Abstract

Lingga Regency is one of the young regencies in Kepulauan Riau province. After divided into autonomous regions since 2003, the regency has implemented three times Election, which in the 2004, 2009, and 2014. In the 2009, the final result comes with no women are elected as legislators in Lingga regency. It was noted that among of 20 members of the legislature who are not elected members of the legislature with the female gender. The presence of womenn in the legislature considered to be important because it can provide ideas and views that correspond to the presence of women themselves. The absence of women as legislators in Lingga regency is a form of failure of representation for women.This study look at the process (mechanism)of recruitment by political parties in Lingga regency recruit women candidates and to determine the cause of the failure of women's representation in parliament of Lingga regency. The foundation for this research is theory of political recruitment. This study using a qualitative research approach. Based on the analysis, it can be seen that the political recruitment is the estuary of the quality of the proposed candidates. Political recruitment by political parties in the Lingga regency for the candidates is closed recruitment. Closed recruitment has some disadvantage with not involving public to see and assess the ability of elite that displayed.The problem that faced by women in legislative elections in the Lingga regency are low education quality of voters, island regions, and economic factors. Accordance with these results, the failure of women's representation in the Lingga House of Representatives in 2009 due to the closed recruitment by political parties and low quality voters.

Abstract

This study was conducted to analyze how the dynamic formulation ofMSEs in the City Btam 2012-2013. Formulation of MSEs in Batam year 2012-2013 experiencing tough debate advance of Trade Unions APINDO premises. Theproblem in this research is how the dynamic formulation of MSEs in the CityBtam years 2012-2013?This study is a qualitative study, the data collection techniques in thisstudy is a descriptive analysis. This study uses the documentation (observation)and key informant interviews together as objects of information that aims toachieve the goal to get the information in this study. Data used in this study areprimary data and secondary data obtained through direct observation andinterviews with key informants in this study.Based on the results of research conducted, it can be concluded that in thefield of employment one of the problems faced by workers from year to year is theissue of wages. MSE formulation dynamics always starts from labor discontentover their wages terimasehingga wage boards consisting of APINDO, laborunions and the government should review the formulation of policy formulationby considering several alternatives based on the results of a quantitative surveyKHL fluctuating and changing every year. Determination of minimum wagepolicy is a safety net (social safety net) to safeguard the welfare of workers andanticipate the decline of purchasing power imbalance diakibatkanoleh societywhich labor market (labor market disequilibrium) .Pemerintah as the mediatormust be considerate in the dynamics of SME policy formulation is due to theincrease in wages the minimum is too drastic to be detrimental to the company.Conversely rise too flat / ramps unfavorable workers, because the increase ininflation that will be lost by raising workers' welfare objectives will not beachieved.Key : formulation, policy, minimum wage town

Abstract

               In this digital era, public information is one of the biggest demands on the government. Online media is one of the media that is very easily accessed via mobile phones, various existing features are expected to help the government in implementing the principle of transparency. Through the website, one of the tools considered to have advantages is in helping the government to implement public information disclosure. Some of the advantages possessed by the website are being able to store and disseminate public information in the form of videos, documents and other forms of data.               This study aims to describe the management and use of online media websites in the dissemination of public information by the Riau Provincial Information and Informatics Communication Service, then to find out the inhibiting factors for the non-optimal implementation of website management by the Riau Communication, Informatics and Statistics Office. The location of the study was conducted at the Office of Informatics and Statistics Communication of Riau Province. Furthermore, this study uses data collection techniques conducted by interviews and documentation. And using a qualitative descriptive approach.               The results of this study are the implementation of online website media management in the dissemination of public information carried out by the Office of Information Communication and Statistics of Riau Province in 2016 is quite good. Some factors that hamper website management in the dissemination of public information are caused by the lack of data to be disseminated through the website, limited budget, the absence of clear SOPs in managing the website, the lack of utilization of available facilities and content and the lack of management commitment in implementing website management. Keywords: Public Information Openness, Management, Online Media, Website, Good Governance, Transparency, Respontability, Participation, Effectiveness and Efficiency.

