Abstract

Assessing the problems of economic growth, urbanization, and development prospects in Tinggimoncong District, Gowa Regency, South Sulawesi, Indonesia, have yet to catch up due to economic growth concentrated in cities. The concept of "Agropolitan" has been proposed to address this problem. The agropolitan concept combines human resources, natural resources, and added value in the agricultural sector to advance rural areas. Tinggimoncong sub-district has great potential to become an agricultural centre in the Gowa District for various types of crops. This study aims to analyze the status of sustainability and build appropriate strategies in the development of a rural area of horticultural agricultural production centres. The analysis method is multidimensional scaling (MDS) and SWOT. The results of this study indicate that agropolitan development strategies in Tinggimoncong District can utilize strong internal strengths, such as improving the quality of agricultural products, establishing an agricultural product processing industry, increasing training, and planning for the effective use of agricultural tools and machinery. In addition, it is also important to pay attention to ecological sustainability by educating farmers about good crop rotation, the use of organic materials as fertilizers, and sustainable soil conservation efforts. Cooperation between the government, farmers and various related parties can be the key to success in implementing the agropolitan concept and ensuring the sustainability of the region.

Abstract

This study aims to analyze the role of premarital education and guidance outcomes in building family harmony and supporting national resilience. The family as the smallest social unit has a strategic role in creating a strong and stable society, which in turn supports national resilience. To achieve this goal, the research used a Systematic Literature Review (SLR) approach that utilized PRISMA guidelines in identifying, screening and synthesizing relevant literature. Through in-depth analysis, the study found that premarital education and guidance play a crucial role in shaping individuals' mindsets and skills, which are essential in leading a harmonious married life. Moreover, these programs are designed to equip prospective couples with the knowledge and skills necessary to create a balanced and healthy relationship, ultimately contributing to national resilience. The government has an important role in developing effective strategies through premarital education and guidance programs, including increased accessibility, integration of family policies, and program monitoring and evaluation. This comprehensive approach is expected to create stable and productive families, which are the foundation for national resilience. This study suggests strengthening policies and programs on premarital education and guidance, increasing accessibility, especially in remote areas, effective monitoring and evaluation, and improving the quality of human resources through training premarital counselors. In conclusion, premarital education and guidance play an important role in maintaining family harmony and strengthening national resilience.

Abstract

Village funds and village fund allocations are the two main sources of income for village governments in Ende Regency. Priority use of village funds and allocation of village funds are intended for two main areas, namely village development and community empowerment. These two fields will be the main factors in seeing the development of village progress as measured through a measurement instrument called the village development index. In the period from 2017 to 2021, of course, many resources and development changes occurred in villages with the existence of village funds and allocation of village funds, whereas in the administrative area of Ende Regency, there are 255 villages spread across 19 districts. This research aims to conduct a priority analysis of the use of village funds and the allocation of village funds to increase the village development index in Ende Regency. This research uses quantitative methods with a panel data regression approach, and the data source used is secondary data consisting of village fund data, village fund allocation data, and village development index data for five years from 2017 to 2021 for a village population of 255 villages. The research results show that the village fund variable (DD) has a significant effect on the village development index (IDM), and the village fund allocation variable (ADD) does not have a significant effect on the village development index (IDM). Village government operations so that it does not have a significant effect on IDM

Abstract

Village Law in Indonesia explicitly mandates village governments to fundamentally promote public participation and empowerment. This study aims to evaluate Village Fund Program from the perspective of community-led development. Based on Arnstein's ladder of participation and in-depth interview method, this research found out that village community participation in the government and development system was at the level of tokenism. Village governments do provide an opportunity for the public to participate in the development planning forum, but public aspirations were not guaranteed to be converted into concrete policies. In terms of community empowerment, village governments merely implemented one of the five main principles of community-led development.

Abstract

The Audit Board of the Republic of Indonesia is one of the largest public institutions with frequent job rotations and high employee turnover. The current COVID-19 pandemic, which has forced employees to adopt work from home whether they are ready or not, has compelled the organization to implement knowledge management successfully urgently. Employee readiness is one of the critical factors in the implementation of knowledge management. If the employee is not ready, it will lead to the organization’s failure. This study aims to measure the level of employee readiness in BPK to implement knowledge management by using the intention to be involved in the SECI (Socialization, Externalization, Combination, and Internalization) process. The analysis was conducted by using SEM (Structural Equation Modelling). The result reveals that employees of BPK are ready to implement knowledge management. This is shown by the development of the SEM analysis and by the results of descriptive statistics with high values. The SEM analysis displays 14 out of 16 items considered the most representative dimensions in the SECI Process.

