Abstract

AbstractDigital authoritarianism operates with various methods used by governments. What has been discovered in Indonesia in recent times is the use of censorship of freedom of expression carried out in the digital realm. This research tries to elaborate on these practices, starting from internet shutdowns and the formation of virtual police to repress citizens, to carrying out digital attacks on citizens. This research uses descriptive qualitative research methods using several theories and concepts, such as the concept of state censorship from Shadmer & Bernhardt, the concept of digital authoritarianism from Diprose and Power. This research proves that the findings of the practice of digital authoritarianism have a significant impact on the resilience, vulnerability and decline of Indonesian democracy. The government carries out the practice of digital authoritarianism through censorship to shape, control and manipulate citizens through cyberspace and is facilitated by communication technology.Key words: digital authoritarianism, internet shutdown, digital repression AbstrakOtoritarianisme digital berjalan dengan berbagai metode yang digunakan oleh pemerintah. Adapun yang sudah ditemukan di Indonesia dalam beberapa waktu terakhir adalah dengan menggunakan penyensoran kepada kebebasan berekspresi yang dilakukan di ranah digital. Penelitian ini mencoba mengelaborasi praktik-praktik tersebut, mulai dari internet shutdown dan pembentukan polisi virtual untuk merepresi warga negara, hingga melakukan serangan digital kepada warga negara. Penelitian ini mengenakan metode penelitian kualitatif deskriptif dengan menggunakan beberapa teori dan konsep, seperti konsep state censhorship dari Shadmer & Bernhardt konsep otoritarianisme digital dari Polyakova & Meserole (2019). Penelitian ini membuktikan temuan-temuan praktik otoritarianisme digital berdampak signifikan pada ketahanan, kerentanan dan kemunduran demokrasi Indonesia. Praktik otoritarianisme digital melalui penyensoran dilakukan pemerintah untuk membentuk, mengontrol dan memanipulasi warga negara melalui dunia siber dan difasilitasi oleh teknologi komunikasi.Kata kunci: otoritarianisme digital, internet shutdown, represi digital

Abstract

This paper discusses current Indonesia’s local government accountability system which has undergone fundamental change since the reform era. Through a number of regulations, local governments now have to submit reports which include LPPD, LKPj, ILPPD, and LKPD. In line with what have been constructed by many experts, from normative perspective, those reports have the potential to facilitate a sound local government financial management and in turn, make them more accountable. Has current Indonesia’s local government accountability system been effectively implemented? Have these accountability mechanisms delivered their potential benefits as promised and constructed by many experts? In order to critically answer the questions, this study employs qualitative method with theory-driven approach. The data is mainly obtained through conducting meta-analysis through critically reviewing relevant sources or documents. Analysis goes from data reduction, to data organization and to interpretation. Research findings show that Indonesia’s existing local government accountability system has not been effectively implemented and brought all the potential benefits as calculated in both theoretical realm of accountability as well as constructed Indonesian government regulations. The findings of the study are particularly valuable in terms of filling the void on the analysis and information of current practice of local government accountability system in Indonesia’s reform era which have been marred by a number of problems, irregular and incomplete reporting, the absence of enforceability, limited capacity of local governments to produce appropriate reports, corruptive behavior of the auditors, and limited public participation.

Abstract

Indonesia has been practicing both symmetric and asymmetric decentralization for decades. This study believes that asymmetric decentralization should not only for those five provinces (Jakarta, Yogyakarta, Aceh, Papua and West Papua). If political considerations and the effectiveness and efficiency of government, asymmetric decentralization becomes a necessary choice for many other regions in Indonesia. This includes autonomous regions characterized by islands (archipelagic regions). Hence, this paper will discuss a number of reasons why archipelagic regions also need asymmetrical arrangements. How to make such arrangements functional? What potential challenges might be encountered? This study employs qualitative approach with theory-driven type. Operationally, this study is sustained by a series of Focus Group Discussion (FGD) and documentary method. Aiming at strengthening the capacity of the government for more effective governance and development process, the uniqueness and various specific problems faced by archipelagic regions become the main reasons for applying asymmetric decentralization. Proposing a separate policy provides an effective strategy for certainty and functional de jure and de facto asymmetry arrangements. Handling various existing problems which could weaken the capacity to carry out asymmetric decentralization policy would be the most appropriate strategy to make the policy facilitates its potential benefits.

