Abstract

Teaching supervision is one of the efforts to improve teacher professionalism. The purpose of this study was to find out how the teaching supervision program, teaching supervision techniques, and supporting and inhibiting factor of the implementation of teaching supervision of principal were. This study used descriptive method and qualitative approach. Data were collected through interview, observation and documentation study. Subject of the study were principal, vice principal and teachers. The result showed that: (1) Learning supervision program prepared by principal including planning, scheduling, supervision model, supervision clues, feedback and follow up implementation. In the implementation, principal examine learning administration instrument such as syllabus, lesson plan, teaching and learning process, annual program, semester program, effective week, question item analysis. (2) Teaching supervision techniques was conducted by class visiting, class observation, individual talk, teacher meeting, and assigning the teachers for training, upgrading, and educational seminar. (3) Supporting factor of teaching supervision implementation were teacher readiness to be coached by the principal, the establishment of good relationship in school environment, in addition the principal can monitor the teachers’ teaching development or achievement. Therefore, the principal would now which teachers were successful and which teachers needed further coaching in teaching. Meanwhile, the inhibiting factor in the implementation of teaching supervision was the limited time due to the busyness of principal inside and outside of the school.

Abstract

Abstract: This study aims to describe the learning management of Ibn Mas'ud integrated Islamic elementary school teachers, Pidie Regency, during the Covid-19 pandemic. The research method used is a qualitative method with a descriptive approach and data obtained from observations, interviews and relevant literature studies. This study found that learning planning by the Ibn Mas'ud Integrated Islamic Elementary School teacher conducted in a participatory manner by involving all education stakeholders. Then, the teachers' learning implementation and evaluation structured, and teachers also optimize students' parents' roles. Thus, the learning management implementation has a positive impact on teaching and learning activities even in the covid-19 pandemic.Abstrak: Penelitian ini bertujuan untuk mendeskripsikan tentang manajemen pembelajaran guru Sekolah Dasar Islam Terpadu Ibnu Mas’ud Kabupaten Pidie pada masa darurat Covid-19. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan deskriptif, dan diperoleh dari hasil observasi, wawancara, dan studi literatur yang relevan. Hasil penelitian ini menunjukkan bahwa perencanaan pembelajaran  oleh guru Sekolah Dasar Islam Terpadu Ibnu Mas’ud dilakukan secara partisipatif dengan melibatkan semua stakeholder pendidikan yang ada di sekolah. Implementasi dan evaluasi pembelajaran oleh guru juga dilaksanakan secara partisipatif  dan guru mampu mengoptimalkan peran orangtua siswa. Dengan demikian, dapat disimpulkan bahwa pengaplikasian manajemen pembelajaran berdampak positif pada kegiatan belajar mengajar meskipun dalam kondisi pandemi covid-19.

