan, namun masih menghadapi beberapa tantangan seperti minimnya sosialisasi dari pihak KUA, jumlah kader yang belum memadai, gangguan teknis pada aplikasi, serta belum adanya regulasi resmi dari KUA terkait penggunaan sertifikat Elsimil sebagai syarat administrasi nikah. Penelitian ini merekomendasikan peningkatan sinergi antarpelaksana, penyempurnaan sistem aplikasi, serta dukungan kebijakan yang lebih kuat agar tujuan pencegahan stunting dapat berjalan secara optimal

Abstract

Penelitian ini membahas membahas implementasi kebijakan pembinaan dan perlindungan anak jalanan melalui Save Street Child di Kabupaten Sidoarjo. Program ini bertujuan untuk mengembalikan hak-hak dasar anak jalanan, terutama dalam bidang pendidikan dan perlindungan dari eksploitasi. Save Street Child memberikan dukungan berupa pembelajaran, pelatihan keterampilan, dan akses pendidikan. Namun, implementasi program ini menghadapi berbagai tantangan, seperti keterbatasan fasilitas, minimnya sumber daya manusia terlatih, dan kurangnya dukungan finansial dari pemerintah. Kolaborasi antara Dinas Sosial, Satpol PP, dan komunitas Save Street Child memainkan peran penting dalam keberhasilan program ini. Berdasarkan hal tersebut, penelitian ini bertujuan untuk mendeskripsikan Implementasi Kebijakan Pembinaan dan Perlindungan Anak Jalanan Melalui Save Street Child Kabupaten Sidoarjo. Metode yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Penelitian ini dianalisis menggunakan teori implementasi kebijakan publik dari Van Meter dan Van Horn melalui enam variabel yaitu, standar dan sasaran kebijakan, sumber daya, karakteristik agen pelaksana, komunikasi antar organisasi, sikap pelaksana, lingkungan sosial, ekonomi dan politik. Berdasarkan hasil penelitian menunjukkan bahwa meskipun terdapat tantangan, program ini berhasil mengurangi jumlah anak jalanan secara signifikan. Dukungan yang lebih kuat, baik secara politik maupun sosial, diperlukan untuk meningkatkan keberlanjutan program ini

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi Kebijakan Kurikulum Merdeka di Madrasah Aliyah Negeri (MAN) Sidoarjo dengan menggunakan pendekatan kualitatif dan metode deskriptif. MAN Sidoarjo dipilih sebagai lokasi penelitian karena belum terdapat studi sebelumnya yang membahas topik serupa. Teknik pengambilan sampel dilakukan secara purposive sampling, dengan memilih informan yang memiliki keterkaitan langsung dengan implementasi Kurikulum Merdeka. Penelitian ini berfokus pada empat indikator implementasi kebijakan berdasarkan model George C. Edwards III, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Data yang digunakan meliputi data primer yang diperoleh melalui observasi, wawancara, dan dokumentasi, serta data sekunder yang mendukung analisis. Hasil penelitian ini menunjukkan kurangnya koordinasi antar pihak terkait, minimnya pelatihan menyebabkan tidak meratanya penyampaian juknis dan SOP, kurangnya pusat informasi terpusat, Selain itu, rendahnya partisipasi guru dalam pelatihan, yang disebabkan oleh kurangnya sosialisasi, jadwal yang tidak terorganisasi, dan keterbatasan sumber daya semakin memperparah masalah, sehingga pemahaman terhadap Kurikulum Merdeka menjadi tidak merata

Abstract

Objective: This study analyzes the effectiveness of social assistance applications through the SIKS-NG application in improving community welfare in Ganggang-Panjang Village, Tanggulangin District, Sidoarjo Regency. The main focus is to explore how technology impacts the distribution of social assistance, accelerates access for those in need, and identifies factors that influence successful implementation at the village level. Method: The method used is a qualitative approach with descriptive analysis. The study adapted Richard M. Steers' effectiveness theory, which includes three main indicators: adaptation, goal achievement, and integration. Data was collected through in-depth interviews, participatory observations, and analysis of related documents to get an overview of the implementation of the SIKS-NG application in the field. The findings of this analysis will be compared with the theory of effectiveness to understand the extent to which this application can fulfill the objective of distributing social assistance in villages. Results: The results of the study show that although the SIKS-NG application facilitates the process of proposing social assistance, several challenges still hinder its effectiveness, such as discrepancies in the data of aid recipients, lack of training for operators, and discrepancies in the proposal procedures in the field. Novelty: This study makes a new contribution to analyzing the application of the SIKS-NG application in the context of village governance in Indonesia, especially regarding the challenges of implementing technology at the village level.

