Abstract

This study aims to examine the implementation of police discretion on the use of alcoholic beverages and the factors that influence it in Buti Village, Mananggu District, Boalemo Regency. The problem of alcoholic beverage use has become a social issue that has caused various negative impacts, such as public order disturbances and increasing crime rates. In this context, police discretion becomes an important instrument in law enforcement that is not only oriented towards legal certainty, but also towards social justice and benefits. This study uses a qualitative method with a normative-empirical case study approach. Data were collected through observation, interviews, and documentation of Mananggu Police officers, the Buti Village community, and perpetrators or sellers of alcoholic beverages. The results of the study indicate that the implementation of discretion is carried out with a preventive, persuasive, to repressive approach, depending on the level of violation. Factors that influence the use of discretion include social conditions of the community, legal provisions, institutional policies, and humanitarian considerations. This study is expected to be a reference in formulating more appropriate and contextual policies in handling similar cases. ABSTRAKPenelitian ini bertujuan untuk mengkaji pelaksanaan diskresi kepolisian terhadap penggunaan minuman keras serta faktor-faktor yang memengaruhinya di Desa Buti, Kecamatan Mananggu, Kabupaten Boalemo. Masalah penggunaan minuman keras telah menjadi isu sosial yang menimbulkan berbagai dampak negatif, seperti gangguan ketertiban umum dan meningkatnya angka kriminalitas. Dalam konteks ini, diskresi kepolisian menjadi instrumen penting dalam penegakan hukum yang tidak hanya berorientasi pada kepastian hukum, tetapi juga pada keadilan sosial dan kemanfaatan. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus normatif-empiris. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi terhadap aparat Kepolisian Sektor Mananggu, masyarakat Desa Buti, serta para pelaku atau penjual minuman keras. Hasil penelitian menunjukkan bahwa pelaksanaan diskresi dilakukan dengan pendekatan preventif, persuasif, hingga represif, tergantung pada tingkat pelanggaran. Faktor-faktor yang memengaruhi penggunaan diskresi antara lain kondisi sosial masyarakat, ketentuan hukum, kebijakan institusional, serta pertimbangan kemanusiaan. Penelitian ini diharapkan dapat menjadi acuan dalam merumuskan kebijakan yang lebih tepat dan kontekstual dalam penanganan kasus serupa.

Abstract

Penelitian ini bertujuan untuk mengetahui efektivitas Program Badan Usaha Milik Desa (BUMDes) di Desa Limehe Barat, Kecamatan Tabongo, Kabupaten Gorontalo. Metode penelitian yang digunakan adalah deskriptif kualitatif, dengan fokus pada analisis makna dan konteks dari temuan lapangan. Data diperoleh melalui dua jenis, yaitu data primer dari observasi langsung, wawancara dengan pengurus BUMDes, dan dokumentasi seperti laporan keuangan, serta data sekunder dari penelitian terdahulu. Temuan penelitian menunjukkan beberapa tantangan yang dihadapi dalam implementasi BUMDes, termasuk kurangnya partisipasi masyarakat, keterbatasan sumber daya, dan kurangnya dukungan eksternal. Faktor sosial, ekonomi, dan politik juga mempengaruhi efektivitas program. Selain itu, perilaku dan sikap para pelaksana BUMDes juga mempengaruhi kinerja program. Berdasarkan temuan tersebut, kesimpulan penelitian ini adalah perlunya langkah-langkah perbaikan untuk meningkatkan efektivitas BUMDes. Langkah-langkah tersebut meliputi peningkatan partisipasi masyarakat, pengelolaan sumber daya yang lebih baik, pencarian dukungan eksternal yang lebih intensif, dan pembinaan bagi para pelaksana program. Penelitian ini diharapkan dapat memberikan kontribusi dalam pengembangan dan peningkatan kinerja program BUMDes di wilayah tersebut serta menjadi dasar bagi kebijakan yang lebih efektif dalam memajukan perekonomian dan kesejahteraan masyarakat desa.

Abstract

Penelitian ini bertujuan untuk mengkaji upaya Pemerintah Desa Lion dalam mencegah pernikahan dini di Desa Lion, Kecamatan Posigadan, Kabupaten Bolaang Mongondow Selatan. Metode penelitian yang digunakan adalah kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Sumber data yang digunakan adalah data primer dan data sekunder. Hasil penelitian menunjukkan bahwa Pemerintah Desa Lion mengimplementasikan sosialisasi sebagai strategi utama dalam mencegah pernikahan dini. Sosialisasi ini bertujuan untuk memberikan edukasi, pemahaman, dan kesadaran kepada masyarakat tentang risiko serta konsekuensi dari pernikahan dini. Melalui sosialisasi, pemerintah desa berupaya membangun kesadaran akan pentingnya mematuhi regulasi pernikahan, menekankan syarat usia pernikahan yang tepat, mengedukasi mengenai dampak negatif pernikahan dini, serta memberikan rekomendasi mengenai usia pernikahan yang ideal. Meskipun demikian, penelitian ini menemukan bahwa pola pergaulan bebas yang mengarah pada seks pranikah dan respons masyarakat yang kurang terhadap upaya pencegahan menjadi faktor penghambat yang perlu diatasi secara lebih intensif. Kerja sama antara pemerintah desa, lembaga pendidikan, dan tokoh masyarakat diharapkan dapat mengatasi faktor penghambat tersebut. Kesimpulannya, sosialisasi merupakan pondasi utama dalam membangun kesadaran dan perubahan perilaku yang diharapkan dapat mengurangi angka pernikahan dini di Desa Lion. Namun, upaya pencegahan harus ditingkatkan dengan melibatkan berbagai pihak terkait untuk mengatasi faktor penghambat yang ada.

