Abstract

This study analyzes the impact of fiscal decentralization on educational performance at the Senior High School (SMA) and Vocational High School (SMK) levels in Balikpapan City, East Kalimantan Province. Using the framework of human capital theory, this study evaluates the extent to which regional spending allocations are converted into student academic outcomes, as measured by indicators of literacy, numeracy, and graduate absorption. Using a qualitative method with a case study design, data were collected through in-depth interviews with stakeholders at the provincial and educational unit levels, as well as documentation from regional financial reports (APBD) and the 2023-2024 Indonesian Education Report. The results show that although East Kalimantan consistently meets the mandated 20% education budget, the effectiveness of this spending is hampered by administrative complexity following the transfer of authority for managing secondary education from the city government to the provincial government. Multilevel analysis reveals a disconnect between high regional fiscal capacity and resource distribution at the school level, where managerial factors and school autonomy are more dominant determinants in influencing academic competency scores than simply nominal budget volume. This study concludes that strengthening fiscal accountability and policy synchronization between levels of government are essential to optimize education investment in the regions.

Abstract

Education financing is a strategic pillar in realizing an inclusive, equitable, and sustainable regional education system. Balikpapan City, which now plays a vital role as the main buffer zone for the Indonesian Capital City (IKN), faces new challenges in the form of a surge in population migration that has triggered a capacity crisis for educational facilities. This study presents an in-depth analysis of education financing policies in Balikpapan City in 2025. Using a qualitative approach with a policy evaluation framework and a literature review, this report evaluates the effectiveness of flagship regional programs such as the Provision of Free Uniforms and Private School Tuition Subsidies funded by the Regional Budget (APBD). Although these programs have successfully alleviated the burden on the community, evidence-based analysis (EBP) found that inefficient poverty data and universal budget allocations make these interventions less effective in addressing the fundamental problem, namely the lack of physical classrooms. As a solution, an Integrative Model for Education Financing was formulated that shifts the funding paradigm towards a Public-Private-People Partnership (PPPP) scheme. This model synergizes the regional budget (APBD) with the optimization of the Balikpapan Mayoral Regulation on One Integrated Regional Data, and draws on Corporate Social Responsibility (CSR) funds from the local oil and gas processing industry. This analysis recommends that the Balikpapan City Government strengthen data digitization to ensure precise subsidy interventions and direct private partnership funds toward school infrastructure development, supporting the vision of Balikpapan Comfortable for All 2045.

Abstract

This study aims to analyze the influence of transparency, accountability, and participation on the effectiveness of school management. The study employed a mixed methods approach with a sequential explanatory design, involving the collection and analysis of quantitative data, followed by qualitative data to deepen the research findings. The sample consisted of 43 respondents, consisting of principals, teachers, and administrative staff from several public and private schools. Data collection techniques included questionnaires, interviews, and documentation. The quantitative analysis showed that transparency, accountability, and participation simultaneously had a significant influence on the effectiveness of school management. However, only participation had a significant effect, while transparency and accountability did not. The coefficient determination test showed that the three variables explained 76.6% of the variation in school management effectiveness. The qualitative analysis revealed that participation was the primary factor influencing the effectiveness of school management, due to the active involvement of teachers and education staff in program planning, implementation, and evaluation. Meanwhile, transparency and accountability have been implemented but tend to be administrative in nature and have not been optimally utilized in decision-making. Data integration shows that the effectiveness of school management is more influenced by active participation than by formal transparency and accountability. Therefore, improving the quality of participation is key to achieving effective school management.

Abstract

Mobile learning is increasingly important to support flexible and adaptive learning. This study aims to develop a mobile learning-based Sanak Belajar learning media on atomic structure material, and test its validity, practicality, and effectiveness. The method used is Research and Development (R&D) with a modified ADDIE model at the Analysis, Design, Development, and Implementation stages. The research subjects were purposively selected X-grade students of SMA Negeri 1 Loa Janan. The validation results by experts showed a very high level of validity (score >90%). Practicality based on teacher and student questionnaires is also very high, amounting to 97.92% and 79.81% respectively. The effectiveness of the media is seen from the N-Gain value of 0.64 (medium category) and effect size of 3.39 (very high impact). Thus, Sanak Belajar is declared valid, practical, and effective for use in learning chemistry on atomic structure material, and has the potential to be further developed with more interactive technology

