Abstract

Service quality is a benchmark of perfection and distinction of a service product provided by public service organization. The essence of a public service is providing excellent service to the community. One of the existing public service organizations is the Perusahaan Daerah Air Minum (PDAM) Tirta Moedal Semarang, which provide clean water for citizen of Semarang city. In assessing the quality of services provided by PDAM Tirta Moedal, there are some dimensions or dimensions that are used as benchmarks. These dimensions are tangible, realibility, assurance, responsiveness and accessibility. The result of this research shows that the quality of service for the major products of PDAM Tirta Moedal services as providers of clean water needs of society Semarang city thus getting less good judgment. It can be seen from the performance of service dimensions of service-related products such as clean water clean water quality, continuity of drainage, water discharge volume, ability Engineering Officer in repairs got under assessment weighting 250 which means less well. The level of compliance of the quality of service the PDAM Tirta Moedal to get the highest percentage is payment access customer accounts that is equal to 89.52%, and the lowest percentage that the quality of water obtained the percentage of 66,47%. The results of the overall study indicates the elements that need to be improved in order to improve the public services quality viewed from the priority improvements in quadrant A in the Cartesian Quadrant PDAM Tirta Moedal is the ability of technical personnel to repair, clean water quality, continuity drainage, drainage water debit volume, speed and responsiveness of technical personnel in performing repairs.

Abstract

Based on the records of PHBS from 2012 to 2014 there is a decline of PHBS program implementation in Sarirejo Village Eastern Semarang, Semarang City. This indicates a problem that can be researched to find out the cause. The purpose of this research is to evaluate and to find the cause of problem in the implementation of the Perilaku Hidup Bersih dan Sehat (PHBS) Program. This method is a qualitative research and is a descriptive type. Snowball sampling is used to find the informants for this research. . Data gathering techniques used in this research are observation, interviews, literature, and documentation. The response of the PHBS Program from the public is insufficient. The PHBS program was not able to reach all the targeted groups. Only one targeted group was reached, the elderly group. Based on the research can be conclusion is responsiveness of the PHBS Program was not to reach of the targeted groups. Core issue of the PHBS Program is lack of advocacy and social support from government, low level of knowledge and public awareness. The recommendation for government to make a figure, commitment, and have a good relationship with society. As well as, for society to leave unhealthy behaviors with to increase of knowledge and healty awareness.

Abstract

Semarang Local Government accelerate the realization of the development of Child Friendly City/Regency by creating mayor regulations number 20 year 2010 concerning child friendly policy using child friendly village approach, afterward follow up with the Regional Action Plan and Semarang mayor’s decision number 050/425 concern in determining the location of District Pilot Program in Semarang City in 2011-2015. Gayamsari Sub-district is chosen as the pilot of child friendly sub-district hereafter implement derivatives regulation that is child-friendly village, held in Gayamsari Sub-district. Even though has already set as the pilot child friendly village, however Gayamsari District still has low numbers of APK APM and low numbers of child welfare compared with other pilot districts. The research goal is to find out how to the program implementation of Child Friendly using Child Friendly Village Approach undertaken by Gayamsari Village using success indicator from RAD and PERWAL, also supporting factors and resistor factors of program implementation. This research uses the theory of George C. Edward III. The methods of this research uses qualitative research in descriptive type. The result of this research, the clusters of civil rights and freedoms, family environment and the right clusters alternative, clusters of education and utilization of leisure and arts activities, not in accordance with the indicators of success, Whereas the right cluster of basic health and welfare, and special protection cluster implementation is in conformity with the indicators of success. Driving factor of this implementation is a bureaucratic structure and disposition of the cadres, while the inhibiting factor of resources, communication, and the disposition of the employees of district and village The conclusion of this research program implementation KLA using Child Friendly Village approach in Gayamsari Village has not succeed yet. Because there are still several success indications has not fulfilled yet. Therefore, there are the factors which inhibits program implementation. It needs to be improved in manufacturing RAD, the communication between Semarang Government, Sub-district, Village, also the improvement in financial resources and disposition employees in village and sub-district.