Abstract

Objective: This study evaluates the effectiveness of the Next Generation Social Welfare Information System (SIKS-NG) in managing Integrated Social Welfare Data (DTKS) at the village level, specifically in Bulusidokare Village, Sidoarjo Regency, as part of an e-government initiative by the Ministry of Social Affairs to improve the accuracy of social assistance targeting. Method: A qualitative descriptive approach with a case study design was employed, utilizing interviews, observations, and documentation, with analysis guided by Ricard M. Steers’ indicators of effectiveness: goal achievement, integration, and adaptation. Results: The findings indicate that SIKS-NG has been relatively effective in supporting accurate data updates and ensuring more targeted distribution of social assistance. The village government has demonstrated commitment through the appointment of competent operators and provision of adequate infrastructure. However, several challenges persist, including insufficient socialization from the Social Service, limited technical skills among some operators, and instances of inappropriate beneficiary proposals. Novelty: This research contributes a localized perspective by focusing on the implementation of SIKS-NG at the village level, an area that remains underexplored, thereby offering insights for strengthening e-government strategies in poverty alleviation at the grassroots level.

Abstract

Objective: This study aims to analyze the implementation of Pelaku Para Dewi, a digital innovation in population administration services, and its impact on improving the quality of government services in Tanjangrono Village, Mojokerto Regency. Method: Employing a qualitative approach with purposive sampling, data were collected through observation, interviews, and documentation, and analyzed using the Van Meter and Van Horn policy implementation model, which evaluates policy objectives, resources, implementers’ characteristics, and inter-organizational communication. Results: The findings reveal that Pelaku Para Dewi has significantly improved service efficiency and accessibility, with residents reporting convenience and enhanced data security as key benefits. The successful implementation was supported by trained operators and adequate infrastructure, although challenges persist in community socialization and limited digital literacy. Novelty: As the first empirical study to examine Pelaku Para Dewi at the village level, this research contributes new insights into rural digital service delivery in Indonesia and offers a valuable reference for formulating digitalization strategies in public service management, particularly in addressing local needs and fostering inclusive governance.

Abstract

Objective: This study discusses the implementation of the E-Buddy application in the administrative process in Permisan Village, Jabon District. E-Buddy is a digital innovation for managing correspondence as part of e-Government. Method: The research method uses a qualitative descriptive approach with interviews, observation, and documentation. The analysis is based on George C. Edward III's policy implementation theory which includes communication, resources, disposition, and bureaucratic structure. Result: The results show that communication and resources are adequate. However, disposition is still not optimal due to manual procedures, as village heads have not actively used the E-Buddy application. The bureaucratic structure is in accordance with standard operating procedures (SOPs), but further commitment is needed. Overall, E-Buddy has had a positive impact on the effectiveness of village administration, although implementation challenges remain. Novelty: The novelty of this research lies in its focus on the implementation of the E-Buddy application in Permisan Village which has never been studied before, as well as the in-depth use of George C. Edward III's policy implementation theory and the presentation of periodic data.

Abstract

Objective: This study aims to examine the effectiveness of the PLAVON DUKCAPIL online service in managing relocation applications in Sidoarjo Regency, with a focus on improving efficiency, accessibility, and transparency in population administration. Method: The research employed a qualitative descriptive approach, using Richard M. Steers’ effectiveness model, which emphasizes goal achievement, integration, and adaptation. Data were collected through observations, interviews, and documentation to capture perspectives from service providers and users. Results: The findings reveal that PLAVON has been relatively effective in accelerating service processes and reducing physical queues, thereby enhancing public access to population administration services. Nonetheless, several challenges remain, including limited infrastructure, high application volume, low levels of digital literacy, incomplete system integration, and unstable internet connectivity, all of which hinder optimal service delivery. To address these issues, the Department of Population and Civil Registration (Disdukcapil) has conducted routine evaluations and collaborated with universities to strengthen implementation. Novelty: This study contributes by applying Steers’ organizational effectiveness model to assess digital population administration services at the regional level, providing new insights into how structural, technological, and human factors intersect to influence the success of e-government innovations.

Abstract

Objective: This study aims to analyze the implementation of the Online Monitoring System for State Treasury and Finance (OMSPAN) as an ICT-based innovation in improving village financial management, particularly addressing issues of inefficiency, data inconsistency, and potential misuse in fund disbursement and reporting. Method: A qualitative descriptive approach was employed, utilizing written and oral information obtained through field observations and interviews to provide in-depth insights into the system’s application. Results: Findings indicate that the adoption of OMSPAN in Sumorame Village, Sidoarjo Regency, has enhanced the transparency and efficiency of village fund management sourced from the State Budget (APBN), which has become the main revenue for villages. Supporting factors include increased regulatory support, the availability of financial data, and improved accountability mechanisms, while inhibiting factors involve limited technical capacity and infrastructural challenges. Novelty: This study contributes by highlighting the role of OMSPAN as an e-government innovation at the village level, demonstrating how ICT integration strengthens financial governance in rural contexts, while simultaneously exposing practical challenges that need to be addressed for sustainable implementation.