Abstract

This study aims to describe the implementation of teachers management professional development through the Teachers Working Group. This study is a mixed research conducted in ten districts /cities spread in Aceh Province, involving 37 Elementary Schools. The subject in this study include core teacher, teachers, chairman of the KKKS (Principal Working Group), as well as education offices chosen by purposive sampling. Data were collected through interviews, observation and documentation. Qualitative data analysis carried out by the procedure or steps such as data reduction, data display, and verification. The results showed that: (1) Profile of KKG in general consists of the components: (a) the legal basis, the name, position, and the nature of the organization, (b) the vision, mission, and futuristic goals, (c) membership, management and organizational structure, (d) Basic budget, and (e) the facilities and infrastructure for KKG; (2) the implementation of KKG is done through the regular and development activities; (3) The obstacles encountered in the implementation of KKG include: (a) inadequate facilities and infrastructure are inadequate, (b) financing needs to be improved, (c) the motivation of teachers is still low, (d) the principal supports to include teachers in routine activities are lacking due priority school activities, and (e) the support of local government and education authorities on the development of KKG is still lack; while (4) KKG development management evaluation done with the steps: (a) the supervision and monitoring, evaluation, and feedback.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan profil, implementasi, dan evaluasi sistem manajemen mutu pada SMK di Propinsi Aceh. Penelitian ini merupakan penelitian deskriptif kualitatif kuantitatif (mixed method). Data dikumpulkan melalui interview, observasi, dan studi dokumentasi yang kemudian dianalisis menggunakan EFAS, IFAS, dan SPACE Matriks. Adapun Sekolah Menengah Kejuruan yang dilibatkan dalam penelitian ini terdiri atas 3 (tiga belas) SMK yang tersebar di wilayah Propinsi Aceh yang dipilih secara purposive sampling.Hasil penelitian menunjukkan bahwa profil sistem manajemen mutu SMK di Propinsi Aceh dinyatakan melalui pernyataan visi, misi, tujuan, kebijakan, kerja sama dengan dunia usaha dan industri, dan unit produksi sekolah.Sekolah merujuk pada standar mutu ISO 9001 2008 dan Akreditas Nasional. Implementasi manajemen mutu tercermin melalui komitmen pimpinan puncak manajemen, peran tim pengembang sekolah, penyelenggaraan program, strategi, dan pelatihan, keterlibatan karyawan, perbaikan terus menerus, penerapan standar kualitas, komunikasi, serta kepuasan pelanggan. Evaluasi dilakukan secara terus menerus melalui audit internal dan eksternal sekolah, evaluasi diri sekolah dan instrumen pengawas.Kata kunci: manajemen mutu, sekolah menengah  kejuruan THE IMPLEMENTATION OF INTERNATIONAL STANDARDS ORGANIZATION 9001 2008 SYSTEM IN VOCATIONAL SCHOOLSAbstractThis study aims to describe and analyze the profile, implementation, and evaluation of Total Quality Management (TQM) at Vocational Schools (SMK) in Aceh, Indonesia. The study was descriptive qualitative-quantitative (mixed method research). Data was collected through observations, interviews, and documentary study, and analyzed through IFAS, EFAS, and SPACE matrix. The results showed that the schools’ profiles comprising their visions, missions, school resources, policies, the cooperation with the world of work, and schools’ production units. TQM implementation was executed through top-management leadership, management commitment, the role of quality department, training and education, employee involvement, continuous improvement, supplier partnership, product/service design, quality policies, quality data and reporting, communication to improve quality, and customer satisfaction orientation and employee relations. The evaluation was conducted continuously by involving the internal and external auditors, the schools’ self-evaluation and the supervisors’ instruments. Abstract