Abstract

Partisipasi masyarakat memiliki posisi yang sangat penting dalam perencanaan pembangunan, karena pada dasarnya masyarakat adalah pihak yang paling mengetahui masalah dan kebutuhannya sendiri. oleh karena itu perencanaan pembangunan yang partisipatif menjadi amanat undang-undang yang harus di laksanakan oleh pelaku pembangunan. Di Desa Surakarta, perencanaan pembangunan partisipatif tergolong rendah karena aspek-aspek yang mendukung perencanaan pembangunan partisipatif belum terlihat dalam proses perencanaan pembangunan di Desa Surakarta. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis proses perencanaan pembangunan partisipatif di Desa Surakarta Kecamatan Suranenggala Kabupaten Cirebon serta mendeskripsikan dan menganalisis faktor-faktor yang mempengaruhi partisipasi masyarakat dalam proses perencanaan pembangunan di Desa Surakarta Kecamatan Suranenggala Kabupaten Cirebon. Penelitian ini merupakan penelitian kualitatif dengan Teknik pengumpulan data menggunakan wawancara semi terstruktur dan observasi. Analisis data dalam penelitian ini menggunakan interactive model analysis dari Miles dan Huberman yang meliputi tahap Reduksi data, penyajian data dan verifikasi data atau penarikan simpulan. Dari hasil penelitian dapat disimpulkan bahwa : Proses perencanaan pembangunan belum dilaksanakan dengan baik di Desa Surakarta Kecamatan Suranenggala Kabupaten Cirebon, dimana beberapa tahapan proses perencanaan pembangunan belum dilaksanakan, diantaranya tahapan persiapan yakni Musyawarah pra musrenbang dan tahapan pembahasan kegiatan/penetapan prioritas kegiatan yang akan disampaikan ke tingkat musrenbang Kecamatan. Faktor yang mempengaruhi perencanaan partisipatif di Desa Surakarta Kecamatan Suranenggala Kabupaten Cirebon tidak berjalan dengan baik sebagian besar didominasi oleh pemahaman yang minim dari masyarakat dan pemerintah desa tentang perencanaan pembangunan. Untuk itu perlu penyempurnaam tahapan pelaksanaan perencanaan partisipatif, mengoptimalkan kegiatan identifikasi masalah dan kebutuhan masyarakat, dan perlu peningkatan pemahaman perangkat desa, unsur pembangunan dan unsur masyarakat mengenai perencanaan pembangunan.

Abstract

Community demands will the establishment of the government clean, accountable and transparent, encourage the government to start the amendments to penyusunannya in order to realize good governance ( good governance ). Public services in indonesia covering some field one of them land.As the lead government agency that are responsible for land, the land office the city of semarang has an important role in the delivery of to the community optimally.The land office the city of semarang in order to solve problems services happened, do innovation and breakthrough valor with formulate one form of innovation service.Program innovation service referred to the online services based application web commonly called “PERMATA” by the community. This study was conducted with the land office semarang city as agencies which implement innovation PERMATA.This research based on the researchers still several problems, which is there are some time / connection network server parent (data center) in the maintenance or error which is certainly will have an impact the stoppage of online service.In addition of KKP about trafic web disturbed because the operator that irresponsible. Based on the research, PERMATA deliver more values particularly the increase of performance and credibility for Semarang City land office.On the other hand PERMATA having complexity separate demand a training employees in increasing ability to be able to address issues concerning technology. Innovation occurring in the Semarang City land office, supported by several factors internal and external organization that is vision and strategy, human resources, culture organization, the state and government policy, and competition.

Abstract

The reason behind this research is based on numerous complaints from the public regarding dissatisfaction with the quality of service and price set by PDAM Tirta Moedal Semarang. The purposes of this research are: (1) To know the effect of PDAM Tirta Moedal Semarang’s service quality on customer satisfaction. (2) To know the effect of PDAM Tirta Moedal Semarang’s set price on customer satisfaction. (3) To know the effect of PDAM Tirta Moedal Semarang’s service quality and set price on customer satisfaction. This research use explanatory quantitative method with 100 research sample. The sampling technique used is Probability Sampling technique. The analysis technique used in this research is Validity Test, Reliability Test, Kendall’s concordance coefficient (W), Kendall Tau’s correlation, and Coefficient of Determination. The results showed that (1) The effect of service quality on customer satisfaction has a 0,545 correlation coefficient with a significance level of 0,01; (2) The effect of price on customer satisfaction has 0,563 correlation coefficient with a significance level of 0,01; (3) The effect of service quality and price on customer satisfaction has 0,998 correlation coefficient with a significance level of 0,01. Based on these results it can be concluded that there is an impact between service quality, price, and between service quality and set price on customer satisfaction at PDAM Tirta Moedal Semarang. The suggestion towards the problem is to make an operational step to improve the quality of service accordance to customer expectations, it is also recommended to develop water quality, and provide clarity on price rates in the customer's water bill.

Abstract

Semarang is a city that has many residents . The number of people who live or occupy the city of Semarang make the issues that must be faced by the Government of Semarang city , one of which is the problem of congestion . Based on data from the Central Bureau of Statistics the city,the number of vehicles in the city of Semarang until 2011 reached 186.164unit , which consists of two-wheeled vehicles and 151 286 33 523 four-wheeled vehicles . To minimize traffic congestion in the city of Semarang then made mass transport is Bus Rapid Transit ( BRT ) andwho became the first corridor is the major Mangkang - Penggaron .The purpose of this study was to determine the level of community satisfaction with services Bus Rapid Transit ( BRT ) corridor I Mangkang Trans Semarang - Penggaron based on the Ministry of Administrative Reform No. . KEP/25/M.PAN/2/2004 where there are 14 dimensions .Based on the analysis and processing research data shows that public satisfaction with the services of Trans Semarang BRT corridor I get the value of Community Satisfaction Index ( HPI ) of 67.03 and fit in either category. Based on the Cartesian diagram there are two dimensionsthat must be maintained, namely performance dimensions cost reasonableness and appropriateness of the cost, while there are four dimensions given priority so that its performance is improved dimensional speed of service, accuracy of service, comfort and safety services .