Abstract

Research on policy implementation altered from building meta-theory towards explaining concerted action across institutional boundaries, the diversity of actors, loci, and levels. Current theory about factors determining the success of public policy implementation includes managerial, organisational, resources, bureaucracy, and politics. The establishment of Public Service Malls (PSM) in Indonesia is used as a case study to carry out this assessment because it represents a considerable challenge in the implementation process. This study aims to provide new perspectives about the determinants of successful public policy implementation, especially in a highly diverse political context such as Indonesia. This policy implementation involves several ministries at the central level and 540 local governments. This study uses an exploratory qualitative approach, and the data was collected through FGDs and in-depth interviews conducted with relevant ministries and local governments. The data is then analysed using NVIVO to find the structure of the concepts and themes according to the conceptual framework used. This research suggests that factors in policy implementation should be placed in a hierarchical order because they are determinants that cause other factors to emerge. In the case of implementing the PSM policy in Indonesia, the political factor becomes the determining factor, which is the highest position, followed by the bureaucracy, managerial, resources, and the organisational at the end

Abstract

Livestock is an integral part of agriculture, contributing significantly to many developing countries' rural economies and socio-economic development. Livestock is an important part of the national economic potential that can increase the added value of Indonesia's agricultural sector. The livestock sector has a very good market opportunity because the domestic market will continue to increase along with the rapidly growing population. Business actors in the livestock sector have made several efforts in developing the livestock sector, one of which is in the form of environmental-based animal husbandry education tours. The purpose of this research is to analyze the best action program for the development of sustainable livestock tourism. The action programs are ecotourism, Livestock, infrastructure, product quality, Information and Communication Technology, education and training, and formal education. Data were collected from experts in the field of livestock tourism. Data is analyzed using multi-policy. The analysis results show that the ecotourism action program is the best, with a mean is 18.8 and the smallest standard error. Research advice is to formulate appropriate policies that can realize ecotourism in Regional Technical Implementation Unit Pasuruan Regency.

Abstract

This study examines the impact of slang and foreign language use on national resilience, particularly among Generation Z, who are influenced by globalization and digitalization. It focuses on discourse patterns on social media, the influence of foreign languages on perceptions of Indonesian Language, and factors hindering the younger generation’s awareness of the importance of standard Indonesian. A qualitative approach with a phenomenological design was used, and primary data were collected through interviews, observations, and FGDs in Malang. Data validity was ensured through triangulation, member checking, and an audit trail. The data were analyzed using an interactive model that included data reduction, data display, and conclusion drawing and verification. The results show that Generation Z employs a variety of conversational styles, ranging from slang to informative exchanges that involve code-switching between the Indonesian Language and foreign languages. This indicates both the influence of global culture and globalization, as well as the threat to the use of the standard Indonesian Language as a symbol of national identity. Although Generation Z is likely to find standard language increasingly irrelevant in informal communication, they continue to find it relevant in formal communication. In conclusion, measures involving formal education, digital literacy programs, and community support are necessary to maintain the Indonesian Language as a symbol of national identity. Abstract

Educational services for adherents of indigenous beliefs are a manifestation of the constitutional mandate to guarantee the rights of every citizen. This research aims to conduct an in-depth analysis of the implementation of the East Sumba Regent Regulation Number 33 of 2023 concerning Educational Services for Belief in God Almighty in Educational Units, with a case study on Marapu believers. Using a descriptive qualitative approach, data were collected through in-depth interviews with key stakeholders such as the Regent of East Sumba, the Head of the Education Office, foundation leaders, and educators, as well as through observation and documentation. Data analysis was carried out using the five-factor policy implementation framework from Khan and Khandeker (2016), which includes rational, management, organizational, bureaucratic, and political factors. The results show that in the rational factor, the policy objectives are clearly defined, but socialization to the grassroots community is still limited. In the management factor, a budget has been allocated, but implementation is constrained by the limited number and qualifications of educators and the inadequacy of Marapu-specific teaching modules. The organizational factor indicates strong leadership from the regional head and high motivation from various parties, but teamwork in the field needs to be optimized. The bureaucratic factor shows that an implementation structure is in place, but the competence and capacity of implementers at the school level still need improvement. Finally, in the political factor, there is strong political will and minimal inhibiting political pressure after initial dialogues, but harmony among all implementing actors must be continuously maintained. This study concludes that the policy implementation is proceeding with a strong legal and political foundation but faces significant challenges in managerial and technical aspects on the ground. ‎
