Abstract

AbstrakArtikel ini membahas upaya Komisi Pemilihan Umum (KPU) dalam meningkatkan partisipasi politik generasi Z di Indonesia, dengan fokus pada KPU Jawa Barat. Melalui pendekatan kualitatif menggunakan wawancara dan studi pustaka, penulis mengevaluasi strategi pendidikan KPU yang dilakukan melalui program "KPU Goes to Campus". Melalui analisis tingkat antusiasme partisipasi pendidikan politik, hasilnya menunjukkan bahwa upaya KPU Jawa Barat cukup berhasil menjangkau dan berinteraksi dengan generasi Z, serta meningkatkan kesadaran mereka terkait pentingnya berpartisipasi dalam pemilu. Meskipun masih memiliki beberapa kekurangan, namun program "KPU Goes to Campus" membantu memperluas pengetahuan politik generasi muda dan mendorong partisipasi dalam demokrasi. Dari program ini, beberapa mahasiswa yang awalnya apatis terhadap politik, kini lebih memahami dan berencana untuk menggunakan hak suara mereka dengan baik pada pemilihan politik mendatang. Penelitian ini menyimpulkan bahwa strategi KPU Jawa Barat dalam menyampaikan pendidikan politik kepada generasi Z melalui program "KPU Goes to Campus" terlaksana dengan cukup baik dan memberikan dampak positif dalam upaya meningkatkan partisipasi politik generasi muda di Jawa Barat.Kata Kunci: Generasi Z, KPU Jawa Barat, Pemilu 2024, Pendidikan PolitikAbstractThis article discusses the efforts of the General Elections Commission (KPU) in increasing the political participation of Generation Z in Indonesia, with a focus on KPU West Java. Through a qualitative approach using interviews and literature review, the author evaluates KPU's education strategies implemented through the "KPU Goes to Campus" program. By analyzing the level of enthusiasm for political education participation, the results show that KPU West Java's efforts have successfully reached and interacted with Generation Z, and increased their awareness of the importance of participating in elections. Although there are still some shortcomings, the "KPU Goes to Campus" program helps broaden the political knowledge of young generations and encourages participation in democracy. From this program, some initially apathetic students towards politics now have a better understanding and plan to exercise their voting rights effectively in future political elections. This research concludes that KPU West Java's strategies in delivering political education to Generation Z through the "KPU Goes to Campus" program have been fairly successful and have a positive impact on efforts to increase the political participation of young generations in West Java.Keyword: Generation Z, KPU West Java, Election 2024, Political Education