Academic supervision is a process taken by the principal to improve teacher's ability to manage studies. This study aims to determine the program, implementation, follow-up, supporting factors, and obstacles to the academic supervision of principals in improving teacher's pedagogical competence in Sekolah Dasar Tadu Ateuh, Nagan Raya Regency. This study uses a descriptive method with a qualitative approach. Data collection techniques using interviews, observation, and documentation study. The research subjects were the principal and teachers. Data were analyzed using reduction techniques, presentation, and drawing conclusions. The results showed: (1) the academic supervision program was made based on the school's strategic plan, namely increasing teacher's ability to manage effective study; (2) The implementation of academic supervision uses practical, objective, humanist, sustainable, and constructive principles through approaches and techniques based on teacher characteristics; (3) The principal provides guidance and direction, then teachers are recommended to attend competency improvement training; (4) The supporting factors for academic supervision are the teacher's willingness to learn, good teacher perceptions, the principal's knowledge and harmonious relationships between school members. Obstacles to academic supervision are sudden external activities of the school principal so that the supervision schedule that has been arranged is disrupted. There are no senior teachers who can help the principal. There are no religious teachers and sport teachers, thus increasing the workload of classroom teachers. Teachers were unable to attend the scheduled class visit schedule. Abstrak Supervisi akademik merupakan suatu proses yang ditempuh oleh kepala sekolah untuk membantu guru meningkatkan kemampuannya dalam mengelola pembelajaran yang efektif. Penelitian ini bertujuan untuk mengetahui program, pelaksanaan, tindak lanjut, faktor pendukung dan hambatan supervisi akademik kepala sekolah dalam meningkatkan kompetensi pedagogik guru di Sekolah Dasar Negeri Tadu Ateuh Kabupaten Nagan Raya. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dengan metode wawancara, observasi dan studi dokumentasi. Subjek penelitian adalah kepala sekolah dan guru. Data dianalisis dengan teknik reduksi, penyajian dan penarikan kesimpulan. Hasil penelitian menunjukkan: (1) Program supervisi akademik dibuat berdasarkan salah satu rencana strategis sekolah, yakni meningkatkan kemampuan guru dalam mengelola pembelajaran yang efektif; (2) Pelaksanaan supervisi akademik menggunakan prinsip praktis, objektif, humanis, berkesinambungan dan konstruktif melalui pendekatan dan teknik berdasarkan karakterisktik guru; (3) Kepala sekolah memberikan bimbingan dan pembinaan, kemudian guru direkomendasikan untuk mengikuti pelatihan peningkatan kompetensi; (5) Faktor pendukung supervisi akademik adalah kemauan guru untuk belajar, persepsi guru yang baik tentang supervisi akademik, pengetahuan kepala sekolah dan hubungan harmonis antar warga sekolah. Hambatan dalam supervisi akademik yaitu kegiatan eksternal kepala sekolah yang sifatnya mendadak sehingga jadwal supervisi yang sudah disusun menjadi terganggu. Tidak ada guru senior yang dapat membantu kepala sekolah. Tidak ada guru mata pelajaran pendidikan agama dan guru mata pelajaran olahraga sehingga menambah beban kerja guru kelas. Guru berhalangan hadir pada jadwal kunjungan kelas yang sudah ditetapkan.

Abstract

The head master is top manager as the strategies roles in empowering the teacher performances. The purpose of this research is to know: arranging programs, the implementing programs, evaluation and obstruction challenging of the head master in empowering the teacher performances at SMA Negeri Trumon Raya. This research using qualitative research method descriptive. The techniques using to collected data those are: interview, observation, and documentation study. The subject of this research are head master and teachers. The results of this research show those are: menunjukkan (1) the arranging program conducted by the head master in empowering the teacher performances to analysis initial needed, from the result of analysis that defined what will discussed to developing the teacher performances. (2) The implementing strategy program in empowering the teacher performances in holding the MGMP training activities. For instances workshop, assigning each teachers to conduct the lesson plan, harnessing the peer teachers in circumstances, and the teacher facilities needed. The strategy conducting by the head master is the ways to organizing the function as the tool in communication, share knowledge, thinking, and experiences in increasing the teacher performances. (3) The evaluation program conducting with the way is academics supervision with the visiting classroom techniques. And (4) the obstruction faced by the head master those are lack of indiscipline’s of teacher, tendency of teacher in copy paste the lesson plan, and less of competence of teachers in mastering the learning technology, lack of facilities in supporting the learning process. Abstrak Kepala sekolah sebagai top manager memiliki peran yang sangat strategis dalam memberdayakan kinerja guru. Tujuan penelitian ini untuk mengetahui: penyusunan program, strategi pelaksanaan program, evaluasi dan hambatan yang dihadapi kepala sekolah dalam perberdayan kinerja guru pada SMA Negeri di Trumon Raya. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data yang digunakan adalah: wawancara, observasi dan studi dokumentasi. Subjek penelitian adalah kepala sekolah dan guru. Hasil penelitian menunjukkan bahwa: (1) penyusunan program yang dilakukan kepala sekolah dalam pemberdayaan kinerja guru dengan menganalisis kebutuhan awal, dari hasil analisis tersebut baru ditentukan apa yang harus dilakukan untuk mengembangkan kinerja guru; (2) Strategi pelaksanaan program pemberdayaan kinerja guru dengan menyelenggarakan kegiatan pelatihan MGMP, pelatihan berupa workshop, menugaskan setiap guru mata pelajaran untuk membuat perangkat pembelajaran, memanfaatkan tutor sebaya sesama guru dilingkungan sekolah, dan memfasilitasi guru terhadap keperluannya. Strategi yang dilaksanakan kepala sekolah merupakan wadah asosiasi yang berfungsi sebagai sarana untuk saling berkomunikasi, bertukar ilmu, fikiran dan pengalaman dalam rangka meningkatkan kinerja guru; (3) evaluasi program dilakukan dengan cara melakukan supervisi akademik dengan teknik kunjungan kelas, dan (4) kendala yang dihadapi adalah kurangnya kedisiplinan guru, kecendering guru melakukan copy paste dalam mencari bahan ajar, keterbatasan kemampuan guru dalam menguasai teknologi pembelajaran, kurangnya fasilitas penunjang proses pembelajaran.

