Abstract

The government through BLU UPTD Trans Semarang launched the Electronic Money Program to encourage the acceleration of the transaction electronification program in local governments, especially Semarang City. One of the targets in this program is Trans Semarang Bus users who use cashless payments. The purpose of this study is to analyze how the implementation of the Electronic Money Program on the Trans Semarang Bus. This research is a research with descriptive qualitative methods. Data is obtained through two sources, namely primary data and secondary data. Data collection techniques include interviews, observations, and documentation. The focus of this research was studied using 5 criteria for successful implementation according to Cole, Martin, and Parston (in Erwan Agus Purwanto, 2015: 105). The results of research in the field show that the Implementation of the Electronic Money Program on the Trans Semarang Bus, namely, (a) Access to the Implementation of the Electronic Money Program as a Payment Tool on the Trans Semarang Bus, has not run optimally, due to an error system in electronic payment transaction instruments, (b) Service provisions in the Implementation of the Electronic Money Program as a Payment Instrument on the Trans Semarang Bus, have not run optimally, because they are found to be jostling in making electronic money transactions using QR barcode scans, (c) The suitability of the program in the Implementation of the Electronic Money Program as a Payment Instrument on the Trans Semarang Bus, has not run optimally, because there is no compelling policy, in the use of electronic money on the Trans Semarang Bus.

Abstract

Complexity of implementing policies to protect women and children in Semarang City cannot only be handled by Dinas Pemberdayaan Perempuan dan Perlindungan Anak (DP3A) as a representative of the local government, but also involving other parties. This study aims to determine the network of cooperation between actors in implementing policies to protect women and children from acts of violence in the city of Semarang. The MSN approach with networking elements from Kadji was chosen to analyze field findings and representing the data using a qualitative descriptive methods. The research results show that there are dynamics of strategic partnership sub-elements, synergy and symbiosis of mutualism. The findings of the dynamics of cooperation networks between actors are expressed by not optimal content of transparency of cooperative relations, there is no place to accommodate the aspirations of actors outside the institution, the collaboration that not optimal and comprehensive, the authority that overlap between actors, the issues on human resources, the funding allocation, and the fulfillment of other rights that are lacking obtained by actors outside the institutional structure. Follow-up actions that can be carried out by related policy actors include conducting a review of regional regulations by maximizing the existence of each actor involved, improving budget and human resource management, and establishing good relations between actors, especially actors outside the institution.

Abstract

Disdukcapil of Bandung City implements the Salaman application program to provide convenience for the community in population administration services. The Salaman application program is one of the innovations created by Disdukcapil to improve public services that utilize information technology through e-government. However, there are still many people in Bandung who do not know about the application and there are still problems found by the community whe using the Salaman application program. The study aims to analyze the effectiveness and constraints of the Salaman application program. The research method used is a qualitative approach. The focus of this research is studied using 3 criteria for program effectiveness according to Budiani in Primanda (2017: 5), namely socialization, objectives and program monitoring. Data collection techniques include interviews, observation and documentation. The results of the field research show that the effectiveness of the Salaman application program, namely (a) program socialization, especially socialization at the regional level, has not run optimally because the communication process has not gone well, (b) program objectives can be said to be effective because all objectives have been achieved as a whole and (c) program monitoring can be said to be effective because Disdukcapil conducts daily supervision, conducts monitoring every quarter and coordination with Diskominfo Bandung City. Furthermore, the obstacles found are related to infrastructure and human resources.

Abstract

The implementation of the Culinary Thematic Village Program, shows that there is no involvement of the private sector, lack participation of younger generation, and parents domination in the community. This study aims to describe and analyze stakeholder synergy and the inhibiting factors, in the implementation of the Culinary Thematic Village Program in Jatingaleh Village, Semarang City. The research method used is descriptive qualitative. The results show that stakeholder synergy hasn’t gone well. The society are less active in providing feedback, and coordination isn’t effective. Factors inhibiting stakeholder synergy is, human resources, budget constraints, and role domination in society. The conclusion is, communication hampered by the inactivity society in providing feedback. Coordination hasn’t been effective, due to a lack community commitment, competence, and awareness, lack of optimal coordination continuity, and role dominance from RW. The conclusion is, open discussion forums, develop closer interpersonal relationships, hold meetings for all stakeholders, conduct comprehensive and routine education for society, increase promotion, seek funding assistance, and provide opportunities for society according to their respective roles.

