Abstract

Penelitian ini bertujuan untuk bertujuan untuk menilai efektifitas kebijakan pupuk bersubsidi telah mencapai tujuannya, yaitu meningkatkan produktivitas pertanian dan kesejahteraan petani. Penelitian ini juga dilakukan untuk mengidentifikasi dampak yang ditimbulkan dan faktor-faktor yang memengaruhi keberhasilan maupun hambatan dalam pelaksanaan kebijakan. Penelitian ini menggunakan enam tahapan evaluasi kebijakan menurut Edward A. Suchman. Metode penelitian kualitatif dengan teknik pengumpulan data meliputi wawancara, observasi, dan dokumentasi. Informan dalam penelitian ini terdiri dari Dinas Pertanian Kota Padang, distributor, kios pengecer, dan petani penerima manfaat. Hasil penelitian menunjukkan bahwa kebijakan belum berjalan secara efektif. Dari enam indikator 6T (tepat jenis, tepat jumlah, tepat harga, tepat waktu, tepat tempat, dan tepat mutu), hanya ketepatan waktu dan tempat yang tercapai. ndikator lainnya belum optimal karena lemahnya validasi data, terbatasnya sumber daya manusia, dan belum maksimalnya pelaksanaan teknis di lapangan.

Abstract

Policy evaluation is part of the policy cycle that plays an important role in assessing the success or failure of a policy. One form of public policy is the Regulation of the Minister of Law and Human Rights Number 25 of 2023 concerning Human Rights-Based Public Services. This study aims to evaluate the implementation of the P2HAM policy at the Class I Immigration Office of TPI Padang. This study uses a qualitative approach method with a descriptive research design. Data collection was carried out by interview, observation and documentation techniques. Data analysis was carried out using four indicators in the evaluation theory by Althaus, Bridgman and Davis, namely input, process, output, and outcome. The results of the research show that the implementation of the P2HAM Policy at the Class I Immigration Office of TPI Padang has been carried out well, but there are still some records as policy recommendations. In the Input indicator, the human resources of the P2HAM operator team have been fulfilled in terms of quality and quantity, but priority service officers are still not yet. There is no special budget for P2HAM and there are still facilities and infrastructure that are not in accordance with P2HAM rules. In the process indicators, the Class I Immigration Office of TPI Padang has implemented P2HAM in accordance with the stages in the applicable regulations. In the output indicators, the P2HAM criteria in Kanim Padang have been met and received awards and P2HAM goals have been achieved. In the outcome indicator, the implementation of the P2HAM policy at the TPI Padang Class I Immigration Office has an impact on changes in the service system, improving human resource competence, improving accessibility and infrastructure facilities and improving the quality of services to the public in a better direction and in accordance with human rights principles.

Abstract

This study was conducted with the aim of examining the influence of leadership and work motivation on the performance of employees in Nagari Sungai Duo, within the Nagari Statistik program in Dharmasraya Regency. The success of Nagari Statistik, which has become a digital-based one-data nagari, has made it easier for local governments to monitor and decide on policies to be implemented. This success would not have been possible without thorough planning and employee cohesion in supporting the innovation program. Therefore, leadership and motivation are crucial in improving employee performance. This research is based on the indicators of thought from A. Maslow, which focus on Leadership and Work Motivation in relation to Employee Performance. The research findings indicate that there is a strong influence between leadership and motivation on the performance of employees in Nagari Sungai Duo. This can be seen from the 32 respondents who participated as informants, showing their agreement with the statement that leadership and motivation have an impact on performance results. This is further supported by the fact that all variables of leadership and work motivation were found to be valid and reliable in relation to employee performance. Leadership had a t-value of 2.096, and Motivation had a t-value of 2.235 in relation to employee performance in the nagari apparatus. However, the researcher also observed that it is not only leadership and motivation that have an impact, but also work facilities. Since the Nagari Statistik program’s survey implementation was carried out by cadres who directly visited the community, the researcher believes that the available work facilities will also affect the performance results of employees in the execution of the Nagari Statistik program in Dharmasraya Regency.