Abstract

The management of the School Literacy Movement is a process of planning, organizing, motivating, supervising, evaluating, and empowering all of the school resources to reach the goal of the literacy movement program effectively and efficiently. The aims of this research were to find out: (1) the planning of the school literacy movement program; (2) the implementation of the school literacy movement program; (3) the evaluation of the implementation of the school literacy movement program. This research used a qualitative approach and a descriptive method. The subjects of this research were the school principal, school committee, teachers, the head of the school library, and students in Cluster I of Elementary School Indrapuri of Aceh Besar Regency. The data were collected by using observation, interview, and documentation study. The data were analyzed by using a data reduction technique, data display, and followed by a conclusion. The results showed that: (1) the planning of school literacy movement program at each school in Cluster I of Elementary School Indrapuri had to formulate the stages of habituation, development, and learning based on school strategical plan and reference from Ministry of Education and Culture in 2015 to promote the students’ reading interest; (2) the implementation of a school literacy program in Cluster I of Elementary School Indrapuri to increase the reading interest was done by implementing 15 minutes reading of a supplementary book which is available at the reading corner. Some schools still faced the problem of lack of supplies of reading books in schools; (3) The result of the evaluation of the school literacy program in Cluster I of Elementary School Indrapuri showed the increase of students’ reading interest with the intensity of reading at the reading corner and library. The main challenge faced by the school was the students who still struggled to write the resume and self-made project. Abstrak Gerakan Literasi Sekolah yang dirangcang untuk menumbuhkan minat baca siswa melalui ekosistem literasi sekolah agar meningkatkan kemampuan berpikir, mengakses, mengolah informasi serta menyampaikan kembali informasi. Penelitian ini bertujuan mendeskripsikan: (1) perencanaan program gerakan literasi; (2) implementasi gerakan literasi sekolah; (3) mengevaluasi implementasi gerakan literasi sekolah. Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif. Subjek penelitian ini terdiri dari kepala sekolah, komite sekolah, guru, kepala pustaka dan siswa di SD gugus 1 Indrapuri Aceh Besar. Teknik pengumpulan data dengan observasi, wawancara dan studi dokumentasi. Adapun teknik analisis data yaitu reduksi data, display data dan menarik kesimpulan. Adapun hasil penelitian ini yaitu: (1) Perencanaan program gerakan literasi sekolah sudah disusun dengan baik dan mempertimbangkan ketentuan yang di keluarkan oleh Kemendikbud Tahun 2015 untuk menumbuhkan minat baca siswa; (2) Implementasi program gerakan literasi sekolah di SD gugus 1 Indrapuri sudah sesuai dengan standar program litarasi, dan mengalami kendala pada keterbatasan bahan bacaan di sekolah; (3) Hasil evaluasi kegiatan program gerakan literasi sekolah di SD gugus 1 Indrapuri Aceh Besar sebahagian besar siswa sudah terlihat peningkatan minat siswa untuk membaca, meskipun masih ada sebahagian siswa yang belum mampu membuat resume dan membuat karya sendiri. Abstract

