Abstract

Artikel ini akan membahas kerentanan pelanggaran netralitas Aparatur Sipil Negara (ASN) dalam kontestasi elektoral daerah tahun 2024 dengan mengeksplorasi kasus pembubaran Komisi Aparatur Sipil Negara (KASN) sebagai lembaga independen yang salah satunya bertugas mengawasi netralitas ASN. Melihat posisi ASN sebagai salah satu jaringan sosial yang rentan dimobilisasi kandidat, muncul kekhawatiran bahwa keputusan untuk menghapus KASN dapat membuka potensi pelanggaran netralitas ASN dalam pemilu. Artikel ini akan fokus membahas potensi pelanggaran netralitas pasca dibubarkannya KASN. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan desk study melalui studi pustaka terhadap data sekunder yang berasal dari sumber data yang sudah ada. Hasil penelitian ini menunjukan bahwa dihapuskannya KASN jelang pilkada serentak akan membuka potensi risiko dan tantangan netralitas ASN dalam pemilu, karena berkurangnya deterrence effect atau efek gentar yang dimiliki ASN. Ini menjadi pekerjaan rumah bagi penyelenggara pemilu untuk menjamin penyelenggaraan pemilu secara adil dan netral. Terlebih lagi, akan perubahan mekanisme penanganan netralitas ASN dalam pemilu yang menjadi tantangan bagi penyelenggara pemilu untuk sebisa mungkin mempertahankan independensi dan imparsialitasnya. Dalam konteks ini, penting untuk kembali meninjau ulang penghapusan KASN atau jika tidak mungkin, paling tidak perkuat kewenangan Bawaslu agar memiliki kewenangan menekan pelaksanaan rekomendasi/tindak lanjut dari institusi terkait.

Abstract

This article aims to describe and analyze the political behavior of the Nasdem Party elite ahead of the 2024 Presidential Election in Pangkep Regency. This research is motivated by the phenomenon of the departure of party cadres that occurred in Pangkajene and Kepulauan (Pangkep) Regency, South Sulawesi. The method used in this article is a qualitative research method with a phenomenological approach. The results of this study indicate that the elite of the Pangkep Nasdem Party tend to show accommodating political behavior. Although the elite of the Pangkep Nasdem Party tend to only follow formal party instructions, the communication pattern built by the elite of the Pangkep Nasdem Party is inclusive and open, both communication to leaders at the level above them and leaders at the level below them. The elite of the Nasdem Party provide space for its cadres if they have different interests to determine their own choices at their own risk. The elite of the Pangkep Nasdem Party also show less political pragmatism. The nomination of Anies Baswedan as presidential candidate and Muhaimin Iskandar as vice presidential candidate is not based on the lure of positions or seeking positions by the Nasdem Party elites but solely because of the party's decision and the vision and mission carried by the Presidential and Vice Presidential Candidate Pairs.

Abstract

Aim: This study aims to analyse how the calibre of the candidates running for regional heads affects voter turnout in local elections.Method: Interviews and careful observation were used as part of this study’s qualitative methodology. Primary and secondary sources were used to compile the data. Because of its interpretive and semantic compatibility with the proposed research problems, this research strategy has been chosen and is considered appropriate.Findings: The democratic process in Indonesia relies heavily on voter turnout. Voter turnout is a good indicator of how politically engaged a community is, so when it rises, so does the quality of our democratic system. Several factors, including the calibre of the candidates running for the regional head, can influence voter turnout.Implications/Novel Contribution: Multiple studies and surveys have failed to uncover any literature on the effect of candidate quality on voter turnout, and this lack of knowledge extends to Indonesia. The research community, therefore, agrees that this essay contributes something new to the scientific discourse.

Abstract

This article analyzes the challenges faced by the Election Supervisory Body (Bawaslu) in ensuring electoral integrity during Indonesia's concurrent 2024 elections. Using qualitative methods and literature review, this study identifies various forms of electoral malpractice including institutional manipulation, voter preference manipulation, and vote count manipulation that threaten electoral integrity. The findings indicate that Bawaslu faces significant obstacles in performing its supervisory role effectively, including limited human resources, budget constraints, low public participation in election monitoring, and technological challenges. Additionally, the study reveals that criticisms of Bawaslu's performance center around slow response times to electoral violations and suboptimal law enforcement. This research contributes to understanding the complexities of electoral supervision and offers insights for improving future electoral processes in Indonesia.

Abstract

Indonesia has experienced a decline in democracy over the past 5 years. The peak was in the 2024 Election, when political actors used their power to gain advantage in the Election. This article aims to analyze and predict how the situation of democracy in Indonesia will be in the future, especially in the next 5 years. This study uses a qualitative approach and data collection techniques with a literature review. Data analysis was carried out by observing the political symptoms that occurred and taking examples from other countries. The results of this study can be seen that the 2024 Election provides a major contraction to Indonesia's political tension. By looking at various indicators of democratization, Indonesia will experience a further decline in democracy in the future. Theoretically, this study not only enriches academic discourse on democracy and elections, but also emphasizes policy makers in formulating and maintaining Indonesian democracy in the future.

Abstract

This study critiques the phenomenon of surveillance capitalism in the digital era, focusing on its impact on digital democracy or e-democracy in Indonesia. Drawing from Shoshana Zuboff’s framework, surveillance capitalism leverages human behavioural data as raw material for commercial predictions, threatening privacy, fostering polarization, and weakening the digital public sphere. Using a qualitative literature-based approach and semi-structured interviews with experts and practitioners, the research validates its findings through data triangulation across journal articles, policy reports, and interview insights. The results indicate that social media algorithms contribute to the spread of disinformation, political polarization, and the manipulation of public opinion. For instance, during the 2024 elections in Indonesia, algorithms were found to amplify echo chambers, reduce exposure to diverse perspectives, and promote sensational content. The study concludes that technology’s negative impacts are shaped by the economic structures and designs underlying its use, underscoring the need for regulatory frameworks and public awareness to address these challenges.