Abstract

The handling of children's marital needs more attention from the government of Semarang City. The unpreparedness of reproductive organs at the age of children affected the BBLR even death during childbirth. It is important to know the role of stakeholders in the Semarang City in resolving children's marital problems. The purpose of this research is to know the characteristics that are owned by stakeholders and categories and stakeholders efforts in Semarang city in addressing the problem of children's marital. This research used a qualitatively descriptive method. The results showed the characteristic of stakeholders are to reject children's age marriage, although there are still stakeholders who cannot resist. The indicators used are important indicators, r esources, channels, possible participation, level of influence, implications and action. Stakeholders who reject the child's marriage is the office of Population Control and family planning, the Office of Women Empowerment and child protection, Office of Health, Office of Education, Sub-district, PPT light of Love and the equivalent foundation. While the stakeholders who can not refuse the children’s marital are Department of Population and Civil registration, the Office of the Ministry of Religious Affairs, Courts of Religion and society. Suggested advice: The Department of Population Control and family planning is to program the handling of children’s marriage and coordinate them with related agencies. The Women Empowerment and child Protection Office prioritizes the handling in the form of Perda, The Health office: to strengthen the socialization of reproductive health, The Education office: instructs the planting value of anti-marital children to school, The district need to prioritize the handling of children's age wedding during Musrenbang, PPT light of Love must be given the authority for the prevention of Children’s Marital, the equivalent foundation of regulation, the Office of Ministry of Religion needs to running programs Directly to the public, The Religious Court need to complicates the marriage and public dispensations to attempt to make it aware of its surroundings not to marry at the age of the child.

Abstract

Waste management policy based on the event by the high number of heaps of garbage that exists in the city of Semarang. Production of garbage in the city of Semarang per day reached 800 tons/day with a capacity of landfill of 400 tons/day. This happens because with the increase of the population of Semarang city around 1.5 million inhabitants and is also one of the goals of the urbanization. As a result of such activities is the increased production of waste caused by the people. To deal with the problem of local government issued regulation Semarang city waste management areas number 6 in 2012 about waste management that aims to improve public health and the quality of the environment as well as made the waste as a resource. The purpose of this research is to find out how the implementation and the factors that encourage and inhibit the implementation of waste management Policies according to the Semarang area number 6 in 2012. Research methods used in this research is qualitative research methods are descriptive, i.e. by providing a comprehensive overview of the focus of the research. The results of this research show that the implementation of waste management policies are not fully managed to reduce the number of existing middens. In practice there are still various obstacles such as, communications, resources, disposition and bureaucratic structure. Recommendations that can be given to the problem of socialization such as local regulations through electronic media, the addition of human resources and facility cleanliness, training, motivation for employees as well as the establishment of a special section dealing with communities who break the rules are already set.

Abstract

Memasuki era globalisasi diperlukan sarana dan prasarana untuk menunjang terlaksananya pembangunan. Semakin berkembangnya pembangunan perumahan di wilayah Kota Semarang, maka akan semakin luas kebutuhan akan lahan sebagai sarana bagi pembangunan perumahan yang bersangkutan. Permasalahan alih fungsi lahan yang makin marak di Kota Semarang, bencana tanah longsor Trangkil, peningkatan lahan kritis dan banyaknya ruang terbuka hijau yang di alih fungsi. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan menggunakan hasil wawancara dari narasumber yang terlibat dalam pelaksanaan kebijakan tata ruang di Kota Semarang. Data yang didapat dari narasumber digunakan untuk melihat setiap aktor-aktor implementasi dari segi kepentingan (interest) dan kekuasaan/pengaruh (power) dan faktor-faktor yang mempengaruhi keberhasilan peran aktor dalam implementasi kebijakan rencana tata ruang wilayah Kota Semarang. Hasil penelitian menunjukkan bahwa peran dari setiap aktor berbeda-beda dilihat dari kepentingan dan pengaruh/kekuasaan sehingga dapat dikategorikan menjadi 4 kategori aktor, Pemain Kunci/Key Players yang terdiri Bappeda dan Dinas Tata Kota Perumahan, kategori Pendukung/Contest Setter yakni Konsultan Jasa, Subjects terdiri dari aktivis lingkungan dan Satpol PP, dan Pengikut Lain terdiri dari masyarakat, Kelurahan dan Kecamatan. Keberhasilan seorang aktor juga dilihat dari partisipasi aktor, perspektif aktor, aksesibiltas aktor, dan penentuan tindakan. Pemahaman mengenai kebijakan pada masyarakat ditemukan sangat kurang dalam keterlibatan pelaksanaan kebijakan rencana tata ruang wilayah di Kota Semarang. Penelitian ini menghasilkan masukan atau saran kepada pemerintah dalam keberhasilan pencapaian pelaksanaan kebijakan tata ruang. Perlu partisipasi dari semua aktor implementasi kebijakan dan menjaga koordinasi dari semua aktor yang terlibat. Memberikan pemahaman langsung kepada masyarakat melalui sosialisasi yang lebih intens.