Abstract

The changes in the global economy and competitive business growth demand increased efficiency, effectiveness, and professionalism in all business lines of SOEs, including Jasa Tirta II. In order to realize this, the Ministry of SOEs conducts SOE development, namely business model restructuring, including the stipulation of Government Regulation Number 113 of 2021 concerning Amendments to Government Regulation Number 25 of 1976 concerning State Capital Participation of the Republic of Indonesia for the Establishment of the Company (Persero) "Danareksa". The implication of the regulation is that the Jasa Tirta II Public Company as a company engaged in the field of water resources is included in the company that is planned to become a member of the Danareksa Holding so that it requires preparations to support the formation of the Danareksa Holding with the participation of state capital through the shift or transfer of shares in a subsidiary of a state-owned enterprise or a Limited Liability Company. Jasa Tirta II with the status of a business entity in the form of a Public Company certainly cannot shift or transfer shares, so Jasa Tirta II is considered necessary to change the status from a public company to a Limited Liability Company. Jasa Tirta II as a business entity assigned by the Government in terms of public benefit services in the field of Water Resources management, of course, this public service is one of the main activities that must be maintained by Jasa Tirta II. Therefore, there needs to be a study that specifically explores the possible impact of the policy of changing the status of business entities from public company to liability company with a point of view from the aspect of public services. The research conducted is an ex ante evaluation using an experimental quantitative approach that can be proven by the cost benefit analysis method. The stages is to identification the costs and benefits in the aspect of Jasa Tirta II's public services from the public company side and from the side if the business entity changes its form into a liability company, then processed by net benefit evaluation using the B/C Ratio and simulations the cost and benefit data for the next 10 years with an estimated Net Present Value (NVP) and Return on Investment (ROI). The net evaluation of benefits, which is a ratio to measure the benefits obtained by business entities, especially for the public service aspect of Jasa Tirta II from the side of public companies and the side of liability companies, obtained the result that from the side of public companies has more public service benefits of 2.64% compared to the benefits of public services from the side of liability companies which is 0.90%. As for the NVP simulation, it was found that the total net value of NVP from the side of the general company was Rp. 10,144,877,000,000,-, while the total net value of NVP from the side of the limited liability company was Rp. -827,508,000,000,-. And for the ROI simulation, it was obtained that the total net ROI for the public company Jasa Tirta II was 164%, while the total net ROI result if Jasa Tirta II was in the form of a liability company was -9.7%. Based on the results of the B/C Ratio, NVP and ROI simulations, it was concluded that Jasa Tirta with the form of a public company has a very positive impact and has greater public benefits from its public service aspect, while if the form of Jasa Tirta II business entity is a liability company, the benefits of public services have a negative impact or have not been maximized in fulfilling their general benefits.

Abstract

Peran media sosial  seperti Instagram saat ini memang menjadi salah satu medium branding politik yang sering digunakan oleh partai politik. Sehingga branding poltik yang dibentuk oleh partai politik, di media sosial, mampu tersampaikan ke seluruh kalangan, terutama pengguna sosial. Dengan harapan mampu meningkatkan elektabilitas, partai politik menjelang pemilihan umum. Salah satunya dilakukan oleh DPW PAN Jabar, pada saat ini. Dengan diluncurkanya akun Instagram DPW PAN Jabar @jabarterdepan, maka nantinya akun Instagram tersebut dapat digunakan sebagai sarana branding politik. Dengan menggunakan pendekatan kualitatif, dan metodi studi literatur, tulisan ini ditujukan untuk mengkaji branding politik yang dilakukan oleh DPW PAN Jabar melalui akun @jabarterdepan di Instagram, terutama menjelang Pemilu 2024. Sehingga diharapkan mampu memahami branding politik yang dibentuk oleh DPW PAN Jabar, dalam menggunakan media sosial Instagram. The role of social media such as Instagram is currently one of the political branding mediums often used by political parties. So that the political branding formed by political parties, on social media, can be conveyed to all circles, especially social users. With the hope of increasing electability, political parties ahead of the general election. One of them is done by DPW PAN West Java, at this time. With the launch of the West Java PAN DPW Instagram account @jabarterdepan, the Instagram account can later be used as a means of political branding. By using a qualitative approach and literature study method, this paper aims to examine the political branding carried out by DPW PAN Jabar through the @jabarterdepan account on Instagram, especially ahead of the 2024 elections. So that it is expected to be able to understand the political branding formed by DPW PAN Jabar, in using Instagram social media.

Abstract

Background: The fast development of technology demands adjustments in political education. The "Politik Asik" community service programme is a political education effort that combines board games and learning media. This approach aims to improve political literacy and critical thinking skills, especially among young voters and women in welcoming the 2024 political year. Method: Politik Asik collaborates with various communities, PKK, high school students and village officials. With a political education model through board game media, fifty participants from each category, namely the youth and women categories. Result: Through analytical observations, the results show that this programme succeeded in increasing participants' political interest and participation, as well as developing better political literacy and critical thinking skills. The strength of the programme is its ability to attract participants' attention and create an interactive learning experience. Conclusion: This service activity confirms the importance of developing innovative political education methods to strengthen the participation of young voters and women, which in turn supports a stronger democracy in Indonesia.