Abstract

Aktualisasi nilai-nilai Pancasila di lingkungan sekolah masih menemui kendala, khususnya pada aspek konsistensi penerapan dalam perilaku sehari-hari. Penelitian ini bertujuan mengatasi kesenjangan antara pemahaman normatif dan praktik aktual nilai-nilai tersebut di kalangan peserta didik SMK Negeri 1 Kota Gorontalo. Metode yang diterapkan adalah pendekatan partisipatif-reflektif melalui kegiatan sosialisasi, diskusi kelompok terfokus, analisis kasus kontekstual, serta refleksi pengalaman peserta didik. Hasil evaluasi menunjukkan peningkatan yang signifikan pada indikator pemahaman aplikatif Pancasila (31,6% menjadi 78,3%), kepedulian sosial (42,1% menjadi 73,9%), praktik gotong royong (39,5% menjadi 71,8%), dan tanggung jawab (45,0% menjadi 74,2%). Analisis kualitatif terhadap refleksi peserta didik mengungkap peningkatan kemampuan dalam mengaitkan nilai-nilai Pancasila dengan dinamika kehidupan sekolah dan praktik kejuruan. Pembahasan mengonfirmasi efektivitas pendekatan reflektif-partisipatif dalam menjembatani kesenjangan kognitif-afektif-perilaku serta mendukung penguatan dimensi Profil Pelajar Pancasila. Disimpulkan bahwa model intervensi ini berhasil merefleksikan tantangan sekaligus memberikan kerangka solutif untuk internalisasi nilai. Rekomendasi mencakup pengembangan strategi integratif berkelanjutan yang melibatkan seluruh elemen pembelajaran, dengan peran guru sebagai fasilitator refleksi kritis, didukung oleh mekanisme monitoring dan evaluasi sistematis.The actualization of Pancasila values in the school environment still faces challenges, particularly regarding the consistency of their implementation in daily behavior. This study aims to address the gap between normative understanding and the actual practice of these values among students at SMK Negeri 1 Gorontalo City. The method applied was a participatory-reflective approach through activities such as socialization, focused group discussions, contextual case analysis, and student experience reflection. Evaluation results showed a significant increase in indicators of applied understanding of Pancasila (31.6% to 78.3%), social care (42.1% to 73.9%), mutual cooperation practices (39.5% to 71.8%), and responsibility (45.0% to 74.2%). Qualitative analysis of student reflections revealed an enhanced ability to connect Pancasila values with the dynamics of school life and vocational practice. The discussion confirms the effectiveness of the reflective-participatory approach in bridging the cognitive-affective-behavioral gap and supporting the strengthening of the Pancasila Student Profile dimensions. It is concluded that this intervention model successfully reflects the challenges while providing a solution-oriented framework for value internalization. Recommendations include the development of sustainable integrative strategies involving all learning elements, with the teacher's role as a facilitator of critical reflection, supported by systematic monitoring and evaluation mechanisms.

Abstract

This article discusses strengthening civic identity through multicultural education based on local wisdom in Gorontalo Regency. The main problem raised is how local culture, although recognized as a symbol of regional identity, has not been fully translated into an inclusive and reflective pedagogical design to shape students' civic awareness. This study uses a qualitative case study design based on document analysis, with data sources in the form of indexed journal articles, regional official publications, and educational documents published in 2021–2026. The focus of the study is directed at educational practices in Limboto and Dungaliyo. The data was selected purposively based on relevance, credibility, and thematic proximity, then analyzed through the stages of data reduction, data presentation, and conclusion drawn. The results of the study show three main findings: first, huyula local wisdom as the value of mutual cooperation, solidarity, and collective responsibility functions as a cultural bridge that connects social diversity with civic disposition. Second, multicultural education is more effective when local values are explicitly integrated into classroom interactions, school habituation, collaborative work, and reflective discussions. Third, challenges arise because many local values are still implicitly practiced so that they have not yet formed a reflective citizenship consciousness. This article concludes the need for a shift from symbolic recognition to structured pedagogical design through curriculum contextualization, teacher mediation, and school-to-community partnerships.

