Abstract

This study aims to analyze Human Resources management in improving apparatus performance at the Central Mamberamo Regional Secretariat, identify inhibiting factors in the utilization of state apparatus, and formulate efforts to overcome these obstacles. The urgency of this research lies in the importance of optimizing human resource management to improve the effectiveness of public services in disadvantaged areas. The research method is descriptive qualitative with the study location in Central Mamberamo Regency. Research instruments included semi-structured interview guidelines, a voice recorder and camera, as well as a field notebook as a reflection of the researcher while in the field. The technique of determining informants uses a purposive snowball approach, starting from key informants of policy implementers to devices and personnel within the Regional Secretariat. Data were collected through in-depth interviews, active observation, Focus Group Discussions, documentation, and literature studies; then analyzed with the Miles & Huberman interactive model through data reduction, presentation of data in narrative, and verification of findings. The results showed that the development of the quality of HR apparatus was carried out through four main stages: planning based on competency needs and diversification of funding sources, organizing with the formation of special HR units and sharpening tupoksi and SOPs, implementing on-the-job training, workshops, and compulsory training supported by top leadership commitment and Kirkpatrick model evaluation, and integrated supervision mechanisms in the form of periodic performance audits and formal monitoring protocols strengthened by cross-sector partnerships. Obstacles include budget constraints, the absence of internal regulations, suboptimal inter-section coordination, and administrative overload. Efforts to overcome obstacles include revising regulations and job descriptions, forming cross-functional teams with clear budgets, formalizing monitoring protocols, and implementing a continuous feedback system through the Learning Management System and external partnerships.

Abstract

Ilmu Ekonomi mikro mempunyai tujuan untuk memahami perilaku mahasiswa (konsumen) dan Dosen (Produsen) dalam mengambil keputusan ekonomi untuk meningkatkan kesejahteraan masyarakat di Kampus. Hal ini penting disampaikan pada Dosen dan Mahasiswa di lingkungan Universitas Cenderawasih. Mencerdaskan kehidupan bangsa adalah salah satu tujuan utama dari sistem pendidikan di Indonesia juga untuk meningkatkan kesejahteraan masyarakat pada Perguruan Tinggi di lingkungan Universitas Cenderawasih. Untuk mencapai hal tersebut, memastikan bahwa ruang Pendidikan baik secara fisik, emosional, maupun psikologis-sehat, aman, dan nyaman menjadi hal yang sangat krusial. Kegiatan Training of Trainer dan Sosialisasi Pencegahan dan Penanganan Kekerasan Seksual (PPKS) ini perlu dilakukan dengan melibatkan laki-laki dan perempuan yang hasilnya ada pemahaman pengetahuan PPKS dalam kehidupan kampus oleh mahasiswa (konsumen) dan Dosen (Produsen) baik laki-laki dan perempuan dalam setiap Fakultas di Universitas Cenderawasih. Adapun tujuan kegiatan pengabdian adalah; Egedukasi pengetahuan tentang Pencegahan dan Penanganan Kekerasan Seksual (PPKS) pada Dosen dan mahasiswa di lingkungan Universitas Cenderawasih Kota Jayapura. Hasil kegiatan pengabdian pada Dosen dan mahasiswa di lingkungan Universitas Cenderawasih dengan memberikan pemahaman tentang, Pentingnya Mencerdaskan Kehidupan Bangsa dengan Memastikan Ruang Pendidikan Yang Sehat, Aman, Nyaman pada Dosen dan Mahasiswa Universitas Cenderawsih dan Pengetahuan dan Pencegahan dan Penanganan Kekerasan Seksual (PPKS).

Abstract

This study aims to analyze the dynamics of empowering Indigenous Papuan Entrepreneurs (OAP) within the Jayapura City Government’s policy framework during Papua’s Special Autonomy (Otsus) Phase II, focusing on barriers, opportunities, and strategies to strengthen business independence. A qualitative descriptive method with a case study approach was applied, using in-depth interviews, observations, and policy document analysis. The findings reveal that affirmative policy implementation is hindered by weak managerial capacity, low digital literacy, traditional business institutions, and identity manipulation practices by non-OAP entrepreneurs, which distort empowerment goals and perpetuate dependency. Nevertheless, strategic opportunities remain through special regulatory support, the SIKaP OAP digital application, and a collaborative penta-helix model involving government, private sector, academia, and local communities. The study concludes that affirmative policy reform is needed to be more contextual, participatory, and capacity-based, with recommendations to strengthen digital literacy, ensure fair access to capital, reinforce OAP institutions, and implement transparent monitoring and evaluation, thereby enabling OAP’s economic independence and positioning them as key actors in Jayapura’s economic development.

Abstract

This service activity was carried out to increase the reading interest of Kamoro tribal children in Pigapu Village, most of whom are fishermen's children. The method used in this service is to provide understanding to teaching volunteers so that they are able to transfer knowledge to children through activities at the Aweida Reading Park. In addition, questionnaires were distributed to get responses from participants related to the topic of the activity to be carried out. As a result of the service carried out through training at the Aweida Reading Park, the children's interest in reading in Pigapu Village ran smoothly and the participants enthusiastically followed. In training and evaluation, the participants are quite immersed in this activity. The training activity not only involves the teachers of the reading park, but also children and parents who take their time to attend this activity.

