Abstract

Pengembangan subsektor perkebunan kopi di Indonesia menunjukkan potensi yang luar biasa dalam mendukung pertumbuhan ekonomi, baik di tingkat lokal maupun global. Namun, tantangan besar muncul dalam mengoptimalkan potensi ini. Ketidakseimbangan antara produksi dan konsumsi kopi secara global menjadi salah satu hambatan utama, menciptakan kekurangan pasokan yang berdampak signifikan pada sektor kopi. Selain itu, penurunan minat petani kopi dalam berusahatani menimbulkan ancaman serius terhadap pertumbuhan sektor kopi di tingkat nasional. Ketidakseimbangan produksi dan konsumsi kopi dunia menandai permasalahan mendesak yang perlu diatasi. Penurunan minat petani kopi, terutama petani kecil yang menghadapi keterbatasan sumber daya, akses teknologi, dan modal, menjadi akar permasalahan utama. Rendahnya insentif bagi petani menciptakan kurangnya motivasi untuk meningkatkan produksi, sementara kendala akses informasi pasar yang akurat membatasi kemampuan petani untuk mendapatkan harga yang lebih baik. Solusi atas tantangan ini melibatkan peningkatan insentif bagi petani, penerapan konsep pertanian berkelanjutan, dan peningkatan koordinasi di seluruh value chain. Adopsi program IFS menjadi langkah konkret untuk meningkatkan produktivitas kopi. Melalui konsep LEISA, petani dapat mengoptimalkan pemanfaatan sumber daya secara berkelanjutan, meningkatkan produksi kopi secara ramah lingkungan. Keberhasilan program Upland Project di Indonesia sebagai contoh penerapan IFS berbasis kopi memberikan harapan untuk mencapai tujuan pembangunan berkelanjutan. Implementasi solusi ini melibatkan perbaikan sistem insentif, standarisasi produk kopi, peningkatan kualitas produksi, dan pelatihan manajemen ekspor. Melalui sinergi antara Kementerian Pertanian dan pemangku kepentingan kopi, diharapkan solusi ini dapat meningkatkan produktivitas dan pendapatan petani kopi, memberikan dampak positif pada ekonomi nasional secara menyeluruh. Dengan demikian, fokus pada insentif, pertanian berkelanjutan, dan koordinasi value chain menjadi kunci keberhasilan dalam menghadapi tantangan kompleks di sektor kopi Indonesia.

Abstract

Sugar is a strategic commodity that plays an important role. As the primary sweetener, the use of sugar has not yet been completely replaced by other sweeteners. Another essential role can also be seen in the extent of linkages in downstream industries, such as food and beverage, refined sugar, and pharmaceutical industries. This research aims to analyze what factors influence the supply of sugar and the elasticity of the sugar supply in Indonesia. This research uses secondary data in the form of time series data between 1992-2021. The analytical method that will be used quantitative method. The quantitative method uses a simultaneous equation modeling approach, where each equation is estimated using the Two-Stage Least Square (2SLS) method. Data processing in this research was carried out using the Microsoft Excel 2010 and EViews 12. The research results show that the factors that influence the supply of sugar in Indonesia include the amount of production, imports, exports and Indonesian sugar stocks. The amount of Indonesian sugar production is controlled by sugar-cane production and yield, with positive elasticity. Domestic sugar consumption affects the number of Indonesian sugar imports with positive elasticity, while exchange rate and sugar production affect the number of imports with negative elasticity. Domestic sugar prices affect the amount of Indonesian sugar export with negative elasticity, while GDP have a value positive elasticity. Sugar stock is the identity function of the previous year's sugar supply and the previous year's sugar consumption. The total supply of Indonesian sugar is the identity function of sugar production, sugar imports, sugar exports, and year-end sugar stocks.

Abstract

ABSTRAK Penyerapan anggaran belanja Pemerintah Kota Bogor dalam beberapa tahun terakhir selalu mengalami keterlambatan penyerapan anggaran belanja, di mana dari data yang diambil dari selama periode 2011 sampai dengan 2018, rata-rata SiLPA Pemerintah Kota Bogor selalu lebih buruk dari rata-rata SiLPA Kabupaten dan Kota pada Provinsi Jawa Barat. Selain itu data antara tahun 2016 sampai dengan 2018 menunjukkan selalu terjadi keterlambatan penyerapan anggaran belanja dan deviasi antara jadwal penyerapan anggaran belanja yang sudah disusun dengan penyerapan anggaran belanja yang sesungguhnya. Tujuan penelitian ini adalah untuk merumuskan suatu strategi untuk memperbaiki kinerja penyerapan anggaran belanja Pemerintah Kabupaten Bogor dengan menggunakan metode Analytic Hierarchy Process. Berdasarkan hasil Analytical Hierarchy Process menunjukkan bahwa kendala utama dalam kegiatan perbaikan penyerapan anggaran belanja adalah intervensi internal maupun eksternal. Strategi utama untuk memperbaiki keterlambatan penyerapan anggaran belanja adalah peningkatan kualitas kegiatan perencanaan anggaran dan pengadaan barang jasa. Abstract