Abstract

This study in the background backs by environmental problems occurring in Riau province precisely in Bengkalis in 2013 and which became a severe problem is the problem of air pollution caused by smog from forest fires caused by parties who are not responsible responsibility. Basically a lot of things that can be done to reduce this land arson case made by parties who are not responsible, resulting in increasing the intensity of smog or air pollution in the region Bengkalis. Things to do such as enhanced supervision across the forest area of Riau to procure various outreach programs for the community to be able to preserve hutan.Sebagai footing Theoretically, this study uses the theory of supervision Inu Kencana and Syaufina land and forest fires. research using qualitative methods, while the data collection techniques in doing is to interview and observasi.Sedangkan data analysis using descriptive analysis.The findings indicate dilapanagan fire conditions are not well coordinated, causing a devastating fire that wiped out forests in Bengkalis, thus the supervision of the Government in the District Bengkalis not run with good.This is evident from forest fires occurring continuously menerus.Upaya outage been executed, but because of the many obstacles, handling becomes slow and the effects that arise (such as smog)'ve got to Singapore and Malaysia. A number of the accused as the perpetrator has been processed, although the penalty imposed does not make them jera.Ketidakefektifan handling terlihatdari also continued occurrence of forest fires in Indonesia.

Abstrct               Public information is information that is produced, stored, managed, sent, and or received by a public body relating to the administration of the state and / or the organizer and administration of other public bodies in accordance with this Law and other information relating to the public interest, as with this research intended to find out How the Role of the Office of Communication and Information in Public Information Publication, the purpose of this study is to describe the Role of the Office of Communication and Information in Public Information Publication. The results of this study are that the role of the Office of Communication and Information of Indragiri Hilir Regency in the Public Information Publication of 2016-2017 is performed less than optimal where in the role indicators namely the coordinator, facilitator, stimulator have been running poorly, which in each of these indicators the government has provided services which is needed by the public in fulfilling public information but is still accompanied by several obstacles and problems.Keywords: E-Government, Public Relations, Public Information

Abstract

Mutasi Pegawai Negeri Sipil merupakan suatu dinamika manajemen kepegawaian pada pemerintah, pemerintah daerah yang menimbulkan fenomena professional maupun politis. Tujuan penelitian ini untuk mendesksripsikan politik mutasi jabatan struktural Pegawai Negeri Sipil Pemerintah Daerah. Metode penelitian mengunakan metode kualitatif dengan teknik pengumpulan data wawancara mendalam, observasi, dokumentasi dan analisis data kualitatif mengunakan model spradley. Hasil penelitian menunjukkan masih terjadi politisasi mutasi jabatan karena adanya faktor profesional masih lemah, regulasi masih ada celah, mekanisme hanya ceremonial, kekuatan sumber daya dalam menggerakkan organisasi untuk kepentingan politik. Selain itu juga ada faktor administrasi dan faktor psikologis yang masing-masing faktor ini berdampak pada individu pegawai baik secara karir maupun psikologis berdampak baik langsung maupun tidak langsung terhadap pegawai terutama jenjang karir dan kompetensi jabatan serta dampak organisasional dengan tidak berfungsinya Badan Pertimbangan Jabatan dan Kepangkatan. Hasil penelitian dapat dijadikan rujukan oleh penelitian tentang politisasi birokrasi dan kepegewaian pemerintah daerah. Kata penutup peneliti dalam penelitian masih terjadi politisasi birokrasi oleh pihak yang berkuasa sehingga mengurangi prinsip-prinsip kepegawaian secara praktis dan teoritis.

Abstract

The purpose of the research is to find out the Budget Politics Of The Regional People'S Representative Council Of Riau Province At the Secretariat of the Council as a Working Partner of Commission I of Fiscal Year 2020. The research method used is qualitative and the data collection technique used in this study is Descriptive Qualitative. The results of this study showed in the budgeting process between the Riau Provincial Parliament, namely Commission I which is affiliated with the Secretary of the Council of one of the Regional Device Organizations of the Riau Provincial Government there are several issues where there are several interests in budgeting for Commission I and the Secretary of the Council for 2020 such as the budget in recruiting experts. The community is not very involved in the decision making, it should be input from the community into consideration for the DPRD. Some actors are very influential in making political decisions on budgets in 2020, both from the Executive and the Legislature.