Abstract

This paper presents the synthesis and characterization of calcium sulfate hemihydrate (CSH)-supported Metals (Ti, Fe, Cu or Ag) catalysts and their application in the styrene oxidation to benzaldehyde using hydrogen peroxide (H2O2) as an oxidant. The study explores the catalyst's structure-activity relationship, emphasizing the importance of mesoporous materials for enhanced catalytic performance. The CSH-Metals catalysts were synthesized using fish bone-derived CSH as a support, which aligns with green chemistry principles. Characterization techniques, such as FTIR, XRD, SEM, and BET surface area analysis, confirmed the successful impregnation of Metals (Ti, Fe, Cu or Ag) and its catalytic performance. The catalysts exhibited styrene conversion and high selectivity for benzaldehyde, achieving up to 49.5% and 60.2% for CSH-Ti; 12.9% and 84.1% for CSH-Fe, 19.9% and 61.5% for CSH-Cu, and 13.4% and 92.8% for CSH-Ag. The research highlights that the best catalyst’s performance are CSH-Ti for styrene conversion and CSH-Ag for benzaldehyde selectivity. To support performance interpretation, a fuzzy logic analysis was applied to evaluate the influence of seven key parameters on catalytic behavior. The results revealed that ROS (Reactive Oxygen Species) formation activity, type of metal, and metal–intermediate interaction were the most dominant factors affecting performance. This data-driven insight reinforces the chemical reactivity as the primary determinant of catalyst effectiveness, above physical attributes such as surface area or pore structure. Overall, this study introduces a cost-effective, sustainable, and selective catalyst system for styrene oxidation, demonstrating high potential for industrial application in the production of value-added chemicals with minimal environmental impact. Abstract

To date, industrial wastewater treatment efforts have largely relied on conventional methods that are sensitive to environmental changes and less effective in degrading complex dyes such as Congo Red. One promising alternative approach is adsorption using biomass-based activated carbon, including waste derived from fish bones. This study aims to investigate the properties, surface characteristics, and adsorption mechanism of residual carbon obtained from crystal formation processes using waste bones of mackerel and featherback fish for Congo Red removal. The methodology involved carbonization at 500 °C, followed by sulfonation with concentrated H₂SO₄, and adsorption experiments with varying carbon particle size, contact time, and initial Congo Red concentration. The results demonstrate that fish bone waste carbon is highly effective in adsorbing Congo Red, with removal efficiency increasing with contact time and reaching equilibrium within 10 minutes at 99.8%. The optimum particle size was 200 mesh, and the maximum adsorption capacity was observed at Congo Red concentrations below 600 mg L⁻¹. Isotherm analysis revealed that the adsorption process follows the Langmuir model, with a maximum adsorption capacity of 16,666.6 mg g⁻¹. Meanwhile, kinetic data indicated that the adsorption behavior conforms to a pseudo-second-order model, with a rate constant of 666.6 g mg⁻¹ h⁻¹ at 25 °C.

Abstract

Penelitian ini bertujuan untuk mengetahui penerapan model Pembelajaran Berbasis Masalah (PBM) untuk mengurangi miskonsepsi tentang pokok bahasan reaksi redoks. Sampel pada penelitian ini adalah siswa kelas X MIPA 1 SMAN 8 Samarinda yang berjumlah 35 siswa. Teknik pengambilan sampel yang dilakukan yaitu purposive sampling. Pengumpulan data menggunakan teknik tes berupa soal ulangan harian yang dilengkapi pendeteksi miskonsepsi tipe Three Tier Diagnostic Test dan teknik non tes sebagai data penunjang penelitian. Hasil penelitian menunjukkan miskonsepsi rata-rata siswa pada pembelajaran langsung adalah 50,71% dan setelah diterapkan pembelajaran ulang menggunakan model PBM rata-rata miskonsepsi siswa turun menjadi 12,14%. Berdasarkan hasil analisis data miskonsepsi tersebut diperoleh kesimpulan bahwa penerapan model pembelajaran PBM dapat mengurangi miskonsepsi siswa tentang konsep reaksi redoks sebesar 76,05%.