The implementation of Good University Governance (GUG) in a university can be seen from human resource management. The better the management of human resources in a university means showing that the college will be more superior. This is what motivates the researcher to research the resource management of a university, namely STKIP Bina Bangsa Getsempena. The aim of this research is to find out whether the college applies the principles of Good University Governance (GUG) in human resource management. This study uses a descriptive method with a qualitative approach. The data collection techniques used were interviews, observation and documentation study. The research subjects were the Head of the Academic Administration Bureau, the Deputy Chair for Academic Affairs and the Human Resource Department of the Getsempena Education Foundation. The data were analyzed using reduction techniques, presentation and conclusion drawing. The results showed: (1) Recruitment and selection at STKIP Bina Bangsa Getsempena using the principles of Good University Governance (GUG), namely the principles of transparency and accountability; (2) Placement at STKIP Bina Bangsa Getsempena uses the principles of Good University Governance (GUG), namely the principle of accountability; (3) Training and preparation of career paths at STKIP Bina Bangsa Getsempena using the principles of Good University Governance (GUG), namely the principles of accountability, responsibility, independence and fairness; (4) Enforcement of discipline and giving awards to educators and educational staff at STKIP Bina Bangsa Getsempena using the principle of fairness; (5) Termination at STKIP Bina Bangsa Getsempena shall use the principle of independence and fairness. Barriers to human resource management are the replacement of human resources on the grounds of resignation. An Educator and Education Personnel who resign will interfere with the structural performance of higher education. Abstrak Penerapan Good University Governance (GUG) pada sebuah perguruan tinggi dapat dilihat dari manajemen sumber daya manusia. Semakin baik manajemen sumber daya manusia dalam sebuah perguruan tinggi berarti menujukkan bahwa perguruan tinggi tersebut akan semakin unggul. Hal ini adalah yang melatarbelakangi Peneliti untuk meneliti manajemen sumber daya sebuah Perguruan Tinggi yaitu STKIP Bina Bangsa Getsempena.Tujuan penelitian untuk mengetahui apakah perguruan tinggi tersebut menerapkan prinsip-prinsip Good University Governance (GUG) dalam manajemen sumber daya manusia. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dengan metode wawancara, observasi dan studi dokumentasi.Subjek penelitian adalah Kepala Biro Administrasi Akademik, Wakil Ketua Bidang Akademik dan Human Resource Department Yayasan Pendidikan Getsempena.Data dianalisis dengan teknik reduksi, penyajian dan penarikan kesimpulan. Hasil penelitian menunjukkan: (1) Rekrutmen dan seleksi pada STKIP Bina Bangsa Getsempena menggunakan prinsip Good University Governance (GUG) yaitu prinsip transparansi dan akuntabilitas; (2) Penempatan pada STKIP Bina Bangsa Getsempena menggunakan prinsip Good University Governance (GUG) yaitu prinsip akuntabilitas; (3) Pelatihan dan penyusunan jenjang karier pada STKIP Bina Bangsa Getsempena menggunakan prinsip Good University Governance (GUG) yaitu prinsip akuntabilitas, pertanggungjawaban, independensi, dan kewajaran; (4) Penegakan disiplin dan pemberian penghargaan kepada tenaga pendidik dan tenaga kependidikan pada STKIP Bina Bangsa Getsempena menggunakan prinsip kewajaran; dan (5) Pemberhentian pada STKIP Bina Bangsa Getsempena menggunakan prinsip independen dan kewajaran. Hambatan dalam manajemen sumber daya manusia yaitu pergantian sumber daya manusia dengan alasan pengunduran diri. Seorang Tenaga Pendidik dan Tenaga Kependidikan yang mengundurkan diri akanmengganggu kinerja struktural perguruan tinggi.

