Abstract

This study examines how a presidential candidate strategically constructed human rights (HAM) discourse as a political instrument to secure victory in the 2024 Indonesian presidential election. Through the deployment of human rights discourse, Prabowo Subianto sought to influence public perception and voter preferences in his favor. Ultimately, his success in the election demonstrates how political discourse—articulated through public debate texts—effectively shaped public cognition, guided reasoning processes, and influenced electoral choices. The central argument of this article is that human rights discourse, when employed as a political tool, is not ideologically empty. Instead, it functions as a form of political truth production tailored to serve particular interests. The study employs Teun A. van Dijk’s critical discourse analysis (CDA) framework, which integrates three levels of analysis: textual analysis, social cognition, and sociocultural context. What distinguishes this research is its methodological novelty: the application of Van Dijk’s Critical Discourse Analysis (CDA) as a critical intervention in the field of discourse studies, which has often privileged content analysis over a deeper interrogation of textual and discursive structures. Accordingly, this study contributes to the discourse analysis literature by foregrounding the interplay between language, power, and political strategy in the context of contemporary Indonesian electoral politics. The findings of the study reveal three primary discursive strategies: (1) The reframing of human rights as a counter-narrative to legal controversies, (2) The construction of a populist leadership image, and (3) The invocation of “people’s sovereignty” as a protective narrative to legitimize political positioning.

Abstract

The COVID-19 in Indonesia was first reported in March 2, 2020 with two cases, and the number has increased each day until April 23, 2020 and reached 7,775 positive cases of COVID-19. East Java Province ranks the third in Indonesia with 662 cases. COVID-19 requires a health financing system aimed for COVID-19 patients and hospital services. The study aimed to describe the amount of COVID-19 and the use of funds for COVID-19 in East Java Province. This study applied descriptive analytic method. Secondary data analysis used the COVID-19 fund data of 31 districts/cities in East Java Province from the Regional Development Agency of East Java Province in period of March 23 - April 23, 2020. The results showed that the total budget for COVID-19 in the province was worth IDR 2,102,600,000,000 divided for Curative IDR 727,654,880,535, Promotive Preventive IDR 97,134,092,873, Social Safety Net IDR 877,301,513,766 and Recovery IDR 400,50,512,826. The total fund for COVID-19 per capita in the province was IDR1,997,139 divided for Curative IDR 691,158, Promotive Preventive IDR 92,262, Social Safety Net IDR 833,299 and Recovery IDR 380,421. According to districts, the highest budgeting is Jember District, Surabaya City, and Gresik District. The highest per-capita funds, according to districts/cities, are Batu City, Jember District, and Trenggalek District.

Abstract

Mikroplastik merupakan sampah plastik yang terdegradasi oleh sinar matahari menjadi partikel kecil dan mempunyai ukuran < 5 mm. Kerang batik (Paphia undulata) mempunyai sifat filter feeder, enzim detoksifikasi yang sedikit, dan termasuk sedentary animal sehingga hewan ini sangat memungkinkan untuk terkontaminasi mikroplastik. Penelitian ini bertujuan untuk mengidentifikasi kelimpahan mikroplastik dan tingkat konsumsi masyarakat pada kerang batik (Paphia undulata) di wilayah perairan Banyuurip Ujungpangkah Kabupaten Gresik. Hasil penelitian ini menunjukkan bahwa terdapat 3 bentuk mikroplastik yang ditemukan yaitu fiber, fragmen, dan filamen dengan didominasi oleh fiber sebanyak 100 partikel/ekor. Fiber diakibatkan oleh aktivitas nelayan dan termasuk bentuk yang mudah terakumulasi dalam pencernaan biota. Warna biru menjadi warna yang dominan ditemukan di semua lokasi. Partikel mikroplastik yang ditemukan memiliki ukuran dengan rentang antara 0,083 – 4,619 mm. Kelimpahan mikroplastik terbanyak berada di lokasi 2 sebanyak 0,78 partikel/ekor. Hasil wawancara kepada 30 responden menyatakan bahwa mayoritas mengkonsumsi kerang batik dalam frekuensi mingguan sebanyak 15 orang dengan rata-rata konsumsi <50 g/hari sebanyak 18 orang dan >50 g/hari sebanyak 12 orang.

Abstract

Kampung Blekok Marine Ecotourism Area in Klatakan Village, Kendit District, Situbondo Regency represents a community-based tourism initiative through mangrove conservation, waterbird protection, and coastal ecosystem preservation.  As tourism activities increase, proper environmental sanitation has become essential to fulfilling amenities within the 3A tourism concept and supporting Sapta Pesona principles. This study aims to describe the physical environment, availability of sanitation facilities, and supporting infrastructure in Kampung Blekok, while offering strategic recommendations. Conducted in April 2025, it used a descriptive-quantitative observational method with purposive sampling. Data were gathered through observation, interviews, documentation, and water quality tests. Results indicate that five out of six sanitation components fail to meet health standards. Recommendations focus on enhancing cross-sector collaboration to support sustainable tourism, environmental protection, and improved public health.

Abstract

The Waste Bank program in Jember Regency is currently performing suboptimally, as evidenced by the annual decline in the number of Waste Banks. Low activity levels significantly hinder the effectiveness of waste reduction at the source.: This study aimed to analyze sustainability strategies for the Waste Bank program in Jember Regency using SWOT analysis. A quantitative descriptive research design was employed. A sample of 36 Waste Banks located in three districts was selected using simple random sampling. The subjects were Waste Bank managers. Primary data were collected through interviews using questionnaires aligned with Ministry of Environment regulations, while secondary data were obtained from the Jember Regency Environmental Agency regarding the number of Waste Banks. Results: The SWOT matrix analysis placed the program in Quadrant III, indicating a critical need to address internal weaknesses while leveraging market opportunities. Conclusion & Priority strategies are recommended as follows: 1) Financial: expanding funding sources through partnerships with the government, private sector, financial institutions, and Corporate Social Responsibility (CSR) programs; 2) Human Resources: collaborating with universities, schools, and environmental communities to strengthen capacity through internships, research, and community service-based training; 3) Market: producing processed products from organic and inorganic waste, creating innovative programs, and enhancing service branding; and 4) Legal: establishing local regulations regarding the Waste Bank program and encouraging private sector involvement via CSR to support financing, training, and infrastructure provision.