The global community recognizes social forestry as a way to improve community welfare through sustainable forest programs. In Indonesia, this program aims to involve local communities in forest management, providing multiple benefits such as forest preservation, improved livelihoods, and poverty reduction. This study aims to analyze the sustainability of a social forestry program for both Community Forest (CF) and non-Community Forest (non-CF) schemes (Village Forests and Community Plantation Forests). The research was conducted in Sijunjung, Solok, Padang Pariaman Regencies, and Padang City, involving a sample of 33 CF participants and 65 non-CF participants selected through snowball sampling. The data were collected through direct interviews and focus group discussions (FGDs) at provincial and regency levels. The business sustainability assessment utilized multidimensional indicators (MDS) across three dimensions: economic, social, and institutional and analyzed using Rap_MForest. The findings revealed that social forestry program had a moderate level of sustainability in all dimensions; however, the social dimension showed lower sustainability, owing to limited community participation and ineffective empowerment of non-group members. The sustainability index of CF scheme was higher than the non-CF (VF and CPF). The CF model emerged as the more adaptable and comprehensive approach, promoting both environmental conservation and socioeconomic development. Therefore, prioritizing the institutional strengthening of VF and CPF became crucial. In addition, enhancing the active role and involvement of group members in the social forestry program within the social dimension was also essential. To enhance sustainability, efforts should be focused on strengthening mentoring and counseling programs for social forestry groups involved in state forest and community plantation initiatives.

Abstract

Padi dapat tumbuh di hampir seluruh pulau di Indonesia, tetapi 57 persen padi di produksi di Pulau Jawa, dengan luasan kurang dari 10 persen dari total luasan di Indonesia. Studi mengenai prospek peningkatan produksi padi nasional penting dilakukan sebagai antisipasi meningkatnya konsumsi beras, terkhusus dengan memanfaatkan lahan di luar Pulau Jawa. Tujuan penelitian ini yaitumengidentifikasi prospek peningkatan produksi beras nasional, terutama di luar Jawa, dari perspektif faktor produksi padi dan efisiensin teknis ditingkat petani. Dengan menggunakan stochastic frontier, fungsi produksi translog menunjukan bahwa peningkatan input (lahan, benih, pupuk dan pestisida) tidak banyak meningkatkan produksi padi di Pulau Jawa dan luar Pulau Jawa (inelastis), sedangkan tenaga kerja bertanda negatif. Berdasarkan hasil efisiensi teknis, potensi petani untuk meningkatkan produksi padi di Jawa dan luar Jawa sebesar 28 dan 39 persen. Selain itu, analisis menunjukan irigasi, status lahan, kelompok tani dan pendidikan petani memengaruhi efisiensi teknis. Penelitian ini dapat disimpukan bahwa prospek peningkatkan produksi padi dengan efisiensi teknis di luar Pulau Jawa lebih tinggi daripada di Pulau Jawa. Namun, peningkatan produksi padi di luar Pulau Jawa dapat dilakukan dengan membangun lahan irigasi. Selain itu, untuk meningkatkan produksi padi secara signifikan diperlukannya teknologi produksi padi baru baik di Jawa dan luar Jawa.

Abstract

The objectives of this research are: 1) to analyze and evaluate the management of official vehicle fixed assets in Riau Islands Provincial Government; 2) to examine the internal and external factors influencing the management of these assets; and 3) to develop strategies for improving the management of official vehicle fixed assets in Riau Islands Provincial Government. The selected respondents were the user goods managers or assistant goods managers in regional apparatuses responsible for carrying out the administrative functions of regional property management (BMD) at the goods management level. In addition, policymakers in the Inspectorate and the Regional Financial and Asset Management Agency (BPKAD) of Riau Islands Province were the respondents to formulate policy strategies. The gap analysis results were divided into planning, implementation, as well as supervision and control. The highest gap in planning was presented in the Regional Government Budget Proposal (RKMBD), the availability of regional property in the user environment, and the preparation of proposals for the disposal of regional property, with a gap score of 0,11-0,15. Furthermore, the highest gap in implementation is in the range of 0,59-1,63. The issues with the highest gap are shown in the variables of using official vehicles for non-official purposes, ownership of official vehicles that do not comply with regulations, and the administration of borrowing official vehicles. The supervision and control section variables show gaps in user monitoring with a gap score of 0,07. Identifying critical external and internal factors is the initial step in formulating alternative strategies to address the existing issues in the SWOT analysis input process. In the internal factor analysis, policies supporting the management of official vehicles by Riau Islands Provincial Government received the highest score. In contrast, the weakness factor, namely the lack of a sustainable official vehicle monitoring system, received the lowest score. According to the analysis, the external factor (opportunities) received the highest score, followed by the increased accessibility of vehicle monitoring technology and the sanctions imposed by BPKAD on regional apparatuses that fail to reconcile assets. The external factor (threats) received the highest score, followed by the low compliance of regional apparatuses with applicable regulations.