Abstract

Diskominsta of Magelang City launched a Smart City-based innovation in Magelang City in the form of Magelang Cerdas application. Magelang Cerdas is an android-based application that is expected to facilitate the community in obtaining public information/services in Magelang City. This study aims to analyze one of the success criteria of innovation according to Arundel et al (in Milasari and Oktariyanda, 2022: 1043), namely Governance and Innovation and analyze the obstacles in the implementation of Magelang Cerdas application innovation. The results showed that the criteria of governance and innovation in the innovation of Magelang Cerdas application are running well but not yet optimal. It is proven by the role of Diskominsta of Magelang City and the establishment of Magelang Cerdas app innovation. There are obstacles in the innovation of Magelang Cerdas application, including: (a) socialization conducted by the Department of Communication Information and Statistics of Magelang City related to Magelang Cerdas application has not run optimally ((b) Magelang Cerdas application has not been based on IOS (c) there is a digital divide in the community of Magelang City

Abstract

In public services there are many types of review methods that can be carried out so that they work well or are in accordance with organizational goals. One of them is the implementation of e-government in the complaint service at the Semarang City Investment and One-Stop Service Office which was analyzed using management information system methods. The management information system describes the management process of an information system such as how the complaint service system is planned, designed, implemented and managed. Data collection methods used in this qualitative research are interviews, literature review and documentation. The results of the research on the Application of the Complaint Service System at the Investment and One-Stop Services Office (DPMPTSP) in Semarang City, namely the planning, design and implementation stages are going well while the management stage still requires improvement. Constraints encountered include the limitations of existing system functions and the public's lack of understanding in utilizing information systems.

Abstract

Ngadimulyo’s Tourism Village is a program that aims to develop tourism potential in Ngadimulyo Village. Papringan Ngadiprono Market provides an opportunity for Ngadimulyo Village to develop tourism potential in other hamlets. There were several problems in the process of developing the Ngadimulyo’s Tourism Village, one of which was the corruption case in tourism financial assistance by the Head of the Ngadimulyo Village, the Secretary of the Ngadimulyo Village, the Former Head of the Ngadimulyo Village, and the Head of the Ngadimulyo’s Tourism Village. This problem creates new problems, such as inactive management and tour packages, and several other problems. This research is a qualitative research that aims to produce a development strategy for the Ngadimulyo’s Tourism Village. This research uses the theory of strategic management and tourism village development as a basis for analyzing the internal and external of Ngadimulyo’s Tourism Village. The analysis of the internal and external environment is then identified and evaluated using analytical tools, the SWOT Matrix (Strength, Weakness, Opportunity, Threat) and Bryson's Litmus Test. Based on the results of this research, it shows that there are four strategic issues for developing the Ngadimulyo’s Tourism Village, including: 1) Developing tourism potential outside the Ngadiprono’s Hamlet; 2) Involving other hamlet communities in the management and development of the Ngadimulyo’s Tourism Village; 3) Improving the financial management of Ngadimulyo’s Tourism Village; and 4) Maximizing coordination with government and the private sector to support the development of the Ngadimulyo’s Tourism Village.

Abstract

The pottery education tourism village is an innovation by the village youth that aims to preserve the pottery potential of Rendeng Village. This tourist village was developed by the Rendeng Village Government because the potential for pottery produced by residents is very large to help the community's economy. This study aims to analyze the role of village governments in the development of tourism villages and analyze the supporting and inhibiting factors of the role of village governments. The type of research is descriptive qualitative, with techniques through interviews, observations, and documentation. The results of the study show the role of the Rendeng Village Government as a social animation, namely providing extensive opportunities for BUMDes and Karang Taruna and initiating tourism development programs; mediation and negotiation, namely holding village rembug and socialization; providing support, namely conducting coaching and moral support to citizens; group facilitation, namely building infrastructure; utilization of resources and skills, namely carrying out coaching and training to the community; and the role of organizing, namely monitoring and evaluating village community organizations. This role has not been fully optimized because there are obstacles related to the low level of education of some residents, limited funds, and the absence of village regulations. Researchers provide advice to village governments to conduct coaching and training; seek financial assistance and establish cooperation with outside investors; and immediately create a legal basis related to tourism villages.

Abstract

The Simpang Tujuh Square area is a red zone area for street vendors. Before there was a regent regulation, the area was a yellow zone, so the area was full of street vendors. This study aims to identify and analyze the implementation of street vendor management policies in Simpang Tujuh Square Area, Kudus Regency, and the factors that support or hinder the implementation of street vendor management policies. The research method used is descriptive qualitative with data collection techniques through in-depth interviews, observation, and documentation. The results of the study show that the implementation of the street vendor arrangement policy in the Simpang Tujuh Square area has not been carried out properly. There are some activities whose implementation is not yet good, namely structuring activities and monitoring activities, while street vendor development activities carried out by the Kudus Regency Trade Office have been going well. Based on the results of the analysis of the implementation of the PKL structuring policy, it can be seen that the compliance level of implementing actors in structuring street vendors in the Simpang Tujuh Square area, Kudus Regency, has not been maximized. Regarding the smooth running of routines or activities in the implementation of the PKL structuring policy, there are still obstacles, so there are activities that cannot be carried out. Regarding the expected performance and impact, it shows that the performance in implementing the street vendor arrangement policy in the Simpang Tujuh Square area is shown to be in line with the impacts faced, both negative and positive impacts. Factors that support policy implementation, namely communication, bureaucratic structure, and attitude of implementers, while factors that hinder namely resources and economic environment.
