Abstract

Strategi pelayanan publik berperan penting dalam mewujudkan tata kelola pemerintahan yang efektif dan responsif. Tingginya angka kecelakaan pada usia produktif mendorong Pemerintah Kabupaten Tuban melalui Dinas Lingkungan Hidup dan Perhubungan untuk menghadirkan program transportasi umum gratis Si Mas Ganteng yang aman, nyaman, dan terintegrasi bagi pelajar dan masyarakat umum. Penelitian ini bertujuan untuk mendeskripsikan penerapan strategi pelayanan publik pada layanan transportasi Si Mas Ganteng. Jenis penelitian ini adalah de skriptif dengan menggunakan pendekatan kualitatif. Fokus penelitian menggunakan teori strategi pelayanan publik menurut Chiwawa dan Wissink yang terdiri dari lima indikator, yaitu clarity of goals (kejelasan tujuan dan sasaran), alignment of resources (penyelarasan sumber daya), performance measurement and reporting (pengukuran dan pelaporan kinerja), collaboration and stakeholder engagement (kolaborasi dan keterlibatan pemangku kepentingan), continuous improvement (peningkatan berkelanjutan). Teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Analisis data dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan perlu penyesuaian rute terutama di rute Tuban-Bojonegoro, antusias penumpang yang tinggi mengakibatkan keterbatasan armada, belum tersedianya halte sesuai standar, serta belum tersedianya tempat kritik dan saran bagi pengguna layanan. Adapun saran peningkatan pelayanan Si Mas Ganteng meliputi penambahan armada dan rute, penyediaan halte sesuai standar pelayanan, dan pengelolaan kritik dan saran.

Abstract

This study examines the influence of education level on the quality of performance of village apparatus in Kacangan Village, Tambakrejo District, Bojonegoro Regency. The research employs a quantitative approach using primary data collected from respondents through structured questionnaires. Data analysis was conducted using descriptive statistics and inferential analysis, including simple and multiple linear regression tests. The results indicate that the education level of village apparatus has a positive and significant effect on overall performance quality, particularly on the productivity dimension. The coefficient of determination shows that education level explains a substantial proportion of performance variation among village apparatus. However, further analysis reveals that education level does not significantly affect other performance dimensions, namely service quality, responsiveness, responsibility, and accountability. These findings suggest that formal education alone is insufficient to enhance all aspects of village apparatus performance. Organizational systems, work experience, leadership, and institutional control mechanisms play a critical role in shaping service-oriented and accountable performance. Therefore, improving village governance requires an integrated approach that combines education with continuous training and effective organizational management.

Abstract

Household food security has become a strategic issue amid socio-economic pressures, climate change, and limited access to nutritious food at the community level. The Sustainable Food Yard Program (Pekarangan Pangan Lestari/P2L) was developed as a community empowerment initiative through the productive and sustainable utilization of household yards. This study aims to analyze the management of the P2L Turi Putih Program in Jrebeng Kidul Subdistrict, Probolinggo City, using a strategic management approach to identify internal and external factors as a basis for formulating program sustainability strategies. This research employed a descriptive qualitative method with data collected through field observations, in-depth interviews with P2L administrators and community members, and documentation. Data were analyzed through data reduction, data display, and conclusion drawing, and further examined using SWOT analysis. The findings indicate that the program’s strengths lie in institutional capacity, human resource quality, managerial independence, and social contributions through environmental education and stunting prevention initiatives. However, major weaknesses include fluctuating member participation and underdeveloped product marketing systems. Externally, opportunities are supported by local government policies, technical assistance from relevant agencies, and the active involvement of the Family Welfare Movement (PKK). Meanwhile, the main threats stem from climate change, flood-prone land conditions, and pest infestations. The sustainability strategies emphasize institutional strengthening, marketing development, human resource capacity building, and environmental risk adaptation to enhance yard-based food security

