Abstract

East Likupang District is designated as a Special Economic Zone (SEZ) for Tourism according to Government Regulation Number 84 of 2019 concerning the Likupang Special Economic Zone. However, the problem is that the citizen does not actively participate in the development process. The purpose of this study is to identify citizen participation and to analyze the relationship between the factors that influence citizen participation in the Tourism Special Economic Zone (SEZ) in East Likupang District. The analytical method used is the likert scale analysis and the chi square test. Likert scale analysis with manual calculations uses a formula to measure the opinion of each respondent about citizen participation in the development stage and the forms of participation given. Meanwhile, the chi square test is used to analyze the relationship between the factors that influence citizen participation with the help of SPSS. The results showed that the citizen was involved in the development stages from planning, implementation, monitoring to evaluation. However, the participation given is still not good in the aspects of involvement in meetings, giving ideas, energy, expertise and materials. In the development stage, citizen participation is influenced by external factors in the form of government and community groups but is not influenced by community leaders and internal factors. Meanwhile, forms of citizen participation are influenced by external factors in the form of government, community groups and community leaders as well as internal factors such as age and marital status but not influenced by gender, education level and type of work Keyword: Citizen Participation; Tourism SEZ; Likert Scale; Chi Square

Abstract

Abstrak Kabupaten Minahasa Utara terletak pada jalur penghubung dua kota besar yang memiliki potensi terjadinya urbanisasi akibat letak geografisnya. Hal ini didukung dalam Rencana Tata Ruang Wilayah Kabupaten Minahasa Utara tahun 2013-2033 yang menyatakan bahwa Kecamatan Kalawat, Kecamatan Airmadidi, dan Kecamatan Kauditan ditetapkan sebagai Kawasan Siap Bangun (KASIBA) dan Lingkungan Siap Bangun (LISIBA) yang diperuntukan untuk pembangunan perumahan berskala besar. Penelitian ini bertujuan untuk mengidentifikasi dan menghitung sebaran dan luasan yang dapat mencukupi sampai 20 tahun mendatang. Metode analisis dalam penelitian ini menggunakan teknik overlay dengan bantuan aplikasi software ArcGIS, melakukan pembobotan sesuai dengan kriteria lahan peruntukan perumahan. Berdasarkan identifikasi dan analisis maka diperoleh sebaran dan luas lahan potensial pengembangan perumahan keseluruhan seluas 16.130 Ha. Hasil tersebut menunjukan kapasitas lahan untuk peruntukan perumahan di wilayah penelitian pada tahun 2044 masih belum memadai untuk memenuhi kebutuhan perumahan yang ada. Kata kunci: Daya Dukung, Lahan Potensial, Perumahan. Abstract North Minahasa Regency is located on the connecting route between two big cities that have the potential for urbanization due to its geographical location. This is supported in the 2013-2033 Regional Spatial Plan of North Minahasa Regency which states that Kalawat Sub-district, Airmadidi Sub-district, and Kauditan Sub-district are designated as Ready to Build Areas (KASIBA) and Ready to Build Neighborhoods (LISIBA) intended for large-scale housing development. This study aims to identify and calculate the distribution and area that can be sufficient for the next 20 years. The analysis method in this study uses overlay techniques with the help of ArcGIS software applications, weighting according to the criteria for housing allocation land. Based on the identification and analysis, the distribution and area of potential housing development land totals 16,130 hectares. These results show that the capacity of land for housing designation in the study area in 2044 is still inadequate to meet existing housing needs. Keyword: Supportability, Potential Land, Housing.