Abstract

Abstrak Artikel ini akan membahas kerentanan pelanggaran netralitas Aparatur Sipil Negara (ASN) dalam kontestasi elektoral daerah tahun 2024 dengan mengeksplorasi kasus pembubaran Komisi Aparatur Sipil Negara (KASN) sebagai lembaga independen yang salah satunya bertugas mengawasi netralitas ASN. Melihat posisi ASN sebagai salah satu jaringan sosial yang rentan dimobilisasi kandidat, muncul kekhawatiran bahwa keputusan untuk menghapus KASN dapat membuka potensi pelanggaran netralitas ASN dalam pemilu. Artikel ini akan fokus membahas potensi pelanggaran netralitas pasca dibubarkannya KASN. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan desk study melalui studi pustaka terhadap data sekunder yang berasal dari sumber data yang sudah ada. Hasil penelitian ini menunjukan bahwa dihapuskannya KASN jelang pilkada serentak akan membuka potensi risiko dan tantangan netralitas ASN dalam pemilu, karena berkurangnya deterrence effect atau efek gentar yang dimiliki ASN. Ini menjadi pekerjaan rumah bagi penyelenggara pemilu untuk menjamin penyelenggaraan pemilu secara adil dan netral. Terlebih lagi, akan perubahan mekanisme penanganan netralitas ASN dalam pemilu yang menjadi tantangan bagi penyelenggara pemilu untuk sebisa mungkin mempertahankan independensi dan imparsialitasnya. Dalam konteks ini, penting untuk kembali meninjau ulang penghapusan KASN atau jika tidak mungkin, paling tidak perkuat kewenangan Bawaslu agar memiliki kewenangan menekan pelaksanaan rekomendasi/tindak lanjut dari institusi terkait. Kata kunci: aparatur sipil negara, netralitas, pemilu AbstractAbstracts This article will discuss about the vulnerability of Civil Servant Neutrality (ASN) infringement in the next year's electoral contest by exploring the dissolution of the Civil Servant Commission (KASN) as an independent institution tasked, among other things, with overseeing the neutrality of ASN. Considering ASN's position as a social network susceptible to candidate mobilization, we are concerned that the decision to abolish KASN could further open up the potential for ASN neutrality infringement in elections. This article will focus on discussing potential infringement of neutrality following the dissolution of KASN. This research employs a qualitative research method with a desk study approach through a literature review of secondary data from existing sources. The findings indicate that the removal of KASN ahead of simultaneous elections may expose potential risks and challenges to ASN neutrality in elections due to a reduced deterrence effect possessed by ASN. It is a task for election organizers to ensure fair and neutral elections. Moreover, changes in the mechanism for handling ASN neutrality in elections pose a challenge for election organizers to strive to maintain their independence and impartiality. In this context, it is important to reconsider the abolition of KASN or, if not possible, at least strengthen the authority of Bawaslu to have the power to press for the implementation of recommendations/follow- ups from relevant institutions. Key words: election, state civil servant,neutrality

Abstract

Pemilu Serentak 2019 menjadi momen bersejarah di Indonesia karena pertama kalinya pemilu dengan pemilihan anggota Legislatif (DPR, DPRD, DPD) dan Eksekutif (Presiden dan Wakil Presiden) diselenggarakan secara serentak. Pada Pemilu Serentak 2019 pastinya menghadapi banyak fenomena dalam pelaksanaannya salah satunya pada penyusunan daftar pemilih. KPU Kota Tangerang sebagai panjang tangan kedinasan dari KPU RI, dalam penyelenggaraan Pemilu Serentak 2019  juga menghadapi fenomena dalam penyusunan daftar pemilih. Kota Tangerang Selatan sebagai kota penyangga Ibukota Jakarta dan sebagai kota dengan perkembangan yang pesat harus berjibaku dengan data penduduk yang tidak dinamis. Penelitian ini mengangkat fenomena yang terjadi pada proses penyusunan daftar pemilih di Kota Tangerang Selatan saat Pemilu Serentak 2019, dengan tujuan penelitian untuk mengetahui permasalahan apa saja yang dialami KPU Kota Tangerang Selatan selama proses penyusunan daftar pemilih berikut penyebab dan solusinya. Dengan pendekatan metode kualitatif deskriptif yaitu dengan melakukan wawancara langsung dengan para pelaku penyusun daftar pemilih yaitu KPU Kota Tangerang Selatan, Bawaslu, dan Instansi terkait lainnya serta perwakilan badan adhoc. Dalam penelitian ini diketahui bahwa KPU Kota Tangerang Selatan masih menghadapi permasalahan yang bersifat klasik ditambah dengan permasalah teknis yang terkini. Abstract