Abstract

This study was motivated by the low level of student participation and learning outcomes in Civic Education at SMA Negeri 3 Gorontalo, which was still dominated by conventional teaching approaches. The research aimed to analyze the implementation of the Jigsaw cooperative learning model and examine its effectiveness in improving students’ interest and academic achievement. The method employed was Classroom Action Research conducted in two cycles, consisting of planning, implementation, observation, and reflection stages. Data were collected through observation, questionnaires, and learning achievement tests, then analyzed quantitatively using percentages and mean scores. The findings revealed a significant improvement in students’ average scores and learning mastery in the second cycle, exceeding the predetermined criteria. It can be concluded that the Jigsaw model effectively enhances student participation and learning outcomes in a more active, collaborative, and meaningful learning environment.

Abstract

Village development is an important part of national development that emphasizes community participation and collaboration between local institutions. In this context, participatory village development requires synergy between the village government and community elements, including Karang Taruna as a youth organization that has a strategic role in supporting the implementation of development programs. However, in practice, the involvement of Karang Taruna in several villages is not fully optimal, thus affecting the effectiveness of village development. This study aims to analyze the challenges of cooperation between village heads and Karang Taruna, identify the cooperation models applied, and explain the development of synergy between the two in the implementation of village development with collaborative, participatory governance to realize sustainable development and community empowerment, especially the younger generation in the Botumito sub-district. This study uses a descriptive approach using qualitative research types that only describe the meaning of data or phenomena that can be captured by the researcher, by showing the evidence. This study uses data collection techniques in the form of interviews, observation, and documentation. In-depth interviews were conducted with competent sources in their fields, including village heads, BPD, Karang Taruna, and community leaders. To validate the research data, triangulation techniques were used, with qualitative data analysis. The results showed that the main challenges to collaboration lie in communication, the division of roles and authority, and resource support. Two models of collaboration were identified: a more effective and participatory partnership (coordination) model in Potanga and Tapadaa Villages, and a top-down instructive (hierarchical) model in Tutulo and Hutamonu Villages. The development of synergy indicates that villages with open communication and a clear division of roles have more inclusive, participatory, and sustainable development.

Abstract

Drug abuse in Indonesia, particularly in Gorontalo Province, has reached a critical point that threatens the younger generation and requires a comprehensive evaluation of existing recovery policies. This study aims to analyze the implementation of legal rehabilitation efforts in minimizing the rate of drug abuse and to evaluate the policies of the National Narcotics Agency (BNN) of Gorontalo Province as both preventive and curative measures. The method used is a descriptive qualitative approach with the CIPP (Context, Input, Process, Product) evaluation model, in which data were collected through in-depth interviews, observations, and documentation studies, and then analyzed inductively. The results show that rehabilitation efforts have successfully recovered 727 drug users during the 2021–2024 period. However, their effectiveness is still constrained by the limited number of addiction counselors, inadequate inpatient facilities, and the high level of social stigma within the community. These findings conclude that although rehabilitation policies at BNNP Gorontalo are aligned with the principles of restorative justice, strengthening is still needed in terms of human resources and public education to eliminate social resistance. The implications of this study emphasize the importance of a more integrative policy transformation between law enforcement and sociological support. This research serves as a basis for recommendations to local governments in optimizing narcotics eradication strategies through the enhancement of more humane and accessible rehabilitation facilities.

Abstract

Penelitian ini bertujuan untuk mengevaluasi kebijakan pemerintah daerah dalam perencanaan dan pelaksanaan program bantuan ternak di Kabupaten Banggai serta menganalisis dampaknya terhadap kesejahteraan peternak. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi, serta analisis data menggunakan model interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa kebijakan program bantuan ternak tergolong cukup efektif dan efisien secara administratif serta memiliki tingkat ketepatan yang relatif baik dalam menyesuaikan jenis ternak dengan kondisi lokal. Namun, dari aspek kecukupan, pemerataan, dan responsivitas masih terdapat keterbatasan, terutama pada pendampingan berkelanjutan, distribusi yang belum merata, serta mekanisme respons yang masih bersifat reaktif. Dampak ekonomi program bersifat dualistik, yaitu meningkatkan pendapatan jangka pendek pada ternak ayam super dan memperkuat aset ekonomi jangka panjang pada kambing dan sapi. Dampak sosial terlihat pada peningkatan interaksi dan partisipasi peternak, meskipun belum terlembagakan secara kuat. Sementara itu, dampak kesejahteraan masih bersifat fluktuatif. Kesimpulannya, kebijakan bantuan ternak belum sepenuhnya mampu menghasilkan kesejahteraan yang berkelanjutan sehingga memerlukan penguatan pada aspek pendampingan, akses pasar, dan pemberdayaan berbasis kebutuhan lokal.