Abstract

The Kepenuhan Hulu Village Government has successfully encouraged the community to participate actively in deliberation forums to convey information about accountability and receive feedback from the community. This indicates the existence of social accountability practices in financial management in Kepenuhan Hulu Village. This study examines how social accountability in village financial management is implemented using the Social Accountability theory of Grandvoinnet et al. The results show that social accountability in financial management in Kepenuhan Hulu Village is built through active community involvement and the village government's commitment to creating transparent and participatory governance. Social accountability is manifested in deliberation forums such as hamlet deliberations, village deliberations, and village development planning deliberations. These forums have become a space for the community to express aspirations and determine the direction of village development. The findings of this social accountability study have implications for strengthening accountability in village financial management by optimizing the deliberation mechanism regulated by the regulation to be more inclusive and based on real community needs. With a clear commitment from the village government to meeting community demands and needs, this social accountability approach can serve as a reference for strengthening more transparent village financial management.

Abstract

This study examines the strategies employed by the Consulate of the Republic of Indonesia (KRI) in Tawau to assist the children of Indonesian migrant workers (PMI) in Sabah’s palm oil plantations in obtaining birth identity documents—a crucial requirement for citizenship status and access to basic social services. Using a descriptive qualitative approach, data were collected through a literature review and in-depth interviews with consular officers and PMI families. The findings show that KRI Tawau has established a vision, mission, and objectives consistent with its mandate to protect Indonesian citizens abroad, particularly in securing the identity rights of migrant children. The Consulate implements outreach strategies, including public awareness campaigns on the importance of the Surat Bukti Pencatatan Kelahiran (SBPK), mobile consular services, and community-based cooperation, to reach families in remote plantation areas. These efforts have improved public awareness and expanded service coverage, although challenges persist, especially the incomplete administrative documents often held by migrant workers. Despite these constraints, KRI Tawau’s strengthened consular functions play a vital role in enhancing children’s access to identity documentation and improving their opportunities to obtain education, which remain limited under Malaysia’s migration and education policies. The study highlights the need for innovative and sustained consular services to protect the rights of migrant children.

Abstract

Background This study investigates the role of 'lapau' as a mechanism for social accountability in the budget planning of the Salayo Nagari government. Set within the framework of village autonomy as defined by Law Number 6 of 2014, the research addresses the disparity between formal, procedural accountability and the substantive community practices that exist in reality. Methods Through qualitative methodology involving interviews, observations and document analysis, the study identifies 'Lapau' as a critical informal public sphere. The presence of government officials within the 'Lapau' reduces social distance and encourages continuous dialogue, which contributes to greater public trust and responsiveness. Results The findings suggest that this social arena facilitates transparency, direct discourse and rapid problem solving, thereby overcoming the limitations of rigid formal procedures.  Instead of replacing the formal accountability mechanisms, the 'Lapau' works with the institutional arrangements that already exist by embedding accountability practices within social and cultural relations. Conclusions Ultimately, the 'Lapau' strengthens the Nagari government's legitimacy and fosters a deeper emotional bond with the community, ensuring a sustainable response to citizen aspirations.

Abstract

Stunting can affect a child's development and growth in the long term. This research aims to study various factors, including social and economic, which play a role in the incidence of stunting in toddlers. Which will be reviewed specifically from the perspective of family income, maternal education, parental employment, and access to health services. This research's secondary data comes from the National Health Survey, which includes data on health and socio-economics in Indonesia. Analysis was carried out using logistic regression to determine whether there was a correlation between socio-economics and cases of stunting in toddlers. The research results reveal that socio-economic conditions such as family income, maternal education, and access to health facilities influence cases of toddler stunting. For this reason, it is important for socio-economic based interventions to reduce the stunting rate in Indonesia. Policies that support increasing the income of poor families such as providing direct cash assistance and improving the quality of employment opportunities, access to affordable health services with a focus on routine check-ups and immunizations in low-income areas, and maternal education need to be improved through education about nutrition and good child care through posyandu , health centers, and social media. Apart from that, community empowerment to increase local food security can be a solution in providing nutritious food. Collaboration between the government, private sector and NGOs is very important to create policies that support comprehensive stunting prevention.

