STRATEGI PENGEMBANGAN USAHA BUDIDAYA TAMBAK UDANG VANAME (LITOPENAEUS VANNAMEI) DI PT Bidayani, Endang; Kurniawan, Andri; Ramdhini, Reisza Varandry

Abstract

The Bangka Belitung Islands Province has great potential in developing whiteleg shrimp cultivation, which contributes significantly to fisheries production and exports. PT. Merdeka Sarana Usaha is one of the largest whiteleg shrimp cultivation companies in Pangkalpinang City, implementing semi-intensive to intensive cultivation systems. This study aims to analyze internal and external factors that influence whiteleg shrimp cultivation and formulate appropriate business development strategies. The research method used is a survey method with data collection techniques through interviews, observations, and questionnaires with ten internal company respondents. Data analysis was carried out descriptively quantitatively using SWOT analysis. The results show the company is in Quadrant I (Aggressive) with an X-axis coordinate value of +0.782 and a Y-axis of +0.211. The company's main strengths are the supportive pond environment and strategic land area, while the biggest weakness is dependence on imported feed. The main opportunity comes from increasing demand for shrimp exports, while the biggest threat is fluctuations in feed and fry prices. The results of the SWOT coordinate calculation place PT. Merdeka Sarana Usaha in Quadrant I, which indicates an aggressive condition with dominant strengths and opportunities. Therefore, the recommended development strategy is the SO (Strength-Opportunities) strategy, namely maximizing internal strengths to take advantage of external opportunities through increasing production capacity, implementing modern cultivation technology, strengthening human resources, and developing export markets. ABSTRAK Provinsi Kepulauan Bangka Belitung memiliki potensi besar dalam pengembangan budidaya udang vaname yang berkontribusi signifikan terhadap produksi dan ekspor perikanan. PT. Merdeka Sarana Usaha merupakan salah satu perusahaan budidaya udang vaname terbesar di Kota Pangkalpinang yang menerapkan sistem budidaya semi-intensif hingga intensif. Penelitian ini bertujuan untuk menganalisis faktor-faktor internal dan eksternal yang memengaruhi usaha budidaya udang vaname serta merumuskan strategi pengembangan usaha yang tepat. Metode penelitian yang digunakan adalah metode survei dengan teknik pengumpulan data melalui wawancara, observasi, dan kuesioner terhadap sepuluh responden internal perusahaan. Analisis data dilakukan secara deskriptif kuantitatif menggunakan analisis SWOT. Hasil penelitian menunjukkan perusahaan pada posisi Kuadran I (Agresif) dengan nilai koordinat sumbu X sebesar +0,782 dan sumbu Y sebesar +0,211. Faktor kekuatan utama perusahaan adalah kondisi lingkungan tambak yang mendukung dan luas lahan yang strategis, sedangkan kelemahan terbesar adalah ketergantungan pada pakan impor. Peluang utama berasal dari meningkatnya permintaan ekspor udang, sementara ancaman terbesar adalah fluktuasi harga pakan dan benur. Hasil perhitungan koordinat SWOT menempatkan PT. Merdeka Sarana Usaha pada Kuadran I, yang menunjukkan kondisi agresif dengan kekuatan dan peluang yang dominan. Oleh karena itu, strategi pengembangan yang direkomendasikan adalah strategi SO (Strength–Opportunities), yaitu memaksimalkan kekuatan internal untuk memanfaatkan peluang eksternal melalui peningkatan kapasitas produksi, penerapan teknologi budidaya modern, penguatan sumber daya manusia, dan pengembangan pasar ekspor.

Abstract

Coastal as an open-access resource has the potential to cause conflict with spatial use. This research aims to analyze the conflict in the utilization of coastal resources among fishermen and unconventional tin miners. This research used a survey research method with qualitative descriptive research, including income analysis, employment opportunities, education, and health. Respondents in this research were fishermen and unconventional tin miners in Bangka Tengah district, including Batu Belubang village - Pangkalan Baru sub-district, Kurau village - Koba sub-district, and Baskara Bhakti village - Namang sub-district. Data collection using methods through observation, interviews, and documentation. Conflicts are analyzed through a stakeholder analysis approach with an onion analysis approach. The results showed that there were four main issues triggering conflict: 1) environmental issues; 2) social issues; 3) law violation issues; 4) economic issues. Conflict resolution that is collaborative with a negotiation approach that combines elements of the user community (fishing groups and unconventional miners) and the government known as Co-Management which avoids the excessive dominant role of one party in the management of coastal and marine resources, including equitable division of territory between fishing and mining areas, with reference to coastal and marine spatial regulations in the Bangka Belitung Islands Province, Indonesia.