This article aims to highlight the typology of faith-based women's movements and organizations in the democratic era. This research focuses on religious women's organizations in West Java, including representatives from Islam, Christianity, Catholicism, Hinduism, Buddhism, and indigenous beliefs. The purpose of this research is to determine the roles and strategies used by religious-based women's movements and organizations in advocating for civil society interests, particularly in promoting gender equality issues. The research results indicate that religious-based women's organizations or movements overall prioritize and consider religious values in their various actions and organizational decisions when advocating for gender equality issues. In West Java, religious-based women's movements and organizations exhibit various typologies, with some rooted in Islam. Three dominant typologies emerged from the organizations studied: religious-centered, religiously affiliated, and religiously backgrounded. These three typologies provide at least a glimpse of the differences and similarities in the strategies of women's movements and organizations in advocating for gender-responsive public interests, particularly how they collaborate with the government and other stakeholders.Artikel ini bertujuan untuk menyoroti tipologi gerakan dan organisasi perempuan berbasis agama di era demokrasi. Penelitian ini berfokus pada organisasi perempuan berbasis agama di Jawa Barat, yang meliputi perwakilan dari Islam, Kristen, Katolik, Hindu, Buddha, dan Penghayat.Tujuan penelitian ini adalah untuk menentukan peran dan strategi yang digunakan oleh gerakan dan organisasi perempuan berbasis agama dalam memperjuangkan kepentingan masyarakat sipil khususnya dalam memperjuangkan isu-isu kesetaraan gender. Hasil penelitian menunjukkan bahwa keseluruhan organisasi atau gerakan perempuan berbasis agama dalam memperjuangkan isu-isu kesetaraan gender tersebut dengan memprioritaskan dan mempertimbangkan nilai-nilai agama dalam berbagai tindakan dan keputusan organisasi. Di Jawa Barat, gerakan dan organisasi perempuan berbasis agama menunjukkan berbagai tipologi, dengan beberapa di antaranya berakar pada Islam. Tiga tipologi dominan muncul dari organisasi yang diteliti, yaitu tipologi berpusat pada agama, tipologi berafiliasi dengan agama, dan tipologi berlatar belakang agama. Ketiga tipologi ini setidaknya memberikan gambaran perbedaan dan persamaan strategi gerakan dan organisasi perempuan dalam memperjuangkan kepentingan publik yang responsive gender, khususnya bagaiamana mereka melakukan kolaborasi dengan pemerintah dan pemangku kepentingan lainnya.

Abstract

Riau Province is a region that has a high level of corruption among regional heads in Indonesia. Apart from the high level of corruption, community behavior also shows a tendency towards transactional behavior by asking for rewards, assistance and souvenirs from candidates in the regional election process. Likewise, elites and society seem to be breeding grounds for corruption, by asking candidates for donations and various forms of materials and services so that candidates have high costs in the regional election process. This research uses a cultural perspective in analyzing the phenomenon of corruption. The aim of this research is to explain how the behavior of the Riau people in the regional elections is related to the corrupt behavior of regional heads. Using qualitative methods, data collection techniques through in-depth interviews, and informal selection through purposive sampling, research findings were obtained that in the regional election process for the Governor of Riau, there was behavior of the community, figures and elites who tended to be transactional by trying to ask for various kinds of rewards such as money, goods, services. and facilities for candidates in the regional election process. Such behavior is common in Riau and even tends to be "excessive" so that this has an impact on social burdens and high levels of political funding. This then has implications for the tendency of corruptive behavior of regional heads as shown by the case of the three accused governors of Riau. This research concludes that there is a relationship between the behavior of the community and elites who often ask for money, goods, services, assistance and facilities from regional head candidates or regional heads with the high level of corrupt behavior of regional heads in Riau.