Abstract

The purposes of this study (1) are to analyze why the electronic performance reporting of the work unit at the Nabire Regency Secretariat causes the performance of the local government to be unable to meet the real needs of the region; (2) To analyze why the filling of structural positions in the Nabire Regency Secretariat does not prioritize service to the community. The research uses a qualitative approach through the process of finding, understanding, explaining and obtaining an overview. The result is that Electronic Performance Reporting in several Work Units at the Nabire Regency Secretary has not fully referred to the symbolic policy model, and the filling of structural positions in the Nabire Regency Secretariat has not prioritized service to the community because it has not referred to the procedural policy model.

Abstract

Background: Indonesia continues to face recurring instability in food availability, marked by fluctuating prices and frequent shortages of staple commodities. Specific background: The Food Estate Program, introduced in 2020, was launched as a large-scale agricultural strategy intended to strengthen national food reserves and reduce vulnerability to supply disruptions. Knowledge gap: Despite extensive discussion, there remains limited integrated analysis comparing policy expectations with actual implementation outcomes across different regions. Aims: This study evaluates the program’s performance in relation to its stated goal of achieving national food security. Results: The evaluation shows that major constraints persist, including land unsuitability for selected crops, environmental degradation, recurrent crop failures, low productivity, inadequate scientific assessments, corporate-centered decision-making, and limited participation of local farmers. Novelty: This research provides a consolidated, multi-site evidence review that highlights disparities between program design and field conditions. Implications: Findings indicate the need for more context-based land evaluation, transparent governance mechanisms, strengthened farmer involvement, and collaboration with independent research institutions to support more coherent pathways toward national food security. Highlights • Program implementation shows clear gaps between planned design and field realities.• Limited farmer involvement contributes to mismatched crop selection and low yields.• Evidence from multiple regions indicates recurring technical and governance challenges. Abstract

The lack of representation of women in the Regional Head Election (Pilkada) of Banjarmasin City is an important issue that needs to be studied in depth. This research aims to analyze the factors causing the low number of women politicians endorsed by political parties in the Pilkada contest. This study uses a qualitative approach with data collection techniques through in-depth interviews with women politicians, representatives of political parties, and political observers in Banjarmasin City. The results of the study indicate that the political recruitment process carried out by the parties is not fundamentally gender-discriminatory, but the barriers faced by women are structural, social, cultural, and personal. These obstacles include the lack of party support, logistical limitations, low electability, and the strong influence of social norms that still doubt the leadership capacity of women. In addition, the implementation of the 30 percent quota for women's representation has not been effective. The conclusion of this study indicates that women's representation in regional elections still faces complex challenges that require serious attention from political parties, the government, and society to create more inclusive and gender-equal political participation.

Abstract

Keterkaitan dalam bidang kepemiluan, Komisi Pemilihan Umum (KPU) sebagai penyelenggara pemilu dituntut agar dapat memiliki integritas, komitmen serta mampu untuk bertindak berdasarkan wewenang yang diberikan oleh Undang-Undang dalam mengawal dan mengendalikan seluruh proses pemilu sesuai dengan aturan dan norma yang telah ditetapkan. Dalam penelitian ini, penulis mencoba untuk menyasar terkait integritas penyelenggara dalam proses pemutakhiran data pemilih dengan menggunakan 5 (lima) parameter yaitu profesionalisme, independent, transparan, imparsial dan etika/kepatutan dengan tujuan untuk menghasilkan data pemilih yang komprehensif/ inklusif, akurat dan mutakhir yang dapat didokumentasikan dengan baik serta dapat digunakan dalam pemilihan umum dimasa berikutnya. Penelitian yang akan dilakukan oleh penulis adalah penelitian kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data dilakukan dengan metode wawancara terbuka dan studi literature. Unit analisis terbagi atas kelompok dan individu, yang dimana kelompok adalah merupakan penyelenggara itu sendiri, mulai dari KPU Kabupaten Simalungun beserta jajaran adhoc di kecamatan, desa/ kelurahan dan juga kepada pemilih/ warga masyarakat yang berhak untuk memilih, dengan tujuan bahwa peneliti akan memperoleh informasi terkait sejauh mana integritas yang telah dimiliki penyelenggara dalam melaksanakan pemutakhiran data pemilih di Kabupaten Simalungun. Kata kunci :Integritas, Pemutakhiran Data Pemilih, Penyelenggara Pemilu