Abstract

This article aims to systematically review the literature on voting behavior in Asian democracies, particularly in the post-Cold War era, to consolidate fragmented insights and to gain a strong understanding about existing scholarships and political development after the third wave of democratization in the region. Around 41 noteworthy publications from the Scopus database, published from 1990 to 2023, were analyzed by highlighting the diversity and limitations of conceptualizations, theoretical lens, and also methodological approaches to understand complexities and irregularities especially in the factors that influence voting behavior in Asian democracies. This study finds that voting behaviors in Asian democracies are shaped by a complex interplay of sociological, psychological, and rational, as well as institutional and structural factors. As political landscapes change, innovative electoral trends keep arise, and the region is politically and culturally heterogeneous, and maintaining an accurate and contextually based approach to reviewing voter behavior in Asia will remain fundamental for developing both academic discourse and also sensible democratic governance in the region.

Abstract

Sexual violence in the school environment is a phenomenon that needs serious attention. As one of the educational sins according to the Ministry of Education and Culture, sexual violence in the school environment needs to be understood and addressed by various parties, one of which is through socialisation and political education on sexual violence. This political education activity was organised as an effort to reduce the number of cases of sexual violence in the school environment. This political education on sexual violence uses a board game as a learning medium that facilitates school students' understanding of the issues presented. The activity involved the participation of various parties, namely SMAN 25 Bandung City, SMAN 12 Bandung City, Daarut Tauhid High School, the West Java OSIS Forum (FOJB), and Mekarjaya Village PKK Cadre, Bandung City. Political education activities include discussions related to what sexual violence is, the kinds of sexual violence that we are aware of or rarely realise, power relations (body politics), and how to handle sexual violence. Activities are packaged in the form of board games, survey participation, and theatre. This activity provides an overview and fosters public awareness of the importance of the issue of sexual violence. With this awareness, it is hoped that students and the community can prevent or respond effectively if sexual violence occurs around them. Kekerasan seksual di lingkungan sekolah merupakan fenomena yang perlu mendapat perhatian serius. Sebagai salah satu dosa pendidikan menurut Kementrian Pendidikan dan Kebudayaan, kekerasan seksual di lingkungan sekolah perlu dipahami dan ditangani oleh berbagai pihak, salah satunya melalui sosialisasi dan pendidikan politik mengenai kekerasan seksual. Kegiatan edukasi politik ini diselenggarakan sebagai satu upaya mengurangi angka kekerasan seksual di lingkungan sekolah. Edukasi politik tentang kekerasan seksual ini menggunakan board game sebagai medium pembelajaran yang memudahkan pemahaman siswa-siswi sekolah terhadap isu yang disampaikan. Kegiatan melibatkan partisipasi dari berbagai pihak, yakni SMAN 25 Kota Bandung, SMAN 12 Kota Bandung, SMA Daarut Tauhid, Forum Osis Jawa Barat (FOJB), serta Kader PKK Kelurahan Mekarjaya Kota Bandung. Kegiatan pendidikan politik meliputi pembahasan terkait, apa itu kekerasan seksual, macam-macam kekerasan seksual baik yang disadari ataupun jarang kita sadari, relasi kuasa (politik tubuh), dan cara penanganan kekerasan seksual. Kegiatan dikemas dalam bentuk board game, pengisian survei serta pematerian. Kegiatan ini memberikan gambaran dan menumbuhkan kesadaran masyarakat akan pentingnya isu kekerasan seksual. Dengan kesadaran tersebut diharapkan siswa dan masyarakat dapat mencegah ataupun menanggulangi jikalau terjadi kekerasan seksual di sekitar mereka.

Abstract

The involvement of women in political parties cannot be ignored. This is because gender equality allows democracy to function properly. PDI-P is the only party that has the highest level of women participation. West Java is one of the crucial provinces in both the 2024 General Election or Regional Election. This study aims to explore how women’s empowerment is carried out by PDI-P West Java in each stage of their politics and what the results are. Qualitative research is conducted by collecting primary and secondary data. Primary data is conducted by interviewing selected informants and secondary data trough related document. Data validation is conducted by triangulation sources to check the data obtained. The results of the study show that PDI-P West Java has carried out various methods of empowering women, such as setting party rules regarding women’s quotas in party membership, and candidates who advance in legislative elections, holding special activities for women, providing financial assistance and campaign training for women, and providing training for women cadres who sit in parliament. The results also show that women legislators from the PDI-P West Java faction are very active in speaking out in parliament.

Abstract

The objective of this article is to explain the ambivalent existence related to actor domination in the collaborative governance. As a precondition for the collaborative governance process, domination is a factor which must be prevented to maintain equality and mutual trust between actors. Therefore, the core question of this article is that is it true that the actor domination has negative effects to the collaboration sustainability? This article was written by using qualitative method. Data were collected with deep interviews, document studies, and literary studies and data were analyzed by using descriptive technique. The case of Lampung province central government displacement in 2004-2016 was made to be a research basis to answer the core question. The research finding showed that actor domination was dilemmatic. The collaboration process was in fact very dependent on the main actor who “control” the collaboration process, both in the planning stage (through Planning Coordination Team) and in implementation stage (through forum of Region Management Agency). This finding was very important because in spite of violating equality between actors, the actor domination in this policy case was beneficial. The inequality which was assumed to produce mutual untruths was not proven. In conclusion, actor domination is an ambivalent; something that must be prevented, but it then becomes a key factor. In what situation this actor domination gives a meaning? This article tries to answer it.
