Abstract

This study aims to analyse and describe the Implementation of the Protection of Neglected Children Policy at the Jayapura City Social Service, as well as to analyse the Supporting and Obstacle Factors. This research is important because the protection of neglected children is a state responsibility that must be immediately implemented effectively to prevent wider social impacts and protect children's basic rights in accordance with the mandate of Law Number 35 of 2014. The approach used in this research is descriptive qualitative with data collection methods are observation, documentation, and interviews. The data that has been collected is presented by reducing data that is not needed in the research. After that, conclusion drawing and verification were carried out. The results of this study indicate that the Implementation of the Protection of Neglected Children Policy at the Jayapura City Social Service, based on Edward III Theory that from the aspect of communication, the delivery of information is less clear. Resources, the availability of human resources in handling the protection of abandoned children is lacking. Disposition, in employee recruitment most of the civil servants. Bureaucratic Structure, the absence of SOPs results in no uniformity of the implementers. Supporting and Inhibiting Factors for the Implementation of Neglected Children Protection Policies at the Jayapura City Social Service are Supporting Factors, the lack of a halfway house to accommodate neglected children is a very important factor in alleviating children's problems in Jayapura City. Inhibiting Factors, the poor and neglected children who are cared for by the state are not just a discourse, because the government has not optimally handled them.

Abstract

This research aims to evaluate the management of BUMKam (Village-Owned Enterprises) in increasing the Original Income of Doyo Baru Village in Jayapura Regency, as well as analyzing the supporting and inhibiting factors. This research is important to support the economic independence of Doyo Baru Village through effective and efficient BUMKam management. This research uses a qualitative research approach with a research location in Doyo Baru Village, Waibu District, Jayapura Regency. With data collection techniques, namely interviews, observation, and documentation. data analysis includes data reduction stages, data display, and conclusion drawing and verification.  The results of this study indicate that in terms of effectiveness, success lies in fulfilling the previously planned program.  Efficiency, has been maximized. Adequacy, has met the needs of the village community. Equality, the community enjoys the Village-Owned Enterprise program because its management involves the village community. Responsiveness, the community has a good response because it provides satisfaction to the target group. Accuracy, has been carried out well because the program implementation system has been implemented.  Supporting factors, the community and administrators motivate each other in running the program, while inhibiting factors, not all people are involved in program management.

Abstract

This study aims to emphasizes the characteristics of organizational culture and its impact on the quality of health services in public administration in Nabire Regency. The main argument in this research places Robbins' idea of ​​organizational culture into the characteristics of primary organizational culture. Method used in this research is descriptive qualitative, with the data source from observations, in-depth interviews, and documentation. The findings in this research showed that secondary organizational cultural characteristics also had a dominant influence in shaping organizational culture at the research location. The findings in this research show that primary cultural characteristics alone are not enough to achieve optimal quality of health services, especially in conditions in countries or regions that have not yet been settled and established, but on this occasion I dared to add new organizational cultural characteristics which I call cultural characteristics. Further research can develop the results of this research to investigate health services with a wider scope or in different cases in other places.

Abstract

Kondisi rendahnya akses pendidikan perempuan, terbatasnya peran mereka dalam kepemimpinan gereja, dan stereotip budaya. Penelitian ini bertujuan untuk memberdayakan perempuan melalui pendidikan di Gereja Pantekosta di Indonesia (GPDI) Jemaat Betlehem Enggros, Wilayah Port Numbay, Kota Jayapura. Permasalahan yang dihadapi perempuan jemaat adalah rendahnya tingkat pendidikan formal dan kurangnya dukungan terhadap pengembangan kapasitas, yang berdampak pada keterbatasan akses perempuan dalam pengambilan keputusan gerejawi. Kegiatan pengabdian ini dilaksanakan pada 1 Mei 2025, dengan metode pelatihan yang mencakup sosialisasi kesetaraan gender, pelatihan penguatan peran perempuan, diskusi pendidikan, dan pelatihan kepemimpinan. Analisis data dilakukan secara deskriptif kualitatif melalui observasi, wawancara, dan dokumentasi. Hasil menunjukkan peningkatan pemahaman perempuan tentang kesetaraan gender, partisipasi aktif dalam kegiatan gereja, serta peningkatan keterampilan kepemimpinan. Namun, tantangan masih ada, termasuk stereotip budaya dan keterbatasan akses pendidikan formal. Untuk keberlanjutan program, diperlukan sinergi antara gereja, pemerintah, dan organisasi masyarakat sipil. Penelitian ini menegaskan pentingnya pendidikan sebagai alat pemberdayaan perempuan dan mengusulkan strategi peningkatan akses pendidikan dan kepemimpinan perempuan melalui pendekatan yang inklusif dan partisipatif. Penelitian ini diharapkan dapat menjadi referensi bagi gereja-gereja lain dalam mengembangkan program pemberdayaan perempuan berbasis pendidikan.