Abstract

Pemanfaatan teknologi informasi dalam penyelenggaraan pelayanan publik memiliki peran penting dalam mendukung pengelolaan pengaduan masyarakat yang efektif dan responsif. Salah satu bentuk penerapan E-Government di sektor pelayanan publik diwujudkan melalui sistem layanan call center yang berfungsi sebagai media komunikasi antara penyelenggara layanan dan masyarakat. Penelitian ini bertujuan untuk mengkaji efektivitas sistem layanan call center sebagai media pengaduan masyarakat di Perumda Air Minum Surya Sembada Kota Surabaya. Penelitian menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Data diperoleh melalui wawancara mendalam dengan petugas call center dan masyarakat pengguna layanan, observasi langsung terhadap proses pelayanan, serta telaah dokumentasi yang berkaitan dengan sistem pengaduan. Analisis data dilakukan dengan menggunakan indikator efektivitas layanan berbasis online yang meliputi kecepatan respons, empati, keandalan sistem, dan hasil akhir layanan. Hasil penelitian menunjukkan bahwa sistem layanan call center secara umum telah berjalan cukup efektif dalam menampung dan menindaklanjuti pengaduan masyarakat. Hal tersebut tercermin dari kemampuan petugas dalam merespons pengaduan, sikap empati dalam memberikan pelayanan, serta keandalan sistem dalam mendukung proses penanganan pengaduan. Meskipun demikian, efektivitas layanan belum sepenuhnya optimal karena masih terdapat kendala teknis dan keterbatasan dalam memberikan kepastian waktu penyelesaian pengaduan. Oleh karena itu, diperlukan peningkatan kualitas sumber daya manusia, penguatan sistem teknologi, serta optimalisasi koordinasi internal agar pengelolaan pengaduan masyarakat dapat berjalan lebih efektif dan berkelanjutan.

Abstract

Stunting is a long-term malnutrition problem that affects the quality of human resources and is a development priority. The government uses the Special Allocation Fund (DAK) for the health sector to accelerate stunting reduction. This study aims to analyze the budget performance of the stunting program at the Surabaya City Health Office in 2025, evaluate the effectiveness of DAK use, and identify supporting and inhibiting factors. The method used was a descriptive qualitative approach with a Systematic Literature Review (SLR) and document analysis of scientific literature from 2019–2025 and official local government documents. The results indicate that the budget performance of the stunting program is quite effective and aligned with planning documents. The use of DAK supports nutrition interventions through community health center (Puskesmas) and integrated health post (Posyandu) services. However, effectiveness is less than optimal due to data inconsistencies between institutions, a lack of results-based performance indicators, and a suboptimal monitoring and evaluation system. Therefore, strengthening results-based evaluation, data integration, and improved cross-sectoral coordination are needed to ensure a more significant and sustainable program impact.

Abstract

Social inclusion of people with disabilities in Surabaya reflects the government's commitment to creating equitable and friendly governance for all citizens, without exception. As a metropolitan city with a high level of development, Surabaya has strived to provide various facilities that support the fulfillment of the rights of people with disabilities, such as guiding blocks, ramps, braille, priority seats, and other facilities. However, behind these achievements, there is still a gap between the regulations that have been made and their implementation in practice. Various field findings indicate that some people with disabilities, especially members of the Indonesian Women's Association of Disabled People (HWDI) of Surabaya City, still face obstacles. This study aims to describe the social inclusion of Suroboyo Bus transportation services in Surabaya City from the perspective of the Indonesian Women's Association of Disabled People (HWDI) of Surabaya City using the principles of social inclusion of the World Bank (2022). This study uses a qualitative method with a descriptive approach. Data collection techniques were carried out through participatory observation, in-depth interviews, and documentation. Data analysis techniques include data reduction, data presentation, and drawing conclusions. The results of the study indicate that social inclusion of Suroboyo Bus transportation services is still partial. Positively, the Surabaya City Transportation Agency's efforts to provide inclusive facilities are quite adequate. However, there is a gap between regulations, implementation, and the actual experiences of members of the Indonesian Association of Women with Disabilities in Surabaya. This study recommends conducting a phased infrastructure evaluation and involving organizations of persons with disabilities that actively advocate for the rights of persons with disabilities.

