Abstract

Public complaint management is an essential instrument in realizing transparent, responsive, and accountable public service governance. This study examines the management of physical complaints through the National Public Service Complaint Management System (SP4N-LAPOR!) at the Assistant Deputy for Public Participation Empowerment, Ministry of Administrative and Bureaucratic Reform. The main issues addressed include the implementation of physical complaint governance, the challenges encountered, and the efforts undertaken to support effective public service governance. This research aims to analyze the process of managing physical complaints, identify administrative and technical obstacles, and assess its contribution to improving public service quality. A descriptive qualitative method was employed through observation, interviews, and document analysis conducted during field practice activities. The findings indicate that physical complaint management has been directed toward integration into SP4N-LAPOR! through structured stages, including receipt, verification, classification, disposition, and follow-up. Nevertheless, several challenges remain, such as reliance on manual processes, limited human resources, and suboptimal data integration. Improvement efforts have been carried out through strengthened coordination, utilization of complaint data for evaluation purposes, and adjustment of work patterns in line with Electronic-Based Government System principles. Overall, the management of physical complaints through SP4N-LAPOR! plays a strategic role in enhancing public participation and supporting continuous improvement in public service governance.

Abstract

Deconcentration, as an instrument for central local policy coordination, requires consistent, accountable, and adaptive oversight. This study addresses the problem of suboptimal effectiveness of the Governor as the Central Government’s Representative (GWPP) Team in West Java in overseeing deconcentrated functions, particularly regarding field implementation consistency, process efficiency, and the uneven substance and supporting evidence of reports. The study aims to assess the GWPP Team’s effectiveness using Gibson, Ivancevich, and Donnelly’s (2003) organizational effectiveness framework across five dimensions (production, adaptation, efficiency, satisfaction, and development) and to identify enabling and constraining factors. A descriptive qualitative approach was employed, drawing on internship-based observation, interviews, literature review, and document analysis, including the use of the SIP-GWPP reporting system integrated with E-Monev Adwil. The findings indicate that the GWPP Team is generally effective in meeting reporting accountability requirements and producing verifiable administrative outputs; however, effectiveness remains below optimal due to fiscal dynamics and financial administrative adjustments, inconsistent report quality, and limitations in internal governance and human resource competencies. Strong regulatory foundations, integrated digital reporting, and strengthened intergovernmental coordination serve as key enablers, while internal work mechanisms (reward/punishment), budget constraints, and competency gaps constitute major barriers. The study underscores the need for standardized work procedures, budget risk management, and needs-based capacity development to enhance sustainable deconcentration oversight and central local coordination.

Abstract

This study aims to analyze the effectiveness of the SIDEBAR application in the incoming letter and archiving management system at the Bureau of Government and Regional Autonomy (Pemotda) of the West Java Provincial Secretariat. Digital transformation through SIDEBAR is expected to improve administrative efficiency, but in practice, it still faces various challenges. The research method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. The analysis was conducted using a source approach and an internal process approach. The results show that SIDEBAR has facilitated the organization of mail categories and real-time monitoring of disposition status. However, the effectiveness of the system is not yet optimal due to network stability issues, application maintenance, and a system transition that is not yet fully integrated between the old and new versions. This study concludes that strengthening digital infrastructure and developing more technical SOPs are necessary to minimize double recording practices and improve data accountability.

Abstract

Technical competence of civil servants is a crucial element in ensuring the quality of licensing and investment services within the Investment and One-Stop Integrated Service Office (DPMPTSP). However, competency development programs are often not fully aligned with the actual needs of the organization. This study aims to analyze the condition of technical competency gaps among civil servants, examine the competency development efforts that have been implemented, and identify the factors influencing competency development at the DPMPTSP of West Java Province. This research employed a qualitative descriptive method. Data were collected through participatory observation, interviews, open-ended questionnaires, and literature review. The data were analyzed to describe the actual condition of civil servants’ competencies and their relevance to organizational needs. The findings indicate the presence of technical competency gaps, as reflected in the high demand for training in Excellent Service, Investment Promotion, and One-Stop Integrated Services (PTSP). In addition, there remains a mismatch between the objectives of training programs and participant selection, indicating that competency development planning has not yet been optimal. Competency development is influenced by supporting factors such as regulatory frameworks and institutional needs, as well as inhibiting factors including budget constraints and limited personnel. This study emphasizes that technical competency development should be based on systematic and continuous training needs mapping so that competency development becomes not merely administrative, but a strategic instrument for improving civil servants’ performance and the quality of public services.

Abstract

This study is based on the main issue of the transition to the 2025 Version 6 E-Catalog system in all government agencies, which requires major adaptation to the latest procurement regulations. The purpose of this study is to analyze the extent to which the implementation of this system meets the principles of government procurement of goods and services. Using a descriptive qualitative method through in-depth interviews with Commitment Making Officials, Procurement Officials, and the E-Catalog Team of the West Java Provincial Goods and Services Procurement Bureau, it was found that although the system has succeeded in increasing transparency, efficiency, and healthy competition through its automatic curation feature, there are still issues in terms of effectiveness and accountability. The flexibility of the system was considered low due to the time limit for ordering (H-1), which hinders sudden needs, as well as the gap in the auditors' understanding of the E-Audit feature, which triggers the need for physical document reserves. The conclusion of the research emphasizes that this digital transformation requires a technical evaluation of operational flexibility and synchronization of perceptions between procurement actors and auditors. This is crucial so that E-Catalog Version 6 is not only superior in terms of its digital-based system but also applicable in optimally and accountably supporting the dynamic needs of local governments.

Abstract

Ruang publik perkotaan memiliki peran penting dalam mendukung aktivitas sosial masyarakat, namun keterbatasan kapasitas fiskal pemerintah daerah mendorong keterlibatan aktor non-pemerintah dalam pengelolaannya. Salah satu bentuknya dapat dilihat pada pengelolaan Taman Kiara Artha Kota Bandung yang melibatkan Pemerintah Kota Bandung, PT Bandung Infra Investama (BII), dan PT Megachandra Purabuana. Penelitian ini bertujuan menganalisis collaborative governance dalam pengelolaan Taman Kiara Artha, mengidentifikasi bentuk kemitraan antaraktor, serta menganalisis implikasinya terhadap fungsi ruang publik perkotaan. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik studi dokumentasi dan analisis data sekunder yang diperoleh dari jurnal ilmiah, regulasi, laporan kelembagaan, publikasi resmi, dan berbagai dokumen terkait pengelolaan kawasan. Analisis dilakukan menggunakan model collaborative governance Ansell dan Gash yang meliputi face-to-face dialogue, trust building, commitment to process, shared understanding, dan intermediate outcomes. Hasil penelitian menunjukkan bahwa pengelolaan Taman Kiara Artha dilaksanakan melalui pola kolaborasi yang ditandai oleh komunikasi antaraktor, hubungan kepercayaan yang berkelanjutan, komitmen kerja sama jangka panjang, serta kesepahaman mengenai pengelolaan kawasan. Kolaborasi tersebut menghasilkan berbagai capaian, antara lain berkembangnya kawasan ruang publik multifungsi yang mengintegrasikan fungsi sosial, rekreasi, wisata, dan ekonomi. Temuan penelitian menunjukkan bahwa collaborative governance tidak hanya mendukung keberlanjutan pengelolaan ruang publik, tetapi juga mendorong berkembangnya ruang publik yang mengintegrasikan fungsi sosial, rekreasi, wisata, dan ekonomi dalam satu kawasan perkotaan.