Abstract

ABSTRAKTujuan penelitian ini adalah: 1) untuk mengetahui proses penyusunan Rencana Kerja Anggaran (RKA) di Dinas Pendidikan Kabupaten Asmat, 2) untuk mengetahui kinerja di Dinas Pendidikan Kabupaten Asmat, 3) untuk menganalisis pengaruh penyusunan Rencana Kerja Anggaran terhadap kinerja Dinas Pendidikan Kabupaten Asmat, dan 4) untuk menganalisis upaya-upaya mengoptimalkan penyusunan Rencana Kerja Anggaran (RKA) guna meningkatkan kinerja Dinas Pendidikan Kabupaten Asmat.Penelitian ini menggunakan metode gabungan atau mixed yaitu the exploratory sequential mixed method yaitu gabungan dari teknik kuantitatif dan kualitatif. Teknis analisis yang digunakan dalam penelitian ini adalah analisis linear sederhana dengan model persamaan regresi linear berganda. Berdasarkan hasil penelitian menunjukan bahwa rencana kerja anggaran berdasarkan rencana kerja di lihat dari implementasi kegiatan tahun 2020 dengan presentase rata-rata kegiatan baru mencapai 55,77% dan tahun 2021 presentase rata-rata capaian sub kegiatan mencapai 57,26% dan capaian indikator kinerja Dinas Pendidikan Kabupaten Asmat tahun 2020 baru mencapai 58,20% dan tahun 2021 mencapai 59,30% sehingga capaian ini dikategorikan masih kurang. Hasil perhitungan dengan analisis regresi linear sederhana pada uji diperoleh nilai signifkansi 0,000 (p < 0,05) jadi hipotesis yang diajukan “Optimalisasi Penyusunan Rencana Kerja Anggaran berpengaruh terhadap Kinerja di Dinas Pendidikan Kabupaten Asmat” diterima dan signifikan. Kesimpulan dari uji parsial ini adalah Optimalisasi Penyusunan Rencana Kerja Anggaran berpengaruh signifikan terhadap Kinerja Dinas Pendidikan Kabupaten Asmat. Selanjutnya hasil analisis regresi linear sederhana diperoleh koefisien determinan (R2) = 0,329. Pengaruh variabel bebas Optimalisasi Penyusunan Rencana Kerja Anggaran terhadap variabel terikat Kinerja Dinas Pendidikan Kabupaten Asmat sebesar R2 = 0,329 x 100% = 32,9%, sedangkan pengaruh diluar variabel yang diteliti sebesar 100% - 32,9%= 67,1% dipengaruhi oleh beberapa faktor, seperti : 1) kepemimpinan, 2) sumber daya manusia, 3) motivasi kerja, 4) koordinasi, 5) pengawasan, dan 6) evaluasi.Kata Kunci: Penyusunan RKA, KinerjaABSTRACTThe aims of research are : 1) to demonstrate an understanding of process of the preparation of wok plan and budget of education office in Asmat Regency, (2) to reveal the performance of Education Office in Asmat Regency, (3) to examine the effect of the preparation of work plan and budget on the performance of Education Office in Asmat Regency, and (4) to analyze the optimizing efforts of the preparation of work plan and budget in order to improve the performance of Education Office in Asmat Regency.The research uses the exploratory sequential mixed method, where both qualitative and qualitative data collection and analysis method are used. The analysis technique in this research is simple linear regression analysis with multiple linear regression equitation. The result shows that the work plan and budget set out in the work plan if it is seen through the implementation of activity in 2020 and average percentage of activity, it just achieves 55, 77 % and in 2021, the average percentage of sub activity reaches 57, 26% and the indicators of achievement in the context of performance of Education Office in Asmat Regency achieves 58, 20 % and 59. 30% in 2021. It shows that there is a lack of achievement. The simple linear regression achieves significance 0, 000 (p < 0,05), so the hypothesis “Optimizing the Preparation of Work Plan and Budget affects the performance of Education Office in Asmat Regency” is accepted and statistically significant. The conclusion of the partial test is that Optimizing the Preparation of Work Plan and Budget has significant influence on the performance of Education Office in Asmat Regency. Afterwards, the simple linear regression estimates that the coefficient determination ((R2) is 0, 329 %. The influence relationship of free variable which is Optimizing the Preparation of Work Plan and Budget on the dependent variable which is the Performance of Education Office in Asmat Regency is R2 = 0,329 x 100% = 32,9%, meanwhile, certain influences which are not included as variable investigated in the research is 100% - 32,9%= 67,1% it is affected by some factors such as 1) leadership, 2) human resources, 3) work motivation, 4) coordination, 5) supervision, and 6) evalutuation.Keywords: The Preparation of Work Plan and Budget, Performance