Abstract

AbstractDigital authoritarianism operates with various methods used by governments. What has been discovered in Indonesia in recent times is the use of censorship of freedom of expression carried out in the digital realm. This research tries to elaborate on these practices, starting from internet shutdowns and the formation of virtual police to repress citizens, to carrying out digital attacks on citizens. This research uses descriptive qualitative research methods using several theories and concepts, such as the concept of state censorship from Shadmer & Bernhardt, the concept of digital authoritarianism from Diprose and Power. This research proves that the findings of the practice of digital authoritarianism have a significant impact on the resilience, vulnerability and decline of Indonesian democracy. The government carries out the practice of digital authoritarianism through censorship to shape, control and manipulate citizens through cyberspace and is facilitated by communication technology.Key words: digital authoritarianism, internet shutdown, digital repression AbstrakOtoritarianisme digital berjalan dengan berbagai metode yang digunakan oleh pemerintah. Adapun yang sudah ditemukan di Indonesia dalam beberapa waktu terakhir adalah dengan menggunakan penyensoran kepada kebebasan berekspresi yang dilakukan di ranah digital. Penelitian ini mencoba mengelaborasi praktik-praktik tersebut, mulai dari internet shutdown dan pembentukan polisi virtual untuk merepresi warga negara, hingga melakukan serangan digital kepada warga negara. Penelitian ini mengenakan metode penelitian kualitatif deskriptif dengan menggunakan beberapa teori dan konsep, seperti konsep state censhorship dari Shadmer & Bernhardt konsep otoritarianisme digital dari Polyakova & Meserole (2019). Penelitian ini membuktikan temuan-temuan praktik otoritarianisme digital berdampak signifikan pada ketahanan, kerentanan dan kemunduran demokrasi Indonesia. Abstract

This paper discusses current Indonesia’s local government accountability system which has undergone fundamental change since the reform era. Through a number of regulations, local governments now have to submit reports which include LPPD, LKPj, ILPPD, and LKPD. In line with what have been constructed by many experts, from normative perspective, those reports have the potential to facilitate a sound local government financial management and in turn, make them more accountable. Has current Indonesia’s local government accountability system been effectively implemented? Have these accountability mechanisms delivered their potential benefits as promised and constructed by many experts? In order to critically answer the questions, this study employs qualitative method with theory-driven approach. The data is mainly obtained through conducting meta-analysis through critically reviewing relevant sources or documents. Analysis goes from data reduction, to data organization and to interpretation. Research findings show that Indonesia’s existing local government accountability system has not been effectively implemented and brought all the potential benefits as calculated in both theoretical realm of accountability as well as constructed Indonesian government regulations. The findings of the study are particularly valuable in terms of filling the void on the analysis and information of current practice of local government accountability system in Indonesia’s reform era which have been marred by a number of problems, irregular and incomplete reporting, the absence of enforceability, limited capacity of local governments to produce appropriate reports, corruptive behavior of the auditors, and limited public participation.

Abstract

Indonesia has been practicing both symmetric and asymmetric decentralization for decades. This study believes that asymmetric decentralization should not only for those five provinces (Jakarta, Yogyakarta, Aceh, Papua and West Papua). If political considerations and the effectiveness and efficiency of government, asymmetric decentralization becomes a necessary choice for many other regions in Indonesia. This includes autonomous regions characterized by islands (archipelagic regions). Hence, this paper will discuss a number of reasons why archipelagic regions also need asymmetrical arrangements. How to make such arrangements functional? What potential challenges might be encountered? This study employs qualitative approach with theory-driven type. Operationally, this study is sustained by a series of Focus Group Discussion (FGD) and documentary method. Aiming at strengthening the capacity of the government for more effective governance and development process, the uniqueness and various specific problems faced by archipelagic regions become the main reasons for applying asymmetric decentralization. Proposing a separate policy provides an effective strategy for certainty and functional de jure and de facto asymmetry arrangements. Handling various existing problems which could weaken the capacity to carry out asymmetric decentralization policy would be the most appropriate strategy to make the policy facilitates its potential benefits.