Abstract

Otorita Batam is a New Order institution ( assumed ORBA) still deputize regime of otoritarian Soehartowith three especial activity namely economics, political and inseparable law. System governance reformUUD 1945 cannot give impact to existence of Otorita Batam and make product institute of ORBA thisremain to be strong as a self-supporting institution. This research aim (i). Analysing and explainingposition of Otorita Batam at reform era in system governance of Indonesia. ( ii) Identify and factorsformulation causing the increasing of independence power of Otorita Batam reform execution era of areaautonomy in Indonesia. This research use approach of political and political economics of law. ThisResearch type qualitative. Method data collecting research of field, circumstantial interview anddocumentation with informan. While method analyse data use analytical discriptioin. Result of researchget, (i) The actor or importance group maintaining existence of Otorita Batam in system governance ofIndonesia. That is why policy of Otorita Batam which only in the form of Decision of President remain tobe defended, even contradiction and weaker than law. Whereas, cause factors gain strength of OtoritaBatam era execution of decentralization (local autonomi) caused its strong (ii) Domicile power of CentralGovernment and weaken law him Governance of Area and Otorita Batam at variance with LocalGovernment. Both this factor show if institute made in this ORBA represent the part of regime ofotoritarian which remain ( Neo-Soehartois). Abstract

PT. Riau Andalan Pulp and Paper (RAPP) and the activities of Illegal Logging inthe period 2009-2010 the focus of mass media. The focus of the reports motivatedby contradictory realities. On the one hand for the first time since a RegionalHead of local autonomy (Regent) was convicted of corruption (graft) relatedlicense for utilization of timber forest products (IUPHHK) that led to the illegallogging activities that also involve PT. RAPP. While on the other hand, theMinistry of Forestry by SK MENHUT/327/2009, provides expansion of theSemenanjung Kampar to PT. RAPP considered problematic and potentially theactivity of Illegal Logging. This paper aims to, first analyze the media coverage ofIllegal Logging on the existence PT. RAPP in 2009-2010. Second, describe andanalyze the implications of the media coverage of Illegal Logging on the existencePT. RAPP in 2009-2010. This paper uses constructionist (media) and politicaleconomy communication as a theoretical approach. The results of the discussionshowed that, the first the relationship of Illegal Logging and PT. RAPP has beenconstructed by the media that shows if the presence of both (PT RAPP and IllegalLogging) in the year 2009-2010 run separately and not linked. The second, so thenews about the activities undertaken Illegal Logging ('alleged') in PT RAPP anissue of 'ambiguous' and different from each other. In this context, if the newsshowed Illegal Logging, rather than an integral part of the production process(activities) PT. RAPP.

Abstract

The existence of the institution as People's Consultative Assembly [MPR] in the Indonesian legal and political system reform era has lost its real existence. This is due to the Assembly in the era Old Order and New Order is a tool for the rule to justify the truth in defense of the regime. While in the reforms era that have transformed the politics of law [the law of political reform], the Assembly as a whole are voters product democratic institutions 'half aspirational', representative democracy areas that can not directly create and produce regulations [legislation]. Based on the background mentioned, this paper aims to [i] Explaining the position of the Assembly as an institution of the state in the Indonesian legal and political system; [ii] Explains MPR decrees in the hierarchy [structure] of the Indonesian Legal Politics. Based on the rationale of this paper conclude two things. First, as an institution 'half aspirational', MPR has a function and authority as 'judge consent of the governed' in determining [the good, bad and fail or succeed] the implementation of the rule of law in the future. Second, because being 'judge consent of the governed', then the laws the MPR in the hierarchy of law if the Constitution as Constitutional-philosophical, the Decision [TAP] MPR can be Constitutional-Legal-Sociological Considering as a basis for policy making [ragulation] related matters a special thing for the benefit of the people.