Abstract

Principal leadership plays an important role in planning, developing, encouraging, supervising and evaluating schools so that a goal is achieved effectively, efficiently in improving the quality of schools. The purpose of the study was to determine the principal's leadership in the preparation, 1) quality improvement school principal's rules and regulations, 2) quality improvement principal program, 3) the principal's strategy for improving school quality and, 4) barriers to school principals in improving school quality at SD Negeri Alue Bata and SD Negeri Ujong Patihah, Nagan Raya Regency. This study uses a qualitative approach with a descriptive method. Data collection was obtained through interviews, observation and documentation. The subjects of the study were the principal, deputy principal, teacher, superintendent and head of school accreditation. The results of the study found that 1) the rules of discipline of the principal were prepared by the principal with the approval of educators and educational personnel who delivered during the meeting, 2) the principal's program in the form of an annual work program, a semester work program whose preparation is assisted by a teacher, an end-of-semester extracurricular program, 2) The principal's strategy is to hold teacher meetings and student guardian meetings, complete learning books, procurement of new buildings, selection of new students and transfer students. Cooperation with stakeholders in preparation for accreditation, discipline in school regulations, holding technology training for teachers, involving teachers in the KKG, providing equipment and materials in overcoming the corona disease outbreak. Strategic planning in the form of significant and time, 3) barriers to school principals applied, lack of teacher discipline in collecting learning tools, lack of interest in reading students in the library, some teachers did not join in preparing for accreditation due to lack of concern and sense of responsibility for school progress. Abstrak Kepemimpinan kepala sekolah berperan penting dalam menyusun perencanaan, mengembangkan, mendorong, mengawasi dan mengevaluasi sekolah sehingga tercapai suatu tujuan secara efektif, efisien dalam meningkatkan mutu sekolah. Tujuan penelitian adalah untuk mengetahui kepemimpinan kepala sekolah dalam penyusunan, 1) peraturan tata tertib kepala sekolah peningkatan mutu, 2) program kepala sekolah peningkatan mutu, 3) strategi kepala sekolah peningkatan mutu sekolah, dan 4) hambatan kepala sekolah peningkatan mutu sekolah di SD Negeri Alue Bata dan SD Negeri Ujong Patihah Kabupaten Nagan Raya. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Pengumpulan data di peroleh melalui wawancara, observasi dan dokumentasi. Subjek penelitian adalah kepala sekolah,wakil kepala sekolah,guru, pengawas dan kepala bidang pengakreditasian sekolah. Hasil penelitian di temukan, yaitu 1) peraturan tata tertib kepala sekolah disusun oleh kepala sekolah atas persetujuan pendidik dan tenaga kependidikan yang sampaikan saat rapat, 2) program kepala berupan program kerja tahunan, program kerja semester yang penyusunannya dibantu oleh guru, program ekstrakurikuler akhir semester, 3) Strategi kepala sekolah yang di terapkan mengadakan rapat guru dan rapat wali murid, melengkapi buku pembelajaran, pengadaan gedung baru, penyeleksian murid baru dan murid pindahan. Kerja sama dengan stakeholder dalam persiapan akreditasi, kedisplinan terhadap peraturan sekolah, mengadakan pelatihan tekhnologi untuk guru, mengikut sertakan guru mengikuti KKG, menyediakan peralatan dan bahan dalam mengatasi wabah penyakit corona. Perencanaan strategi berupa signifikan dan time, 4) hambatan kepala sekolah yang di terapkan kurangnya kedisipinan guru dalam mengumpulkan perangkat pebelajaran, kurang minat membaca siswa di perpustakaan, beberapa guru tidak ikut bergabung dalam mempersiapkan akreditasi karena kurangnya kepedulian dan rasa tanggung jawab terhadap kemajuan sekolah. Abstract

Performance of organization is one of the factors that affect the achivement of organizational goals. The Improvement of organizational performance is affected by the strategy which is made as a procedure approach, method and ways of leadership and members of organizational in determining desicion and mechanism of the existing relationships among units within the organization. One of the strategies which are used in improving organizational performance is through balance scorecard. Balance scorecard oriented on work measurement which is seen by fi­nancial­perspective,­costumer,­internal­business­processes,­learning­and­growth.