Abstract

ABSTRAKUntuk membangun sumber daya manusia yang berkualitas dan handal, diperlukan penyuluh pertanian yang profesional, kreatif, inovatif dan berwawasan global dalam penyelenggara penyuluh yang produktif, efektif dan koefisien, dalam wadah suatu organisasi. Penelitian ini memiliki tujuan menganalisa pengaruh faktor internal (X1) dan eksternal (X2) terhadap kinerja penyuluh pertanian, pengaruh faktor internal (X1) terhadap kinerja penyuluh pertanian, dan pengaruh faktor eksternal (X2) terhadap kinerja penyuluh pertanian pada Dinas Tanaman Pangan dan Pertanian Kabupaten Asmat. Metode penelitian merupakan deskriptif kuantitatif yaitu memberikan gambaran dan penjelasan secara ilmiah tentang pengaruh variabel-variabel terhadap kinerja suatu pegawai. Hasil penelitian menunjukkan bahwa faktor internal dan faktor eksternal berpengaruh terhadap kinerja penyuluh pertanian. Kemudian variabel internal berpengaruh terhadap kinerja penyuluh pertanian. Penyuluh pertanian yang berpendidikan sarjana strata satu (S-1) atau lebih memiliki kinerja yang baik dibandingkan penyuluh pertanian yang memiliki pendidikan dibawah sajana starata satu (S-1). Terakhir, variabel eksternal berpengaruh terhadap kinerja penyuluh pertanian. Penyuluh pertanian yang bertugas atau jarak wilayah kerja < 10 KM memiliki kinerja yang baik dibandingkan yang bertugas ≥ 10 KM.Kata Kunci: Penyuluh Pertanian, Sumber Daya Manusia, Manajemen, KinerjaABSTRACTTo build quality and reliable human resources, agricultural extension workers are needed who are professional, creative, innovative and global in perspective in providing productive, effective and coefficient extension workers, in an organization. This study aims to analyze the influence of internal (X1) and external (X2) factors on the performance of agricultural instructors, the influence of internal factors (X1) on the performance of agricultural instructors, and the influence of external factors (X2) on the performance of agricultural instructors at the District Food Crops and Agriculture Office. Asmat. The research method is a quantitative descriptive that provides an overview and scientific explanation of the influence of variables on the performance of an employee. The results showed that internal factors and external factors affect the performance of agricultural instructors. Then the internal variables affect the performance of agricultural instructors. Agricultural instructors who have a bachelor's degree education (S-1) or more have a good performance compared to agricultural instructors who have an education below a bachelor's degree (S-1). Finally, external variables affect the performance of agricultural extension workers. Agricultural instructors on duty or working area distances of < 10 KM have better performance compared to those on duty 10 KM.Keywords: Agricultural Extension, Human Resources, Management, Performance