Abstract

This study aims to explore the financial relationships between the central and regional governments and their impact on the implementation of fiscal decentralization in Mojokerto Regency. The focus of this study covers Regional Original Revenue (PAD), transfer funds, including the General Allocation Fund (DAU), Special Allocation Fund (DAK), and Revenue Sharing Fund (DBH), as well as other legitimate regional revenue sources. The methodology employed is qualitative with a descriptive approach, utilizing secondary data analysis derived from regional budget (APBD) documents, regional financial reports, and relevant regulations. The study's findings indicate that transfer funds remain a major component of regional revenue, contributing approximately 64.8%, while PAD contributes 31.4%. This reflects the importance of financial relations between the central and regional governments in supporting fiscal capacity and regional development, despite relatively low fiscal independence. Furthermore, the potential decline in transfer funds poses a challenge to regional financial stability. Therefore, optimizing PAD, increasing efficiency in financial management, and strengthening transparent and accountable governance are crucial to support sustainable fiscal decentralization.

Abstract

Akuntabilitas pengelolaan keuangan daerah merupakan unsur penting dalam mewujudkan tata kelola pemerintahan yang baik. Akuntabilitas tidak hanya berkaitan dengan kepatuhan terhadap peraturan perundang-undangan, tetapi juga mencakup transparansi, efisiensi, efektivitas, serta tanggung jawab pemerintah dalam mengelola anggaran publik. Kota Malang sebagai daerah otonom memiliki kewajiban untuk mengelola keuangan secara tertib, transparan, dan akuntabel. Pengawasan internal pemerintah berperan penting dalam memastikan seluruh proses pengelolaan keuangan daerah berjalan sesuai ketentuan. Inspektorat Daerah sebagai Aparat Pengawasan Intern Pemerintah (APIP) melaksanakan fungsi pengawasan melalui audit, reviu, evaluasi, dan pemantauan guna mencegah penyimpangan serta meningkatkan kualitas tata kelola keuangan daerah. Penelitian ini bertujuan untuk menganalisis akuntabilitas pengelolaan keuangan daerah Kota Malang dalam perspektif pengawasan internal pemerintah. Metode yang digunakan adalah kualitatif dengan pendekatan deskriptif melalui studi pustaka. Hasil penelitian menunjukkan bahwa pengawasan internal berkontribusi dalam meningkatkan akuntabilitas, terutama pada kepatuhan administrasi, kualitas pelaporan keuangan, serta penguatan sistem pengendalian intern pemerintah. Kota Malang juga memperoleh opini Wajar Tanpa Pengecualian (WTP) tahun 2024 sebagai indikator pengelolaan keuangan yang baik.

Abstract

This study aims to analyze financial performance using economic, effectiveness, and efficiency indicators in budget management, particularly related to Non-Tax State Revenue (PNBP) during the 2019–2024 period. The method used is a quantitative descriptive approach by comparing budgeted and realized figures for both revenue and expenditure. The results indicate that the economic level is categorized as economical, as reflected by actual expenditures being lower than the allocated budget. In terms of effectiveness, revenue performance is classified as highly effective, with most realizations exceeding the established targets. Meanwhile, the efficiency level falls into the highly efficient category, indicated by relatively low cost ratios compared to the outputs generated. However, some fluctuations occurred in certain years, reflecting dynamics in budget management. Overall, financial performance can be considered good, although continuous evaluation is still necessary to maintain stability and improve the quality of budget management in the future.

Abstract

Penelitian ini membahas peran Pendapatan Asli Daerah (PAD) dalam mendukung kemandirian fiskal Kota Surabaya pada periode 2021-2025. Keberhasilan desentralisasi fiskal diukur dengan kemampuan suatu daerah dalam membiayai urusan pemerintahannya sendiri. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Hasil penelitian menunjukkan bahwa PAD Kota Surabaya mengalami pertumbuhan yang positif yang berkisar 12-18% selama periode 2021-2025 dengan pajak daerah sebagai komponen utama yang berkontribusi sebesar 78,9% terhadap total PAD. Berdasarkan perhitungan Indeks Kemandirian Fiskal (IKF), Kota Surabaya memperoleh nilai 0,61 yang menjadikan Kota Surabaya termasuk dalam kategori mandiri. Hal ini mengindikasikan bahwa Kota Surabaya telah berhasil mengoptimalkan potensi fiskal daerahnya sehingga tidak bergantung pada transfer dari pemerintah pusat.