Abstract

Penelitian ini bertujuan untuk mengetahui efektivitas penggunaan model pembelajaran POGIL untuk menurunkan miskonsepsi siswa kelas XI MIPA 5 di SMA Negeri 4 Samarinda pada pokok bahasan hidrolisis garam. Subjek dalam penelitian ini adalah siswa kelas XI MIPA 5 yang berjumlah 36 siswa. Penggunaan model pembelajaran langsung menjadi kegiatan belajar pertama untuk mengetahui miskonsepsi awal yang terjadi pada siswa. Selanjutnya dilakukan dengan pengulangan kegiatan belajar dengan menggunakan model pembelajaran POGIL. Instrumen yang digunakan untuk mengukur miskonsepsi yang terjadi pada siswa adalah Three Tier Diagnostic Test. Hasil penelitian menunjukkan bahwa miskonsepsi yang terjadi pada pembelajaran langsung sebesar 63,89% dan menurun sebesar 26,94% pada pembelajaran POGIL. Sehingga dapat disimpulkan bahwa penggunaan model pembelajaran POGIL berhasil dan efektif digunakan dalam pengurangan miskonsepsi siswa sebesar 57,83%.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh penggunaan media Rolling Ball dalam model pembelajaran Predict, Observe, Explain (POE) terhadap hasil belajar kimia kelas XI IPA pada materi laju reaksi di SMA Negeri 4 Samarinda tahun ajaran 2019/2020. Penggunaan media Rolling Ball dapat meningkatkan kreatifitas dan keaktifan siswa melalui model pembelajaran POEdalam 3 tahapan utama, yaitu memprediksi apa yang terjadi (predict), melakukan pengamatan dan diskusi untuk membuktikan prediksi (observe), dan menjelaskan hasil pengamatan dan diskusi (explain). Jenis penelitian yang digunakan adalah Static Group Comparison dengan metode pre-experimental. Sampel dalam penelitian ini adalah siswa kelas XI MIPA 1 (eksperimen) dan kelas XI MIPA 2 (kontrol), dengan jumlah siswa masing-masing sebanyak 36 siswa. Hasil penelitian menunjukkan nilai rata-rata kelas eksperimen adalah 89,11 dan kelas kontrol adalah 86,11. Data kemudian dianalisis dengan menggunakan uji t, dan didapatkan thitung > ttabel yaitu sebesar 3,89 > 1,67, sehingga dapat disimpulkan terdapat pengaruh penggunaan media Rolling Ball dalammodel pembelajaran POE terhadap hasil belajar siswa kelas XI IPA pada materi laju reaksi di SMA Negeri 4 Samarinda tahun ajaran 2019/2020 pada taraf signifikan 5%.

Abstract

Penelitian ini bertujuan untuk mengembangkan modul pembelajaran kimia berbasis multipel representasi berbantuan powerpoint pada pokok bahasan larutan elektrolit dan non elektrolit yang valid, efektif, dan praktis. Metode penelitian yang digunakan adalah metode research and development (R&D) dengan mengadaptasi model pengembangan ADDIE yang dikembangkan oleh Robert Maribe Branch yang terdiri atas analysis, design, development, implementation, evaluation. Sampel penelitian ini adalah 30 siswa kelas X IPA SMAN 12 Samarinda. Teknik pengumpulan data yang digunakan adalah angket dan tes dengan instrumen penelitian berupa lembar validasi, soal pretest dan posttest, dan angket respon siswa. Hasil analisis menunjukkan bahwa modul dan animasi sangat valid dengan nilai validasi dari ahli materi sebesar 94,60%, ahli media sebesar 90,91%, dan ahli IT sebesar 86,84%. Kepraktisan berdasarkan hasil analisis angket respon siswa sebesar 88,01% dengan kriteria sangat praktis. Keefektifan berdasarkan hasil analisis pretest dan posttest siswa dengan nilai N-gain sebesar 0,78 dengan kriteria sangat efektif. Dengan demikian, modul dan powerpoint pembelajaran yang dikembangkan layak digunakan sebagai sumber belajar siswa kelas X IPA dan guru mata pelajaran kimia.