Abstract

Sukoharjo Regency, Central Java, is an example of successfully implementing rice planting using the Planting Index 400 (IP-400). This study aimed to analyze the difference in total farming costs between IP-400 and non-IP-400 rice varieties and their sustainability. Farmers in Sukoharjo have succeeded in planting rice three to four times a year in rice fields with technical irrigation. This activity was carried out in five stages, i.e. 1) a Discussion with the Head of the Sukoharjo Regency Agriculture and Fisheries Service, Central Java and his staf; 2) Focus Group Discussion (FGD) with the Head of the Sukoharjo Regency Agriculture and Fisheries Service, Heads of Farmer Groups and their members, Delegates from the Directorate General of Food Crops, Ministry of Agriculture, as well as related parties; 3) Field visits to rice seed entrepreneurs; 4) Field visits to "integrated farming" entrepreneurs who implement IP-400 rice cultivation; and 5) Field visits and interviews with farmers accompanied by extension workers and the Department of Agriculture as farmer advisors. Socialization and discussions have effectively increased stakeholders’ understanding of the implementation of IP-400 rice planting. This success is due to adequate technical support and infrastructure and close cooperation between farmers, local governments, and other related parties. By continuing these efforts and adapting to local conditions, the IP-400 program can become a model for other regions to sustainably increase rice production

Abstract

Perkembangan budaya third wave coffee meningkatkan permintaan kosumen pada kopi spesial. Kopi arabika dikenal sebagai kopi spesial karena keunikan cita rasa dan kualitasnya. Kopi arabika spesial dihasilkan melaui kerjasama antar pelaku rantai kopi mulai dari produsen sampai konsumen akhir. Kerjasama yang terjalin antar pelaku membentuk suatu sistem manajemen dalam melakukan regulasi dan kontrol kualitas kopi. Sistem tersebut membentuk pola tata kelola yang secara tidak langsung mengikat dan mengatur semua pelaku. Analisis tata kelola pada rantai nilai kopi arabika dilakukan dengan tujuan mengtahui tipe tata kelola yang terbentuk dan pelaku yang memiliki kekuatan dalam mengatur rantai nilai kopi arabika. Data penilitian ini dilakukan dengan mewawancarai 56 pelaku rantai nilai kopi arabika yang terdiri atas petani kopi, pedagang kopi keci, dan pedagang kopi besar. Data dianalisis menggunakan analisis tata kelola (governance) rantai nilai global dengan mengidentifikasi tiga variabel yaitu complexity, codify, dan capability. Hasil analisis menunjukkan tipe tata kelola rantai nilai kopi arabika adalah tipe modular dengan kondisi pasar eksplisit rendah (setiap pelaku mengikuti pelaku yang lebih kuat) dan asimetri kekuatan yang rendah serta pelaku yang memiliki kekuatan mengatur rantai nilai adalah konsumen.

Abstract

Research on the level of financial literacy of farmers is needed to measure their ability to manage finances to improve their level of welfare. This study aims to analyse the level of financial literacy of dairy farmers and the factors that influence it and see its relationship with farmers' preferences in facing risks. This research was conducted in Pangalengan District, Bandung Regency using descriptive analysis method, multiple regression analysis, and Pearson correlation test. The number of respondents in this study was 77 farmers spread across three villages in Pangalengan District, Bandung Regency. The results showed that the financial literacy level of the majority of farmers (77%) was in the less literate category, especially in the financial behaviour component. Factors that can affect the financial literacy of farmers are income, age, education level, ownership of other jobs, and distance to financial institutions. While the variables of length of farming and gender do not influence the level of financial literacy of farmers and prove a positive relationship between the level of financial literacy with their preferences in facing risks.

Abstract

Indonesia is the largest producer of cloves and one of the largest exporters of cloves in the world. In 2023, Indonesia's clove production reached 135,178 tons, with an export value of US$ 99,605,682. Indonesia's clove trade balance has been in surplus since 2017-2023. Between 2021 and 2022, there was a decrease in the export value of cloves to major destination countries. This was caused by Indonesia's high demand for cloves due to the presence of the kretek cigarette industry in the country. The aim of this research is to analyze the competitiveness of Indonesian cloves in its main export markets and examine the factors that influence the export of cloves to these key destination countries. This study uses Revealed Comparative Advantage (RCA) analysis, Export Product Dynamic (EPD), X-Model, and panel data regression. From 2011 to 2023, Indonesia had a comparative advantage in all destination countries. The highest comparative advantage was found in the United Arab Emirates, while the lowest was in Singapore. Indonesia has a competitive advantage in four countries: Bangladesh, India, Pakistan, and the United Arab Emirates, and these countries show optimism for the development of exports. The variables of Indonesian clove production and export prices have a positive and significant effect on the export value of Indonesian cloves.