Abstract

This study aims to analyse and describe the Implementation of the Protection of Neglected Children Policy at the Jayapura City Social Service, as well as to analyse the Supporting and Obstacle Factors. This research is important because the protection of neglected children is a state responsibility that must be immediately implemented effectively to prevent wider social impacts and protect children's basic rights in accordance with the mandate of Law Number 35 of 2014. The approach used in this research is descriptive qualitative with data collection methods are observation, documentation, and interviews. The data that has been collected is presented by reducing data that is not needed in the research. After that, conclusion drawing and verification were carried out. The results of this study indicate that the Implementation of the Protection of Neglected Children Policy at the Jayapura City Social Service, based on Edward III Theory that from the aspect of communication, the delivery of information is less clear. Resources, the availability of human resources in handling the protection of abandoned children is lacking. Disposition, in employee recruitment most of the civil servants. Bureaucratic Structure, the absence of SOPs results in no uniformity of the implementers. Supporting and Inhibiting Factors for the Implementation of Neglected Children Protection Policies at the Jayapura City Social Service are Supporting Factors, the lack of a halfway house to accommodate neglected children is a very important factor in alleviating children's problems in Jayapura City. Inhibiting Factors, the poor and neglected children who are cared for by the state are not just a discourse, because the government has not optimally handled them.

Abstract

This research aims to evaluate the management of BUMKam (Village-Owned Enterprises) in increasing the Original Income of Doyo Baru Village in Jayapura Regency, as well as analyzing the supporting and inhibiting factors. This research is important to support the economic independence of Doyo Baru Village through effective and efficient BUMKam management. This research uses a qualitative research approach with a research location in Doyo Baru Village, Waibu District, Jayapura Regency. With data collection techniques, namely interviews, observation, and documentation. data analysis includes data reduction stages, data display, and conclusion drawing and verification.  The results of this study indicate that in terms of effectiveness, success lies in fulfilling the previously planned program.  Efficiency, has been maximized. Adequacy, has met the needs of the village community. Equality, the community enjoys the Village-Owned Enterprise program because its management involves the village community. Responsiveness, the community has a good response because it provides satisfaction to the target group. Accuracy, has been carried out well because the program implementation system has been implemented.  Supporting factors, the community and administrators motivate each other in running the program, while inhibiting factors, not all people are involved in program management.

Abstract

This study aims to emphasizes the characteristics of organizational culture and its impact on the quality of health services in public administration in Nabire Regency. The main argument in this research places Robbins' idea of ​​organizational culture into the characteristics of primary organizational culture. Method used in this research is descriptive qualitative, with the data source from observations, in-depth interviews, and documentation. The findings in this research showed that secondary organizational cultural characteristics also had a dominant influence in shaping organizational culture at the research location. The findings in this research show that primary cultural characteristics alone are not enough to achieve optimal quality of health services, especially in conditions in countries or regions that have not yet been settled and established, but on this occasion I dared to add new organizational cultural characteristics which I call cultural characteristics. Further research can develop the results of this research to investigate health services with a wider scope or in different cases in other places.

Abstract

Kondisi rendahnya akses pendidikan perempuan, terbatasnya peran mereka dalam kepemimpinan gereja, dan stereotip budaya. Penelitian ini bertujuan untuk memberdayakan perempuan melalui pendidikan di Gereja Pantekosta di Indonesia (GPDI) Jemaat Betlehem Enggros, Wilayah Port Numbay, Kota Jayapura. Permasalahan yang dihadapi perempuan jemaat adalah rendahnya tingkat pendidikan formal dan kurangnya dukungan terhadap pengembangan kapasitas, yang berdampak pada keterbatasan akses perempuan dalam pengambilan keputusan gerejawi. Kegiatan pengabdian ini dilaksanakan pada 1 Mei 2025, dengan metode pelatihan yang mencakup sosialisasi kesetaraan gender, pelatihan penguatan peran perempuan, diskusi pendidikan, dan pelatihan kepemimpinan. Analisis data dilakukan secara deskriptif kualitatif melalui observasi, wawancara, dan dokumentasi. Hasil menunjukkan peningkatan pemahaman perempuan tentang kesetaraan gender, partisipasi aktif dalam kegiatan gereja, serta peningkatan keterampilan kepemimpinan. Namun, tantangan masih ada, termasuk stereotip budaya dan keterbatasan akses pendidikan formal. Untuk keberlanjutan program, diperlukan sinergi antara gereja, pemerintah, dan organisasi masyarakat sipil. Penelitian ini menegaskan pentingnya pendidikan sebagai alat pemberdayaan perempuan dan mengusulkan strategi peningkatan akses pendidikan dan kepemimpinan perempuan melalui pendekatan yang inklusif dan partisipatif. Penelitian ini diharapkan dapat menjadi referensi bagi gereja-gereja lain dalam mengembangkan program pemberdayaan perempuan berbasis pendidikan.

Abstract

This community service activity is titled “Supporting the Development and Economic Behavior of Early Childhood at PAUD Eklesia Angkasa, Jayapura City, Papua.” The program is based on the importance of introducing economic concepts from an early age, particularly related to needs, scarcity, and wise resource management. Early childhood education focuses not only on academic aspects but also on character building and the development of basic economic understanding relevant to daily life. This activity aims to equip PAUD teachers with the skills to teach economic concepts in a simple, creative, and contextual manner. The program involved teachers, church administrators, and the Kingmi Eklesia Angkasa Foundation. The roles of parents, teachers, and the church are crucial in instilling values such as hard work, responsibility, discipline, and proper financial management based on Christian principles from an early age. The materials delivered include understanding needs and wants, saving habits, learning through play, and the ability to set priorities. The main objective is to enhance teachers’ knowledge and participants’ understanding in supporting the development of children’s economic behavior effectively and sustainably. The results indicate an improvement in teachers’ ability to teach basic economic concepts to children. Additionally, the program encourages children to develop discipline, appreciate effort, and manage their needs wisely. Collaboration among teachers, parents, and the community plays a significant role in shaping positive character traits that will benefit children in their future lives.
