Abstract

National or regional food security does not necessarily guarantee food security at the household or individual level. Although Jember Regency was classified as a highly food-secure region in 2024 based on Food Security and Vulnerability Atlas (FSVA) data, the reality of household-level food security urgently needs to be addressed. The objective of this research was to analyze household food security conditions based on Engel's Law and Jonsson & Toole's theory. Data from Susenas 2024, analyzed using the Jonsson and Toole method, revealed that the majority of households in Jember still face food vulnerability. Specifically, only about 35.49% (427 households) fell into the food-secure category. Conversely, nearly half, 49.34% (597 households), were in the food- vulnerable category. Additionally, approximately 7.60% (92 households) experienced food scarcity, and 7.77% (94 households) were in a state of food insecurity.

Abstract

This study analyzes the structural vulnerability of national food security by examining the spatial impact of paddy field conversion on rice production volatility. Production instability is influenced by several key factors, including land-use change, climate-related harvest failures, and the degradation of primary irrigation infrastructure. Using the Area Frame Sampling (AFS) approach from 2020 to 2024, this research integrates remote sensing data with field observations to measure the loss of productive agricultural land. The results reveal a 4.22% decline in the national harvest area. In Java, the conversion of technically irrigated paddy fields leads to an estimated loss of 11.4 tons of Milled Dried Grain (MDG) per hectare annually, reflecting a significant reduction in production capacity due to the disappearance of multi-cropping systems. Spatial regression analysis shows a strong relationship (R² = 0.78) between infrastructure expansion and rice supply instability. This finding indicates that irreversible land-use change, rather than yield fluctuation, is the primary driver of production volatility. The results suggest that national food security is approaching a critical threshold. Therefore, the study recommends implementing a moratorium on paddy field conversion, strengthening field-level spatial monitoring, integrating food security policies, and providing fiscal incentives to protect remaining agricultural land.

Abstract

Climate Smart Agriculture merupakan tindakan Pemerintah Indonesia dalam pencegahan dampak negatif perubahan iklim pada sektor pertanian khususnya terkait ketahanan pangan melalui Sekolah Lapang. Program ini bertujuan untuk mengedukasi petani dalam mencegah dampak negatif perubahan iklim dengan tiga aspek utama yaitu Produktivitas, Adaptasi dan Mitigasi melalui Sekolah Lapang Climate Smart Agriculture (SL-CSA). Keberhasilan Climate Smart Agriculture memerlukan tingkat penerapan materi dan partisipasi petani. Penelitian bertujuan untuk menganalisis tingkat penerapan dan partisipasi petani pada Sekolah Lapang Climate Smart Agriculture di Kecamatan Ambulu Kabupaten Jember. Penelitian dilakukan di Kecamatan Ambulu karena merupakan daerah yang ditunjuk sebagai daerah pelaksanaan SL-CSA di Kabupaten Jember. Daerah pelaksanaan SL-CSA adalah daerah yang terdapat Daerah Irgasi dan Kecamatan Ambulu memiliki Daerah Irigasi Talang dan Pondok Waluh. Metode pengumpulan data dengan observasi, studi dokumentasi dan wawancara. Responden penelitian merupakan 35 petani peserta SL-CSA Kecamatan Ambulu yang tersebar di Desa Andongsari, Pontang, Ambulu dan Karanganyar. Data dianalisis dengan analisis Skoring dan Korelasi Rank Spearman. Hasil penelitian menunjukkan bahwa tingkat penerapan materi oleh petani SL-CSA di Kecamatan Ambulu dikategorikan tinggi dengan skor 14,1. Tingkat partisipasi petani mengikuti SL-CSA di Kecamatan Ambulu dikategorikan tinggi dengan skor 33,6. Frekuensi kehadiran dan Keaktifan Petani berkorelasi signifikan dan memiliki arah positif dengan tingkat penerapan materi oleh petani. Karakteristik internal (usia dan tingkat pendidikan) dan karakteristik eksternal (luas lahan, status pekerjaan, kepemilikan lahan dan tingkat produktivitas) tidak berkorelasi signifikan dan memiliki arah negatif