Abstract

This study investigates the influence of leadership, work environment, and internal control systems on employee performance mediated by work motivation in the Papua Provincial Inspectorate, both partially and simultaneously. This study uses a quantitative approach with respondents from the Papua Provincial Inspectorate. Data analysis was conducted using regression analysis and path analysis to test the direct and indirect relationships between variables. The results show that leadership has a positive effect on work motivation with a coefficient of 0.213, the work environment has a positive effect with a coefficient of 0.325, and the internal control system also has a positive effect on work motivation with a coefficient of 0.018. Furthermore, leadership, work environment, and internal control systems are proven to have a partial positive effect on employee performance. Simultaneously, these three variables have a significant effect on employee performance through the mediating role of work motivation. These findings confirm that work motivation plays a strategic role in strengthening the influence of leadership, work environment, and internal control systems on employee performance. In practical terms, the results of this study provide an empirical basis for the Papua Provincial Inspectorate in formulating managerial policies oriented towards continuous improvement of employee performance.

Abstract

This study aims to analyze the implementation of the protection and management policy for the Cycloop Mountains Nature Reserve buffer zone in Jayapura by highlighting the issues of governance breakdown and socio-ecological tensions resulting from the weak institutionalization of customary legitimacy. The study employed a qualitative approach with a case study design, through in-depth interviews, Focus Group Discussions (FGDs), participant observation, and documentation studies involving the government, indigenous communities, migrant communities, non-governmental organizations, and academics. Data were analyzed thematically using NVivo with a Systems Theory framework, Grindle's content-context approach, and the Edwards III implementation model. The results indicate that the failure of the Cycloop buffer zone policy implementation is caused by institutional fragmentation, overlapping authority, weak cross-sectoral coordination, limited resources, and low-effectiveness of policy communication. In addition, the lack of integration of customary legitimacy and local knowledge into formal policies weakens social legitimacy and triggers conflicts over resource utilization between conservation interests and community economic needs. This condition creates a negative feedback loop that accelerates the ecological degradation of the buffer zone and impacts community social welfare. This study concludes that protecting the Cycloop buffer zone requires more inclusive and adaptive governance reforms through strengthening institutional coordination, recognizing customary legitimacy, and implementing a community-based conservation approach to ensure ecosystem sustainability and social justice.

Abstract

This study examines the implementation of the affirmative scholarship policy in Papua Province and its contribution to the development of human resources among Indigenous Papuans (Orang Asli Papua/OAP). The policy was introduced as part of the government’s effort to reduce educational inequality and expand access to higher education for communities that have historically experienced structural disadvantages. Despite its strategic objectives, the implementation of the scholarship program has encountered several governance and administrative challenges. This research employs a qualitative descriptive approach to explore the dynamics of policy implementation. Data were collected through in-depth interviews, focus group discussions, and document analysis involving government officials, scholarship administrators, higher education institutions, and scholarship recipients. Informants were selected using purposive and snowball sampling techniques. Data were analyzed using an interactive qualitative model consisting of data reduction, data display, and conclusion drawing, complemented by a SWOT analysis to identify strengths, weaknesses, opportunities, and threats in policy implementation. The findings show that the affirmative scholarship policy has expanded access to higher education for Indigenous Papuans and contributed to strengthening regional human resource capacity. However, its effectiveness is influenced by institutional capacity, administrative governance, coordination among implementing agencies, and the availability of reliable data systems. Challenges such as delays in scholarship fund disbursement and weak monitoring mechanisms remain significant issues. Strengthening governance structures, improving institutional coordination, and developing integrated information systems are therefore essential to enhance the sustainability and effectiveness of the affirmative scholarship policy in supporting equitable human resource development in Papua.