Abstract

The changes in the global economy and competitive business growth demand increased efficiency, effectiveness, and professionalism in all business lines of SOEs, including Jasa Tirta II. In order to realize this, the Ministry of SOEs conducts SOE development, namely business model restructuring, including the stipulation of Government Regulation Number 113 of 2021 concerning Amendments to Government Regulation Number 25 of 1976 concerning State Capital Participation of the Republic of Indonesia for the Establishment of the Company (Persero) "Danareksa". The implication of the regulation is that the Jasa Tirta II Public Company as a company engaged in the field of water resources is included in the company that is planned to become a member of the Danareksa Holding so that it requires preparations to support the formation of the Danareksa Holding with the participation of state capital through the shift or transfer of shares in a subsidiary of a state-owned enterprise or a Limited Liability Company. Jasa Tirta II with the status of a business entity in the form of a Public Company certainly cannot shift or transfer shares, so Jasa Tirta II is considered necessary to change the status from a public company to a Limited Liability Company. Jasa Tirta II as a business entity assigned by the Government in terms of public benefit services in the field of Water Resources management, of course, this public service is one of the main activities that must be maintained by Jasa Tirta II. Therefore, there needs to be a study that specifically explores the possible impact of the policy of changing the status of business entities from public company to liability company with a point of view from the aspect of public services. The research conducted is an ex ante evaluation using an experimental quantitative approach that can be proven by the cost benefit analysis method. The stages is to identification the costs and benefits in the aspect of Jasa Tirta II's public services from the public company side and from the side if the business entity changes its form into a liability company, then processed by net benefit evaluation using the B/C Ratio and simulations the cost and benefit data for the next 10 years with an estimated Net Present Value (NVP) and Return on Investment (ROI). The net evaluation of benefits, which is a ratio to measure the benefits obtained by business entities, especially for the public service aspect of Jasa Tirta II from the side of public companies and the side of liability companies, obtained the result that from the side of public companies has more public service benefits of 2.64% compared to the benefits of public services from the side of liability companies which is 0.90%. As for the NVP simulation, it was found that the total net value of NVP from the side of the general company was Rp. 10,144,877,000,000,-, while the total net value of NVP from the side of the limited liability company was Rp. -827,508,000,000,-. And for the ROI simulation, it was obtained that the total net ROI for the public company Jasa Tirta II was 164%, while the total net ROI result if Jasa Tirta II was in the form of a liability company was -9.7%. Based on the results of the B/C Ratio, NVP and ROI simulations, it was concluded that Jasa Tirta with the form of a public company has a very positive impact and has greater public benefits from its public service aspect, while if the form of Jasa Tirta II business entity is a liability company, the benefits of public services have a negative impact or have not been maximized in fulfilling their general benefits.

Abstract

Peran media sosial  seperti Instagram saat ini memang menjadi salah satu medium branding politik yang sering digunakan oleh partai politik. Sehingga branding poltik yang dibentuk oleh partai politik, di media sosial, mampu tersampaikan ke seluruh kalangan, terutama pengguna sosial. Dengan harapan mampu meningkatkan elektabilitas, partai politik menjelang pemilihan umum. Salah satunya dilakukan oleh DPW PAN Jabar, pada saat ini. Dengan diluncurkanya akun Instagram DPW PAN Jabar @jabarterdepan, maka nantinya akun Instagram tersebut dapat digunakan sebagai sarana branding politik. Dengan menggunakan pendekatan kualitatif, dan metodi studi literatur, tulisan ini ditujukan untuk mengkaji branding politik yang dilakukan oleh DPW PAN Jabar melalui akun @jabarterdepan di Instagram, terutama menjelang Pemilu 2024. Sehingga diharapkan mampu memahami branding politik yang dibentuk oleh DPW PAN Jabar, dalam menggunakan media sosial Instagram. The role of social media such as Instagram is currently one of the political branding mediums often used by political parties. So that the political branding formed by political parties, on social media, can be conveyed to all circles, especially social users. With the hope of increasing electability, political parties ahead of the general election. One of them is done by DPW PAN West Java, at this time. With the launch of the West Java PAN DPW Instagram account @jabarterdepan, the Instagram account can later be used as a means of political branding. By using a qualitative approach and literature study method, this paper aims to examine the political branding carried out by DPW PAN Jabar through the @jabarterdepan account on Instagram, especially ahead of the 2024 elections. So that it is expected to be able to understand the political branding formed by DPW PAN Jabar, in using Instagram social media.