Abstract

Penelitian ini dilatarbelakangi oleh masih rendahnya tingkat penggunaan Aplikasi Smart Nagari serta ketidaktahuan masyarakat nagari tentang aplikasi ini. Penelitian ini bertujuan untuk menganalisis bagaimana pelaksanaan difusi inovasi aplikasi Smart Nagari di Kabupaten Agam. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, dokumentasi dan observasi. Teori yang digunakan dalam penelitian ini adalah teori Difusi Inovasi Everret M. Rogers dengan empat variabel yaitu; inovasi, saluran komunikasi, jangka waktu, dan sistem sosial. Hasil penelitian menunjukkan bahwa pelaksanaan difusi inovasi aplikasi Smart Nagari di Kabupaten Agam sudah berjalan dengan cukup baik. Inovasi Smart Nagari juga telah memenuhi seluruh aspek inovasi menurut Rogers. Saluran media massa dan komunikasi interpersonal dalam pelaksanaan difusi inovasi ini sudah digunakan. Hanya saja, sosialisasi tidak dilakukan secara berkala dan hanya pada saat tahun awal-awal peluncuran saja. Akibatnya informasi yang diberikan kurang tersampaikan secara menyeluruh kepada masyarakat. Jangka waktu yang dibutuhkan mulai dari proses pembentukan inovasi hingga sampai penyebaran dimulai dari tahun 2021 sampai sekarang. Pada variabel sistem sosial, inovasi aplikasi Smart Nagari melibatkan kerja sama dengan instansi lain seperti Dinas Dukcapil dan Pemerintah Nagari se-Kabupaten Agam melalui pengarahan dari Dinas Kominfo Kabupaten Agam sebagai leading sector dari penerapan inovasi ini.

Abstract

Dalam rangka pemenuhan kebutuhan masyarakat yang semakin beragam, pemerintah diharapkan mampu beradaptasi dengan lingkungan dan situasi mengikuti perkembangan waktu. Collaborative Governance merupakan sebuah konsep dalam upaya kolaborasi pemerintah dengan berbagai pemangku kepentingan dalam rangka memenuhi kebutuhan bersama. Salah satu bentuk Collaborative Governance pada Pemerintah Kabupaten Lima Puluh Kota, yaitu kolaborasi dalam tata kelola Desa Wisata Kampuang Sarugo. Penelitian ini bertujuan untuk menganalisis peran para aktor dan proses kolaborasi yang dilaksanakan dalam pengelolaan Desa Sarugo. Metode penelitian yang digunakan adalah kualitatif deskriptif. Untuk pengumpulan data, Peneliti melakukan dua cara, yaitu wawancara dan dokumentasi. Informan penelitian dipilih menggunakan teknik purposive. Berdasarkan analisa Peneliti menggunakan teori Ansell dan Gash, hasil penelitian menunjukkan bahwa seluruh aktor sudah berperan dalam kolaborasi pengelolaan Desa Sarugo, namun peran dan proses kolaborasi yang berjalan belum maksimal. Partisipasi aktor belum optimal, di mana Pokdarwis belum memiliki pemahaman dan kemampuan dalam mengelola desanya, sedangkan partisipasi yang diberikan oleh aktor dalam kolaborasi banyak berupa pembinaan dan pelatihan mengenai pengelolaan destinasi wisata. Dimulai dari kondisi awal adanya ketidakseimbangan sumber daya yang mendorong terjadinya kolaborasi. Pada desain kelembagaan, seluruh pihak memberikan partisipasi melalui masing-masing perannya. Proses kolaborasi sudah berjalan namun belum optimal. Diperoleh hasil sementara, yaitu peningkatan perekonomian masyarakat di Desa Sarugo. Namun hasil yang diharapkan, yaitu nantinya masyarakat terutama Pokdarwis bisa benar-benar mandiri dalam mengelola Desa Wisata Sarugo dan memberikan kesejahteraan bagi masyarakatnya.

Abstract

Government Nagari is the leading government in the region of West Sumatra Province, which was held back in 2001. The Government of Nagari has a long history in its implementation. The government that had existed before this independent Indonesia had once been removed as part of the system of state administration and was replaced with a Village Government by Law No. 5 of 1979 concerning Village Government. The enactment of the Law on Regional Government in 1999 became the momentum of the change in the Village Government to be re-established with the Government Nagari in West Sumatra. The hope built on this government is the creation of a government that is in accordance with the characteristics of the communal West Sumatra community. As long as the reorganization of the Nagari Government, it turned out that various institutional problems arose related to its existence as a government institution. Using a qualitative approach, the results of the study show that the hybrid system designed by the Central Government has been the originator of various institutional problems that emerged throughout the administration of the Nagari Government. The birth of Law No. 6 of 2014 concerning Villages, which gave rights to the regions to choose whether to be a Village or Customary Village with other names added to the long list of intricate problems of institutional governance of the Nagari. The Nagari government needs to be a government institution that combines with appropriate indigenous values into the body of public administration through appropriate institutional adaptation.
